What now for PTI?

Not sure what PTI can do, the establishment has total control over the ECP, High Courts, Supreme Courts, Police and the International Establishment behind the scenes i.e. USA, UK, EU have clearly said no to IK.

The people of Pakistan are not willing to come out on the streets 1979 Iran Style and cannot sustain a brutal crackdown as we saw in the Post May 9, 2023 crackdown.
Well your apparently stronger than ever. So I’m sure you will figure something out.

PTI gives nationwide protest call against poll 'rigging' on March 2

RAWALPINDI: Pakistan Tehreek-e-Insaf (PTI) on Tuesday gave a call for a countrywide protest on March 2 against the alleged rigging in the general elections 2024, saying that other political parties will also join them.

In a press conference after meeting PTI founder Imran Khan, Secretary General Omar Ayub, who is also the party's candidate for the prime minister's slot, lamented "large scale" rigging in the polls.

He said PTI would stage countrywide protests against the "rigging" in polls alongside other political parties.

"Our seats were stolen with just a stroke of pen. The people gave the mandate to the former PTI chairman. Nation's mandate and our seats have been attacked," Ayub said.

He said that the successful PTI-backed candidate had the Form-45s. Ayub added that party leaders met the PTI founder, who is incarcerated at the prison, and he is "confident" of the party's stance.

He said that the party would protest in courts and assemblies. "Ours is the fight of truth," he added.

The PTI leader further stated that the party has nominated Amir Dogar and Junaid Khan for the post of National Assembly speaker and deputy speaker.

Separately, Speaking to media outside Adiala jail, PTI's central leader Sher Afzal Marwat also said that party founder Imran directed to stage protests across the country on Saturday (March 2).

He said that the meeting with the former prime minister involved discussions on the internal matters of the party. Marwat further stated that PTI's elected members will go to the assembly to take oath on February 29.

Moreover, he said that Khan would write to the International Monetary Fund (IMF) as per the party's narrative.

Pakistan staged the biggest election of its history earlier this month, which was extraordinary in various aspects. However, the outcome of the polls did not turn out to be as expected by the political actors as none of them got a simple majority.

The Imran-founded PTI dominated the polls results with the highest number of successful candidates in the February 8 general elections, but still disapproved of the polls results.

Maintaining its stance of having the majority, the PTI also alleges that the polls were "not free and fair" and plans to stage countrywide peaceful protests against the alleged rigging.

Meanwhile, Pakistan Muslim League-Nawaz (PML-N) and Pakistan Peoples Party (PPP) — the second and third largest parties in the polls in terms of numbers — have decided to form the government in the Centre, Punjab, and Balochistan.

PTI seeks contempt proceedings against ECP

Three Pakistan Tehreek-i-Insaf (PTI) candidates, including its Sindh president Haleem Adil Sheikh, on Tuesday moved the Sindh High Court, seeking contempt proceedings against the Election Commission of Pakistan (ECP) for not deciding their complaints against the provisional results of the Feb 8 general elections in the light of a court order.

Citing Chief Election Commissioner Sikandar Sultan Raja, four ECP members and the Sindh election commissioner as the alleged contemnors, the applicants submitted that they had not complied with the SHC order passed on Feb 13 regarding the election complaints of the applicants.

The PTI’s provincial chief submitted that he had contested election from NA-238 (Karachi East-VI) and as per Forms-45 obtained by his polling agents from the presiding officers at all the polling stations of the constituencies in question, he was leading with around 65,000 votes, but the results were changed at the office of the returning officer (RO) since he was shown as runner-up in the impugned Form-47/provisional result.

He stated that the ECP, ROs and others had flouted the electoral laws and rigged the entire process of the polls.

Two other PTI-backed candidates — Abbas Hasnain and Khalid Mehmood who contested the Feb 8 general elections from NA-247 (Karachi Central-I) and NA-231 (Karachi Malir-III) respectively — also filed identical applications and stated that as per From-45s, they were leading with big margins, but they were shown defeated in the impugned Form-47s/provisional results.

The applicants submitted that on Feb 13, the SHC disposed of around 50 identical petitions filed by the PTI-backed aspirants against the provisional results and ordered the ECP to decide the petitioners’ complaints through speaking orders before Feb 22.

They also stated that about the issues regarding consolidation of the results, the SHC had also directed the ECP to resolve the discrepancies in Forms-45 and Forms-47 (provisional results) after scrutinising the record available with the ECP or provided by the petitioners.

However, they submitted that the alleged contemnors had dismissed their complaints without speaking orders and passed the actual short orders on Feb 23, but put the date of Feb 21 on such orders to mislead the court.

The applicants also argued that the ECP had also not resolved the issue regarding discrepancies found in Forms-45 and Forms-47 while a false statement was filed before the SHC that the ECP had jurisdiction to decide such issue. But during a hearing in Islamabad, the ECP said it did not have such jurisdiction and the same could not be vested by the order of the SHC, they added.

They also contended that the alleged contemnors had committed deliberate and wilful contempt of the SHC’s Feb 13 order and rendered themselves liable to be proceeded and prosecuted for the contempt of court.

Barrister Ali Tahir said the ECP had rejected the complaints of around 50 candidates backed by the PTI and the remaining aspirants were also set to approach the SHC soon, seeking contempt proceedings against the alleged contemnors.

PTI stages protests against 'poll rigging' in major cities amid clashes with police

The Pakistan Tehreek-e-Insaf (PTI) workers and supporters Saturday staged protest demonstrations against "rigging" in the February 8 general elections, across all the major cities amid clashes with the police.

Despite having the biggest number of successful candidates in the polls, the Imran Khan-founded party had given a nationwide protest call against the "stolen" mandate.

The former ruling party's workers and lawyers are protesting in areas including, Shahdara, GPO Chowk at Mall Road, and outside the commissioner's office in Lahore.

During one of the demonstrations, the police baton-charged and arrested PTI workers, including Mian Shehzad Farooq.

Pakistan staged the biggest election of its history earlier this month, which was extraordinary in various aspects. However, the outcome of the polls did not turn out to be as expected by the political actors as none of them got a simple majority.

