Bengaluru Police arrests serial sexual offender who targeted women walking alone​





Bengaluru police arrested a man accused of sexually harassing women alone in the evenings in Bengaluru. The arrest followed a December 2 complaint from Sunkadakatte. The accused is in custody.



Bengaluru police arrested a serial sexual offender accused of targeting women moving alone during the evenings in the city.

The accused, identified as Vinod, allegedly stalked women after 6 pm, focusing on those walking alone or riding two-wheelers.

Police said he would wait for riders to slow down near potholes, run towards them, forcibly grab them, and behave obscenely.


According to the police, the accused had been committing such acts for over a month and was emboldened as no formal complaints had been filed earlier.

The arrest followed a complaint from a woman who was assaulted near Srinivasa Circle in Sunkadakatte on December 2. Her husband, who was following her in a car, attempted to catch the accused, but he managed to escape.

A call to emergency number 112 led to the accused being traced and arrested with the assistance of Hoysala police.

The accused is currently in custody, and further investigation is underway.

In another incident from July, in Bengaluru’s Govindapura area, a man was arrested for following a woman in public, sexually harassing her and biting her on the lips after she stepped out to buy groceries, police said.

The accused allegedly behaved obscenely before the victim managed to escape and file a complaint, leading to his arrest on charges of sexual harassment and public indecency.

‘Illegal Detention, Sexual Assault’: Woman Tortured at Noida Police Station; SC Seeks Centre's Response​





The woman claimed that she was subjected to 14 hours of "illegal detention, custodial sexual assault, torture and coercion" by police personnel at the Sector 126 police station in Noida late on the night of December 3.



After a woman advocate alleged illegal detention and custodial sexual assault at a Noida police station, the Supreme Court on Friday (December 19) sought responses from the Centre, Uttar Pradesh government, and others, according to a PTI report. The woman further alleged torture and coercion at the police station.
A bench of Justices Vikram Nath and N V Anjaria also directed the commissioner of police of Gautam Buddha Nagar district to ensure that CCTV camera footage from the police station for the concerned duration is not deleted or destroyed, and kept in a sealed cover.
The apex court was hearing the plea filed by the woman advocate.

What All Did The Woman Allege?​


The woman claimed that she was subjected to 14 hours of "illegal detention, custodial sexual assault, torture and coercion" by police personnel at the Sector 126 police station in Noida late on the night of December 3 while she was discharging her professional duty towards her client, according to a PTI report.

Senior advocate Vikas Singh, appearing for the petitioner, said it was a very gross case where a woman advocate was "sexually mauled" and kept under illegal detention.
"This is a very gross case happening right around Delhi. If it is happening in Noida, just imagine the plight of the entire country," Singh said.
The bench said normally it would not have entertained the plea under Article 32 of the Constitution, and would have given liberty to the petitioner to approach the jurisdictional high court.

CCTV Cameras At Police Stations in Rajasthan​


The top court said it was already dealing with a separate case relating to the installation and functioning of CCTV cameras at police stations in Rajasthan.
"However, considering the serious allegations made in the petition, and the fact that the issue also relates to the blocking of CCTV cameras for the duration of the incident at the police station, we are entertaining this petition. Issue notice, returnable on January 7," the bench said.

It added, "In the meantime, the Commissioner of Police, Gautam Buddh Nagar, is directed to ensure that the CCTV footage of the concerned police station for the concerned duration is not destroyed or deleted and is kept in a sealed cover."
After the bench passed the order, Singh raised the issue of protection for the petitioner.
"They will dare not touch her after passing of this order," the bench said.
During the hearing, Singh said the CCTV cameras at the police station should be immediately seized. He also said that the complainant was beaten up and was forced to withdraw his complaint.
The bench initially asked why the petitioner did not approach the Allahabad High Court with her grievance.
"We have all the sympathy. Let the high court take appropriate action," the bench observed. Singh said the apex court may transfer the petition to the high court.
"The difficulty is if we start entertaining this (plea), all matters from all around Delhi will come to the Supreme Court only," the bench said.

