ICC Technical Committee decision – ICC Women’s Championship 2014-16 Round 6 – Pakistan v India

Following consideration of written submissions from both the PCB and the BCCI, the ICC Technical Committee has ruled that the India Women’s team is deemed to have forfeited each of the three matches it was due to play against Pakistan in Round 6 of the ICC Women’s Championship, and that the associated points should be awarded to Pakistan.

The matches, which were due to be played between 1 August and 31 October 2016, were not formally scheduled and did not ultimately take place, and the Technical Committee has ruled that Pakistan will be awarded two points for each of the three games and, in accordance with the ICC Women’s Championship playing conditions, India shall be considered to have scored 0 runs in each of the 50 overs in each of the three matches and that its net run rate shall be adjusted accordingly.

The Technical Committee was sensitive to the current state of relations between the nations of India and Pakistan, but concluded that the BCCI had not been able to establish ‘acceptable reasons’ for not participating in this series.

The Technical Committee comprised Geoff Allardice, ICC General Manager – Cricket, Andy Hobbs, ICC acting Head of Global Development and Iain Higgins, ICC Chief Operating Officer and General Counsel.

This decision means that there will be no change to the current standings on the ICC Women’s Championship Points Table, with India remaining in fifth position and Pakistan remaining in seventh position.

The teams that have automatically qualified for the ICC Women’s World Cup, to be played in England from 26 June 2017 to 23 July 2017 are Australia, England, New Zealand and the West Indies, while India, South Africa, Pakistan and Sri Lanka will join Bangladesh, Ireland, Zimbabwe, Scotland, Papua New Guinea and Thailand in the Women’s World Cup Qualifier, to be played in Sri Lanka from 7-21 February 2017, where the top four placed teams will progress to the Women’s World Cup.
 
Precedent set for mens teams as well?

This precedent should trickle over to the men's version as well !! And specially on the point allotment of Test Matches which are part of the bilateral tours between Pakistan and India.
 
though idk the whole scenario. but looks like bcci ego is soo high now that they are even ready to lose the match.. instead playing with pakistan.
 
Saddest thing which can happen in world cricket. Bcci or anyone shouldn't do this .

Let's not forget BCCI are clever. They wanted to try this out in the womens tournament first to see what ICC would do if India forfeited the match

Now that they have their answer, they will most certainly play Pakistan as for the mens team they can't afford to give away free points.

Oh they are clever but they will not play Pakistan in near future. This gives them a way to politicize the cricket more. Don't be surprised if BCCI suddenly forfeits the match in champions trophy.

Lahore –November 23, 2016: The PCB has welcomed the decision made by ICC’s Technical Committee today awarding 6 points to Pakistan women’s cricket team after the Indian team was deemed to have forfeited each of its matches due to be played against Pakistan in Round-6 of the ICC Women’s Championship.

The PCB had made comprehensive submissions to the ICC setting out its attempts in playing host to the Indian women tour but its efforts remained unsuccessful. The PCB thereafter involved ICC in this matter and finally requested the matter be referred to Technical Committee for decision of award of points

Chairman PCB Shaharyar Khan said, “The Board accepts the decision of the ICC’s Technical Committee which has vindicated the PCB stance on Pakistan-India cricket series. It is unfortunate that despite our sincere efforts we have not been able to play with India in the ICC Women’s Championship. The ultimate loss of Pakistan-India series is to cricket.”

Brave move by the ICC. Good to see some teeth in this organization but wonder what the backlash will be?

India should be forfeiting points in tests and odi non shows in bilaterals too. Its not about politics its about fair competition.

The ICC's decision to award six points to Pakistan after the Indian women's team was deemed to have forfeited each of the three matches of the ICC Women's Championship was a result of non-communication from the BCCI about the team's participation.

A well-informed source told PTI that there were multiple e-mail communication from ICC, but there was no response to any of the e-mails to provide reasons for not playing the series against Pakistan, which was scheduled to be held between 1 August and 31 October.

The ICC went by the book and it would have been a different scenario had BCCI given in writing that the political tension and cross-border terrorism was the reason for their "forfeiture".

The ICC rule states that a documented reason is a must, which the governing body never had in its disposal.
It was also learnt that the BCCI has not filed any official appeal to the world cricket's governing body.

An ICC technical committee assigned to decide the matter felt the "BCCI had not been able to establish "acceptable reasons" for not participating in this series" at a time when Indian teams had been playing Pakistan in other international sport events.

The Indo-Pak clash in the Asian Champions Trophy hockey tournament in Malaysia is being cited as example by many, and the junior hockey team from Pakistan is also coming to India for the Youth World Cup.

While BCCI bigwigs point their fingers at ICC Chairman Shashank Manohar, the counter point is that Manohar is not involved in this decision with the technical committee being headed by Geoff Allardice.

This is not the first time a country has been sanctioned for not honouring its obligation in an ICC event. Australia and the West Indies lost points as they did not play their scheduled matches in Sri Lanka during the ICC Cricket World Cup 1996, citing security concerns.
England and New Zealand similarly forfeited points by refusing to tour Zimbabwe and Kenya respectively during the ICC Cricket World Cup 2003.

According to a well-informed source, ICC was also not bothered when parallels were being drawn between the Faf du Plessis 'mintgate' incident and ball tampering allegations levelled against Indian captain Virat Kohli since the video that emerged was outside the five-day reporting window.

When contacted a BCCI official said: "This is an excuse being used by the ICC. They very well know that we require government permission to play Pakistan. I don't think they are giving the right picture."
 
So BCCI being arrogant and paid the price.