Subsequently, many parties, the PTI, Jamiat Ulema-e-Islam-Fazl, and Jamaat-e-Islami, rejected the general elections.

Over 90 independent candidates supported by the PTI won the elections, who, later joined the Sunni Ittehad Council (SIC) to claim the seats reserved for female candidates and minorities.

The party had decided to carry out protests amid heavy police deployment outside Lahore High Court (LHC), PTI's office at Jail Road, and GPO Chowk, where the party spokesperson said the main protest was to take place.

Earlier in the day, Deputy Inspector General (DIG) Operations Ali Nasir Rizvi visited GPO Chowk and PTI's office at Jail Road, saying that no one would be allowed to take the law into their own hands.

"We will take action against those who even touch a policeman's uniform. We will not allow anyone to destroy the peace of the city," said DIG Rizvi.

Meanwhile, workers belonging to the Insaf Lawyers Forum have also been protesting outside the LHC. During the protest, the police pushed them inside the court and locked the gate.

On the other hand, PTI's Sher Afzal Marwat, who was leading a rally from Peshawar to Islamabad, decided to change its route towards Rawalpindi.

The rally would enter Islamabad from Purodhai to IJP Road in Rawalpindi. It reached Chungi No 4 after passing through Raja Bazaar and Fawwara Chowk.

Speaking to the party workers, Marwat called for the release of Imran Khan and other incarcerated PTI leaders.

"We will continue the campaign in courts, assemblies and on the roads till the release of PTI founder," he said.

The PTI spokesperson said that their "peaceful protests" were interrupted by state machinery and law enforcement officials. "The people have taken to the streets to take back their stolen mandate," he added.

He said that "unconstitutional" obstacles in the way of protests show fear and cowardice, adding that they will not accept the "rigged" elections through Form 47.

The spokesperson said that the PTI will continue its struggle to claim its stolen mandate back.

In Islamabad, a PTI rally — headed by Shoaib Shaheen, Ali Bukhari, and Aamir Mughal — was staged outside the National Press Club.

Meanwhile, another rally of the Imran Khan-founded party reached Pirwadhai, after passing through Raja Bazar, Char Number Chungi, and other areas.

The PTI also staged a protest rally in Gujrat. Headed by Qaisara Elahi, wife of former Punjab chief minister Pervaiz Elahi, the rally has reached Chowk Kachehri. PML-Q President Chaudhry Shujaat Hussain’s sister was among the attendees of the rally.

Moreover, the party also demonstrated outside Karachi Press Club, with large number of women participants.

Addressing the protest, PTI leader Aftab Jahangir took a jibe at Muttahida Qaumi Movement-Pakistan (MQM-P) as he said that the party had "stolen" the rights of Karachi.

"The biggest theft of PTI's mandate was done in Karachi. Farooq Sattar should swear if he has really won," he said.

Jahangir further stated that Karachiites had rejected MQM-P, who has been sent into the assemblies through the "backdoor".

Meanwhile, police charged at a protest staged near the Neela Gumbad Chowk in Lahore, forcing the particiapnts to disperse into the nearby streets.

PTI leader Zubair Niazi also attended this protest.

PTI workers have gone through a lot of difficult times in the last few months but yet they are willing to come out to show support to their leader and party which is really commendable.

As soon as the speech of Omar Ayub Khan, a member of the Pakistan Tehreek-e-Insaf-backed Sunni Ittehad Council in the National Assembly (NA), began, PTV, the state TV abruptly stopped live broadcasting.

After the address of the PM-elect Shahbaz Sharif in the National Assembly session, Speaker Ayaz Sadiq invited Omar Ayub to speak. However, the state TV stopped broadcasting as soon as he started speaking. During his speech, slogans of “thief” were also raised in the assembly.

The deputy speaker of the NA took notice of the matter and directed PTV to revive live broadcast of Ayub’s speech.

Omar Ayub expressed gratitude to Allah for allowing him to contest the election for the prime minister’s office. He described the people present in the assembly as having faces as if they were attending a funeral.

He stated that those who have a mandate are the ones involved in theft. PTI organized peaceful protests against Form 47, and around 80 workers were arrested in Lahore. He promised to reveal the facts.

Omar Ayub said that our women and children were harassed, shots were fired at us, but we stood firm. The PTI leader demanded an independent inquiry into the events of May 9, asking who is responsible for the sacrifice of the youth.

He emphasized that Bushra Bibi is not a weakness of PTI but she is its strength.

PTI to knock SC door after losing reserved seats

After the Election Commission of Pakistan decided against the allocation of reserved seats to the PTI-backed Sunni Ittehad Council (SIC) for “having non-curable legal defects and violation of mandatory provision of submission of the party list for reserved seats”, the PTI decided to approach the Supreme Court against the 4-1 decision of the election watchdog.

The announcement of the decision coincided with the acceptance of nomination papers of ruling coalition-backed PPP candidate Asif Ali Zardari and PTI-backed PkMAP leader Mahmood Khan Achakzai for the upcoming presidential elections, set to take place on March 9.The final list of all eligible candidates will be released on March 5, though nominees can withdraw from the race until March 6.

In a 22-page judgement reserved last week, the ECP on Monday said that in light of clear provisions of Article 51(6), read with Section 104 of the Elections Act, 2017, the SIC was not entitled to claim for the quota for reserved seats.

The commission also decided to distribute the seats among other parliamentary parties, with the PML-N and the PPP appearing to be major beneficiaries if the decision was not reversed by the apex court. “The seats in the National Assembly shall not remain vacant and will be allocated by proportional representation process of political parties on the basis of seats won by political parties. [The] office is directed to calculate the quota accordingly.”

Though there is no clarity on the seat-sharing formula, the distribution would prove particularly tricky in Khyber Pakhtunkhwa (KP) where the PTI-backed independents had clinched 91 out of the total 115 general seats while none of the other political parties could reach the double-digit.

ECP member dissents

The ECP member from Punjab, Babar Hassan Bharwana, however, differed with the idea of distributing the seats among different political parties.

