A suspect has been arrested. He is 27 years old. He is a serial rapist, previously he broke into a house and raped a mother and daughter.

LAHORE: A breakthrough has been achieved in the motorway rape case on Saturday as the DNA of a suspect has matched with the samples taken from the victim, sources told Geo News.

According to sources, a suspect's DNA sample was already present in the Forensic Science Agency's DNA bank, which matched with the samples taken from the rape victim.

Police said that the suspect whose DNA matched has a criminal record and that important progress has been made in the case, however, he has not been arrested yet.

IG Punjab dismisses reports of any suspect being arrested in Lahore motorway rape case
Inspector General of Punjab Police Inam Ghani had earlier dismissed reports that a suspect in the Lahore motorway rape case had been arrested, terming them as incorrect.

“News on the arrest of a suspect on TV channels and social media are incorrect,” said IGP Ghani, adding that he would share any 'success' in the case with media as he was monitoring the investigation himself.

“Such unconfirmed news affects the case and is also misleading for the public,” said Punjab's top cop. He also said that pictures of the woman and the suspect of the case being shared on social media were fake.

The police officer urged media not to run reports before confirming them and urged people to have trust in the police.

“We will soon arrest the accused and bring them to justice,” vowed IGP Ghani.

25 suspects with criminal record missing in villages around the motorway
During the investigation of the incident, it emerged that 25 suspects with criminal records were missing from Karol and adjoining villages.

According to police, a search and sweep operation is underway in the 5km near the Eastern Bypass – where the horrific incident took place.

On the other hand, the police have taken DNA samples of 53 people from three villages – all of whom are between the ages of 20 and 35 years.

Besides, IG Punjab Inam Ghani said that information was also being sought from the Election Commission of Pakistan (ECP) and The National Database and Registration Authority (NADRA) regarding the case.

Saying that false news should not be spread regarding the case and ongoing investigations, Ghani clarified that no ring has been found and no suspects have been arrested. Moreover, the victim's ATM card has not been used as of yet.

IG Punjab said that no DNA match has taken place yet and that the information would be made public if any progress is made in this regard.

Police contact rape victim to obtain her statement
Police contacted the rape victim to obtain her statement on the matter. However, the woman's family told the police that the woman was not in a condition to have her statement recorded as of yet.

SSP Zeeshan said that the woman's statement will be recorded when she is able to speak about the matter.

Police complete geo-fencing of villages
Police on Friday had completed the geo-fencing of the villages surrounding the motorway within a five-kilometre radius where the incident took place.

According to a report in The News, the robbers had taken Rs100,000 cash and other valuables of the victim with them while fleeing.

A special investigation team (SIT) had visited the crime scene on Friday and restructured the heinous act. However, the investigators could not find any tangible clue to the culprits.

Robbers gang-rape woman on Motorway
On Tuesday night, it was reported that two robbers had gang-raped a woman who was with her children, on the motorway within Gujjarpura police's jurisdiction.

The woman, along with her three children, was driving to Gujranwala in her car when she was forced to stop at the Gujjarpura section of the motorway after running out of fuel, at around 1:30am.

She immediately called a relative and sent him her location. He asked her to also dial the Motorway Police helpline 130 from which she reportedly received no response.

In the meantime, two robbers approached the car, broke the window, and took the woman and her children to the nearby bushes where they raped her repeatedly in front of the children. They also snatched her purse carrying Rs100,000 in cash, one bracelet, car registration papers, and three ATM cards.

The prime suspect has 7 FIRs against him since 2013 and 2 two off which are for gang rape, but please go ahead and blame PTI and absolve PPP and PML-N of all blame.

I don't think they will be able to escape for too long with or without police's help unless they commit suicide which i hope doesn't happen as we want them to be properly punished and hopefully make an example out of them (not that hanging Zinab's rapist made much difference).

However the culprits have been identified through DNA matching which is more credible than circling a photo
 
A large number of citizens took to the streets in different cities of the country on Saturday to demand justice and structural reform after the shocking gang rape on the Lahore-Sialkot motorway a few days ago.

The organisers of the Aurat March protests — in Islamabad, Lahore, Multan, Peshawar and Karachi — set forth five demands including an end to violence, affirmative steps by the government to uphold rights and ensure justice, accountability of Lahore Capital City Police Officer (CCPO) Umer Sheikh and any other official who blames the victim, structural and procedural reforms and effective and transparent investigations by the criminal justice system.

The charter of demands included implementation of legislation related to criminal offences such as rape and the protection of transgender persons, banning the two-finger test and providing additional resources and training for reporting, investigation and prosecution of crimes pertaining to sexual violence.

It also demanded that all public spaces be made safe for women, gender-sensitive curricula be introduced and government spending on women's health, education and safety be increased.

Islamabad
Former member of the Human Rights Commission of Pakistan (HRCP) Nasreen Azhar who was present at the protest in Islamabad said that this was not the first incident of abuse in the country and the protesters strongly condemned the rape of a woman on the motorway.

Ismat Shahjahan, president of the Women Democratic Front (WDF) said that women, children and even animals were not safe in the country. "They (women) are unsafe around their relatives at home and around male colleagues in their offices," she said.

