PTI stuns PML-N with thumping win in Punjab by-polls

I must admit that I underestimated PTI and Imran Khan. The bi-elections show that PTI is the largest party and nobody comes close. It is good to see people of Pakistan rejecting criminals.

The Pakistan Tehreek-e-Insaf (PTI) won the race for the coveted Punjab battlefield hands down on Sunday, clinching 15 provincial assembly seats out of the 20 up for grabs and dealing a stunning blow to the 13-party alliance led by the Pakistan Muslim League-Nawaz (PML-N) on its home turf.

According to unofficial and preliminary results, the ruling Pakistan Muslim League-Nawaz (PML-N) could only bag four seats, including Malik Asad Ali Khokhar and Fida Hussain from PP-168 Lahore and PP-237 Bhawalnagar, respectively.

Khokhar bagged 13,582 votes against PTI’s Muhammad Nawaz Awan who collected 8,068 votes. Similarly, Hussain received 29,201 votes against PTI’s Syed Aftab Raza, who mustered 13,242 votes in the contest.

In PP 273 Muzaffargarh, Muhammad Sabtain Raza also secured 52,631 votes and defeated PTI’s Yasir Arfat Khan who garnered 46,903 votes. In PP 7 Rawalpindi, Raja Sagheer Ahmad secured 68,906 votes, narrowly edging past PTI's Muhammad Shabir Awan, who got 68,857 votes.

Syed Muhammad Rafi Uddin was the only independent candidate, who managed to secure a seat – PP-228 Lodhran – with a lead of 6,473 votes. PTI’s Izzat Javed Khan was runner-up with 22,802 votes.

The rest was all PTI.

In PP-202 Sahiwal, Maj (retd) Ghulam Sarwar secured 60,804 votes – the highest in all 20 constituencies where elections were held – defeating PML-N’s Malik Nauman Ahmed Langriyal, who secured 57,669 votes.

Similarly, PTI’s Sardar Muhammad Saif Uddin won PP-288 Dera Ghazi Khan seat with biggest lead of 25,978 in all 20 constituencies. He secured 58,885 votes against PML-N’s Abdul Qadir Khan who bagged 32,907 votes.

Muhammad Amir Iqbal Shah succeeded from PP-224 Lodhran, securing 57,464 votes against PML-N’s Zawar Hussain Warriach who bagged 48,603 votes.

PTI Vice Chairman Shah Mahmood Qureshi’s son, Makhdoom Zain Hussain Qureshi, also emerged victorious from PP-217 Multan by securing 46,963 votes. PML-N’s Muhammad Salman emerged as runner-up with 40,104 votes.

PTI’s Malik Hassan Aslam Khan won from PP-83 Khushab by polling 46,412 votes. An independent candidate Muhammad Asif Malik secured 39,988 votes and emerged as a runner-up, pushing the ruling PML-N to the third place.

In PP-125 Jhang, PTI’s Mian Muhammad Azam secured 41,680 votes and defeated PML-N’s Faisal Hayat with a lead of 14,711. PTI’s Mehar Muhammad Nawaz won PP-127 Jhang seat by securing 38,350 votes against the PML-N’s Mehr Muhammad Aslam who garnered 24,172 votes.

PTI’s Ali Afzal Sahi won PP-97 Faisalabad seat by securing 33,317 votes. He defeated PML-N’s Muhammad Ajmal who collected 29,031 votes. PTI’s Irfan Ullah Khan Niazi gained 32,523 votes and won PP-90 Bhakkar. PML-N’s Saeed Akbar Khan got 26,506 votes in the contest.

Another PTI player, Khurram Shehzad Virk won PP-140 Sheikhupura. He collected 31,886 votes against PML-N’s Mian Khalid Mehmood who garnered 20,176 votes.

PP-158 Lahore seat was bagged by PTI’s Mian Muhammad Akram Usman who got 28,486 votes. PML-N’s Rana Ahsan emerged as runner-up with 24,073 votes. PTI’s Qaisar Abbas Khan secured 27,705 votes and bagged PP-282 Layyah. PML-N’s candidate Muhammad Tahir Randhawa got 18,513 votes and became runner-up.

PTI’s Muhammad Moazzam Ali Khan won PP-272 Muzaffargarh by securing 26,128 votes and defeated Syeda Zehra Basit Bukhari of the PML-N who got 21,711 votes.

Shabir Ahmad also won PP-167 Lahore seat for the PTI by securing 25,590 votes. PTI’s Nazir Ahmad Chohan who dissented from the party could manage to get 16,537 votes despite using all means.

PP-170 Lahore was also won by the PTI’s Malik Zaheer Abbas who got 18,717 votes against PML-N’s Muhammad Amin Zulqarnain who bagged 11,501 votes.

