Politics - Pakistani 2018 General Election and post-election discussion

Which will be the top party after the upcoming general elections?

  • Total voters
    94
Polling for the election of the speaker and deputy speaker of National Assembly has started in what is a one-to-one contest between candidates pitched by the Pakistan Tehreek-i-Insaf (PTI) and a fragile opposition alliance.

Newly elected MNAs are voting for their preferred candidates through secret ballot in an election that is being overseen by outgoing speaker Ayaz Sadiq of the PML-N.

PTI's Asad Qaiser is vying for the post of the NA speaker against PPP's Syed Khursheed Shah.

PTI chairman Imran Khan casts his vote.

The election was expected to commence at 10am; however, the session faced a delay of nearly one hour due to the late arrival of MNAs.

Lawmakers belonging to various political parties, including prime minister-in-waiting Imran Khan, are present in the Lower House of Parliament for the election.

Who is in the running?

Former speaker of the Khyber Pakhtunkhwa Assembly Asad Qaiser (of PTI) is contesting for the post of NA speaker against PPP stalwart Syed Khursheed Shah. Both of them had submitted their nomination papers to the NA secretary on Tuesday.

In the race for deputy speaker of NA, PTI's Qasim Suri will face off with Asad Rehman of the Muttahida Majlis-i-Amal (MMA).

Shah and Rehman are the joint candidates of 11 opposition parties for the offices of speaker and deputy speaker, respectively.

Polling process

In the first round, the speaker will be chosen in an NA session chaired by Ayaz Sadiq, the current speaker of NA.

The polling will begin once the NA is in session and all votes will be handed out by the NA secretary.

No one will be allowed to take a photograph of their vote.

Each nominee will choose two polling agents for themselves.

Once all the votes have been cast, the speaker will announce that the polling process has concluded.

Votes will then be counted in the presence of both candidates and their polling agents.

Once the results are compiled, the speaker will proceed to announce the results.

The outgoing speaker will then take the incoming speaker's oath.

The same process will be repeated to bring in the new deputy speaker.

The new speaker will supervise the election of the deputy speaker.

PTI appears strong

Keeping in view the party position, it seems that the PTI has apparently acquired the support of the required members for the elections of the speaker, deputy speaker as well as the prime minister in the 342-member NA with the support of the Muttahida Qaumi Movement (MQM), all the 13 independents who won the last general elections and other smaller groups, Dawnreported.

The NA has a total of 342 seats, including 272 general seats, 60 reserved for women and 10 for minorities. As polls in Rawalpindi (NA-60) had been postponed following the disqualification of PML-N leader Hanif Abbasi and elections in Faisalabad (NA-103) had been put off after the death of a candidate, the elections were held in 270 NA constituencies on July 25.

The results of only 339 NA constituencies, including the reserved seats, have so far been announced while the notification of PPP candidate Fida Dero’s victory from NA-215 (Sanghar), which had been withheld by the Election Commission of Pakistan, had not been issued till Monday evening despite the apex court order.

As many as 326 members had taken oath on Monday as Mehboob Sultan and Amir Sultan, the two brothers and PTI MNAs from Jhang, had not turned up at the inaugural session due to the demise of their mother.

The PTI now has 152 members in the National Assembly after Imran Khan, Ghulam Sarwar Khan and Tahir Sadiq vacated the additional seats. PML-Q leader Chaudhry Pervaiz Elahi, who had won two NA seats, has also opted for the Punjab Assembly seat. PML-N’s Hamza Shahbaz has also retained his Punjab Assembly seat and did not take the oath as MNA on Monday.

The parties which have either already announced their support to the PTI or are expected to vote for its nominees are the MQM with seven seats; PML-Q and BAP with three seats each; BNP (four seats); GDA (three); and Awami Muslim League and Jamhoori Watan Party (with one seat each). Besides them, nine independents have joined the PTI. Four independents, who have decided to maintain their independent status, are also expected to vote for the PTI. So the PTI nominees should get 180 votes in all the elections against 150 votes of the candidates of the joint opposition.

The PML-N with 82 seats is the largest party in the opposition group, followed by PPP (53 seats); MMA (15 seats) and ANP (one seat).

Punjab MPAs-elect take oath

Members-elect of the 17th Punjab Assembly took oath on Wednesday.

The maiden session of the 371-strong house had a majority of new faces.

Out of 297 general seats of the assembly, at least 188 have been occupied by those who were not part of the previous house and a majority of them are first-timers.