In his dissenting note, Mr Bharwana said he agreed to the extent that the reserved seats could not be allocated to the SIC since the party failed to submit its priority in time — a basic requirement of the law — and noted it cannot be submitted at a later stage after the conduct of elections. He opined that the seats should remain vacant till the amendment to Article 51(6-d) and Article 106(3-c). These articles state the reserved seats will be allocated to the political parties on the basis of their total number of general seats in the national and provincial assemblies.

The ECP order said though the SIC was a registered political party with the commission having its electoral symbol, it did not participate in the general election as a registered political party. It may be noted SIC leader Hamid Raza contested polls as an independent candidate. The ECP order said the SIC did not submit the list to the commission which meant that it was not interested in contesting polls as a political party nor did it want the reserved seats.

It also referred to the argument advanced by the SIC counsel who cited the example of the Balochistan Awami Party (BAP) regarding the allocation of reserved seats in the KP Assembly in 2019, saying the counsel failed to provide any document in support of his arguments.

According to the ECP, it is clearly stated in Article 51(6) of the Constitution that the seats will be allocated to the political parties which contested the election and won general seats in the assembly and the seats reserved for women and non-Muslims will be allocated on the basis of a proportional representation system.

The order also referred to the Supreme Court judgement which stressed that the “negative language used in a statute where it reposes a statutory duty on a public official means that the provision was mandatory even if no penalty is prescribed for it”.

It added that Section 104 of the Elections Act, 2017 stipulates that for the purpose of allocation of reserved seats, a political party shall within the period fixed by the commission file a separate list for reserved seats.

PTI reaction

The PTI demanded the resignation of the ECP chief and its members and rejected the decision as unconstitutional and a stab in the heart of democracy.

It also demanded the postponement of the upcoming election of the president and the Senate till the outcome of the plea they planned to file in the apex court. Speaking in the upper house of parliament, PTI leader Senator Syed Ali Zafar said there was no room in the Constitution for the elections with an incomplete electoral college.

Minutes after the ECP’s decision, Senator Zafar said the PTI would not accept the result of the presidential and Senate elections if these were held before the decision of the apex court.

He said all elections in an incomplete house were illegal.

“We understand that the election of prime minister was also unconstitutional,” he said.

“This is the last assault on the heart of democracy,” Senator Zafar said while rejecting the decision of the ECP.

The PTI leader said that under Article 51(6)(d) of the Constitution, the ECP has to allocate reserved seats to any political party on the basis of its proportional strength of general seats in the national and provincial assemblies.

PTI intra-party elections challenged, again

The PTI intra-party polls, which were re-held recently after the previous ones were struck down by the Election Commission of Pakistan (ECP), have been challenged once again.

To avoid misuse or unauthorised use of PTI bank accounts, PTI ‘founding member’ Akbar S. Babar has asked the ECP to issue directions to all banks concerned in the country to freeze all PTI accounts until such time as it complies with the orders of the ECP and holds fresh intra-party polls in accordance with law and duly elected/authorised representatives of PTI take office.

In a complaint sent to the Chief Election Commissioner, Akbar S. Babar — the party’s perennial foe — has asked that the intra-party election of March 3, be declared null and void and the party’s ‘defunct’ leadership be restrained from making more attempts to hold such unlawful elections until the matter is resolved under the supervision of the ECP.

Mr Babar, who also brought the prohibited funding case against the PTI, has asked the ECP to initiate contempt proceedings against the PTI leadership for issuing the February 2 press release in complete disregard of the orders of the ECP, the Islamabad High Court, and the Supreme Court of Pakistan validating his membership of PTI.

In addition, the plea asks that all PTI members who have joined the Sunni Ittehad Council (SIC), by their own declaration, should no longer be considered members of PTI as they cannot represent it at any forum, or use its resources.

He claimed that all those PTI members and office-bearers of PTI, elected to the national and provincial assemblies as ‘Independents’, who have submitted signed and sworn affidavits before the ECP of joining the SIC have consequently lost their basic membership of PTI under Election Act, 2017, Section 203, subsection (3).

ECP verdict on SIC reserved seats ‘unconstitutional’, says PTI’s Salman Akram Raja

PTI leader Salman Akram Raja has said the Election Commission of Pakistan’s verdict on the allocation of reserved seats to the Sunni Ittehad Council was “completely unconstitutional”.

Speaking on Geo News programme ‘Capital Talk’, he said that the matter will eventually land before the apex court.

“The Constitution is clear that a political party will get reserved seats based on the proportion of their general seats in the National Assembly […] therefore, the ECP’s decision to give them additional seats is clearly unconstitutional,” he said.

Post IK, Pakistan will have no future, it will keep drowning deeper and deeper. The mafia has destroyed the country and they know IK is the only individual who can take them on. IK is capable of sending them back to barracks.

I know I’m contradicting myself here but I still have tiny hope somebody else will rise to deposit them in barracks and successfully see off IK’s dream of ‘haqeeqi azaadi’.

The way PTI/IK demolished the mafia establishment on Feb 8 was a true cornered tiger underdog story. It will be cheered and debated for decades to come.

PTI leaders Latif Khosa, Salman Akram Raja arrested in Lahore

Punjab Police on Sunday apprehended Pakistan Tehreek-e-Insaf (PTI) leaders Latif Khosa and Salman Akram Raja amid the party's demonstrations in Lahore, Express News reported.

Confirming the arrest of his father, Balakh Sher Khosa, son of Latif Khosa, expressed concern over the incident.

PTI’s Marwat calls for public meeting in Islamabad on March 30 following nationwide protests on Sunday

PTI senior leader Sher Afzal Marwat has called for a public meeting in Islamabad on March 30 following countrywide protests on Sunday against alleged election rigging.

While addressing the crowd in Islamabad, Marwat said people are willing to struggle to get back the “stolen mandate”.

“You will suffer for what you have done with the support of institutions and what you have done with the people,” he said, addressing Punjab Chief Minister Maryam Nawaz.

By casting their vote in favour of PTI, the nation gave a clear message that it was standing behind Imran Khan, he said.

Later, Marwat took an oath from the workers that they would come out of their houses whenever required.

In Islamabad, rallies from different areas reached Zero Point and then headed towards the National Press Club.

