The only reason Pak loses so many ODI's is because they seem to be allergic to run for singles.

There is no aggressive running and batsmen seem to be happy to hit only boundaries.

Almost every ODI, Pak loses out on 40 singles. Hence they struggle to cross 250. If you add those 40 singles, they will consistently score over 280.