The election of the provincial assembly's speaker and deputy speaker will take place on Thursday (tomorrow). The nomination papers for the same can be submitted until 5pm today.

Polling underway for KP speaker, deputy speaker

Newly elected members of the Khyber Pakhtunkhwa Assembly are currently voting to elect the speaker and deputy speaker of the provincial legislature.

Former higher education minister Mushtaq Ahmad Ghani is contesting for the speaker’s slot as the nominee of PTI, while Laiq Mohammad of the Awami National Party has challenged him as the representative of the joint opposition.

The PTI has fielded its member, Mehmood Jan, for the deputy speaker’s election. He is facing PML-N’s Jamshaid Khan nominated by the joint opposition.

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) chairman Imran Khan was allowed to cast his vote in the elections for speaker, deputy speaker of National Assembly on Wednesday without his national identity card.

Imran, who is PTI’s nominee for prime minister, was permitted by the polling agents to cast his ballot without his CNIC card – an act that prompted criticism from the Pakistan Peoples Party’s MNA Abdul Qadir Patel.

Alleging discriminatory behaviour, Patel questioned why Imran was allowed to vote while he was not permitted and was asked to fetch his CNIC or make another assembly card.

“All MNAs are equal and should be treated equally,” the PPP leader remarked.

Outgoing speaker Sardar Ayaz Sadiq, who is chairing the National Assembly session, replied that Imran Khan asked him for permission, which was granted.

“You did not ask, if you had asked [me] I would have granted you permission as well,” Sadiq told Patel.

The National Assembly is voting for the slots of speaker and deputy speaker today.

National Assembly votes for speaker, deputy speaker

PTI – the majority party in the House – has nominated Asad Qaiser for the slot of speaker, while the joint opposition has fielded Syed Khursheed Shah for the post.

For deputy speaker, PTI has named Qasim Suri while the joint opposition has nominated Muttahida Majlis-e-Amal leader Asad Mahmood.

PESHAWAR: Mushtaq Ahmad Ghani was elected Khyber Pakhtunkhwa Assembly speaker on Wednesday.

Ghani secured 81 votes as he contested for the slot against Laiq Muhammad Khan of Awami National Party (ANP).

Pakistan Tehreek-e-Insaf (PTI) had nominated Mushtaq Ahmad Ghani for speaker and Mehmood Jan for the slot of deputy speaker.

Jamshed Mohmand of PML-N was nominated as deputy speaker by the joint opposition.

Meanwhile, voting is under way for speaker and deputy speaker of the Sindh and Balochistan assemblies.

National Assembly votes for speaker, deputy speaker

A secret ballot is also being held for National Assembly speaker and deputy speaker.

Pakistan Tehreek-e-Insaf (PTI) – the majority party in the House – has nominated Asad Qaiser for the slot of NA speaker, while the joint opposition has fielded Syed Khursheed Shah for the post.

For deputy speaker, PTI has named Qasim Suri while the joint opposition has nominated Muttahida Majlis-e-Amal leader Asad Mahmood.

Congratulations everyone! Big margin too ...

IK will now become PM in first round there is no doubt about that anymore if Asad Qiaser is getting 176.

PML-N trying to derail proceedings.

Chanting "vote ko izzat do", "mera quaid Nawaz Sharif"

While Asad Qaiser takes oath.

Man i just realized Murad Saeed is just 31 year old and he is already a second time MNA! hats off to PTI for giving chances to youth like him

This is absolutely pathetic. These guys are complete *******.

They should be kicked out for chanting for a convicted criminal. This is a preview of what's about to come over the next couple of months.

Asad Qiaser suspend proceedings for 15 minutes. Deputy Speaker elections will happen when the proceedings begin after the break.

PML-N shouldn't chant 'vote ko izzat do' anymore as now it means give respect to PTI mandate ;-)

Earlier today Bilawal said we will ask PMLN to change PM candidate from Shobaz to someone else :))

I honestly think that Bilawal and Zardari aren't on the same page. I've seen this happening so many times over the past few months. If true, Bilawal needs to be really careful, he should genuinely fear for his life. Zardari won't let him get in his way.

True but Zardari himself is in a big mess right now his right hand Anwar Majeed is arrested today.

Zardari out of the picture would be amazing for Pakistan. With him behind bars, Pakistan will have two more or less functional political parties on both sides of the political spectrum.

If Bilawal is to take over, I would love to see him get rid of all the baggage PPP is carrying. Zardari's buddies, and all these feudals need to go.