The PTI workers, supporters and voters poured onto the streets to celebrate the huge triumph. They gathered outside PTI Lahore office and brought out rallies in different parts of the provincial metropolis. They chanted slogans and danced on the beat of party anthems.

Earlier, the elections by and large remained peaceful with sporadic incidents of clashes between the activists and supporters of rival parties. At least one person died in Shiekhupura while several others were injured in sundry incidents.

Contrary to the trend of all previous by-elections, a record turnout was witnessed in the polling, despite several complaints of anomalies in the voting lists. The record of previous by-elections indicates that normally 25-30% voters exercise their right to vote. However, in Sunday’s by-polls over 40% voters cast their ballot.

The polling started at scheduled 8:00am and continued without break till 5:00pm. Great enthusiasm was seen among voters as a large number of people reached polling stations to cast their vote for their favourite candidates despite it being a weekend holiday.

This is the time for Pakistan’s establishment to smell the coffee for its adventurism since 2016 has resulted in the current imbroglio. If there is a fresh election leading to a new government, the IMF deal may be thwarted, with the doomsday scenario of Pakistan defaulting like Sri Lanka.

On Sunday July 17 th, the Pakistan Tehreek e Insaaf (PTI) swept the polls in the by-elections in Punjab with a landslide win consisting of 15 out of 20 seats in the provincial assembly. Punjab, Pakistan’s most populous province, is traditionally considered the stronghold of the Pakistan Muslim League (PML-N). However, with this result it is clear the PML N is losing its grip. With a 50% turnout, this was a record by-poll turnout in Pakistan’s electoral history.

The primary cause for the support by the electorate is the well-crafted alternative reality that the charismatic former Prime Minister and PTI party leader Imran Khan has spun over the decades. Added to this was the perceived unfair removal from office in April 2022 which further stoked an angry nation. In fact, during the run up to the election, Imran Khan had successfully convinced a sizable number of Pakistanis about his version of events that surrounded his removal.

However, varying perspectives and narratives are not enough to define electoral outcomes completely. There were a host of factors that led to the success of PTI candidates on Sunday including rising inflation and energy crisis. The grim reality is that Pakistan has entered a painful period of structural adjustment designed by the International Monetary Fund (IMF) and at least in the short term, such stabilization efforts have caused public misery.

The official rate of inflation in June was recorded as 21.3% and by all means such figures are hugely underestimated. Food inflation is at its peak and the cost of transportation and household energy supplies have become unbearable for middle-class and low income groups.

Consequently, the voter in Pakistan – hapless, disenfranchised, and disempowered – has only one instrument to hit back at the party in power. For the average person on the street, the PTI’s performance in the past few years do not matter as much as the increased energy prices and inflation under the PML-N led coalition do. The PML-N, led by the seasoned former Prime Minister Nawaz Sharif, was acutely aware of this reality and tried to do some damage control with last minute gimmickry which may have worked in the past but no longer do the trick.

But there were also internal problems in the PML-N which led to their grip over Punjab to weaken. The party had abandoned its political position of challenging the establishment to achieve civilian supremacy in the country. In retrospect this move was damaging because the popular sentiment in Punjab turned anti-establishment, particularly post Imran Khan’s removal.

This change of political mood can be attributed in a large measure to the rhetoric of PML-N leader, Nawaz Sharif, who consistently convinced the Punjab electorate that without civilian exertion in the power matrix, meaningful, pro-people change was not possible. Shahbaz Sharif’s assumption of the PM office in April was largely seen as a compromise on this position and abandonment of the political principles laid out by the elder Sharif and his daughter Maryam Nawaz. Imran Khan, ironically a beneficiary of the establishment, repeatedly accused his rival Shahbaz Sharif of being a ‘boot polisher’.

Furthermore, the PML-N, while allotting tickets to candidates, ended up ignoring some of the hardcore loyalists which caused their stronghold to crumble. As it is they never had an effective narrative or strategy to counter what Imran Khan had spun even if it was propaganda.

All of the above swayed public sentiment resulting in the highest turnover in by-election in the country’s history. By-elections do not generally involve high voter participation but in almost all the constituencies, the voter turnout was over 40% and 50% with the highest in Bhakkar which was a whopping 65%.

So what now? Post-election, Hamza Shehbaz can no longer remain Chief Minister of Punjab and with him gone, current Prime Minister Shehbaz Sharif’s government will inevitably crumble as well.

Shehbaz Sharif must quit the government and call a fresh general election and spare the country of further political intrigues and manipulation. A new election is likely to put Imran Khan in the lead with the capacity to reshape and reframe popular politics. The idea of a long-term caretaker setup refuses to go away from the popular discourse and so it cannot be ruled out. And the biggest of all, the appointment, or the extension of the Army Chief in November, is likely to be done under a new Prime Minister.