She added that a state which failed to provide justice was unacceptable and called for effective punishment instead of strict punishment.

"If you demand public hangings, will you hang half of Pakistan on street corners?" she questioned while alluding to the wide-spread problem. "There are rapists [in this country] from mosques to the Parliament," she claimed.

She said decisions of the country would now be taken by the women. "Change Pakistan's society, traditions and laws," she demanded.

Tooba Syed, a WDF member, said: Women would continue to be raped as long as they were told not to step out of their homes [as opposed to making public spaces safer].""

Maria Malik of the Awami Workers Party said women in Pakistan spent their lives in fear and when they talked about freedom, they were abused. She said rapists would continue to flourish in society as long as the powerful escaped prosecution by the law.

"A child was kidnapped from the area around the prime minister's home and his body was found later. How can a leader who cannot provide justice in his surroundings ensure justice for women?" she questioned.

Women at the protest also chanted slogans.

Lahore
A large number of protesters also gathered at the Liberty Chowk in Lahore to demand justice for the victim of the motorway gang rape and the removal of the Lahore police chief.

Karachi
In Karachi, the protest was organised at the Karachi Press Club where a large number of people were gathered. They chanted slogans such as "mera jism, meri marzi" (my body, my choice).

Punjab Chief Minister Usman Buzdar on Saturday evening announced that the government has been able to reach the "real culprits" in the motorway gang-rape that caused countrywide outrage and exposed the lack of security on a key route.

"I want to inform you all, [we] have been able to reach the real culprits in this tragic incident in less than 72 hours," he said while addressing a press conference in Lahore.

He said the investigation of the case was being carried out in a scientific manner and he was personally monitoring the probe.

Buzdar said the "beasts" involved in the incident will soon be arrested and given appropriate punishment as per the law. He added that he has directed the Punjab Police and other departments to take effective measures to prevent such incidents in the future.

The chief minister said he had personally talked to the victim and assured her of justice. He announced a reward of Rs2.5 million each for the persons that helped lead to the identification of the suspects.

Punjab Inspector General of Police Inam Ghani said it was confirmed through scientific evidence last night that the primary suspect in the case is one Abid Ali, a resident of Fort Abbas in Bahawalnagar district.

He said police initially only had the information that the DNA samples collected from the crime scene matched with the samples in government records of a minor suspect collected in some other case.

"We dug through the records to obtain details of the suspect and got hold of his identity card and [cellphone] number. We traced him to his address and obtained all the details.

"After checking the record we had previously and the phones he had, we found that he had four sims registered in his name but he also had another sim not in his name. Geo-fencing confirmed his location and we were also able to reach his accomplice through this."

IGP Ghani said police were "95-96 per cent" sure of the identity of Ali's accomplice, whose presence at the crime scene was shown by telephone data. They were also able to obtain his address and CNIC number.

"We were ready by today afternoon to conduct raids at their houses and arrest them but we found they were not in Lahore but in a village, Qila Sattar Shah, in district Sheikhupura," he said.

"Unfortunately, because this information had gone into the public domain, the suspects had definitely received the tip-off that police was near them ... When we went to [Ali's] house, located between agricultural fields, in civilian cars and clothes, he along with his wife fled into the fields."

Police were able to locate Ali's house and also found his daughter there, Ghani told the presser, adding that his nikahnama and other documents were also recovered.

He said Ali's accomplice, identified as Waqarul Hassan, had also fled when police raided his house.

"We have the entire record of both the suspects [and] police, CTD, CIA and Special Branch teams are after them," the IGP said, adding that police were also using scientific aid available with intelligence agencies.

"I hope we will be able to reach them (suspects) very soon," he said, urging the public to help in the manhunt by informing police about their presence on 15 helpline.

Answering a question, IGP Ghani acknowledged that the victim could not get "timely assistance" because the Motorway Police did not have its presence on the route where the incident occurred.

He said the woman had called the Motorway Police helpline but she was redirected to FWO's number. "Ultimately, Dolphin Force reached the scene after a passerby ringed 15," he added.

Chief Minister Buzdar in reply to another question termed as "irrelevant" the statement given after the incident by Lahore CCPO Umer Sheikh, in which he shifted blame on the gang-rape victim.

"It was an irrelevant thing that he said. The IG has issued him a show-cause notice in this regard and sought his reply within seven days, saying that such irrelevant statements should not be made, and on the basis of his reply legal action will be taken," he said.

'DNA matched'
Earlier in the day, Special Assistant to the Prime Minister on Political Communication Shahbaz Gill said that the DNA of a suspect wanted in the motorway gang-rape case had matched with government records, suggesting that one of the primary culprits had been identified.

In a tweet, he said the suspect "will be arrested soon".

Gill congratulated Chief Minister Buzdar, the provincial police chief and the Lahore capital city police officer, saying the three were in a meeting regarding the case until 4am in the morning.

"The chief minister has monitored the entire case himself," Gill, who previously served as Buzdar's spokesperson, added. "Work speaks, not words."

