Delhi court extends Arvind Kejriwal's judicial custody till May 20 in excise policy case


A Delhi court on Tuesday extended the judicial custody of chief minister Arvind Kejriwal till May 20 in the money laundering case linked to the now-scrapped excise policy. Kejriwal was produced before the court via video conferencing on the expiry of his custody granted earlier.

Special Judge for CBI and ED Kaveri Baweja also extended the judicial custody of co-accused Chanpreet Singh till May 20.

The order coincided with the hearing in the Supreme Court on Arvind Kejriwal's challenge to his arrest by the Enforcement Directorate in the liquor policy case. The two-judge bench of Justices Sanjiv Khanna and Dipankar Datta had expressed that it might consider the question of interim bail for Kejriwal.

The court said that Arvind Kejriwal is the elected chief minister of Delhi and the current circumstances are extraordinary, given the ongoing Lok Sabha elections.

Solicitor General Tushar Mehta, appearing for the ED, objected to the Supreme Court hearing arguments on interim bail and said, "What example are we setting? Are other people less important than the chief minister?"

"How can a chief minister be treated differently than an 'Aam Aadmi.' There can't be any deviation only because he is a chief minister," Mehta added.

During the hearing, the top court told Kejriwal's counsel that granting interim bail to the chief minister would come with the condition that he refrain from carrying out official duties, as this could potentially create conflicts. The court said that had there been no elections, it would not have given any interim relief, adding, “We do not want interference at all in the working of the government.” The country's financial crime-fighting agency arrested Arvind Kejriwal on March 21 in connection with corruption allegations linked to Delhi's liquor policy, charges his party has denied. He is currently under judicial custody in Tihar jail.

Lt Governor suggests NIA probe against Arvind Kejriwal over ‘Khalistani funding’​


Delhi Lt Governor VK Saxena had received a complaint that AAP had received USD 16 million from pro-Khalistani groups for facilitating the release of Devendra Pal Bhullar and espousing pro-Khalistani sentiments.​

Delhi Lieutenant Governor VK Saxena has recommended a NIA probe into allegations that Chief Minister Arvind Kejriwal and the AAP government received funding from 'Sikhs for Justice', a banned US-based Khalistani group.

AAP leader and Delhi minister Saurabh Bharadwaj vehemently denied the allegations and said it was "another conspiracy" against Kejriwal.

According to the Lt Governor's Secretariat, Saxena had received a complaint that AAP had received USD 16 million from pro-Khalistani groups for facilitating the release of 1993 Delhi blasts convict and terrorist Devendra Pal Bhullar and espousing pro-Khalistani sentiments.

Released Opposition Leader Urges Indians To Battle 'Dictatorship'

A top opponent of Indian Prime Minister Narendra Modi urged his compatriots to resist "dictatorship" on Saturday, after the country's top court provisionally released him from jail to campaign in national elections.

Arvind Kejriwal, chief minister of the capital Delhi and a key leader in an opposition alliance formed to compete against Modi in the polls, was granted bail on Friday after weeks in custody.

He is among several leaders of the bloc under criminal investigation, with his party describing his arrest as a "political conspiracy" orchestrated by the ruling Bharatiya Janata Party (BJP) to sideline its opponents ahead of the vote.

In a defiant press conference the day after his release, Kejriwal said the outcome of the election would determine whether India remained a democracy.

"I have come to beg 1.4 billion people to save my country," he said. "Save my country from this dictatorship."

Kejriwal also personally accused the prime minister of targeting his opponents with criminal probes.

"Modi has started a very dangerous mission," he said. "Modi will send all opposition leaders to jail."

Kejriwal's government was accused of corruption when it liberalised the sale of liquor in 2021 and gave up a lucrative government stake in the sector.

The policy was withdrawn the following year, but the resulting probe into the alleged corrupt allocation of licences has since led to the jailing of two top Kejriwal allies.

Rallies in support of Kejriwal, who refused to relinquish his post after his arrest, were held in numerous other big cities around India after he was taken into custody.

More than 1,000 cheering supporters greeted him as he walked free from the capital's Tihar Jail on Friday night.

Kejriwal, 55, has been chief minister for nearly a decade and first came to office as a staunch anti-corruption crusader.

He had resisted multiple summons from the Enforcement Directorate, India's financial crimes agency, to be interrogated as part of the probe.

Kejriwal has consistently denied any wrongdoing since allegations of corruption were first levelled against him, including again on Saturday.

"They sent me to jail and the PM says he is fighting against corruption," he said.