This is also the time for Pakistan’s establishment to smell the coffee for its adventurism since 2016 has resulted in this royal mess. If there is a fresh election resulting in a new government, the IMF deal may be thwarted, with the doomsday scenario of Pakistan defaulting like Sri Lanka.

And if the government is propped up with the old tactics of political engineering, then Imran Khan is going to launch another round of agitation causing more disruption and instability. It is truly a cul-de-sac for the establishment (and Sharifs as well) for they have to eat the bitter pill and let Pakistani voters decide on how this country should be governed.

It's a logical move by Mr. Neutral. Now Imran Khan won't foam at the mouth at a jalsa every night and therefore buys the establishment some time.

I believed this to be true, but from inside reports, the truth of the matter is QB faced a lot of internal backlash from the senior ranks for his handling of the situation and he got the message and truly remained neutral in these by elections. There was wide spread firm opinion that any further involvement and favoring anti PTI elements would result in massive chaos and demonstrations and in the country which we could not afford.

This by election was truly a fair and rigging free one. PTI workers were very organized at all polling stations and caught a bunch of rigging attempts. They organized and mobilised well, but it remains to be seen if they can repeat this act at the larger scale of the general elections whenever they take place.

If they think that then that will be another mistake. Imran now has even more reason tongo forth jugular. His message is simple and clear. He has evidence to back it up. People know he is honest sonwill tend to believe him. One ofnthe biggest problems the Noonies and Co have is that theybare known crooks. That's the elephant in the room. All this talk of narrative is missing the point.

They think the Pakistani public are stupid. But one thing the people value is honesty even if they may not be clean themselves.

Neutral baba has his own strategy and it is failing badly. The pressure will ramp up further and they will not move against the people..the ranks are going crazy and are sending their message through various means..he is on borrowed time.

You clearly haven't been following the current situation. Imran Khan has doubled down on his narrative after this win. If you followed the election you'd know about the astronomical amount of rigging that occurred in favor of PDM during this election. To say that the establishment is neutral after this election would be foolish.

Calling Chief Election Commissioner Sikander Sultan Raja "dishonest", Imran in today’s victory speech asked him to resign as, according to him, free and fair elections cannot take place in the country under his supervision.

"Under this ECP, free and fair election cannot take place. The country's biggest party does not trust it. I ask CEC to resign. We have no confidence in you. You're a biased person and connected with a party," he alleged.


Reflecting on last night’s victory, Imran said, “One cannot become a nation without a philosophy. When this imported government was imposed upon us via foreign conspiracy, people started asking questions… but, now we're on our way to become a nation”.

The elites of the country have put their money outside Pakistan. Have you ever heard someone doing that in Britain or France of any other country, he asked.

“I thank Allah for the last night’s win. This nation came into being after many sacrifices. Quaide-Azam did not even let his disease known as he knew the opponents might try to delay the Partition.

“We should all be proud of ourselves…. the way people especially youth and women came out to vote, this is Naya Pakistan.”

Commenting on his party’s last tenure at the Centre, he said during the last two years, we had the best growth rate. “All indicators were pointing at the right direction. Large scale manufacturing was on the rise despite Coronavirus pandemic. It decreased unemployment and generated wealth. We had record growth in agriculture. The farmers made record profit. All records were broken in textile sectors. It was hard to find any labour free in Faisalabad. We had record remittances. In IT sector, we recorded a 75% growth.”

The former premier said, “We were with IMF for 2.5 years. We were taking Pakistan towards a welfare state. We introduced health card. Such schemes are not even given in middle income countries, leave alone poor countries.”

He further said that Ehsaas programme was taking Pakistan towards become a welfare state. “We also offered interest-free loans.”

At such a time, he said the PTI-led government was overthrown via “foreign conspiracy”. “I and Shaukat Tareen tried to convince the powerful quarters that if our government was overthrown, the economic crisis would be unmanageable. We went to those who could do something.”

During PPP and PML-N tenures, Imran said, the countr’s exports did not increase. “They were only concerned on eliminating their corruption cases. Rs1,100 billion corruption will not be forgiven,” he maintained.

“Today, Pakistan is fourth country which might default. Just like Sri Lanka, we're going to default. Moody’s has turned our credit rating negative.”

He said Pakistan’s reserves have halved and currency is depreciating. “Rupee should have strengthened after the IMF deal… we will never get out of this financial crisis without political stability,” he maintained.

The PTI chief reiterated that free and transparent elections were the only solution to come out of crises. “The way yesterday’s election was conducted, crisis will even deepen. Punjab government used all tactics and despite Supreme Court’s orders, they used state machinery. Police threatened people. Police became a jiyala (stalwart) of PML-N. It is contempt of SC's orders.”