Only a party that wins in general election deserving of reserved seats, AGP Awan tells PHC

As the PHC resumed hearing the Sunni Ittehad Council’s petition pertaining to the allocation of reserved seats, Attorney General for Pakistan Mansoor Usman Awan said a political party could get reserved seats only if it won a general one.

In his arguments, the AGP said the representation of “mixed members”, including women and minorities, in the assemblies was law.

“The petitioner party did not take part in the general elections,” he stated.

Here, the court observed that the “method for a list of reserved seats was not clear in the law” and asked if the SIC was being considered a political party. To this, AGP Awan replied that it was yet to be reviewed whether the SIC was a political party or not under the “various sections of the ECP”.

“According to the law, if a political party that took part in the general elections or won a seat, then they would be allocated reserved seats,” the AGP told the court. “When a political party wins and then independent candidates join it, only then will it gain the benefit of reserved seats.”

‘Have not written any letter to EU nor plan to’: PTI rejects info minister’s claims

The PTI has rejected Information Minister Attaullah Tarar’s statements about it writing a letter to the European Union seeking withdrawal of Pakistan’s GSP+ status.
In a statement on X, the party said, “Neither has the PTI written any letter to the European Union nor is there any plan to.”

It dismissed Tarar’s statements as “nothing but a combination of lies, rhetoric, accusations and nonsense”. “As a result of the ministries they got in return for their obedience, the visitors of Jati Umra have started a new series of lies and rhetoric after losing their senses,” the party said.

The PTI criticised ex-foreign minister Ishaq Dar for a “delay in the completion of the IMF programme”.

SIC does not have right to reserved seats, PPP tells PHC

As the Peshawar High Court heard a plea of the Sunni Ittehad Council seeking the allocation of reserved seats, the PPP argued that the former did not have a right to those seats.

Upon Anwar seeking adjournment of the hearing till tomorrow, the court observed that the larger bench could not take up cases every day and rejected the counsel’s plea.

“He (Anwar) has not submitted any application. He is a senior counsel; he should not have done so. We have few judges and hear cases for five to six hours each day. The court also has to hear the cases of poor petitioners,” it noted.

Here, PPP counsel Farooq H. Naek informed the court that elections on a few Senate seats were scheduled for tomorrow. The court asked him if his client had “gotten more seats than its share”, to which the lawyer replied, “The Sunni Ittehad Council does not have a right to the reserved seats.”

The Lahore High Court (LHC) on Wednesday turned down the Sunni Ittehad Council's (SIC) request for issuing a stay on the allotment of reserved seats in light of the Election Commission of Pakistan's (ECP) new schedule.

Justice Chaudhry Muhammad Iqbal fixed the next hearing and instructed the federal and provincial governments to submit their replies.

Advocate General Punjab Khalid Ishaq argued that some lawmakers had already taken oath, hence the reply will be submitted to the extent of those who have yet to be sworn in.

Petitioner’s counsel Chaudhry Ishtiaq A Khan requested the court to stay the process of swearing in to which Justice Iqbal remarked that the replies by the respondents should first be submitted.

Earlier, the SIC, a coalition of lawmakers backed by the Pakistan Tehreek-e-Insaf (PTI), filed a petition in the LHC challenging the recent decision of the ECP to allocate reserved seats meant for it to other political parties.

The SIC, which was denied its requested reserved seats earlier, claimed the ECP's decision is illegal, unlawful, and goes against the Constitution.

The ECP, following the rejection of the SIC's request, initiated the process of allocating the disputed reserved seats to other parliamentary parties. According to notifications issued by the commission, reserved seats for minorities and women have been distributed among various parties, including the Pakistan Muslim League-Nawaz (PML-N), Pakistan Peoples Party (PPP), and Jamiat Ulema-e-Islam-Fazl (JUI-F).

In the petition, SIC Chairman Sahibzada Muhammad Hamid Raza labelled the ECP's order as unconstitutional and requested the court to suspend its operation. The petition also urged the court to restrain the respondents from taking oath until a final decision is reached.

The SIC argued that the ECP's allocation of reserved seats was not in line with the Constitution and requested the court to direct the commission to allocate seats based on the party's strength in the National Assembly and the provincial assembly of Punjab.

Advocate Ishtiaq A. Khan, representing the SIC, contended that the petitioner had written four letters to the ECP on February 21, 2024, seeking the party's rightful share in the reserved seats. The ECP, however, allegedly ignored these requests and scheduled a preliminary hearing on February 27, 2024.

The petition further highlighted that the ECP, in its order announced on March 4, 2024, refused to allocate the reserved seats to the SIC and directed them to be allotted to other parties. The SIC argued that the ECP misinterpreted and misapplied the relevant provisions of the Constitution and the Election Act, 2017.

The SIC's chairman emphasised that the election commission's reliance on the election schedule and date for submission of the priority list, as per Section 104 of the Election Act, should not supersede the provisions of Article 51 of the Constitution.

Govt slams PTI for dragging EU, IMF into domestic squabbles

Information Minister Attaullah Tarar on Wednesday accused the Pakistan Tehreek-i-Insaf (PTI) of conspiring against Pakistan by approaching the European Union (EU) and the International Monetary Fund (IMF), against the country’s interests.

“PTI spokespersons are getting instructions from [Adiala] jail to harm the country. But no one will be allowed to harm the economy,” Mr Tarar said while addressing his maiden press conference after assuming charge as the Minister for Information and Broadcasting.

However, a PTI spokesperson rejected his accusations, calling them nothing but “a pack of lies, falsehoods and nonsense”.

He made it clear that the PTI had neither written any letter to EU, nor did it plan to do so.

Criticising the PTI leadership, the minister said “conspirators” were again trying to attack the country’s economy just as the PTI did in the past, too, by writing a letter to the IMF asking it not to enter into a loan agreement with the Pakistan government. He alleged the PTI founder had tried to make the country default, but failed when Pakistan entered into an agreement with the IMF.

This time again, he added, the PTI leadership attempted to sabotage the agreement with the IMF through another letter. He asked in what capacity they were writing such letters to the IMF.