"If you want to fight corruption, learn from Arvind Kejriwal."

The Supreme Court said Friday he could temporarily leave jail to campaign in India's six-week election, on the condition that he returns to custody after the last day of voting on June 1.

"No doubt, serious accusations have been made, but he has not been convicted," the court's ruling said. "He is not a threat to the society."

His release was also made conditional on his agreement not to make public comment on the case against him, not to interact with witnesses in the case and not to visit the offices of the Delhi government.

Modi's political opponents and international rights groups have long sounded the alarm on India's shrinking democratic space.

US think tank Freedom House said this year that the BJP had "increasingly used government institutions to target political opponents".

Rahul Gandhi, the most prominent member of the opposition Congress party and scion of a dynasty that dominated Indian politics for decades, was convicted of criminal libel last year after a complaint by a member of Modi's party.

His two-year prison sentence saw him disqualified from parliament until the verdict was suspended by a higher court, and raised concerns over democratic norms.

Kejriwal and Gandhi are both leading members of an opposition alliance composed of more than two dozen parties that is jointly contesting India's election.

Voting is conducted in seven phases over six weeks to ease the immense logistical burden of staging the democratic exercise in the world's most populous country.

Four more rounds will be staged over the coming weeks, with results expected on June 4.

Bharatiya Janata Party (BJP) leaders have claimed that Swati Maliwal, a Rajya Sabha MP from the Aam Aadmi Party's (AAP), alleged on Monday that she was assaulted by Bibhav Kumar, the personal assistant to Chief Minister Arvind Kejriwal.

Several media outlets, citing sources, have reported that a “lady caller", purportedly Swati Maliwal, placed two PCR calls from the Chief Minister's residence, alleging that she was 'assaulted' by Bibhav Kumar. Maliwal is an AAP MP in the Rajya Sabha and former Delhi Commission for Women (DCW) chief.

Here's all we know about the matter as of now:

1. What Delhi Police said?

Neither Swati Maliwal nor the police have made any official statement on the alleged incident yet. However, some officials told the news agency PTI that AAP MP Swati Maliwal went to the Civil Lines police station on Monday and alleged that a member of Arvind Kejriwal's personal staff misbehaved with her.

Meanwhile, sources in the Delhi Police told news agency ANI that Maliwal had made a PCR call twice from the chief minister's residence, alleging that she was 'assaulted' by Kejriwal's personal assistant, Bibhav Kumar.

“A PCR call was received around 9.34 in the morning, in which the lady caller said that she was assaulted inside the CM house," DCP (North) Manoj Meena said, adding that the SHO of the local police responded to the call and reached the spot.

“After some time, MP madam (Maliwal) visited the Civil Lines police station. However, she left soon after saying she would file a complaint later. Till now we have not received any written complaint in this matter, " Meena added

Source said a Delhi Police team reached the CM's residence after acting on Maliwal's complaint over the phone. However, the team did not find her there.

3. What do BJP leaders claim?

Bansuri Swaraj, the BJP's candidate from New Delhi, said, "We got shameful news today that after getting instigated by Arvind Kejriwal, his OSD [officer on Special Duty] has beaten and misbehaved with one of their party's MP Swati Maliwal.

"She also made a call to the Delhi Police and complained regarding the same. The incident took place in the presence of Delhi CM Arvind Kejriwal at his residence...," Swaraj said.

Meanwhile, BJP's IT cell chief Amit Malviya posted on X, “Remember, Swati Maliwal had maintained radio silence on Kejriwal’s arrest. She was, in fact not even in India at that time and didn’t return for a long time."

Modi is not coming back. There is a reason he has been trying to sideline Gadkari for ages now and why he refuses to campaign for Gadkari in Nagpur. He knows that the BJP are not going to get those magical 300 numbers. Then it's down to whether they can scrape through or have to throw money around to buy some support. In this situation, Modi is out and Gadkari who has the RSS' blessings comes in. He even has Adityanath's support (I personally don't like this Bisht guy) and plenty more powerful BJP leaders who can't stand Modi.

The Congress and BJP are different. As you mentioned, the BJP is basically the RSS' political front. The Congress doesn't have any such thing. The Congress ending up being a cult party dedicated to one family is also why they have been reduced to less than 50 seats.

My observations of Rahul suggest he has been trying to change this and he looks uncomfortable around chamcha behaviour. He seems at ease when he is interacting with regular folk. There also seem to be changes being made - for example the other day his sister during a campaign said her grandmother was taught a lesson by people when she made mistakes. These are big statements suggesting a change in their attitude.