He also accused the chief election commissioner of ‘dishonesty’. “Four million people were termed dead and they were taken out of the electoral system. “CEC rejected our pleas, but thankfully the apex court overruled,” he added.

“We do not trust this CEC. We all know money is used in secret ballot and that’s why we wanted an open ballot… [Yousaf Raza] Gilani's son was caught red-handed in the past.”

Mran said when he left the PM Office, his political opponents thought people will distribute sweets in the streets. Instead, people in came out in large numbers to protest against my ouster, he added.

Imran said PM Shehbaz Sharif and his son – Punjab CM Hamza Shehbaz – were about to be sent to prison soon but they conspired and the same person becomes the prime minister. “This never happens anywhere in the entire world… first you have to get yourself clear and only then you can participate in any election,” he explained.

Commenting on the administration’s high-handedness, the PTI chief said he will never forget the brutality inflicted upon the Azadi marchers. “They tried to make people fearful but still people in huge numbers came out.”

Despite CEC's effort, the nation defeated them, he said. “Today, people have become awared. Whoever tried to steal people's mandate, he will be defeated. The nation is going towards achieving real freedom. I have never seen such passion in people… no one should be in delusion that people will accept decisions taken in closed rooms.”

Coming down hard on the unity government, Imran said, “They increased petrol price and later only reduced it by Rs18 per litre. We should only seek fresh elections. We can only take our country towards progress through political stability. We never focused on increasing exports. Overseas Pakistanis are our big asset. They will invest if we get political stability and for that we need free and fair elections.”

Emphatic win in PML-N’s political heartland

Soon after the victory last night, former prime minister Imran, taking to Twitter, reiterated his stance that “fair polls” were only way forward. “The only way forward from here is to hold fair & free elections under a credible ECP. Any other path will only lead to greater political uncertainty & further economic chaos,” Imran said.

The PTI’s victory has not only dealt a blow to PML-N’s narrative of performance in Punjab but has also turned the tables on the politics of electables.

The chief minister’s elections, scheduled to be held on the apex court’s orders, will now see CM Hamza Shehbaz probably losing his office and Speaker Pervaiz Elahi’s ascension to power as CM Punjab.

Currently, the PML-N’s combined strength is 175 and with three more votes PML-N's total tally will rise to 178, while the PTI on its own will have a strength of 178, excluding the vote of estranged PTI MPA also the deputy speaker Dost Muhammad Mazari.

With 10 more votes of PML-Q, Elahi’s victory is certain.

PML-N was quick to express its willingness to play by Queensberry rules and accept the results with grace.

The party leaders put the blame on difficult financial decisions taken by the government at the Centre that brought on back-breaking inflation in the country.

A leader talking to The Express Tribune said two factors played an important role in PML-N’s defeats, explaining that besides the tough financial decisions, the second reason was the rejection of turncoats.

He said that the party has decided not to put blame on turncoats as it would further damage their reputation.

Exactly. This win was inspite of the above. They are going to go all out in the general election. This game has only just begun. PTI will need to ramp up for elections. More people in polling booths more getting the vote out..they should also find a way to stop the electronic dhandli..

We know there was mass rigging and even more attempted rigging. They failed because the turnout was so big, as Rana the Qatil told us they planned to win 16 seats. And as he knew that on the ground they had no support, how did he expect to win without rigging.
Dr Gill raised a very important point about illegal orders and its time the PTI stopped acting like pus*** and took on the criminal nexus between the Police, Bureaucracy and Noora leaders. Its simple either they confess who gave the illegal orders or they are sacked immediately.

The PTI on Monday challenged the result of the PP-7 Rawalpindi-II by-election, citing a delay in the result’s announcement and a very small difference between the winning candidate and the runner-up.

According to unofficial results, PML-N’s candidate Raja Sagheer won the by-poll on the Punjab Assembly seat with a thin margin of 49 votes while PTI’s retired colonel Shabbir Awan came in second.

The Election Commission of Pakistan (ECP) had set up 266 polling stations, comprising 787 polling booths, for 335,295 registered voters in the constituency.

The PTI’s candidate, Shabbir Awan, submitted an application to the returning officer (RO) today, and requested a recount.

In the application, a copy of which is available with Dawn.com, Awan said the winning PML-N candidate received 68,906 votes, while he secured 68,857 with the difference being of a mere 49 votes.

He argued in his application that the results of by-polls in other constituencies across Punjab were announced at 7pm while PP-7’s result was shared at 7.40pm, citing “RTS system/server breakdown”.

The Result Transmission System is meant to transmit Form 45 — the statement of the count — from polling stations to RO offices and the ECP Secretariat using a smartphone.

