I agree. Shouldn't performance on such kind of pitches be measures of a bowler's skill; just like the performance on fast and bouncy pitches of Aus and SA are measures of a batsman's skills.

Sorry but will have to disagree there.
A fast (for that matter any) bowler's skill is to get the batsman out in the given circumstances just like a batsman's skill is to play the swinging and seaming ball and score runs.
If conditions are favourable then how do they test your skills?
So are you suggesting that Bowlers need assistance to perform good ? So why are batsmen heavily criticized for not performing on 'bowler friendly' wicket (i.e. green wicket).
I am not saying its easy to bowl on flat tracks, but bowlers have to toil harder to get wickets on flatter tracks and this is where there patience/ability is tested. Greener wickets help bowlers display their skill rather than their patience.
