Let's not forget that there was a BIG difference with the pitch Razzaq played on to the pitch Y. Pathan just played on.

Y. Pathan played in much tougher conditions where the pitch suited the bowlers more and Razzaq played on a flat wicket with no sign of extra bounce nor swing.