Ill believe it when I see it. He has zero experience. hasnt had a job in his life. The PPP will simply use him as a figure head.

You can genuinely tell that the only reason 90% of the Noon league MNAs are there is that they blindly follow Nawaz Sharif, and have no opinion of their own. Only Ayaz Sadiq spoke decently today, but that was overshadowed by the fact that he turned on the PML-N MNA's mic intentionally so that he could disrupt the oathtaking.

Hum awain tension leh rahay thay... oppposition mein apas mein hi phaday chal rahay hain

It appears the PPP not being committed to the Opposition sealed the deal for them

Awami Muslim League (AML) chief Sheikh Rashid on Wednesday submitted the nomination papers for Pakistan Tehreek-i-Insaf Chairman Imran Khan's bid for prime minister to the National Assembly secretary on Wednesday.

Rashid, while speaking to the media in Islamabad, said he was Khan's nominator for the post, while Fakhar Imam was the guarantor.

"We submitted the papers for Imran Khan’s nomination," Rashid confirmed.

The AML chief said that Imran Khan would be selected as prime minister on Aug 17 and would be sworn in as prime minister the following day at an oath taking ceremony.

Khan was nominated as the PTI's pick for PM during a meeting of senior party leaders at Banigala, according to spokesperson Fawad Chaudhry.

Meanwhile, the PPP and PML-N have locked horns over the joint opposition's nominee for prime minister.

Although the 11-party opposition alliance, comprising the PML-N, PPP and others, had earlier unanimously accepted PML-N President Shahbaz Sharif as their nominee for the post, PPP's Khursheed Shah told Dawn on Tuesday that the party had reservations over the nomination, which it had conveyed to the PML-N.

But, in what appeared to be a political tactic, he tried to downplay the matter, describing it as "trivial".

He said the PPP was in contact with the PML-N and the issue would be resolved amicably.

PML-N's Mushahid Hussain today dismissed suggestions that the party change their nominee for PM.

"Shahbaz Sharif will remain our nominee," he asserted. "The PPP is now trying to get us to change our nominee after taking votes from us (for the NA speaker and deputy speaker elections)," he claimed.

"If Bilawal is to decide on PML-N matters, then why not give Shahbaz Sharif authority over the PPP's affairs?" he asked. "In the future, we'll make their decisions, and they can make our decisions," he remarked ascerbically.

"Even martial law administrators did not dictate this way," he added.

The PML-N leader went a step further to suggest that the Opposition Leader in the Senate be changed. "The majority party should have its Opposition Leader in the Senate," he said.

"The PPP has talked about changing the Senate chairman. If their decision is not changed, then even the Senate chairman can be changed," he said.

Its in the best interests of ppp to let pmln disintegrate as that would leave them as the only alternate in the next election. It will be interesting to see how the parliament sessions now go in National and Punjab. I personally feel PPP might vote with pti on a lot of legislation and despite pti not having a majority in senate I see laws passing through both houses.

Don’t let Bilawal fool you. Bilawal and Zardari are on the same page. And in any case, Bilawal has no power. it’s Zardari who calls the shots. Right now they are playing good cop and bad cop.

I don't think a single "electable" has been given an important post yet. Goes to show that PTI have all of this well thought out for the long run. These nazryatis are here to stay, but these electables will go one day or another.

I think PTI have also learnt a lesson this election, and they will go with far less electables next time. Most of the electables did not even win their seat, PTI's seat count is dominated by nazryatis.

Are you serious? It was an oath taking. You need to know more about Asad Qaiser. He is an amazing personality and will be an excellent speaker for Pakistan.

Already I am so happy seeing this change. Will bring a lot of benefit to the country.

All four provincial assemblies to elect top officials today

It is a busy day for democracy today, with the newly sworn-in assemblies of Punjab and Balochistan electing their speakers and deputy speakers, while the provincial assemblies of Sindh and Khyber Pakhtunkhwa elect their chief ministers for the next five years.

Punjab
In the Punjab Assembly, the Pakistan Tehreek-i-Insaf (PTI) has nominated ally Chaudhary Pervez Illahi of PML-Q for the post of the speaker and its own party's Dost Mazari for deputy speaker.

Meanwhile, the PML-N has nominated Iqbal Gujar and Waris Kalo for the post of speaker and deputy speaker, respectively.

A total of 354 MPAs are expected to cast their vote in the election. It will be a close contest as the PTI is expected to get 185 votes, including 10 of the PML-Q, whereas the PML-N is expected to get around 162 votes.