Singh then urged the bench to take this as some kind of a "test case".
The top court is also monitoring the CCTV matter, which is very important, he said. Singh said the apex court should send a signal to the entire country that such incidents would not be tolerated at all.
The bench then agreed to hear the plea and issued notice on it. The plea said the petitioner was targeted solely for discharging her professional duty and insisting on mandatory registration of an FIR for her grievously injured client.
"The petitioner's life was immediately endangered when a government pistol was placed upon her neck by the police staff, coercing her to surrender her mobile phone password. She was also subjected to continuous threats of being killed in a fake encounter," the plea claimed.

It is alleged that the officers maliciously disabled or removed CCTV systems from the police station premises, which was in flagrant violation of the binding mandate laid down by the apex court.
"The subsequent conduct of the state respondents compounds the violation. They failed to initiate a mandatory FIR, failed to secure evidence, and are actively protecting the accused officers, who continue to issue threats of counter FIRs against the petitioner," the plea claimed.

The petitioner sought a direction to the Uttar Pradesh DGP to forthwith register an FIR against the police officers posted at the Sector 126 police station on the date of the incident under the relevant penal provisions.
Besides other prayers, the plea also sought a direction to the Uttar Pradesh government to entrust the investigation of the matter to a Special Investigation Team or the Central Bureau of Investigation.

Delhi: 3 Year Old Girl Hospitalised After Alleged Sexual Assault in Paschim Vihar West​




In Delhi’s Pachim Vihar West area, a 3-year-old girl was hospitalised on Thursday after alleged sexual assault in Peeragarhi village.​


New Delhi: In Delhi’s Pachim Vihar West area, a 3-year-old girl was hospitalised on Thursday after alleged sexual assault in Peeragarhi village by a 27-year-old accused. The incident reportedly took place on Thursday noon, following which an information was passed to the local Paschim Vihar West police station. The victim was admitted to a nearby hospital for treatment, where her condition is said to be stable.
A case has been registered in the incident under 6 POCSO Act and other relevant sections and investigation has been initiated. According to a police official, it surfaced during the preliminary inquiry that the 27-year-old alleged accused is the tenant of the same building, the victim resides with her family.

Police teams searching for accused, says DCP​


Deputy Commissioner of Police (West Delhi), Vichitra Veer stated that multiple teams have been constituted to nab the accused. The police teams actively searched for the accused and eventually apprehended him after conducting raids at 30 different locations.
DCP Veer said, “At 12.12 pm a PCR call was received regarding sexual assault of 3 year old girl in Peeragarhi village. Immediately the police team including the Assistant Commissioner of Police (ACP) Paschim Vihar along with Station House Officer (SHO) Paschim Vihar West, Inspector Investigation and others reached the location.”

“A minor girl was found there along with her mother and was shifted to Sanjay Gandhi Hospital, where all the necessary medical treatment was provided. Based on the information, a case under section 376 of the IPC and 6 POCSO Act has been registered and investigation taken up,” the DCP stated.
Meanwhile, the victim girl, after getting necessary treatment and examination, was discharged from the hospital, said the police official.

Bench says the sexual act was only the beginning of a child’s victimisation; urges Parliament to amend POCSO Act to substitute the term “child pornography” with “Child Sexual Exploitative and Abuse Material”


The Supreme Court on Monday (September 23, 2024) held that viewing in private, downloading, storing, possessing, distributing or displaying pornographic acts involving children attract criminal liability under the Protection of Children from Sexual Offences Act (POCSO) and the Information Technology Act.


A three-judge Bench headed by Chief Justice of India D.Y. Chandrachud said the sexual act was only the beginning of a child’s victimisation.