“Protecting the state of Pakistan and the national interest is our first responsibility. Strategies and steps are being taken for the revival of the economy,” Mr Tarar said. However, he added, there was another political party that did not see anything beyond itself, and it did not care about the national interests or integrity.

The minister explained, “If Pakistan has GSP Plus status, foreign exchange will come, our exports will increase, rupee will become stable, inflation will be reduced and employment opportunities will be provided.”

However, in reply to a question, the minister said that those elements [PTI] were contacting the European Union, asking the bloc to withdraw GSP Plus status granted to Pakistan. He said the move was tantamount to a conspiracy and nefarious attempt to make the poor people of Pakistan suffer.

PTI assails Tarar

Reacting to his press conference, the PTI slammed Mr Tarar for his accusations, saying that neither the PTI had written any letter to EU to revoke Pakistan’s GSP Plus status nor had any plan to do so rather it was only after PTI’s founder Imran Khan’s assurance that the IMF agreed to release the second tranche of its bailout package for Pakistan.

The PTI spokesperson rejected Mr Tarar’s accusations as “a pack of lies, falsehoods and nonsense”.

The spokesperson said the “mandate thieves” should bring back the plundered national wealth parked abroad to the country to stabilise the crippling economy of Pakistan, instead of lecturing others on patriotism.

He claimed the PTI efforts for the success of IMF programme were visible even in the face of the worst oppression and suppression and political victimisation.

He challenged that the minister should muster the courage to tell the truth to the nation that actually the programme was “delayed due to stubbornness of Ishaq Dar and his party”, which the then PML-N’s ministers had admitted openly.

He alleged that the sole objective of these so-called ‘experienced’ ministers of ‘PDM-2’ was not the national welfare but to fill their coffers by looting the national treasury ruthlessly once again.

He suggested the “government of Form 47” to shun the politics of lies and deceits, and make the nation’s welfare and prosperity its top priority.

EU denies receipt

Meanwhile, the European Union’s delegation in Islamabad said on Wednesday it had not received any formal communication from the PTI regarding the GSP+ trade status currently held by Pakistan.

“We have not received any official communication from PTI regarding GSP+,” Samar Saeed Akhtar, Press Officer for the EU Delegation, clarified the EU’s position to Dawn.

Since 2014, Pakistan has enjoyed the benefits of the GSP+, a program designed by the EU to motivate developing countries to uphold principles of human rights, labor rights, environmental conservation, and good governance through trade incentives, including reduced tariffs for their exports to the EU market. This preferential status hinges on the country showing substantial progress in implementing 27 international conventions covering a wide range of rights and governance issues.

The EU rigorously monitors compliance with these conventions, utilising reports from the UN and other international bodies, and conducts regular assessments through missions on the ground. These evaluations are reflected in reports to the European Parliament and the Council of the EU, with the biennial reviews completed in 2016, 2018, 2020, and 2022. The latest review highlighted continuing concerns over enforced disappearances and declining media freedom.

In October, the European Parliament extended Pakistan’s GSP+ status until 2027, allowing duty-free exports on 66 percent of product tariff lines to the European market.

EU can withdraw the GSP status if a beneficiary country fails to meet the program’s strict criteria. This process of withdrawal typically involves a period of dialogue aimed at rectification, but can lead to suspension of benefits if issues are not adequately addressed, as seen in the case of Sri Lanka in 2010 over human rights concerns.

The European Parliament in April 2021 adopted a resolution urging a review of Pakistan’s GSP+ status due to an “alarming” rise in blasphemy allegations and increasing attacks on journalists and civil society.

PHC rejects Sunni Ittehad Council's request for reserved seats

The Peshawar High Court has rejected the applications of the Sunni Ittehad Council (SIC) seeking reserved seats and against their division among other political parties.

Earlier, a five-member bench, headed by Justice Ishtiaq Ibrahim, had reserved its verdict after arguments from both sides were completed.

The court's unanimous verdict was read out by bench head Justice Ibrahim. The court stated that it had the authority to hear the case to the extent of Khyber Pakhtunkhwa only.

Barrister Ali Zafar argued in court that in December 2023, the election commission withdrew the PTI's electoral symbol of 'bat' after which the PTI candidates participated in the election as independents. The Peshawar High Court then annulled the election commission's decision in January 2024 and restored the bat symbol. But the Supreme Court annulled the PHC's decision and reinstated the ECP's decision.

Later, the PTI-backed candidates won several seats in the February 8 elections, Barrister Zafar explained, adding that they got 91 seats in the National Assembly, 90 in Khyber Pakhtunkhwa, 107 in Punjab, nine in Sindh and one in Balochistan. Out of these, 86 members from the National Assembly, 90 in KP, 107 in Punjab, nine in Sindh and one from Balochistan joined the SIC.

However, the election commission deprived them of the 78 reserved seats they deserved as per their numbers in the assemblies. "We did not submit the reserved seats list, so other parties reached out to the election commission to grab our share," Ali Zafar said, adding that the parties argued the SIC was not a political party.

"Just like land grabbing is a mafia, other political parties have turned into a reserved seat grabbing mafia," Ali Zafar remarked.

Justice Ijaz Anwar commented that this could not be called a mafia as the decision had been made by the election commission. Justice Ibrahim asked Barrister Zafar why he was using such strong words.

Ali Zafar apologized to the court and asked to delete his words. He asked what the status of a political party would be if it did not participate in elections. Sunni Ittehad Council is a listed party with an election symbol. Its contesting the election was not necessary as boycott was also a part of election, he argued.

The counsel said Article 17 provided for the fundamental rights of a political party. He then spoke about the difference between a political party and a parliamentary party, adding that elections for reserved seats are not general but held under a formula. A reserved seat is allotted in proportion to the success of a political party in the general election.

Justice Attique Shah asked about the status of reserved seats if independent candidates were successful in elections. Ali Zafar replied that the Constitution was silent on the matter.

Justice Ijaz Anwar questioned how SIC became a political party when it did not win a single general seat in the elections. Justice Shakeel Ahmed said reserved seats were allotted under general seats. Justice Arshad Ali asked Ali Zafar if they did not weaken the PTI's case by joining the SIC.

He replied in the affirmative, saying the PTI did not have an election symbol and its intra-party elections had been annulled.

