Funds Needed For Completing Cricket Stadiums: Najam Sethi

ISLAMABAD, (UrduPoint / Pakistan Point News - 20th Mar, 2018 ):Chairman Pakistan Cricket Board and Pakistan Super League, Najam Sethi on Tuesday said that some three billion rupees would be required for completing stadiums in big cities of the country.

The work on Karachi stadium has been completed and efforts were being made to accomplish the task of construction for other cricket stadiums, he said while talking to a private news channel.

Commenting on organizing PSL match, he said that final match would be played in Karachi and for this, all preparation had been finalized.

"We were trying to hold series in Karachi with West Indies, " he revealed as far as cricket academies were concerned, there was also need to establish academy in Khyber Pakhtunkhawa, he said. To a question, he hoped that construction work on stadiums would be completed next year.

To another question, he said main purpose of PCB was to revive international cricketing here in a befitting manner so that young players could have chance to play with international players.

Pakistan stadium needs to have lights under shades

Pakistan stadium shows darker in stadium crowds due to missing lights under the shades of stadium which is part of almost all the modern cricket stadiums around the world.

I agree i also thought that watching the match yesterday, it would also enhance the beauty of the stadium as well as making it look better to viewers on the television or internet. Something the PCB need to invest in and should not cost a bomb either. If they had it it the Gafaddi stadium under the roof and light it up it would have an awesome effect.

Karachi stadium will be better.

Karachi from what i have been following wont have the roof installed yet as the full venue renovations wont be complete until a later date which is a shame, specially considering the internationals that are due to take place there shortly after the PSL final. At the moment i'd have to beg to differ that Karachi will be better, maybe one the reverb is complete but at this stage id say Lahore takes it, even though id still add a few bits to Lahore also.

PCB needs to invest in all grounds and renovate them to modern standards. Gaddafi stadium’s layout is a weird one - its a huge ground and crowd sits at least 200-300 metres away from the pitch. Something should be done about that.

That was because the boundaries were pulled up-for fours and sixes.I'm fairly sure the boundaries used to be bigger.

Yes that is correct, however even for an ODI or Test match the boundaries would not go much more further back, the crowed is quite far back at the Gadaffi. I would think anything can be done about that as the grass area is quite large, unless they knock down the stands and build them from scratch a lot more closer, which we all the know the PCB wont do.

I doubt it's that much, more like 100-150 meters away from the pitch.

That is way too far and surely spoils the experience for spectators. For example, the boundaries at Old Trafford are probably less then 10 meters away.

I was talking about the current distance from the center of the pitch to the spectator stands.

PCB backtracks from building stadium in Shakarparian [Update Post #5]

ISLAMABAD: The apex court on directed the top civil and civic administrative officials of the capital along with the top cricketing official of the country to appear before it tomorrow over the proposed construction of a cricket stadium in the Shakarparian area.

The court has also directed the Pakistan Environmental Protection Agency (Pak-EPA) to submit its report at its next hearing.

The decisions came as a three-member bench of the apex court, headed by Chief Justice Mian Saqib Nisar and comprising Justice Umar Ata Bandial and Justice Ijazul Ahsan, heard the civil petition filed by the Margalla Hills National Park Society (MHNPS) President Roedad Khan against the construction of the cricket stadium in Shakarparian on Wednesday.

During Wednesday’s proceedings, Roedad told the court that many buildings and institutions had been built in the forests of Shakarparian despite the fact that a Capital Development Authority (CDA) notification from 1980 put the area within the protected forest land of the Margalla Hills National Park (MHNP).

A counsel for the Pakistan Cricket Board (PCB) told the court that the board’s chairman was currently on a foreign tour.

Chief Justice Nisar directed CDA to stop cutting down trees to make way for the stadium.

Later, the court directed the chairmen of the CDA and the PCB and the secretary of the Capital Administration and Development Division (CADD) to submit a report and adjourned the hearing until Friday. The bodies were also directed to present all records pertaining to the construction of the stadium.

At the last hearing of the case, the former federal interior secretary had told the court that the government wanted to build a five-star hotel and a cricket stadium in Shakarparian.

The court had removed the objections on Roedad’s constitutional petition and stayed the construction of stadium until it granted a decision in the case.

The CDA and the PCB had signed a memorandum of understanding (MoU) in 2012 under which the CDA allotted 35 acres of land near Shakarparian for the PCB to build a 50,000-seat cricket stadium.

The project was supposed to be completed within a year, with 30 per cent of income from international matches and sponsorships to be pocketed by the CDA.

The remaining 70 per cent would go to the PCB. The project, though, fell through owing to the PCB’s financial woes.

Apart from building the stadium, the main cricketing body was also supposed to build a cricket academy, a five-star hotel, and other related facilities.

In 2016, as the PCB tried to bring international cricket back to Pakistan, it again applied for a no-objection certificate (NOC) from the Pak-EPA to build the project.

But the environmental body turned down the request, raising a host of objections to the project on its Environmental Impact Assessment (EIA) report.

The EIA report had shown that the project would cause environmental degradation in the form of loss of 450 to 500 fully grown trees, while vegetation and shrubs spread over 15 acres of forest land would be affected.