The reality though is - most of India, especially rural and small-towns connects with the Congress through the Nehru family. It might not be what you like, but it is the current fact. The change will have to be slow, but I think that's the direction Rahulg wants to take it.

That’s not true , N Rao was very respected, my grandparents absolutely adored the man same with Manmohan Singh, but one cannot ask average Indians to respect Sonia-Raga.

From what I observe Congress refuses to reform, but who knows I might be wrong.
 
Every BJP guy and political analyst knows that MP CM seat went to a Yadav to consolidate the Yadav votes for LS, else congress plus SP could win a few seats.

Alamgir Alam, Jharkhand minister, arrested by ED days after Rs 35 crore cash seized in Ranchi


Jharkhand's Rural Development minister Alamgir Alam was arrested by the Enforcement Directorate (ED) after questioning by the probing agency in Ranchi in a money laundering case. The action against the minister has been taken in connection with a huge cash recovery from the household help of his Personal Secretary (PS) Sanjeev Lal.

The Enforcement Directorate had recovered cash worth more than Rs 35 crore from Jahangir Alam's house. All the money was from commission in lieu of tender for road construction in rural areas. Today, after the ED was not satisfied with Alamgir's answer, the agency arrested him.

After recovering over Rs 35 crore in cash, ED had arrested Sanjeev Kumar Lal and his servant Jahangir Alam.

On May 6, the ED conducted a raid at the residences of Alamgir Alam's PS and other close associates. The counting of seized currency notes continued late at night and a total of Rs 35.23 crore was recovered.

According to officials, Jahangir Alam admitted in preliminary questioning that he was a caretaker of "commission and bribe-acquired money", for which he received a salary of around Rs 15,000 per month.

"It was Minister Alamgir who had employed Jahangir as a servant at his PS Sanjeev Kumar Lal's residence. Before this, for a few days, he had also worked at the minister's residence,” said the sources.

Sanjeev Kumar Lal had rented a flat in Sir Syed Residence Apartments in Ranchi for him. “Sanjeev used to give him a bag or a bundle of money every one or two days, which he used to keep in the cupboards of this flat,” said the sources. The ED has also seized Rs 10 lakh from Sanjeev's residence and Rs 2.93 crore from the residence of his wife's construction company partner builder Munna Singh.

However, Sanjeev initially denied that the money received from Jahangir's flat belonged to him, but after solid evidence and Jahangir's statement, the agency arrested him. During the raid on Monday, the ED also seized several documents, including records related to the transfer-posting of bureaucrats.

These documents also mention the recommendation made by Jharkhand Pradesh Congress President Rajesh Thakur for the posting of bureaucrats. In addition, a letter written by the state's Chief Secretary to register an FIR regarding irregularities in the Rural Development Department, received by the ED, was also there. It is believed that instead of taking action on the ED's letter, the government leaked it to the department's officials.

Arvind Kejriwal's aide Bibhav Kumar also said in his counter-complaint that Swati Maliwal tried to "create a ruckus and assault" him as she "forcefully and unauthorisedly" entered the Delhi Chief Minister's residence.​


Arvind Kejriwal's aide Bibhav Kumar has filed a counter-complaint in the alleged assault case against Swati Maliwal, saying the Aam Aadmi Party (AAP) MP was "trying to falsely implicate" him in an effort to "create undue pressure". He claimed that the former Delhi Commission for Women chairperson tried to "create a ruckus and assault" him as she "forcefully and unauthorisedly" entered the Delhi Chief Minister's residence on May 13.

In the complaint filed on Friday, Bibhav Kumar alleged that after Maliwal "forcefully and illegally trespassed into the premises" and gained unauthorised entry into Kejriwal's residence, she verbally abused him and said, "Tumhari himmat kaise hui ek MP ko rokne ki. Atishi said the Rajya Sabha MP "was made to hatch this conspiracy and used as a pawn" and demanded an "unbiased probe".

 
Out on bail, firebrand Indian politician poses fresh challenge for Modi

Firebrand Indian politician Arvind Kejriwal has hit the ground running since his surprise release from detention in the midst of a contentious general election, energizing the opposition as it challenges Prime Minister Narendra Modi.

The Supreme Court gave 55-year-old Kejriwal, who is also the chief minister of the national capital territory of Delhi, bail in a graft case on May 10 and he wasted no time in getting on the campaign trail.

"I have only one request from you, we all have to come together to save the country from dictatorship. I am fighting this dictatorship with all my might," he told a jubilant crowd soon after walking out of Delhi's Tihar jail, clearly referring to Modi.