Bengaluru: A troubling incident captured on video has sparked fresh concern over women’s safety on city roads. In Bengaluru’s Silk Board area, a woman riding a scooter was harassed by three men on another two-wheeler, that lasted over two kilometres before the group fled the scene.
The footage, recorded by a commuter following behind in a car, shows the trio repeatedly overtaking the woman, driving recklessly and appearing to intentionally intimidate her as they trailed her for a considerable stretch of road late evening.

A social media user who shared the video on X said he intervened when he saw the men approaching the woman. “I recorded the incident as evidence and called out to them, following which they immediately left the area”, the user wrote in the caption.
The clip quickly gained attention online, prompting public calls for action. Bengaluru Police acknowledged the viral footage and responded through official channels, confirming that they were investigating the matter.

In statements posted on social media, officers said the scooter involved has been traced and its registered owner identified. The police assured that further legal steps will be taken against those responsible once the investigation is complete.
No formal statement on any arrests has been made yet, but authorities have said the case will be dealt with under relevant provisions of the law.

Incidents of harassment against women on Bengaluru roads have repeatedly raised alarm among residents and activists alike, with many urging stricter enforcement and public awareness to ensure safer conditions for all commuters.

A shocking incident occurred in Bengaluru, where a 21-year-old woman was allegedly assaulted by a man in broad daylight. The attack, captured on CCTV, shows the victim being harassed and physically assaulted by Naveen Kumar, who had been pressuring her for a relationship after they met on Instagram.



Bengaluru: A disturbing incident of public violence has come to light in Bengaluru after CCTV footage surfaced showing a 21-year-old woman being allegedly assaulted and harassed in broad daylight by a man who had been persistently pressuring her to enter into a relationship. The incident, which took place on December 22 at around 3.20 pm, has triggered widespread outrage, particularly over the apparent inaction of bystanders present at the scene.
According to the footage, the woman was standing beside a scooty, believed to be an online ride, when the accused arrived at the spot in a car. He is seen taking her purse and rummaging through it before moving towards her and allegedly groping her. Moments later, the man repeatedly strikes the woman on her head and back and drags her along the road, even as two to three bystanders look on without intervening.

Acquaintance Through Instagram, FIR Reveals​

As per the First Information Report (FIR), Naveen and the victim became acquainted through Instagram in 2024 and remained in regular contact through phone calls and messages. Over time, however, he allegedly began pressuring the woman to enter into a relationship. The woman consistently resisted his advances, police said.
On December 22, Naveen reportedly went to the woman’s paying guest (PG) accommodation in his car. When he spotted her standing outside the PG, he confronted her, dragged her on the road and assaulted her in full public view.
Following a complaint, the Bengaluru Police registered an FIR and took the accused into custody. Police officials said further investigation is underway to ascertain the full sequence of events and any additional offences that may apply.
 

Bengaluru flat association booked for ‘settling’ sexual assault, drug cases internally​





The Provident Sunworth Apartments’ residents’ association allegedly framed its own set of bylaws and imposed monetary penalties on residents accused of crimes.


The Bengaluru police have registered a criminal case against the Residents’ Welfare Association (RWA) of Provident Sunworth Apartments in southwest Bengaluru and the private security agency employed by the complex, alleging that they illegally handled criminal offences internally instead of reporting them to the law enforcement authorities.

According to media reports, the apartment association, located in Doddabele under the Kumbalagodu police station limits, allegedly framed its own set of bylaws, imposed monetary penalties on residents accused of crimes, and conducted unauthorised inquiries with the assistance of Tyko Security Agency. These actions resulted in the suppression of serious criminal cases and allowed accused persons to evade legal consequences.

Preliminary findings indicate that multiple offences, including possession and consumption of narcotic substances, thefts, and sexual harassment of women, including domestic workers. Some of the alleged offences involved residents, including individuals from outside Karnataka, such as students residing in the complex.

The case came to light after an anonymous letter was sent to the Kumbalagodu police, prompting an internal inquiry. The RWA had allegedly “resolved” more than 10 criminal incidents internally over the past few years, without lodging formal complaints or informing law enforcement.