In an update on the case, Azhar Mashwani, focal person on digital media to the Punjab chief minister, said a committee formed to probe the incident had submitted its initial report to the chief minister.

He said all law-enforcement agencies were jointly working on the case and DNA profiling of suspects was ongoing.

Mashwani said personnel of Punjab Highway Patrol had now been deployed on the motorway where the incident occurred. The government has also decided to link motorway's helpline (130) with 15 and 1124 helplines.

The developments in the case come more than three days after the gang-rape resulted in an outpouring of anger across the country and raised questions over the lack of security on the Lahore-Sialkot Motorway, which has been unmanned since it became operational nearly six months ago.

According to the details available so far, a woman in her early 30s, a resident of Lahore’s Defence Housing Society, was stuck on the motorway with her two children at around 1am after her car ran out of fuel. As she tried to arrange for help, two men approached her and took her and her children (under eight) into the nearby fields at gunpoint.

Once in the field, the attackers raped the woman in front of her children. By the time a police party and a relative of the woman had called arrived at the scene, the attackers had fled, taking with them the cash and valuables the victim was carrying with her.

As the investigation into the incident started, there were reports that the victim had called the helpline of Motorway Police, but she was denied assistance because the area in question was not covered by the Pakistan National Highway and Motorway Police.

On Friday, a host of investigators pooled in their expertise in the pursuit of two violent suspects who might have left their fingerprints and DNA behind as they went about smashing windows of the car while forcibly taking the rape victim and her children away. Reports said many of the nearby villages had been combed for the suspects by investigation teams.

Initial investigation
In the first progress report submitted by the Lahore police to Chief Minister Buzdar, it was claimed that some 15 suspects were taken into custody during a search operation launched in the vicinity of the crime site.

Buzdar also constituted a five-member committee, with the provincial law minister as the convener, to investigate the case.

Punjab IGP Ghani earlier told Dawn that 20 teams were working on the case. "Lahore DIG (Investigations) Shahzada Sultan is leading one of them. A crime investigation agency is separately working. Another one is being led by divisional SP," he said.

He said the data from geo-fencing at three points, including where the car stopped, where the woman was raped, and the area pointed out by a local tracker hired by police to trace the footprints of the culprits, had been recorded.

“We have also obtained data of men of between 25 and 35 years living in the nearby villages from Nadra besides conducting profiling of 70 young suspects,” Ghani said.

Police had also confirmed on the basis of medical reports that the victim was raped by more than one man. He also hinted that police had managed to get some clues from the crime scene that could lead them to the culprits.

For sure but I have known plenty of times in Pakistan where the police under pressure stich someone else up, many many times. The DNA evidence needs to be clear and certified by a proper lab rather than the incompetent Punjab police. If the woman says she doesn't recognise the rapists then its a stitch up.

The Punjab Police is corrupt and useless and I still think it needs to be disbanded to wipe away the vesteges of the Sharifs rule but good work if they have found the Janwar that did this.

The fact that he had gone scout free many times could lead to evidence that either he has links with police or links with someone in PMLN govt. Even if the police didnt take him series the govt is responsible as they are the ones that make sure police does its work.

Even the fact that this low level criminal is running away and making the police chase him shows that someone from the police is involved in leaking info to him. Could be a cousin or a friend.

But again, current govt is to be blamed for not finishing corruption in Punjab police and the failiure of reforming the police. Forget reforms, making sure that you have proper coordination between police force and the fact that sensitive areas like ring road should have patrolling doesnt take you two years.

It makes you realize, due to the negligence of Punjab police how many majors crimes take place. How much bad attention that Pakistan gets is due to Punjab Police.

The Punjab Police is a mafia in uniform, its only role was to protect the Sharifs and in the 9 years they weren't in power, other power brokers. I agree that in the 2 years the PTI has failed to change a failed, corrupt organisation. It needs to be scrapped and we need to start again. Finding an honest officer in the Punjab Police is more difficult than finding an honest member of the Nooras or the PPP.
 
ISLAMABAD: As outrage against the motorway gang-rape is intensifying by the day, Chief Justice of Pakistan Gulzar Ahmed has been requested to initiate suo motu proceedings to fix responsibility for failing to protect the victim and her two children.

The request has been made by a lawyer, Mariam Farid Khawaja, through a letter she wrote to the chief justice. In addition, a joint petition was filed in the Supreme Court on Saturday by two other lawyers, Mehraj Tareen and Shaista Tabussum Sultanpur, demanding a judicial inquiry into the tragic incident through a commission to be headed by a sitting judge of the apex court.

Mariam Khawaja regretted in her letter that the incident on the Sialkot-Lahore Motorway showed abysmal attitude of police as Capital City Police Officer (CCPO) of Lahore Mohammad Umar Sheikh made shocking remarks in which he alleged that the victim’s behaviour had led to the incident.

The remarks of the CCPO had shaken the nation and women in particular felt threatened and unsafe in Pakistan, the letter said, adding that the incident reflected the unsafe environment in which women had to live and work.

Moreover, the law enforcement agencies, which were tasked with curbing crime and nabbing criminals, were bent upon creating a more threatened society by passing demeaning and derogatory remarks, the letter said, adding that the incident and the subsequent behaviour of police high-ups highlighted the plight of women in Pakistan.