Justice Ali remarked that after the Supreme Court judgment was announced, the party had time and they could have held intra-party elections. "The PTI's case is strong in the judgments you have submitted. But the Sunni Ittehad Council did not contest the election," he remarked.

The party head of the Sunni Ittehad Council also did not contest the election himself? Justice Anwar asked. Justice Ibrahim remarked that the court will have to look at the effects of its decision in the future also.

Justice Anwar asked if these reserved seats should not remain vacant. Ali Zafar responded in the affirmative and added that elections should be held again.

On being asked if such a situation had arisen before, the counsel replied that the BAP party was allotted reserved seats in 2018. Justice Arshad Ali remarked that the election commission had said th SIC did not submit the relevant documents. However, the lawyer said the documents were available on the ECP website.

"A father has more rights," Justice Ijaz Anwar remarked, evoking laughter in the court. Ali Zafar then quipped: "Consider us sons too."

The lawyer further questioned how the majority could be deprived of reserved seats in KP, adding that there was a need to understand the Constitution according to the current times. "There is no timeline given for reserved seats," Ali Zafar maintained, adding that the law is silent on when a list of reserved seats can be submitted and if it could be done after the elections.

Justice Shakeel remarked that it is incumbent on a political party that contests elections to submit a list. "If a political party did not participate in the election, how can it submit a list?" Justice Shakeel asked.

Ali Zafar argued that Article 51D of the Constitution provided the right that if a party wins a seat in parliament and 90 members join it later, it could submit a list for reserved seat.

Justice Ibrahim asked if it would not be discriminatory towards a party that has contested the general elections. The court noted that the Sunni Ittehad Council neither participated in the elections nor submitted a list for reserved seats.

Justice Anwar remarked that maybe the party was not interested in reserved seats. Ali Zafar added that perhaps it did not participate in elections because of political reasons or there was pressure on it.

The election commission's lawyer Sikandar Bashir stated that the petitioner has submitted applications for the entire country and not Khyber Pakhtunkhwa. The applicant has also asked for the decision of the ECP to be annulled and approached other high courts also.

They have also requested to form a larger bench in the Lahore High Court, Bashir stated, adding that the Elections Act 2017 was made with the consultation of all political parties.

PTI to move SC against PHC verdict on reserved seats

Pakistan Tehreek-e-Insaf (PTI) Chairman Barrister Gohar on Thursday announced to challenge Peshawar High Court (PHC) verdict regarding reserved seats in the top court, ARY News reported.

Taking to media outside the SC, Gohar said that they will request apex court to form a larger bench on reserved seats matter.

He further said that a rally will be held in Islamabad on March 23 and the venue will be announced tomorrow. The PTI chairman also alleged that attempts were being made to defeat the winning candidates of PTI through the recounting of votes.

The Peshawar High Court (PHC) today dismissed petitions of the Sunni Ittehad Council (SIC) over reserved seats in assemblies.

A five-member bench of the high court given unanimous decision on the petition as Justice Ishtiaq Ibrahim read the reserved verdict.

Barrister Ali Zafar during the hearing came to rostrum and apologized over being absent in the hearing yesterday.

He said that the PTI’s election symbol ‘bat’ was taken before the election and the candidates have to contest the election as independent.

On a question about the number of the seats in the National Assembly and provincial assemblies. SIC lawyer said that the party have 86 seats in the NA, 90 seats in KP, 107 seats in Punjab, nine seats in Sindh and one member in Balochistan Assembly. “Overall, the SIC have 226 seats in assemblies and it is entitled for 78 reserved seats,” he added.

“The election commission kept us aside and granted reserved seats to remaining political parties,” the lawyer said. “Some political parties requested to the ECP to grant these seats to us, as it was a vacant plot of land and someone come and encroaches it,” SIC consul said.

Ali Zafar quoting Article 17 said that every citizen has right to join or form a party. “If a party formed, it could contest election and form government. We are entitled of all these rights under Article 17,” he said.

Ali Zafar argued that the election commission has been confused over difference between the parliamentary party and political party. “The seats have been reserved for a specific purpose and not for distributing them freely,” he argued.

Justice Shakeel Ahmed said that the law uses the word ‘secure’, you didn’t secure the seats. “Your case of the Sunni Ittehad Council, the PTI joined it, both of them didn’t contest the election. The reserved seats can be secured when the political parties had won the seats,” Justice Syed Arshad Ali said. “You had time after the Supreme Court decision to hold the intra-party election, but you didn’t”.

“We conducted intra-party election, but the election commission has still not accepted it,” Ali Zafar said.

Justice Ijaz Anwar remarked that the law refers words, those who will contest the election will get the seats. “It is not written that a political party sitting outside waiting for independent members to join it.”

Speaking on Geo News show Aaj Shahzeb Khanzada Kay Sath, he said the first major mistake was committed when party founder Imran Khan gave instructions for a political alliance with the Jamiat Ulema-i-Islam Sherani.

He said the second major mistake was the announcement of the inclusion into the Majlis Wahdat-i-Muslimeen, adding that some people gave a sectarian colour to the issue and gave threatening messages to the PTI leadership.

Later, Marwat said the PTI suddenly decided to join the Sunni Ittehad Council.

“These are two wrong decisions and their culprits should be determined because we lost more than 80 seats due to them.”

PTI to move SC after being denied reserved seats

After a larger bench of the Peshawar High Court dismissed petitions of the Sunni Ittehad Council (SIC) challenging the ECP’s decision to deny the party its share of seats reserved for women and non-Muslim lawmakers in the assemblies, PTI said it would take the matter to the Supreme Court.

The bench, which heard arguments for two consecutive days, pronounced a short order on Thursday and rejected the two petitions filed by the SIC — which was joined by the PTI lawmakers to claim their share of reserved seats.

The petitioner had sought directives from the court for the ECP to allocate the reserved seats to the SIC based on their strength in parliament.

It had also challenged Section 104 of the Elections Act which pertains to the mandatory submission of priority lists of candidates by a political party for the reserved seats.

On March 6, the court granted interim relief to the SIC and directed the speaker of the National Assembly not to administer an oath to the eight MNAs-elect on reserved seats from Khyber Pakhtunkhwa.