Instead of following legal procedures, the association is accused of questioning the accused persons within the complex, levying fines ranging from Rs 10,000 to Rs 50,000, and either allowing them to continue living there or forcing them to vacate the premises. Fines were reportedly collected from the basement office of the apartment complex, both in cash and through online transfers.

Police are investigating the allegations and efforts are underway to identify residents who were fined or forced to vacate the premises since 2023. As some residents were fined and allegedly made to leave the complex, it has complicated efforts to trace both victims and accused persons.

Based on these findings, an FIR has been registered at the Kumbalagodu police station under Sections 211, 238 and 239 of the Bharatiya Nyaya Sanhita, which deal with suppression of information, disappearance of evidence, and failure to report offences. Sections 3(5) and 3(6), along with provisions of the Narcotic Drugs and Psychotropic Substances (NDPS) Act, 1985, have also been invoked.

Authorities have reiterated that residential associations and private security agencies cannot act as parallel justice systems and that all criminal offences must be reported to the police without exception.

The case, which began in Nelamangala, reveals a chain of events involving two sisters. Police said Shubham Shukla first befriended a minor girl and allegedly assaulted her before using her to gain access to her family. He later targeted the elder sister, luring her into a live-in relationship.

Shukla convinced the victim to lie to her parents, claiming she was moving to Mumbai for work. Instead, the couple stayed together in Bengaluru for three years, during which he allegedly siphoned off money and valuables. The victim later discovered Shukla was already married. When confronted, he promised to divorce his wife, but continued to subject her to daily abuse.

Unable to bear the harassment, the woman eventually escaped and lodged a complaint. Police registered a case under the Protection of Children from Sexual Offences (POCSO) Act and cheating charges. Shukla was arrested and remains in custody as investigations continue.

Bengaluru: 3 Men Follow Woman for Several Kms, Harassment Caught on Camera | VIDEO​



Bengaluru police arrested three men for harassing a woman near Silk Board after a viral video, while in a separate case Jnanabharathi police nabbed another accused for stalking and assault.



Bengaluru: A woman travelling near Silk Board Junction was allegedly followed and harassed by three men on Christmas Eve, December 24. A video of the incident went viral on social media, drawing swift attention from the police. The incident came to light after a witness, Abhinav Vasudevan, recorded the harassment and shared the video online. In his post on X (formerly Twitter), he said he saw a woman being harassed for several kilometres on a main road before 10 pm. He added that he intervened and recorded the incident as evidence, after which the men fled. He tagged the Bengaluru City Police and Bengaluru City Traffic Police, seeking immediate action.

Responding to the post, the SG Palya police confirmed that they had taken suitable legal action. An FIR was registered, and the three accused, Roshan (19), Ayan (19), and Rihan Khan (18), were arrested and remanded to judicial custody. The motorcycle allegedly used during the incident was also identified and seized.

In an official response on X, the police stated that the accused had been arrested and sent to judicial custody following the registration of the FIR.



Separately, in another recent case, Jnanabharathi Police arrested a man accused of harassing a young woman in Bengaluru after repeatedly forcing unwanted attention and following her. According to police, the accused had contacted the woman through Instagram and continued to harass her despite her objections.

On December 22, the accused allegedly went to the paying guest accommodation where the woman was staying and assaulted her before fleeing the scene. Based on her complaint, police registered a case under relevant sections of the Bharatiya Nyaya Sanhita (BNS) 2023, including provisions related to offences against women and criminal intimidation.
The accused was arrested within 24 hours of the complaint. The operation was led by DCP (South-West Division) Anita B Haddannavar, ACP Kengeri Sub-Division Basavaraj Teli, and officers from Jnanabharathi Police Station, along with their team.
Police said investigations are ongoing in both cases and reiterated their commitment to taking swift action against crimes targeting women.