Judicial inquiry sought into the incident

The incident had brought a bad name to Pakistan as the international media had denounced the abysmal state of security in the country, particularly for women, the letter said.

It pleaded the chief justice to enforce fundamental rights of the people of Pakistan embodied in Articles 4, 5, 9, 14 and 25 of the Constitution through suo motu proceedings in the case and an in**quiry into negligence of the police authorities, specifically the Motorway Police.

The suo motu proceedings should fix responsibility on and liability of persons, including government officials, for failing to protect the victim and her children and failing to ensure that due precautions were taken against criminal activity in the area where the incident took place, the letter said.

The proceedings should also assign responsibility and liability of persons, including police high-ups, for failing to provide effective mechanism or taking necessary measures for protecting the life and dignity of the citizens, initiate and pursue criminal proceedings against the responsible and liable persons and take administrative action against liable persons and entities, it said.

In addition, the letter said, the inquiry should also formulate guidelines for safe policing and police reforms and make recommendations for prevention of such incidents and suggestions for effective enforcement of relevant laws.

The joint petition, which was filed through Advocate Jehangir Khan Jadoon, requested the Supreme Court to order the interior secretary, inspector general of Punjab police, inspector general of Motorway Police Islamabad and CCPO of Lahore to probe the incident effectively, bring the culprits to justice and devise a plan for protection of the people on motorways and highways across the country on 24-hour basis.

The petition regretted that Pakistan was among the 10 worst countries when it come to rape as around 14,850 cases of kidnapping involving women, children and girls had been reported in Punjab during the last one year.

Likewise around 10,000 rape cases were reported in Punjab from Jan 2014 to June 2017, the petition said, adding that police failure to protect the people had raised serious questions about the failure of state institutions.

The petition also requested the apex court to fix responsibility for the gang-rape incident due to inaction of the respondents and provide the victim and other women at risk security and protection as per mandate of the Constitution and law.

The petition also requested the apex court to order that the CCPO of Lahore was unfit to hold any such post in police department.

One of the suspects in the motorway gang-rape case, Waqarul Hassan, surrendered to Punjab police on Sunday, said Model Town Crime Investigation Agency (CIA) Deputy Superintendent of Police Hasnain Haider.

A day earlier, Punjab Chief Minister Usman Buzdar held a press conference alongside Law Minister Raja Basharat, Information Minister Fayyazul Hasan Chohan and Inspector General of Police Inam Ghani in which he announced that the government had been able to trace the "real culprits" in the case.

"I want to inform you all, [we] have been able to identify the real culprits in this tragic incident in less than 72 hours," Buzdar told the news conference.

IGP Ghani said it was confirmed through scientific evidence that the primary suspect in the case was Abid Ali, a resident of Fort Abbas in Bahawalnagar district.

He also said police were "95-96 per cent" sure of the identity of Ali's accomplice, 37-year-old Waqarul Hassan, whose presence at the crime scene was shown by telephone data. They were also able to obtain his address and CNIC number. The IGP said that police were ready to conduct raids at their houses and arrest them but "unfortunately the information had gone into the public domain" and the suspects had fled.

On Sunday, DSP Haider conducted a raid in Sheikhupura to arrest Hassan. Police were unable to arrest him but his friend assured them that Hassan would surrender soon.

Later in the day, Hassan and his friend approached the police and surrendered. Hassan said that he had nothing to do with the rape.

He told the police that he has a spare parts workshop and he was in Lahore on the day of the incident to purchase spare parts.

DSP Haider said that Hassan has been taken into custody as the investigation continues. According to officials, Hassan had been released in one of two robbery cases only 14 days ago.

Country outraged
The victim, in early 30s and a resident of Lahore’s Defence Housing Society, was stuck on the motorway with her two children at around 1am after her car ran out of petrol. As she tried to arrange for help, two men approached her and took her and her children (below eight) into the nearby fields at gunpoint.

Once in the field, the attackers raped the woman in front of her children. By the time a police party and a relative the woman had called reached the scene, the attackers had fled, taking with them the cash and valuables the victim was carrying with her.

The country has been seething with anger as details emerged of the gang-rape, with protests held on Saturday in parts of the country. The indifferent and unhelpful remarks by Lahore's police chief added fuel to the fire.

CCPO Umer Sheikh on Thursday invited criticism when he pontificated that the victim had failed to take due precautions before setting off for her journey. According to the Lahore police chief’s logic, the woman could have avoided being at the wrong place at the wrong time. He said she should have taken the more populated GT Road to Gujranwala instead of going via motorway, and that she ought to have checked how much fuel her car had before setting off.

During yesterday's presser, Chief Minister Buzdar said the IGP had issued a show-cause notice to the CCPO and sought a written reply within seven days.

“When we receive the CCPO’s written reply, we will take legal action accordingly,” he added.

According to reports, Abid Ali, along with his four accomplices, had allegedly raped a woman and her 15-year-old daughter on June 15, 2013.