Kejriwal is part of the INDIA alliance led by the Congress party and one of its biggest crowd-pullers. Analysts say while his campaigning will give fresh impetus to the opposition, they are unsure if that will translate into any significant victories against the ruling Bharatiya Janata Party (BJP), which is tipped to return to power.

Kejriwal's Aam Aadmi Party (AAP) is in power in the Delhi region and in the northern state of Punjab, which together account for just 20 seats in parliament, out of the 543 being contested.

"He may be able to generate some sympathy vote, but would that be enough to change the outcome of the election?" said Rahul Verma, a fellow at the New Delhi-based Centre for Policy Research think tank.

"The BJP led in Delhi by 20 percentage points on an average in each seat, so it needs a substantial amount of swing for BJP to start losing seats in Delhi," Verma added.

Still, Kejriwal has the ability to embarrass the BJP.

A day after his release, he said Modi, central to the ruling party's campaign, would not be prime minister beyond 2025 when he turns 75, and would hand over the reins to Home (Interior) Minister Amit Shah.

"Modi made the rule in BJP that whoever turns 75 will be retired. So I ask BJP, who will be your prime minister?" Kejriwal said. "Modi is not seeking for votes for himself, but for Amit Shah...who will fulfil Modi's guarantees then?"

ANTI-GRAFT CRUSADER

India began voting on April 19 in the seven-phase election in which Modi, 73, is seeking to be the second prime minister to win a third straight term since independence leader Jawaharlal Nehru.

Delhi goes to the polls on May 25 and Punjab on June 1. Results are due on June 4.

Kejriwal is an anti-corruption crusader-turned-politician with a reputation of being a street-fighter. He projects himself as a messiah of the working class through AAP's focus on health care, schools and subsidies, and has a high profile image in the media, allowing him to punch above his weight, analysts say.

The Enforcement Directorate, India's financial crime-fighting agency, arrested him on March 21 in connection with corruption allegations related to the capital territory's liquor policy.

Kejriwal has dismissed the graft allegations against him as an attempt by Modi's government to destroy his party and damage the opposition. Modi and the BJP have denied the charges.

Delhi's voters had mixed reactions to his campaign.

"Giving bail to Kejriwal is like adding fuel to the fire (for the opposition)," said Irshad, 35, a barber in Delhi's Jahangirpuri area, who gave only his first name. "He's a genuine leader."

In the Model Town locality of the capital, vegetable vendor Surya Bali, 33, asked: "If he was not corrupt, why would they send him to jail?"

Some were undecided who they would vote for, including Madhuri Akshay Rajput, 30, a tailor in another part of the city. "Whether Kejriwal has done something wrong or not, going to jail dents your image," she said. "What's the point of voting? Nothing has changed."

This time, Shah did one rally and Adityanath two, but Modi has been conspicuously absent, to Irani's embarrassment.

Lower oil prices lead to 4x profits for oil firms, bonanza for govt, but no relief for aam aadmi

New Delhi:
Public sector oil marketing companies (OMCs) saw their profits quadruple in the financial year 2023-24, which ended on 31 March, largely driven by their decision to keep fuel prices unchanged at a relatively high level through the fiscal, even though international oil prices have cooled off now.

In other words, OMCs have seen their profits swell, while the common man has felt no relief with respect to fuel prices. Consequently, the government will also receive a bonanza, with each of these companies promising to pay dividends that are multiple times the amount paid in FY 2022-23.

The three state-run oil marketing companies — Indian Oil Corporation (IOCL), Bharat Petroleum Corporation (BPCL), and Hindustan Petroleum Corporation (HPCL) — saw their collective net profits rise to Rs 80,986 crore in 2023-24, more than four times higher than the amount in 2022-23.


The reason for this quick return to profitability was the fact that oil prices began to fall quite sharply from the highs of June 2022. By June 2023, the price of oil had fallen by more than 35 percent compared to the previous year. However, none of this benefit was passed on to the consumers. Fuel prices remained unchanged.

IOCL’s board, for example, has decided to pay out dividends at a rate that works out to Rs 8,726.5 crore for the government for FY 2023-24, 300 percent higher than what it transferred in 2022-23.

Similarly, BPCL’s board has recommended a dividend transfer that works out to Rs 2,413 crore for 2023-24, up 425 percent from the previous year.

HPCL’s board has decided to transfer what amounts to Rs 1,635 crore to ONGC in 2023-24, after no dividends in the previous year. ONGC, for its part, has decided to transfer Rs 1,852 crore to the government for 2023-24.