In addition, the difference in votes between him and the winning candidate “falls under the prescribed threshold of five per cent of total votes polled and 10,000 votes pursuant to Section 95 (5) of the Elections Act, 2017”, Awan stated.

He added that he had repeatedly made requests to allow him to be a part of the counting process but they had been declined.

In some polling stations, the PTI workers had alleged that the ruling party candidate “bribed people through cash and flour”. However, the PML-N had rejected the allegations.

Former MNA and PTI spokesman Sadaqat Ali Abbasi told Dawn that polling remained peaceful but the police and the ECP staff allegedly forced people to cast votes against the former ruling party.

“By afternoon, the PTI supporters had came out in large numbers from Kahuta to cast vote in favour of Imran Khan’s candidate,” he said.

Talking to media earlier in the day, PTI Punjab leader Fayyazul Hassan Chohan said the party had challenged the PP-7 by-poll result and expressed hope the seat would be secured by his party after the recounting of votes.

The PTI also routed the PML-N by winning at least 15 of the 20 seats that got vacated after the disqualification of PTI members who had voted for Hamza Shehbaz for Punjab chief minister’s office.

The PTI on Monday challenged the result of the PP-7 Rawalpindi-II by-election, citing a delay in the result’s announcement and a very small difference between the winning candidate and the runner-up.

According to unofficial results, PML-N’s candidate Raja Sagheer won the by-poll on the Punjab Assembly seat with a thin margin of 49 votes while PTI’s retired colonel Shabbir Awan came in second.

The Election Commission of Pakistan (ECP) had set up 266 polling stations, comprising 787 polling booths, for 335,295 registered voters in the constituency.

The PTI’s candidate, Shabbir Awan, submitted an application to the returning officer (RO) today, and requested a recount.

In the application, a copy of which is available with Dawn.com, Awan said the winning PML-N candidate received 68,906 votes, while he secured 68,857 with the difference being of a mere 49 votes.

He argued in his application that the results of by-polls in other constituencies across Punjab were announced at 7pm while PP-7’s result was shared at 7.40pm, citing “RTS system/server breakdown”.

The Result Transmission System is meant to transmit Form 45 — the statement of the count — from polling stations to RO offices and the ECP Secretariat using a smartphone.

In addition, the difference in votes between him and the winning candidate “falls under the prescribed threshold of five per cent of total votes polled and 10,000 votes pursuant to Section 95 (5) of the Elections Act, 2017”, Awan stated.

He added that he had repeatedly made requests to allow him to be a part of the counting process but they had been declined.

Sindh Minister for Information Sharjeel Inam Memon, while commenting on the by-elections in Punjab, said on Sunday that following the by-elections in Punjab, it seemed in the media that the PTI was trying “to become Shiv Sena and its chief Imran Khan is going to become the Bal Thackeray of Pakistan”.

In his tweet, the provincial minister said the motive of those people was to spread chaos and unrest in the country. “Imran Khan wants to avenge his legal dismissal which succeeded through [a] vote of no-confidence,” the minister said.

Memon further remarked: “Imran Khan is targeting [the] establishment and Election Commission of Pakistan so as to defame state institutions to achieve his goals.”

Of these 20 dissidents, ten won the 2018 general elections as independent candidates and later joined the PTI for the party to form the government in Punjab.

LAHORE: Following a crushing defeat in the Punjab by-polls on Sunday, the top leadership of the ruling coalition got together here on Tuesday for an ‘introspective’ huddle, resolving to save the Punjab government at any cost and announce the next general elections after completing the current assembly’s term till August 2023.

The bigwigs of the nine-party ruling alliance were unanimous that the Shehbaz Sharif-led government in the Centre should complete its tenure for one major reason — it had taken harsh economic decisions and paid the price by facing defeat in the Punjab by-polls. Now, there was no need to panic and give in to Pakistan Tehreek-i-Insaf (PTI) chairman Imran Khan’s demands for early elections.

The coalition partners also put their weight behind PM Shehbaz in launching ‘concrete efforts’ and exploring all possible ways to save his son Hamza Shehbaz’s office of the Punjab chief minister from the joint PTI-PML-Q candidate, Chaudhry Parvez Elahi.

The top leadership of the ruling alliance, including JUI-F chief Maulana Fazlur Rehman, PPP leader Asif Ali Zardari, MQM-P’s Khalid Maqbool Siddiqui and Wasim Akhtar, federal minister Tariq Bashir Cheema from the PML-Q (Shujaat group), Mian Iftikhar Hussain of the ANP, Shah Owais Noorani of Jamiat Ulema-i-Pakistan, Jamhoori Watan Party’s Shahzain Bugti, Punjab CM Hamza Shehbaz, PML-N federal ministers Marriyum Aurangzeb, Fahd Hussain, Azam Nazir Tarar and Saad Rafique, and former National Assembly speaker Sardar Ayaz Sadiq, attended the meeting hosted by Prime Minister Sharif at his Model Town residence.