IGP Ghani during Saturday's presser told the media that Ali, now 28, had previously used four mobile numbers that he got discontinued, and was currently using a fifth number that gave police a lead about the co-suspect Hassan. He said Ali had fled along with his wife, as police found a girl, a nikahnama and some other documents from his house. “Police are on the hunt for the men,” he had said.

Ali, said to be a serial rapist, was booked in seven criminal cases between 2013 and 2017, including two related to gang-rape incidents.

LAHORE (Dunya News) – As per latest developments in motorway gang rape case, alleged co-accused Waqar-ul-Hassan on Sunday has appeared at CIA police station in Lahore‘s Model Town, day after the investigation officers identified prime suspects involved in the case.

According to details, the suspect has pleaded not guilty and denied all the charges against him.

Meanwhile, police sources told that Waqar-ul-Hassan’s relative Abbas is also allegedly involved in the case. Abbas is likely to be presented before the team for interrogation, the sources further stated.

Exclusively talking to Dunya News, Punjab information minister Fayyaz-ul-Hassan Chohan said that mobile phone data of suspects Abid Ali and Waqar-ul-Hassan was recovered through geo-fencing. The security personnel are continuously carrying out raids to arrest the culprits, he told.

Chohan further said that Chief Minister of Punjab Sardar Usman Buzdar is personally monitoring the case.

Suspects in motorway rape incident identified

Earlier, pictures of both suspects Abid Malhi and his accomplice Waqarul Hasan Shah in Lahore Motorway rape incident were released to the public.

According to police, criminal Abid Ali is a resident of Fort Abbas District, Bahawalnagar and his DNA profile matched with DNA samples recovered from the victim’s clothing.

Dunya News obtained the criminal record of Abid Ali, who has been in the criminal database since 2013 for another rape case. He has not been arrested yet but CTD raids are being carried out to arrest him at the earliest.

His accomplice Waqarul Hasan’s photograph was also released by IG Punjab during a press conference with Chief Minister Usman Buzdar on Saturday. The Punjab government had set a Rs 2.5Mn reward for each suspect’s arrest.

Earlier Developments

Police decided to include relatives of the affected woman in investigations along with the claimant. It was decided to conduct DNA tests of all residents of Karol Ghati as samples of fifteen arrested suspects did no match.

The investigation committee formed by Punjab Chief Minister Sardar Usman Buzdar, Punjab Law Minister Raja Basharat and Punjab Inspector General of Police (IGP) Inam Ghani inspected the crime scene.

The authorities said that the investigation was being carried out according to the latest scientific methods and assured that the culprits would be nabbed soon.

CM Usman Buzdar said in his statement that it was a test case which would be brought to logical conclusion soon and the culprits would be given exemplary punishments. The CM directed to authorities to keep him informed of the entire progress.

Police contacted the victim to record her statement but her family apologized from recording the statement citing that her health condition was not good at the moment. The focal person said it was understandable and agreed to record the statement later.

Petition for Judicial Commission

A petition had been filed in the Lahore High Court (LHC) to form a judicial commission in the case in which the Punjab government, CM Sardar Usman Buzdar, IGP Inam Ghani and Lahore Capital City Police Officer (CCPO) Umar Sheikh were made parties.

The plaintiff took the stance that Punjab police had completely failed in providing protection to people.

Crime ratio increased due to the negligence and non-professional behavior of the police, the petitioner said while requesting the court to form a judicial commission.

PM Imran Khan takes notice of Lahore motorway rape incident

Prime Minister Imran Khan took notice of recent sexual assault crimes reported in Lahore and Karachi, specifically the rape of a woman on Lahore Ring Road and murder of a 5-year-old child after being raped in Karachi.

Federal Minister Faisal Vawda called on Prime Minister Imran Khan in which the political and national situation was discussed in detail.

Faisal Vawda raised the issue of Marwa, the 5 year old girl who was killed after being raped in Karachi and another rape incident that took place with a woman on Lahore Ring Road late Wednesday night.

Taking note of these incidents, Prime Minister Imran Khan said that such crimes are extremely shameful for any civilized society, law enforcement agencies have been tasked with arresting the culprits at the earliest.

Committees formed to investigate incident

Punjab government constituted a high level committee to investigate the motorway rape case

The committee will be headed by Punjab Law Minister Raja Basharat while Additional Chief Secretary Home Department Momin Agha, Additional IG Special Branch, DIG Investigation Punjab and DG Forensic Science Agency will be the other members.

The committee has been tasked to complete the investigation within three days and submit the report to Chief Minister Usman Buzdar.

IG Punjab Inam Ghani has also formed a six-member special investigation committee to investigate the Motorway rape case.

DIG Investigation Lahore Shahzada Sultan will head the committee while SSP Investigation Lahore Zeeshan Asghar, RO Special Branch Lahore Jahanzeb Nazir, RO CTD Lahore Naseebullah Khan, SP CIA Lahore Asim Iftikhar and in charge Gender Crimes Civil Lines Lahore Miss Fiza Azam will be the other members of the committee.

Culprits of motorway gang rape will be apprehended soon: Usman Buzdar

Chief Minister (CM) Punjab Sardar Usman Buzdar said that the perpetrators of Lahore motorway gang rape will be arrested soon.