The PPP has said it will boycott today's election in the assembly.

"We will not cast votes for the speaker and deputy speaker," MPA Hassan Murtaza told DawnNewsTV today. "We are not participating [in the election] because of the N-League's attitude towards us," he added.

Khyber Pakhtunkhwa
Meanwhile, in the KP Assembly, where the PTI has already grabbed the speaker and deputy speaker's slots, the party has nominated Mahmood Khan — former provincial minister for sports and a billionaire from Swat — as the new chief minister. The opposition has fielded Mian Nisar Gul to contest him. A total of 112 newly-elected MPAs will take part in voting for the CM slot, and if yesterday's election is any indication, the PTI is expected to easily sweep the victory. Newly elected Speaker KP Assembly Mushtaq Ghani will preside over the proceedings.

The chief minister will be elected through the division of the house system.

Sindh
The Sindh Assembly is also going to elect its chief minister today.

PPP Chairman Bilawal Bhutto Zardari had nominated Murad Ali Shah to reprise his role, and while the overall number of PPP's seats in the Sindh Assembly has gone down from 91 in 2013 to 74 this time around, it is still enough for Shah to secure another term in office.

With 17 women and five minority seats, the PPP has around 97 MPAs in the house which requires 85 seats to form a government without anyone else’s support.

With 30 seats, PTI stands second followed by the MQM-P (21), GDA (13), Tehreek-i-Labbaik Pakistan (three) and Muttahida Majlis-i-Amal (one).

Balochistan
The Balochistan Assembly is going to elect its speaker and deputy speaker today.

The Balochistan Awami Party (BAP) looks all set to clinch the slot of the speaker of the Balochistan Assembly. It has nominated former chief minister Mir Abdul Quddus Bizenjo as its candidate for the post.

Sardar Babar Khan Musakhel is the consensus candidate of BAP, Pakistan Tehreek-i-Insaf, Awami National Party, Hazara Democratic Party, BNP-Awami and Jamhoori Watan Party for the office of deputy speaker and is likely to win the election.

It is a busy day for democracy today, with the newly sworn-in assemblies of Punjab and Balochistan electing their speakers and deputy speakers, while the assemblies of Sindh and Khyber Pakhtunkhwa are to elect their chief ministers for the next five years.

Khyber Pakhtunkhwa

In the KP Assembly, where the PTI had grabbed the speaker and deputy speaker's slots a day earlier, the party's nominee Mahmood Khan — former provincial minister for sports — was elected comfortably as the 22nd leader of the house.

Khan hails from Swat and holds a master's degree in agriculture. He was elected from the PK-9 seat in 2018, and had been a member of the PTI since 2012. He has served as a minister for sports, irrigation, tourism and the provincial interior minister/

The opposition had fielded Mian Nisar Gul to contest him.

The chief minister was elected through the division of the house system. All MPAs who supported Mian Nisar Gul's candidature were asked to move to Lobby 1, while all in support of Mahmood Khan were asked to move to Lobby 2 of the KP Assembly building.

There was a headcount of supporters, with Mahmood Khan elected CM of Khyber Pakhtunkhwa with 77 votes to Mian Nisar Gul's 33.

Newly-elected Speaker KP Assembly Mushtaq Ghani presided over the proceedings.

Sindh

Later, the Sindh Assembly returned Murad Ali Shah to his role as chief minister Sindh.

With 17 women and five minority seats, the PPP has around 97 MPAs in the house.

Shah received all 97 of those votes, against GDA nominee Shahryar Mehr's 61. There was a headcount of supporters.

Punjab

In the Punjab Assembly, the contest today is for the post of the Punjab Assembly speaker between Pakistan Tehreek-i-Insaf's (PTI) nominee, Chaudhary Pervez Illahi of the PML-Q, and the PML-N's nominee, Iqbal Gujar.

Afterwards, PTI's Dost Mazari and PML-N's Waris Kalo will go head to head for the post of deputy speaker.

The voting will be through secret ballot. CCTV cameras have been turned off inside the Assembly to preserve the secrecy of MPAs' votes. The lawmakers are not allowed to take their cellphones to the polling booth.

The process has started after initial sloganeering, protests and counter-protests by the two main parties.

Balochistan

The Balochistan Assembly will also elect its speaker and deputy speaker today.

Punjab assembly has the worst look and how old are these cameras being used for that assembly, and seen that for last 5 years. They have the biggest share of budget yet so crappy coverage compared to other assemblies.

