I honestly believe if Pakistan reversed its batting order there would be no difference.

A continual problem with Pakistan batting is the inability to rotate the strike, continually getting sucked into the drive and lack of resistance.

The batting is too much to the extreme. Either they try too hard to survive, meaning the scoreboard doesn't move, and the England bowlers can get in rhythm. They have too much quality to not create openings. Or the batsmen aimlessly take attack. The English bowlers know this is fine as they're in the game.

It's a problem whenever Asian sides come to England since the Flower era. The batsmen are not familiar to the bounce, seam and swing. Surviving is difficult let alone getting the runs on the board for a competitive total.