While talking exclusively to Dunya News in program ‘Dunya Kamran Khan Kay Sath’, the CM said that the area where the incident took place has been geo-fenced.

We cannot neglect our duties. On this incident, we have formed a committee headed by the Home Secretary. Whatever the outcome, we will present it to the nation, he added.

"We will soon arrest the culprits," he said. Every aspect of this incident will be investigated, we will not run away from our duties, he assured.

Rape victim should have been more careful, taken safer route: CCPO Lahore

Lahore Capital City Police Officer (CCPO) Umar Sheikh said while speaking exclusively to Dunya News that the culprits involved in motorway rape incident will be arrested within 48 hours.

The CCPO noted that the affected family departed Defence Area of Lahore after midnight and took Motorway route instead of GT Road, that too without adequate fuel.

“The woman called her brother instead of police and her brother telephoned the motorway police at 130 to send a police mobile.

“There are three villages within the five kilometer radius of the incident spot. The suspects broke the glass window of the victim’s car. Blood samples have been taken from the glass. Latest technology of rural and urban police is being used in the investigation.”

Case background

On September 9, 2020, mother of two children was looted and raped at gunpoint on motorway near Gujjarpura area of the Punjab province.

Sana was reportedly travelling in a car along with her two children when some unknown accused overpowered her. After raping and robbing the victim of valuables and cash (1 lakh), the suspects escaped from the scene.

On receipt of the information, the police reached the spot and shifted the woman to a hospital. The police said the process to identify the accused through the Safe City cameras was underway.

Rape co-suspect courts arrest, seeks DNA test

LAHORE: Surrendering himself to the police on Sunday, one of the suspects the authorities believed was involved in the motorway gang-rape case refuted his involvement or any association with the prime suspect.

Waqarul Hassan approached the Model Town Crime Investigation Agency (CIA) Deputy Superintendent of Police Hasnain Haider and courted arrest while claiming his innocence with a request for his DNA test to corroborate his claim.

On Wednesday night, two robbers on the Lahore-Sialkot motorway had gang-raped a mother of two in an area falling within the Gujjarpura police jurisdiction.

Inspector General of Police Inam Ghani while addressing a high-profile press conference on Saturday had disclosed the identity of the two suspected rapists as Abid Ali from the Fort Abbas area of Bahawalnagar and Waqarul Hassan of Qila Sattar Shah from Sheikhupura district. Their photos were made public along with the announcement of Rs2.5 million reward money for information leading to their capture.

Abid Ali is still at large and police teams are conducting raids to apprehend him.

Father of six, Waqar told the police that he was a motorcycle mechanic and had to visit Lahore frequently to buy spare parts. Police sources said the suspect claimed that he had nothing to do with the gang-rape and Abid’s other criminal activities. The suspect also claimed that his brother-in-law, Abbas, who was using his mobile phone SIM, had some links with the main accused. He believed his brother-in-law would also surrender himself to police.

Police sources said Waqar was taken into custody for further investigation and his DNA test would be conducted soon.

Lahore DIG Investigation Shahzada Sultan and SSP Investigation Zeeshan Asghar were not available for comment.

A spokesperson for the Sheikhupura police told Geo TV they did not have any past criminal record of Waqarul Hassan.

IGP Ghani had told the presser that both the suspects were identified after police conducted geo-fencing of the entire area and collected fingerprints and DNA samples. The police chief said the DNA database had led to identification of the suspect Abid, as he was previously involved in another rape case, while geo-fencing of the area indicated that Waqar had accompanied him.

He said police had gathered Abid’s criminal record and learnt that four mobile phone SIMs were registered in his name that he had used in the past, but all those SIMs were currently inactive. He said another phone number was tracked leading the police to conclude that Waqar was Abid’s accomplice.

However, Waqar’s elder brother Shabbir told Geo TV that his brother was not involved in any crime. He said a large police contingent had conducted raids on their house on Saturday afternoon and drove away with their elder brother, Tanvir Hussain, and his son. He claimed Waqar was not home when the police raided as he had gone to a nearby area.

Waqar courted arrest after their family members suffered torture by police, Shabbir alleged.

While replying to a query about Abid, Shabbir said they did not know Abid. He said Waqar’s brother-in-law Abbas was using a SIM registered in his name, but they were unaware whether he had any contact with Abid or not.

The PML-N also demanded the shifting of the party’s provincial leader Hamza Shahbaz, who is suffering from coronavirus, from jail to some hospital for better treatment.

“The rulers must go home on the issue of gang-rape, while the Lahore CCPO (capital city police officer) should be replaced for his unbecoming remarks about the rape victim,” PML-N general secretary Ahsan Iqbal said at a press conference. Information secretary Marriyum Aurangzeb was also present.

“[Punjab Chief Minister] Usman Buzdar is a novice as [Prime Minister] Imran Khan. They lack the ability to take the culprit to task and give exemplary punishment,” Mr Iqbal said, adding that they should understand that they’re incapable of running the country.

