Been raining heavily in Lahore. I wonder what effect the monsoon weather may have on elections.

Will definitely draw more anti-PMLN ire, since they are technically still the outgoing govt despite the caretaker setup in place. In the news clips I have seen, Lahore presents the view of being submerged in most areas. Not an ideal scenario to have in the crown jewel of PMLN.

That said, lets pray these rains don't arrive on election day! :))
 
ECP fails to publish final list of candidates

ISLAMABAD: The Election Commission of Pakistan (ECP) on Saturday failed to publish the final list of candidates for the upcoming general elections in accordance with the amended schedule announced by it on June 8.

Under the revised schedule, the candidates were to be allotted election symbols and final list of candidates was to be published on June 30, but even the number of candidates left in the run was not available at the ECP’s headquarters late Thursday.

When contacted, an ECP official, however, said the law had not been violated as the returning officers had displayed final lists of candidates outside their offices and had also provided the candidates with their copies.

According to him, the returning officers send the copies of the lists to district returning officers, which are then sent to the district election commissioners who forward the same to the regional election commissioners. The RECs then send these lists for printing of ballot papers.

Under the plan chalked out by the ECP, the printing of ballot papers is to start today (Sunday). The ECP also finds itself in a quandary a day before the start of printing of ballot papers which bear the names of candidates with the election symbols.

Under Section 206 of the Election Act, it is a mandatory requirement that at least five per cent tickets for general elections are awarded to women candidates against general seats and Section 215 of the same act clearly says that no party shall be eligible to obtain an election symbol for contesting elections for the parliament and the provincial assemblies unless it fulfils requirement of Section 206.

Section 217 (1) of the act also reads: “The Commission shall allocate a symbol to a political party if the political party complies with the provisions of this Act”.

The political parties had recently been asked by the ECP to provide it with the details of tickets issued to the women to see if the requirement has been met or not. But sources in the ECP revealed that none of the political parties chose to respond to the letter.

The ECP would be in a position to see if the requirement had been met after gathering lists of candidates from across the country and analysing the same, but by then ballot papers in large numbers would have been printed and taking away the allocated symbols from a political party would become a costly affair.

Under the schedule for general elections announced on May 31, June 29 had been set as the date for allocation of symbols, which was altered to June 30 under a revised schedule issued on June 8.

In DG Khan, four PML-N candidates contesting elections on seven seats left the party and opted to contest as independent candidates. Now, the PML-N has candidates for seven seats out of 16 seats in the district, while the PTI has fielded candidates on all seats.
 
PML-N candidate from NA-189 Sardar Muhammad Amjad Farooq Khan Khosa withdrew his candidature from the constituency and returned the party ticket a couple of days ago that shocked the party and his supporters. Moreover, he switched himself to NA-190 and is contesting against his cousin and PTI candidate Sardar Zulfiqar Ali Khan Khosa.
 
In Rajanpur, former Punjab Assembly deputy speaker Sardar Sher Ali Gurchani, his father Sardar Pervaiz Ali Gurchani and a number of other candidates from Rajanpur district left the PML-N to contest elections as independent candidates. Earlier, the PML-N issued tickets to Sardar Sher Ali Gurchani for NA-193, Sardar Pervaiz Gurchani for PP-295, cousin Sardar Athar Gurchani for PP-294 and Dr Hafeezur Rehman Dareshak for NA-194. All of them refused the PML-N symbol during allotment of symbols. Later, Sardar Sher Ali, Sardar Pervaiz and cousin Sardar Athar were allotted the symbol of jeep.
 
In Okara, former provincial minister Raza Ali Gilani has returned the PML-N ticket and will contest the general elections from a provincial assembly constituency as an independent candidate. Gilani has allied himself with the PTI candidate Syed Gulzar Sibtain in NA-143, as his provincial constituency falls under the National Assembly constituency.
 
Former MNA Rao Muhammad Ajmal Khan allotted the PML-N ticket in NA-144 constituency, has allied himself with Syeda Jugnu Mohsin who is contesting elections in PP-184 as an independent candidate.
 