Moreover, the EIA report said that the project would also have an adverse bearing on the wildlife, fauna and flora in the area.

ISLAMABAD: Chief Justice of Pakistan (CJP) said on Friday that a cricket ground could not be constructed in Shakarparian if it violated the national park’s limits.

“If the cricket ground falls within the limits of Shakarparian National Park, then it cannot be constructed there,” Justice Nisar remarked.

Margalla Hills Society (MHC) Chairman Roedad Khan had filed a petition which said that the construction of a cricket ground in Shakarparian would prove to be harmful to the environment.

The CJP was heading a three-member bench of the Supreme Court (SC) which conducted the proceeding on Khan’s plea.

Roedad Khan said, “Influential people have been given the authority to chop down trees to construct the stadium.”

“After earlier court orders, the chopping and crushing of trees had been halted,” Khan added.

Justice Nisar questioned whether a piece of land could be allocated for a cricket stadium that overlaps with that of the National Park in Shakarparian.

The MHC chairman said, “I’m not aware of the limits of the park but I do know that it is a protected area and development activity there is a violation of the law.”

The CJP responded to this by saying, “First it needs to be established if the ground falls within the park. If it does, then it cannot be constructed there.”

Additional Attorney General (AAG) Rana Waqar apprised the court and said, “The land allotted for the cricket ground falls within the limits of Shakarparian National Park and the Pakistan Cricket Board (PCB) had asked for 48 acres of land in 2008 for the construction of the ground.”

The AAG added, “We did not even have a deal with the PCB.” AAG Waqar also said that the Capital Development Authority (CDA) had halted construction of the ground after 2013.

Addressing the SC’s concerns, Pakistan Cricket Board (PCB) Chairman Najam Sethi said that PCB would not construct the ground if it violates the National Park’s limits and the board was “environment-friendly”. “We will return the land if it falls within the park limits,” added Sethi.

While maintaining its order of halting the ground’s construction, the CJP said, “Several stores have been built around Lahore’s Qaddafi Stadium and the smoke from the restaurants even comes inside the stadium, and maybe some PCB members have established these stores and receive monetary gains.”

While speaking to the media, the PCB chairman said, “We are committed to working towards the betterment of sports in the country.”

Sethi also said that there should be a cricket stadium in every city of Pakistan but not at the expense of the environment.

“We believe there should be a cricket stadium in every district and that there should be one in Islamabad too,” Sethi added. “If a stadium cannot be constructed in this area, then we won’t build it,” PCB’s chairman concluded.

PCB backtracks from building stadium in Shakarparian

ISLAMABAD: Even though the current reigning Pakistani Super League (PSL) champions are called ‘Islamabad United’, chances that they will ever perform in front of their ‘home crowd’ at the underconstruction stadium in the city seem to have all but vanished after the top cricketing body in the country poured cold water on that dream.

When a three-member bench of the Supreme Court (SC), headed by Chief Justice Mian Saqib Nisar and comprising Justice Umar Ata Bandial and Justice Ijazul Ahsan, resumed hearing on a civil petition filed by the Margalla Hills National Park Society (MHNPS) President Roedad Khan against the construction of a cricket stadium in the protected forest area of Shakarparian on Friday, the head of the cricketing body appeared before the court.

Pakistan Cricket Board (PCB) Chairman Najam Sethi told the apex court that the board was not interested in building a cricket stadium in the Shakarparian area of the capital.“We are not interested in building a cricket stadium in the Margalla Hills National Park (MHNP),” Sethi told the court.

He elaborated that while plans for building a stadium in Shakarparian had been initiated by the PCB in 2008, he had contested the proposed site for the stadium when he became the chairman of the PCB.

Sethi, however, maintained that the PCB was deeply interested in building a cricket stadium in the capital at a site not located in the national park.

The PCB chairman, though, laid the blame for the fiasco squarely on the Capital Development Authority (CDA), stating that the authority was responsible for making sure that land for the stadium is not allotted in the national park.

At this, Chief Justice Nisar remarked, “We support sports, as sports provides healthy activity and we will assist you (PCB) in allotment of land for construction of a cricket stadium in Islamabad.”

Earlier during the Friday’s proceeding, Roedad told the court that the Margalla Hills National Park (MHNP) was comprised of a beautiful valley where stone crushing and tree cutting was allowed to some influential people.

He pointed out that after court’s orders, the stone crushing and tree-felling operations were halted.

At this, the chief justice asked whether the cricket stadium could be built in the Shakarparian area and whether the area was part of the national park.

Roedad replied that there was ambiguity about the delimitation of the national park while maintaining that areas falling under the park’s limits were protected by a legal cover.

At this, CJP Nisar remarked that limits of the MHNP should be ascertained to determine whether Shakarparian was the part of the national park or not.

“In case it lies in the national park, then the cricket stadium cannot be built there,” CJ Nisar said.

At this, Additional Attorney General Waqar Rana told the court that the proposed site for the cricket stadium lies within the limits of the MHNP.

Moreover, he maintained that the PCB had requested the CDA to allot 48 acres of land to build the stadium in 2008.

The government’s lawyer added that the CDA had stopped construction work on the cricket stadium in 2013 after the deal with the PCB did not mature.