The key suspect in the motorway gang rape case, Abid Ali, continues to remain at large, with police teams conducting raids at different locations to apprehend him.

Meanwhile, Waqarul Hassan, the other suspect in the case identified by the Punjab government, had surrendered himself on Sunday at Lahore's Model Town police station. He claimed that his brother-in-law was using the mobile phone which had wrongly implicated him in the crime, adding that he himself was not involved.

Police shared on Monday that further investigations have suggested that Waqarul Hasan may indeed not have been involved, adding that a final decision on the matter will be taken after they receive the DNA report of the suspect.

The police said Waqar had revealed that prime suspect Abid used to commit crimes along with an individual named Shafqat. They added that Waqar told them that Shafqat was a resident of Bahawalnagar and a friend of Abid.

The police said that they have dispatched teams to Bahawalnagar and Sheikhupura for the arrest of Shafqat following the revelation by Waqar. They also shared that the police has also arrested the brother-in-law and other relatives of prime suspect Abid Ali.

Chohan compares motorway rape case with Zainab case

Punjab’s Information Minister Fayyaz ul Hasan Chohan, when asked about the delay in the arrest of Abid Ali, compared the case to the 2018 rape and murder of seven-year-old Zainab.

“Even three years ago when the Zainab rape case happened, it took three months to get hold of the culprits although the province had used all of its powers to get hold of the culprits,” reminded Chohan while speaking to Geo Pakistan.

The minister said that Abid Ali had committed rape for the first time in June 2013 and a first information report (FIR) was lodged against him but he was released after some time during Shahbaz Sharif’s government. He also shared that the forensic report had also been finalised months after his release.

He recalled that police have carried out geofencing of the area and have been working day and night with 28 teams on the case. He also shared that the law enforcement agency was able to identify Abid Ali “within 72 hours”.

“Yesterday, Waqarul Hassan surrendered after the police closely tracked him down. The police should be given credit where it is due,” said Chohan.

Talking about laws regarding protection of women and children, the minister said that there were a lot of laws for the safety of women and children "but they are never implemented”.

“This is my personal opinion, not the government’s stance, but I think the rapists should be punished publicly after fulfilling all legal terms,” said the minister. He added if this does not happen then a speedy investigation and prosecution should be done.

Parents' appeal to authorities

Meanwhile, speaking to Geo News, Waqar's mother said that her son is innocent and that he decided to surrender himself after he got to know of the incident.

"If my son had done something wrong, he wouldn't have surrendered himself," she said. The suspect's mother appealed to Chief Minister Usman Buzdar to ensure justice is served in Waqar's case.

"My son is a pious and religious person, his life should be spared," she said, adding: "He runs a motorcycle repairing shop in Qilla Sattar Shah."

"If my son was a culprit, why would he present himself [to the law enforcement agencies]," she asked.

The mother said that she has four daughters and two sons and one of her sons was ill.

Meanwhile, Waqar's father said that his son is not a "thief" and "works at a shop".

He said Waqar is "innocent" and appealed to the authorities to release him.
 
LAHORE: An accomplice of the prime suspect in the motorway gang-rape case has confessed to the sexual assault, police sources informed Geo News on Monday, despite key suspect Abid Ali remaining in the wind.

The sources added that Shafqat, with whom key suspect Abid Ali used to commit crimes, confessed to gang-raping a woman when her car had broken down on the Lahore-Sialkot motorway on Sept 9 even before his DNA test was carried out.

An official DNA test of Shafqat, a resident of Bahawalnagar who was arrested from Dipalpur, would still be conducted soon, the sources said, adding that the sample taken from him has already matched the one obtained from the rape survivor.

No official conclusive DNA report has been issued yet, the sources clarified.

Other detained suspect denies involvement

The Lahore motorway gang-rape case has sent shockwaves through the entire country and sparked major protests across Pakistan, with many demanding capital punishment for the perpetrators and a conversation on sexual abuse being taken up in mainstream debates.

On the other hand, the prime suspect, Abid Ali, remained at large, and police teams were conducting raids at different locations to search for and arrest him.

Waqarul Hassan Shah, the other suspect the government of Punjab had identified in the case, had surrendered himself on Sunday at Lahore's Model Town police station. He had claimed that his brother-in-law was using the mobile phone that had wrongly implicated him in the crime, adding that he himself was not involved.

It was Waqar who told police that the prime suspect, Abid, used to commit crimes along with an individual named Shafqat.

Police had earlier dispatched teams to Bahawalnagar and Sheikhupura to arrest Shafqat. Abid's brother-in-law and other relatives had also been arrested, they had added.
 
Duniya news is saying SHafqat was arrested last night and he confessed. DNA also matched

Abid they matched through DNA and Waqar they had determined through geo fencing and phone calls to Abid.

Yesterday Waqar turned himself in and said he had two sims in his name one used by father in law and other used by brother in law.

Shafqat seems to be his brother in law if I'm not mistaken. They ran DNA tests and Shafqat is a match with the evidence collected at the crime scene.