True, but in close contests. Furthermore that seat only had Kacchi (Rind area) and Jhal Magsi (Magsi area). In the new delims, the seat (NA-260) he is fighting on has Nasirabad (Jamali area) included as well. And with Zafarullah Jamali and Rind both in PTI, odds have piled up against the Magsis.

That's great if new delims can help us on these 2 seats. Anything from Baluchistan for PTI should be counted as a bonus because top leadership always stayed away from this province.

Spot on! But that jazbatipana among its supporters is the real treasure of PTI. It speaks for the party's support as not being one of zehni ghulamiat. Like the one witnessed in the cadres of PPP and PMLN supporters. We criticize the party openly on its missteps and support it with all our heart when things are progressing well.

ISLAMABAD: The Pakistan Institute of Legislative Development and Transparency (PILDAT) has termed the pre-poll process in the country ‘unfair’ in its pre-election assessment report.

In a statement released on Tuesday, the organisation said the score on pre-poll fairness perception was at 51.5 per cent on a scale of 100. The study, conducted from April 2017 to March 2018, rests findings through 11 parameters, where two parameters fell in the “highly unfair” scale.

The report cited the parameters as perception of neutrality of military towards competing political parties and candidates receiving the lowest score i.e. 33.4 per cent and perception of freedom of private media from the influence of state institutions and vested interests at 37.8 per cent.

According to the report, “unfair scale” included perception of neutrality of the state-owned media at 41.5 per cent, followed by that of accountability process led by the National Accountability Bureau, which stood at 43.1 per cent. The perception of neutrality of judiciary also fell in the scale of ‘unfair’ with a score of 45.8 per cent.

The study found that parameters pertaining to level field provided by the Elections Commission of Pakistan received the highest scores.

“Perception of credibility of electoral rolls has received the highest score of 67.3 per cent while independence, neutrality and effectiveness of ECP received 65.3 per cent.

Meanwhile “perception of fairness and adherence to laws and rules relating to the electoral constituencies delimitation process has also received a high score of 64 per. Lack of ability of the president and governors to influence elections received score of 61.8 per cent while lack of ability of local government’s influence on elections was found at 57.8 per cent.

“The parameter on maintenance of law and order to allow political activities on a level playing field has also received a score of 57.8% that indicates that compared to the pre-electoral environment leading to 2013 General Election where parties were unable to hold public rallies, the scenario has been relatively stable leading up to General Election 2018.”

Pakistan election roiled with big names banned, radicals cleared


ISLAMABAD: Pakistan removed a radical Sunni Muslim leader from a terrorist list on Thursday, in a surprise twist that paves the way for his candidates to contest next month’s election even as another key ally of ousted leader Nawaz Sharif was disqualified.


The clearing of Muhammad Ahmed Ludhianvi, head of the Ahl-e-Sunnat Wal Jamaat (ASWJ) group, by the caretaker government that is running Pakistan during the two months of campaigning ahead of the July 25 general election was called “a shocking development” by the local Express-Tribune newspaper.


ASWJ has in the past been accused of inciting violence against Pakistan’s minority Shiite Muslims as the political face of the Lashkar-e-Jhangvi (LeJ) militant group. It denies links with LeJ.


The Election Commission of Pakistan was due to release a final candidates list by Friday, one that could include dozens of ASWJ candidates as well as others supported by Hafiz Saeed, an anti-India cleric labelled by the United States and India as the mastermind behind the 2008 attacks in Mumbai that killed 166 people.


Missing from the final list of candidates, however, will be some of the country’s most established politicians from the outgoing ruling party, the Pakistan Muslim League-Nawaz (PML-N), whose founder, Nawaz Sharif, says elements of the powerful army and the judiciary are seeking to keep it from winning.


The Supreme Court, which removed Sharif as prime minister last year, on Thursday barred his former privatization minister, Daniyal Aziz, from contesting the election.


“Pakistan’s history in terms of using state institutions to manage political processes are well known,” Aziz told Reuters. “The hope and prayer was that we had moved beyond that, and the facts are before you.”


LEGAL CASES

Since his removal, Sharif has argued that the Pakistani military establishment, aided by top members of the judiciary, is using a series of cases against him and others in his party to tip the scales in favor of opposition politician Imran Khan.