According to a source, almost all the participants vociferously backed the suggestion that the coalition government should complete its term till August next year. “We have taken tough economic decisions, and by the time we go to the general polls next year the situation will be different. We don’t need to be afraid of Imran… rather we have to get tough with him and respond in a befitting manner,” he said.

Leaders of the main coalition parties – PML-N, PPP and JUI-F – told PM Sharif to pull up his socks and, come what may, not hand over Punjab to the PTI-PML-Q without a tough fight. “Hamza should not resign. The coalition will explore ways to retain him as the CM at all costs,” the source quoted a participant of the meeting as having said.

During the huddle, Hamza spent some time with Mr Zardari and got some ‘important tips’ regarding retaining his office. “Losing Punjab means losing the Centre, and we can’t afford this,” maintained a participant. “Explore all legal and the required options to save the coalition government in Punjab,” he said. No one in the meeting disagreed with his opinion.

After the gathering, Railways Minister Saad Rafique, along with members of the allied parties, declared at a press conference that the federal government wasn’t going anywhere. He presented the coalition’s ‘official stance’ of coming to power after toppling the Imran government, saying it was done “in the larger interest of the country. The PTI government had laid economic landmines but we took tough decisions to save Pakistan and did not bother about our politics”.

Rafique played down the PML-N and its allies’ defeat in the by-polls, saying his party snatched four seats from the PTI and claimed their vote increased by 39 per cent. He refused to concur with the impression that the poll results had anything to do with the popularity of any party.

The minister was very critical of Imran Khan, saying the former premier wanted the army chief, chief justice of Pakistan and the chief election commissioner of his choice as he thought of himself as the “Ameerul Momineen”.

The minister also targeted the judiciary for not taking up the cases of PML-N leaders. He said court verdicts should not be announced under the ‘doctrine of necessity’ and urged the judiciary not to interfere in legislation, which was the domain of parliament. He asked the Supreme Court to hear the review petition against its judgement on the presidential reference on Article 63-A. He also asked the election commission to decide the foreign funding case of the PTI.

Federal Information Minister Marriyum Aurangzeb said the next general elections would be held when the incumbent government and the ECP decided.

PTI to thwart ‘buying of MPAs’

In anticipation of the PML-N’s likely bid to woo their MPAs, the PTI-PML-Q leadership has directed all its lawmakers to reach Lahore on Wednesday (today). “They are likely to be lodged in a hotel so they cannot be approached by the PML-N, and Imran Khan will meet them here,” a party insider said.

CM Hamza is certain to lose his office to Mr Elahi after failing to win 11 seats to achieve a majority in the Punjab Assembly where the joint opposition now has 188 members after the recent by-polls.

Reportedly, the PML-N is working on either ‘detaining’ a few PTI lawmakers in different cases or luring some of them with ‘very lucrative packages’ to abstain from voting on July 22 during the run-off election for the chief minister.

Former PTI provincial minister Dr Yasmin Rashid told Dawn the PML-N would fail to buy their lawmakers to save Hamza. “The PML-N should have shown some grace and accepted its defeat in the by-polls. By indulging in such nefarious activities, the Sharifs will tarnish their reputation even further. People have seen the fate of the lotas (turncoats) and our lawmakers can’t be lured anymore by the PML-N and its allies,” Dr Rashid asserted, adding party chief Imran would be staying in Lahore for two days (to thwart) any such plans of the government.

Meanwhile, the PML-N-PPP parliamentary party members’ meeting was held at 90, The Mall where reportedly two PML-N MPAs were ‘missing’. Hamza told the meeting that he knew how to compete (in the election for the CM). “We will not leave the field open,” he was quoted by a source as having said.

Zardari seeks Shujaat’s ‘help for Hamza’

Separately, PPP’s Asif Zardari met PML-Q president Chaudhry Shujaat Hussain at the latter’s residence in Lahore and reportedly sought his help to save Hamza Shehbaz in the run-off election for the CM on Friday.

Shujaat’s son Salik Hussain and PML-Q leader Tariq Bashir Cheema are part of Shehbaz Sharif’s cabinet.

The PML-Q has 10 MPAs in the Punjab Assembly, and Zardari reportedly asked Shujaat to side with the ruling coalition in its plan to save Hamza. Reacting to these reports, Riaz Fatyana, chairman of the PTI Election Analysis and Management Cell, said in a statement: “The PML-Q MPAs will vote for the CM candidate from their own party -- Parvez Elahi. So they aren’t violating Article 63-A. Even Chaudhry Shujaat can’t stop them because the candidate isn’t from the PTI. Voting for your own party’s candidate isn’t unconstitutional.”

