This alleged underreporting happens in most countries (except maybe the Scandinavian ones (see the sort of behavior that got Assange in trouble, normally most people would not think of that as rape).

Now if this number is true, and assuming the average length of stay in college is 4 years, then we have the number of sex assaults in the US to be 5,000 per 100,000 every year.
Nationmaster on the other hand reports the number for the US to be only 27 per 100,000. Even if you account for the fact all sex assault is not rape, supposing even if one in 10 is, even then we have the number to be 500 per 100,000.
So either rapes are grossly underreported in the US, or Obama was lying.
Also, there are claims that rapes are actually over=reported in India, with many of the reports being false as there is usually no penalty for the woman accuser.

Given the above numbers, the rates of rape of 132 for SA, 63 for Sweden, 27 for the US and 1.8 for India doesn't seem unlikely.
The fact is that Indian culture still hasn't collapsed as it has in many countries, and men still live in homes where there as mothers, sisters and daughters. In my experience, the culture is strongly anti-rape.
The other crime that is no less than rape is murder, and the murder rates for South Africa, USA, Sweden and India are 35.9, 5.5, 1.1, and 3.2. In Pakistan it is 4.2.

I lived in Delhi for many decades, and found that the culture was generally quite pro-women. It was even more so in the South and in Bengal.