Keeping in view intricate legal questions in the matter, the PHC chief justice had constituted a special larger bench consisting of five senior most judges, including Justice Ishtiaq Ibrahim, Justice Ijaz Anwar, Justice Syed Muhammad Attique Shah, Justice Shakeel Ahmad and Justice Syed Arshad Ali.

After the decision, PTI Chairman Gohar Ali Khan told reporters outside the Adiala jail in Rawalpindi that the former ruling party would move the Supreme Court to claim its share of reserved seats. Mr Gohar urged the top court to constitute a larger bench to hear the case.

PTI arguments

The petitioner’s lead counsel Barrister Syed Ali Zafar explained the background of the issue, stating that the PTI was denied an election symbol by the ECP and the said order was challenged before the PHC. He stated that the high court had provided relief to the PTI by declaring the ECP’s order as illegal, but the Supreme Court had set aside the high court’s order which resulted in the PTI contesting the general elections without an election symbol.

Mr Zafar contended that for the first time in history, independent candidates had won in such a large number. “To get its share of reserved seats these independents had to join a political party; hence, they joined the SIC in the stipulated period,” he said, adding that 86 MNAs, 90 members in the KP Assembly, 107 in Punjab, nine in Sindh, and one in Balochistan had joined the council.

Mr Zafar contended that under the Constitution and the Elections Act, 2017, the council had to get 26 of the 30 seats reserved for women and non-Muslims in the KP Assembly and eight of the MNA seats from this province.

He added that under Article 106 and Section 104 of the Elections Act, the seats had to be assigned to the SIC, but the ECP allocated these to other political parties, which had acted like ‘qabza (occupier) groups’.

The bench observed that they shouldn’t be referred to as such as the seats were allotted to them by the ECP.

Mr Zafar argued that a party registered with the ECP and having an election symbol would continue to be a political party even if it didn’t contest polls. He added that such a party enjoyed all the rights of a political party guaranteed in Article 17 of the Constitution.

Justice Arshad commented that the only difference between the PTI and the SIC was that unlike the former the latter had an election symbol, but both the parties had not contested elections.

The judge wondered whether while joining the SIC they didn’t know that it had not submitted any priority list of candidates as per requirement of the law.

The bench also inquired that when a political party did not have representation in a house then how could it be assigned the reserved seats merely by joining of independent members?

It was further observed that after the judgement of the apex court in the intra-party election case, the PTI should have re-conducted party polls. Mr Zafar contended that they had held intra-party polls but so far the ECP had not accepted it.

He also cited the example of BAP (Balochistan Awami Party), which was assigned a reserved seat when three independents had joined it after the 2019 provincial assembly polls in former Fata. ECP’s counsel Sikander Bashir Momand pointed out that no documentary evidence was provided regarding the BAP’s case.

An additional advocate general, Mubashir Manzoor, supported the petitioner’s contention and stated that once the independent members joined the SIC it became a parliamentary party.

A day earlier, the attorney general, the ECP’s counsel, and lawyers for the PML-N, PPP, and JUI-F had requested the court to reject the petitions as the SIC had neither contested the general elections nor submitted priority lists of its candidates for the said seats. They had contended that the council was not a parliamentary party and was thus not entitled to the reserved seats.

Pakistan Tehreek-e-Insaf (PTI) leader Sher Afzal Marwat has called his party’s merger with Sunni Ittehad Council (SIC) ‘a mistake’ while demanding an investigation into the party’s ‘wrong decisions’, ARY News reported.

Speaking to a private news channel, Afzal Marwat said that his party’s alliance with Sunni-Ittehad Council (SIC) was ‘a mistake’ and is now paying the price in the form of losing its reserved seats.

PTI sealed its alliance with the Sunni Ittehad Council (SIC) in a bid to claim its share of reserved seats in the national, Punjab and Khyber Pakhtunkhwa assemblies.

Barrister Gohar Ali Khan announced that party-backed independent candidates — who emerged victorious in the Centre, Punjab and Khyber Pakhtunkhwa during the 2024 general elections — would join Sunni Ittehad Council (SIC) as part of their parliamentary strategy.

Sher Afzal Marwat noted that PTI founder Imran Khan, who is incarcerated at Adiala Jail, was disappointed at Peshawar High Court’s Thursday decision to dismiss the Sunni Ittehad Council’s petition challenging the ECP’s ruling that denied reserved seats to the party.

“Imran Khan expressed his disappointment with the decision and instructed it to be challenged in the Supreme Court,” he added.

He pointed out that PTI made two mistakes regarding alliance formation. First, instead of going ahead with alliance with the JUI-Sherani group, PTI turned to the PTI-Nazriati, a splinter group with ‘batsman’ as symbol.

“The second big mistake was that our decision to ally with MWM became a victim to sectarian issues,” Marwat said, claiming that some PTI leaders received threatening messages and then it was decided to join with the Sunni Ittehad Council.

He demanded that disciplinary action should be taken against those who made such decisions which according to him went against the PTI founder’s directions. “Those who neglected Imran Khan’s directions should be taken to task,” he added.

PTI to ‘merge’ with Sunni Ittehad Council if ECP returns electoral symbol: Asad Qaiser

PTI leader Asad Qaiser on Friday said his party would “merge” with the Sunni Ittehad Council if the Election Commission of Pakistan accepted its recent intra-party polls and returned its electoral symbol of ‘bat’.

In January, after back-and-forth verdicts by the ECP and the Peshawar High Court (PHC), the PTI’s electoral symbol ultimately was revoked by the Supreme Court.

On March 3, the PTI conducted its intra-party elections for the third time in the past two years, following its Dec 2 elections that were earlier declared invalid.

A day ago, the Peshawar High Court upheld the Election Commission of Pakistan’s decision to reject the party allocation of reserved women and minority seats.

The dismissal of its plea challenging the ECP verdict has left the SIC — the new home of PTI-backed winning candidates — with no reserved seats. The PTI has said it would take the matter to the Supreme Court.