Shujaat has already said in a statement that Elahi would be the PML-Q candidate for the CM’s slot.

The Election Commission of Pakistan (ECP) on Thursday rejected PTI's plea seeking a recount of votes in PP-7 Rawalpindi-II — which it lost to the PML-N by a razor-thin 49 vote margin.

The decision was announced by a five-member bench headed by Chief Election Commissioner (CEC) Sikander Sultan Raja.

In the brief ruling, he said that the petitioner, PTI candidate Shabbir Awan, could neither prove any fraud or irregularity during the polls, nor was he able to state the reasons for the recount.

Immediately after it was announced, PTI leader Shafqat Mahmood took to Twitter, calling the verdict "against the law". "Loss of neutrality and integrity by the ECP has far reaching consequences for democracy," he said.


During the Punjab by-elections on Sunday, PML-N’s Raja Sagheer had won the by-poll on the provincial assembly seat with a margin of just 49 votes, defeating Awan. The PTI had also raised questions over the delayed announcement of the result in the constituency.

Subsequently, Awan submitted an application to the returning officer and requested a recount. His plea was, however, rejected drawing criticism from the PTI.

Later, Awan had approached the Lahore High Court's Rawalpindi bench assailing the RO’s "illegal decision" of rejecting plea for recount in PP-7.

But on Wednesday, the court restrained the RO from consolidating the result of PP-7 and converted Awan's petition challenging the RO’s decision to reject plea for recount into an application to be taken up by the ECP.

“In order to streamline the process, the petitioner is directed to appear before the respondent [ECP] on July 21 at 10am when the needful shall be done,” it had said.

'RTS system not used during by-polls'
The PTI's petition claimed the results were uploaded on the RTS system.

During the hearing today, CEC observed that the PTI had not filed any application until 5pm on the day of the election.

"You submitted a request to the R&I department but withdrew it after 10 minutes," he noted, saying that even after that the PTI blamed the ECP.

The CEC then called the officials of the R&I branch and asked them to submit a written account of everything that happened on the day of the polls, adding that all the matters should be clear.

Here, Awan's counsel said that his client was present in court at the orders of the LHC.

Subsequently, reading out PTI's petition which was submitted to the high court, ECP's chief refuted the party's claim that the RTS system was used during the by-polls.

PTI, PML-N's arguments
At the outset of the hearing, Awan's counsel said that they had approached the court as the margin between the votes of the two parties was very thin.

"Our law states that if the margin is less than five per cent, a request for a recount can be filed."

He contended that as soon as the results were announced, his client had immediately approached the RO and later the court for a recount.

For his part, PML-N leader Raja Sagheer's lawyer called PTI's request "baseless". "They failed to prove their point even in front of the RO.

"At first they were talking about the entire constituency. Now they are talking about 21 polling stations," he said, adding that PTI's stance was invalid because it kept changing.

Awan's petition
Awan in his petition filed with the ECP claimed the result of PP-7 had been delayed though all the presiding officers had reached the RO in time. “….the result, despite all presiding officers reaching in time, was announced late at 1:40am on 18-07-2022 whereas the results for other constituencies were announced well before 8:00pm 17-07-2022, [that] also raises questions on the counting of votes [in] the said constituency”, the petition reads.

The petitioner further claimed when the results of 265 out of 266 polling stations was uploaded on the RTS, he was in the lead of 312 votes and at the climax of the results of the PP-7 Rawalpindi-II, RTS system broke down. “After considerable time when the RTS system was restored, polling station number 63, the 266th station, was already uploaded and PML(N) candidate won by a small margin of 49 votes,” he argued.

He also narrated the story of proceedings before the RO who he said instead of issuing notice under Section 95(1) of the Act took up for hearing the plea for recount. He said the contesting candidates were asked to await result to be announced at 6:30pm but then at around 9:30pm, they were told to leave and that they would be informed of the order over the phone. The RO in the late hours then rejected the application and simultaneously issued a notice for the consolidation of result.

The Supreme Court on Thursday sought additional material from the Pakistan Tehreek-e-Insaf (PTI) and Pakistan Muslim League-Quaid (PML-Q) to substantiate their allegations against the Punjab government giving bribes to their MPAs.

A division bench of the apex court led by Justice Ijaz-ul-Ahsan took up contempt proceedings against the interior minister regarding his alleged threatening statement in violation of the July 1 order of the SC.

A day earlier, the PTI lawyers submitted before the court the transcript of Sanaullah’s statement from his presser on July 18 wherein he had allegedly spoken about making the former ruling party’s lawmakers disappear ahead of the Punjab chief minister’s election

During the hearing today, the judge asked the counsel to explain specific SC directions which were violated by the contemnor and questioned if they had approached the Election Commission of Pakistan (ECP) against the violation of election laws.