Khan is running on a socially conservative, anti-corruption platform. He denies colluding with the military establishment and praises the disqualifications and prosecutions of PML-N figures as a long-needed crackdown on graft.

The ban on Aziz came just a day after an Election Commission tribunal barred the outgoing prime minister, Shahid Khaqan Abbasi, who took over after Sharif was ousted, from standing for election in his home constituency, though he is contesting another seat in Islamabad.

The Supreme Court had held Aziz in contempt of court for describing its removal of Sharif last July as politically motivated. Aziz says he was misquoted.
In the case of Abbasi, an Election Commission tribunal ruled that he had failed to declare an accurate value of his assets in his nomination papers.

Abbasi denied the charges and termed the decision illegal, saying he would appeal against the ban.

“It is an election for the parliament. They have made it a joke,” he told television news channels.

Sharif has been barred for life from returning to politics, and is separately facing criminal charges in an anti-corruption court that could see him sentenced to prison in the coming weeks.


GOING MAINSTREAM

Islamist parties have seldom had a major impact in Pakistani elections, though they have created a high profile and have at times, according to analysts, enjoyed covert support from Pakistan’s intelligence agencies.


Still, a rash of new Islamist political parties have entered the political sphere in the past year, an apparent fulfilment of an army-backed proposal to “mainstream” extremists groups into politics that Sharif rejected while in office. The military has denied it is behind any of the new religious right parties.

“Pakistan has leaned on Ludhianvi to help in very interesting ways — ranging from reaching out to the Afghan Taliban to pitch the idea of peace talks, to trying to reduce violence in Pakistani neighborhoods,” said Michael Kugelman, a South Asia expert at the Woodrow Wilson Center in Washington.

“Taking Ludhianvi off the terror list may be meant as a goodwill gesture toward someone that the state would like to keep in its good graces.”

Ludhianvi’s ASWJ shares roots with the more violent Lashkar-e-Jhangvi militant group based in central Punjab province, which had strong ties to Al-Qaeda and has waged a deadly campaign against Shiites for more than two decades.
It was unclear who authorized the removal of Ludhianvi from the watchlist, with federal and provincial authorities both saying others were responsible.
An order from the National Counter Terrorism Authority (NACTA) dated June 14 that was obtained by Reuters specifies that Ludhianvi be taken off the “schedule four” list of people with links to terrorism and his bank accounts unfrozen.

However, a senior official with NACTA said the body was acting on recommendations from the Punjab government.

“We got a recommendation from Punjab government that Ludhianvi was no more on fourth schedule and wasn’t required on watchlist, and we just removed him,” a NACTA official said.

But, Hasan Askari Rizvi, the caretaker chief minister of Punjab province, indicated that the decision came from the federal government.

“Punjab Government is implementing decisions of Election Commission and the federal government in this regard,” Rizvi told Reuters. He said Ludhianvi’s assets would be unfrozen and he would be free to travel.

Ludhianvi said he had only been on the watchlist as a result of “bogus cases.”
“I have been cleared of all these cases by the courts, and Punjab home department removed my name,” he told Reuters by telephone. “I am, God willing, contesting the upcoming election just like I did in 2008 and 2013.”

Ludhianvi has made forays into politics before.

The Sunni cleric was a leader of Sipah-e-Sahaba (SSP), a sectarian group that emerged in the southern Punjab area of Jhang in the mid-1980s with the support of Pakistani intelligence and which was later linked to hundreds of killings of Shiites.

Recently, though, Ludhianvi has shown signs of seeking to rehabilitate his group’s image.

Earlier this year, he was one of more than 1,800 Pakistani Muslim clerics who signed an Islamic directive, or fatwa, forbidding suicide bombings, in a book unveiled by the government.

Agreed, but in the bigger scheme of things will it make any difference?

Yes.

If you want change in Pakistan, then it is essential that all rules are followed and adhered to. We can't just make exceptions based on whether we think they will make a difference or not. Election rules are in place to be followed. If political parties can't follow basic rules like this, how can we expect them to be accountable once in power?

Even if for a second we entertain the Noora opinion that establishment is assisting PTI, then I for one do not mind it AT ALL. These same Nooras have used establishment's helping hand to bring down governments and rig elections time and again.