Speaking on Dawn News show ‘Doosra Rukh’ on whether PTI-backed candidates who joined the SIC would remain in it, Qaiser said, “Yes, we will remain but we will also merge with it.”

He explained that if the party got back its electoral symbol after the recent intra-party polls, “both [parties] would merge” and “remain as PTI”, rather than the current scenario of its candidates being a part of the SIC.

On the matter of whether it would be allowed under the laws, he said his party was consulting legal experts.

When asked whether it was the right decision for PTI-backed candidates to join the SIC, Qaiser replied that the party held “many consultations” amongst it and that the options were few.

Speaking about the PHC verdict, the ex-NA speaker said the party’s legal team “should challenge it in the Supreme Court”.

Referring to the coalition government, he said, “A fake government cannot understand this country’s economic situation. […] They do not have the capacity, capability or even authority to make decisions. They will run away themselves.”

When asked if other parties in the current coalition government, including the Muttahida Qaumi Movement-Pakistan, would stick with the PML-N-PPP coalition, Qaiser replied: “God-willing, there would be public pressure to the extent that the mandate thieves will leave this [government].

“A new government will be formed, which will rightly comprise of those given the public mandate,” he said, adding that he saw “a change coming in four to five months”.

When asked if he thought elections would be held anew, the PTI MNA expressed hope of “getting justice” from the cases currently under way in the election appellate tribunals and other courts. “And we will get our seats back [from the courts],” he said.

On the possibility of bringing a vote of no-confidence against the current government, Qaiser said, “Definitely, when we will have the [required] numbers, there will be our representation. God-willing, Imran Khan will be the prime minister.”

PTI to adopt ‘confrontation’ as future strategy

Separately, Qaiser made it succinctly clear that his party would opt for “confrontation” in the face of the treatment meted out by government institutions.

Speaking to the media alongside PTI Secretary General Omar Ayub Khan and Chairman Barrister Gohar Khan in Islamabad today, the former National Assembly speaker declared “fighting” the government in parliament and also on the roads.

“Let me categorically say that we will have a confrontation now. I want to assure my workers that this is a long war. It’s not short. We still have a long way to go,” he said.

“We will fight them in the parliament and also on the roads. We are preparing ourselves for a confrontation. We will not back down, be it any kind of pressure.”

Lambasting the ECP’s actions, Qaiser claimed whoever wanted to become a parliamentarian should be on good terms with the electoral watchdog and “bribe” the officials working there.

“The target is to give 20 more [National Assembly] seats to the PML-N,” the PTI MNA added. “They are taking our seats. They already took one yesterday. 19 from Punjab are left now. Who will believe in this parliament?”

Qaiser suggested that the ECP should just issue a notification of the winner instead of wasting the public’s money to “hold a sham of an election”. He also said the way ordinances were presented in the National Assembly earlier today bypassed all the rules.

“This is not a parliament anymore. It has become a Majlis-i-Shoora that [General] Ziaul Haq had formed,” he asserted, adding that the government was blatantly violating the Constitution and laws.

Towards the end of his media talk, he urged National Assembly Speaker Sardar Ayaz Sadiq to immediately notify Ayub as the incumbent opposition leader and halt the “delay tactics”.

PTI opposes tweaks in ordinances

On the other hand, Ayub said the government flouted all NA rules to propose amendments to seven ordinances.

“Only the government knows about the amendments that have to be made. The so-called law minister said it’s because the IMF (International Monetary Fund) is here. What is the link of criminal law with the IMF?” he said.

The PTI leader accused the government of intending to privatise institutions at the behest of the IMF. He warned that the brunt of these decisions would be faced by the public.

Speaking on the floor of the NA, Ayub accused the government of doing a “mis-shift in the law” by changing words.

Addressing the lawmakers, he asked them if they had read all the ordinances in which changes were being proposed: “Khawaja Asif sahib, have you read? Khursheed Shah sahib, have you read? The answer is no.”

“They will give the rate to their favourite contractor and leave the country in shambles,” the PTI MNA claimed. Gohar said the opposition had not been given copies of all of the proposed amendments.

In an interview with Dawn News, Raza said that speaking out would benefit the current government more and that he “would not want in any situation to discuss internal affairs in public”.

In a post on social media platform X, Tayyaba wrote that it was unfair to elevate one individual while ignoring the sacrifices made by others.

She added that Sanam was arrested eight times because she was granted bail on seven occasions.

The PTI leader pointed out that Aliya Hamza and Khadija Shah were granted bail by the Lahore High Court after nine months following the reformation of the bench 15 times.

“How can the ATC repeatedly grant bail to an individual? This is a major question.”

Tayyaba raised the question about how a woman was in the headlines when there was a bar on the coverage of other PTI female leaders.

“All of us are silent only till the return of [PTI founding chairman] Imran Khan,” she continued.

PTI renews pledge to strive for Haqeeqi Azadi

Pakistan Tehreek-i-Insaf (PTI) founding chairman Imran Khan on the occasion of Pakistan Day has vowed his party is committed to make Pakistan a truly sovereign Islamic welfare state, as the nation will not accept slavery.

In his message issued by the PTI’s media wing on Saturday, Mr Khan vowed to continue struggle for the rule of law and ‘Haqeeqi Azadi’ of the nation, pointing out that March 23 was a day of pledge to achieve and establish an Islamic welfare state.

Also, PTI stalwart and former speaker of the National Assembly Asad Qaiser at a convention held in the Khyber Pakhtunkhwa House, Islamabad, said the goal of Pakistan’s foundation could not be achieved, as basic human rights were being violated and PTI leaders were in jail.

He said the PTI had high expectations but Chief Justice of Pakistan (CJP) Qazi Faez Isa disappointed it. History would not remember the CJP if he did not ensure the rule of law, he added.

PTI Chairman Gohar Khan urged the SC to advise the ECP to make the Senate votes verifiable in order to put an end to horse trading in Senate elections. He also demanded that the CJP form a judicial commission on the May 9 riots. He believed fair investigation would establish that the caretaker Punjab CM and Punjab police chief were behind the entire episode.

PTI leaders Walid Iqbal, Khalid Khurshid, Shehryar Afridi, Ali Mohammad Khan and Faisal Javed also spoke.