PTI lawyers submitted three affidavits of its provincial assembly members before the apex court, stating that they had been offered millions of rupees to change their loyalties.

Advocate Faisal Chaudhry claimed that Sanaullah had declared that he would shift PTI lawmakers around. He alleged that PTI MPA Masood Majeed was “bought” for Rs400 million and smuggled to Türkiye.

The lawyer further maintained that Pakistan Muslim League-Nawaz (PML-N) worker Raheela contacted three PTI MPAs and that Punjab government spokesperson Atta Tarar offered Rs250 million to these MPAs.

Justice Muneeb Akhtar asked the date of when Raheela had contacted the PTI MPAs and further questioned where the original affidavit was.

“The original affidavit is in Lahore,” the PTI lawyer stated.

Justice Akhtar maintained that the wording on all three affidavits was the same.

The bench raised legal questions on the affidavits and noted that MPAs who gave affidavits didn't mention the specific date on which they were given the offer.

They asked the counsel to submit additional material to substantiate their allegations in this matter.

The court stated that the case against Raheela and Tarar was not one of contempt of court, and when asked by the lawyer to take a suo moto action against them, Justice Akhtar declared that that was the prerogative of the chief justice of the SC.

“It would be a criminal offense when a crime has occurred," Justice Ijaz-ul-Ahsan said, adding that no crime could be prejudged.

Despite giving adverse remarks on the contempt petition as well as PTI MPA affidavits, the bench decided to keep the case pending.

The court also heard Punjab Assembly Speaker Chaudhry Pervaiz Elahi’s contempt of court petition against Sanaullah and directed his lawyer to bring more evidence on record in relation to it.

“Prove the allegation of contempt of court,” Justice Ijaz-ul-Ahsan stated, maintaining that the court's July 1 order had not been violated.

Justice Ahsan told Elahi’s counsel Chaudhry Faisal Hussain that his apprehensions were based on assumptions.

“You have to make a contempt case which should not be based on assumptions. We are a court of law and we decide matters in accordance with the law,” he stated.

Subsequently, the court adjourned the hearing for an indefinite period.

He issued this warning in an address to the nation a day before the crucial Punjab Assembly session to elect the new provincial chief executive after the PTI recently won 15 out of 20 seats in the by-elections in the province last Sunday.

Imran also lambasted the incumbent Chief Election Commissioner Sikander Sultan Raja, saying his party “will never” contest general elections under the current CEC, as he called him “dishonest and anti-PTI”.

He accused the CEC of being biased during Daska by-elections last year, saying that he had ordered re-polling on the seat to ensure the PTI’s defeat.

“This election watchdog chief also turned a blind eye to Supreme Court orders on our plea in the Senate election case,” Imran noted.

He claimed that two of only five seats the PTI lost in the recent Punjab by-polls was “because the results in the two constituencies were released late”.

The PTI chief berated the CEC for postponing local government elections in Sindh under the “pretext of rains”.

“Similar requests for deferring of LG polls in KP were turned down … this CEC has taken all steps that go against the PTI,” he said.

Imran said at least 130 ways of rigging could be eradicated if electronic voting machines were put to use. “But this mafia successfully blocked the introduction of EVMs,” he lamented.

The Supreme Court on Thursday sought additional material from the Pakistan Tehreek-e-Insaf (PTI) and Pakistan Muslim League-Quaid (PML-Q) to substantiate their allegations against the Punjab government giving bribes to their MPAs.

Anyone who even thought of taking a bribe needs to be kicked out of PTI. No more lotas.

We must stop expecting anything from establishment. They are the gatekeepers of this country. let them stay at borders forever now. And if they ever try to enter in internal politics in Pakistan, make them irrelevant from now on. Of course their meddling in Pakistani politics is a reality. But as Imran Khan said "gone are the days when governments were controlled by establishment". We must undo a lot of propaganda spread over the years in favour of establishment. We must change the mindset of people looking towards army for anything and everything except maintaining peace in Pakistan. This mindset has destroyed every other institution in Pakistan. Pakistan may not free itself from the shackles of establishment in near future and that is because of ignorance in our people. We must not rely on few journalists and historians to educate Pakistanis because pens can be bought too. There is monopoly on pen. Look at the majority of media in Pakistan and all over the world. Mainstream media is a propaganda tool. We must wage war of knowledge and let people make their opinions freely.

It looks like it but the Chs arent trustworthy. I don't care if the PTI come in for 4 weeks as long as we gut the Punjab Police and Bureaucracy. Sack all the top officers, register FIRs against them for their criminality.