Agree with this they both not coming back. Verdict due on 9th might be announced early on Friday. This verdict will rank high among Imran's contribution for the betterment of Pakistan others obviously include SKMH, formation of PTI, Namal, billion trees, etc.

The icing on the cake would be the boycott of election from PMLN. I know the rumours have started which might not be very reliable but in the past we have seen PMLN boycott elections when they knew they were not winning the elections. This time if they boycott I can see them loosing Punjab too and this might be the end of Shahbaz as well. I predicted Shahbaz would get disqualified 2 years down the line or so but this might just happen early if PTI comes into power.

I have said it before and saying it again the future of Pakistan looks bright and prosperous. This is not because of PTI's rise or PMLN's downfall its because people have started to raise voice/concerns to bring wellfare and better standard of living.

I have said it before and saying it again the future of Pakistan looks bright and prosperous. This is not because of PTI's rise or PMLN's downfall its because people have started to raise voice/concerns to bring wellfare and better standard of living.

Awesome post Bro, really pumped me up for Pakistan's bright future inshallah.

One thing I can guarantee is that these begairats won't be doing any boycotting. Inshallah they'll be beaten badly on July 25th.

So PTI come up with this new software Constituency Management System for their Candidates. I remember a member of JKT team once mentioned it PTI is developing some sort of software for GE2018 with many features for their candidates.

I think Imran Khan challenged Nawaz to a debate last time, but Nawaz chickened out. Can't imagine Nawaz in a debate with his chits anyway :))

But in actuality, I think this should become standard practice in Pakistan. Would love to see IK vs NS or SS vs BBZ (or Zardari?).
 
Also, what are the chances now PMLN will actually boycott the elections? Or even NS and Maryam Nawaz even coming back to Pakistan. I'm all for them boycotting the elections, don't need crap contesting.

We all know why they don't want the military involved at the polling stations.

Hope IK comes to power and one of the first things he does is allow foreign Pakistanis to vote in elections.

I would honestly love to see a debate culture start up in Pakistan. I think someone like Shahbaz Sharif might be a more capable debater than Nawaz, he may possibly agree. I also think Bilawal or Zardari would be up for it too.

I always thought Shahbaz was better but from what i have seen recently, he is not any better than Nawaz Sharif, he may win a debate about importance of building underpasses but that's about it.

Shahbaz Sharif for me could be a GREAT Mayor, average CM and PATHETIC PM.

Zardari could hold debate about political maneuvering but rubbish otherwise.

Bilawal would be only one who could manage a reasonable debate with Imran Khan but he struggles to get his point across in Urdu and most won't understand his points in English so quite a mismatch again.

Also, debates are only good in presidential system and only in reasonably educated countries.

On the flip side, people still voted for Trump after all the debates :facepalm:

Our last analysis based on our June 22-24 poll (we are releasing our next national poll tomorrow), we are analyzing turnout. Turnout is typically the hardest thing to predict, especially in Pakistan. Our on-the-ground staff ask respondents how likely are they to vote, and as indicated on the chart below, only those who state they have at least a 50% chance of voting i.e. likely voters are added to our respondents and those with less likelihood are not given the full survey form. Overall, 61% of all potential respondents approached have said stated they have at least a 50% chance of voting. This is not to necessarily say that this election would beat the turnout at the last election (55%).

A huge factor in this election is going to be the ability of the various parties to mobilize their voters. In Punjab, where the contest between PTI and PML(N) is on a knife's edge, turnout would be crucial. The 80s and 90s give us an indication of the importance of good turnout for a party's prospects in Punjab. Back then, both the PPP and PML(N) had a support base of around 40% in the province, and voter mobility of party's supporters was the sole determinant of the outcome of the election. This election seems to represent a return to a similar scenario. The warning sign for PTI should be the fact that while it is tied amongst those who say they are certain to vote, its support increases as likelihood of voting decreases, with a 12 point lead over PML(N) amongst those who say there's a 50% chance they will vote. Generally, the lower the turnout, the more PML(N) is likely to benefit, whereas the higher the turnout, the more PTI is likely to benefit.