Pandemonium reigned in the Punjab Assembly with voting for the top slots of speaking and deputy speaker underway.

The Pakistan Tehreek-e-Insaf (PTI) has nominated Pakistan Muslim League-Quaid (PML-Q) leader Pervaiz Elahi for the top slot. Pakistan Muslim League-Nawaz (PML-N) nominee Chaudhry Muhammad Iqbal Gujjar is also vying for the position.

MPAs-elect sworn in as Punjab Assembly holds session

Dost Mazari is the PTI deputy speaker nominee. The PML-N has fielded Malik Muhammad Waris Kallu for the position, according to reports.

The PTI candidates look set to emerge victorious following reports of the Pakistan Peoples Party (PPP) choosing not to back PML-N candidates. It has been suggested that PPP co-chairman Asif Ali Zardari has instructed party MPAs to not vote for candidates of either party.

PML-N offers independent MPAs speaker’s position in Punjab Assembly

Earlier on Wednesday, newly-elected members of the Punjab Assembly took oath with the provincial assembly holding its maiden session for a fresh five-year term. The PTI won 179 seats in the provincial legislature following the conclusion of the 2018 general elections. The PML-N’s tally stands at 164. The PML-Q and the PPP clinched 10 and seven seats respectively. Independent candidates secured four seats.

Video shows PTI Karachi leader being beaten by car showroom staff

KARACHI: Pakistan Tehreek-e-Insaf (PTI) member Mansoor Sheikh who was earlier thought to have vandalised a car showroom, turned out to have been beaten by the showroom staff in a video obtained by Geo News.

The video which went viral on social media on Wednesday showed Sheikh being beaten by car showroom staff. It also shows Sheikh’s daughter trying to rescue her father as the staff tore his clothes while beating him up.

Moreover, the video also showed the vandalised showroom with broken glass and chairs all over.

According to the police, there was a car exchange between the two parties.

The showroom staff said Sheikh arrived at the showroom with his guard and created a ruckus.

They also alleged Sheikh was under the guidance of Senior Superintendent of Police (SSP) Malir, however, the SSP has refuted any claims saying that he is not related to the incident since the area where the alleged incident took place did not fall under his jurisdiction.

A similar case has been registered by the Motor Dealers Association against the showroom owners, the police added.

Sheikh was PTI’s candidate from PS-104 constituency.

Sheikh is the second PTI member this week to have been embroiled in a tussle after Imran Shah who had beaten a man here in the city.

Pervez Elahi is a seasoned politician and strong at lobbying. Not surprising that he would be able to gather votes from PML-N side.

Presidential election to be held on Sept 4: ECP

With less than a month left before the expiry of President Mamnoon Hussain's term, the Election Commission of Pakistan (ECP) on Thursday issued a schedule for the presidential election, setting Sept 4 as the day of the ballot.

President Hussain's five-year term is set to expire on September 9. According to the Constitution, the presidential election must be held at least a month prior to the expiry of the incumbent's term, which in this case would have been August 8.

The president is elected by an electoral college comprising members of the Senate, National Assembly and four provincial assemblies. Voting is held through a secret ballot.

Ordinarily, the presidential election is held either a month after the General Election, or at least a month before the expiry of the president's tenure.

Holding a presidential election on Aug 8 was out of the question, however, since neither the National nor the provincial assemblies were functional then.

Schedule for presidential election:

Aug 27, upto 12pm: Filing of nomination papers with presiding officers in Islamabad, and with each PO in Lahore, Karachi, Peshawar and Quetta

Aug 29, at 10am: Scrutiny of nomination papers by Returning Officer in Islamabad

Aug 30, up to 12pm: Withdrawal of candidate before RO in Islamabad

Sept 4, 10am-4pm: Polling day. Elections will take place at Parliament House, Islamabad; Provincial Assembly Building; Lahore, Provincial Assembly Building, Karachi; Provincial Assembly Building, Peshawar; and the Provincial Assembly Building, Quetta.

Ch Parvez Elahi just won 201-147 .....

Looks like a reasonable number of PML-N MPAs voted for him!

I think it was pre planned by PMLn. Now they can blame PTI for horse trading.
Otherwise why would PTI+ need extra votes when they already have 180.

PMLn MPAs voted for PTI candidates as planned by PMLn. That's what I think.

The funniest part is Pervez Elahi ordered the construction of a new assembly, which was never completed because N league never completed any project of Q league.
