Why does the Punjab Government always try to hide the facts after every bomb blast in Lahore?

I am unable to understand what exactly is the policy of Punjab govt from last couple of year? In recent past after every bomb blast in Lahore the Punjab govt spokesmen try their best to blame everything else except terrorism (they admit it after a couple of days).

So is it an attempt by Shahbaz to cover the security failure in Capital of Punjab or there is something else?

Have to check the numbers but in last couple of years attacks in Lahore only increased instead of going down.

no matter where the blast is people blame the federal govt