I don't agree with CCOP staying on, this case got massive publicity and even then he was making stupid statements. Imagine if it was a poor villager who was raped, could such a person be trusted to solve the crime? The only reason why the police is so hyper right now is because of the massive media spotlight. If he is good against PMLN, I'd let him work against them and then dismiss his sorry ****.

And you know I am not a patwari or a jiyala at all. You're however completely right that the Punjab Police system is 100% the gift of PMLN. My family has first hand experience, pretty bad, more than once with Lahore and Sheikhpura police.

Yes I also believe he should have been fired. Comes across as an uneducated jahil ganwaar, typical police officer. Can't have such a guy as the head of the police force in a city like Lahore. You need a competent and educated guy.

Well those people have other agendas and are not interested in the victim or the crime. Only to malign Imran khan. We had Maryam today making statements, the same donkey who's party gunned down 14 people. PPP killing journalists but nothing. Kasur rapes and absolutely nothing happened, infact the rapists were protected by PMLN.

But here Imran Khan has to step down. Patwari logic.

Shafqat is not bother in law. Brother in law was someone else whose dna came clear along with waqars

Waqar knows shafqat and abid that is the strange connection.

This incident is absolutely sickening. How can you do that to a woman in front of her children? Hard to believe this.

These criminals deserve the harshest punishments available.
 
These rapists are habitual criminals. Why did the judiciary in the past didn't give them lifetime punishment? Why did the police didn't ensure they rot in jail forever?

The corruption that runs deep in the society, and the plunder of the leaders in the last 35 years in Punjab can be seen in just this case.

2 things are definitely needed now in Punjab, police reform (very detailed topic that can be discussed later), Capital punishment for rapists, and competent judiciary who can't be bribed (LHC judges are PMLN stooges, and are bribed easily).
 
I don't agree with capital punishment in Pakistan for the main reason that MANY times police simply blame it on the wrong person to end the matter and stich them up. I know that for a fact. In a country where the police force is incredibly corrupt, forget the police force we have the judiciary even more corrupt, capital punishment does not make sense whatsoever. They would catch the wrong person and kill them and that's that. Matter closed. I mentioned the incident with my family and even there one of the police told us if we put more pressure they would simply catch someone innocent , beat the Jesus out of him and 'solve' the case.

What needs to be done is to improve social security, educate men about respect so we don't have men who grow up to be like CCOP blaming the victim, improve security in public places. When all this is done then talk about hanging people.

My problem with the capital punishment, castration (as good as it sounds) is that what if there is a case where a woman wrongly or nefariously accuses a guy of rape? Have we not seen instances of cases in the world where women have falsely accused a guy of harassment and rape?

No woman in Pakistan is stupid enough to do that when in our country rape victims are shamed, disowned and abused and rape is seen as humiliation. 99.99999 percent of the women would never admit they are raped in Pakistan, never mind falsely taking it up. Even the woman in this case is v educated and her first words to the police were to leave them alone and not mention it to anyone.

In Pakistan capital punishment should not be allowed for the reasons I posted above.

Not sure, we have already witnessed Ayesha Gullalai against Imran Khan. What about that honey trap by that woman against the NAB Chairman where she fearlessly put that video up on social media and where she fearlessly told the entire world she was leading him on in her attempt to trap him? Meesha Shafi has not been able to back up her allegations against Ali Zafar and even her closest friends, eye witnesses at the studio have not backed her statements and people who know her do not necessarily have nice things to say about her.

Ayaan Ali fearlessly went around Pakistani Society, had that custom inspector killed and fearlessly left the country knowing full well she had Zardari behind her back. Women with connections and power can just about do anything in the country just like men with connections and power.

Take this case for example police could have said Waqar is one of the rapist and just focus on finding Abid and case closed, but Waqar's DNA didn't match and they had to go out seek and arrest Shafqat.


Also in Pakistani context women falsely accusing a person of rape is completely unheard of, behind there are other proof of a rape as well such as scratch marks and bruises during struggle which won't exist in a false rape accusation.


Bottom line, rapists deserve castration and/or hanging.

You mentioned three women who had some power. And even the accused in those cases are v powerful men who would never be put to death. And in all your cases it's more or less proven the women lied and noone, not the public or the court believed them. So not sure what your point is?

Majority of the Pakistani women are middle class orlower and to have been raped means for most of them it's the end of their normal life in terms of marriage and social respect. It'd be suicidal of them to claim rape.

Well said. In the West false accusations are common a lot of times because of monetary gain. In Pakistan for a woman to just have rumoured to be raped is a massive stigma in terms of respect, rishtas and everything in her life. No woman in Pakistan would be stupid enough to falsely claim it unless she's powerful.

DNA is not perfect. What if 2 people did something consensual but the woman forcefully mischievously self inflicts some wounds to make it look like she was raped?
 
I know that right now everyone is in Mob justice mood but i am still going to voice an unpopular view which people would lynch me for, but these rapes have been occurring in Pakistan for the last 20-30-40 years, why is there so much outrage now? How long will this anger and fiery last for? 2-3 weeks?

Is that not a good thing? Perhaps people are starting to take notice more, or care more than before, attitudes changing for the better?

Or should they continue turning a blind eye like you say they have been for the last 40 years.
