Pakistan General Elections 2024 - The ins/outs and mechanics

Getting humiliated all across the globe , from subcontinent to Germany to US, the level of rigging in Pakistan elections has even left the Egyptians and Africans dumbfounded
If an PTI backed IND candidate wins…that’s rigging too?

Your losing INDs like the way you lost members post 9 May
They are not independent. They have PTI voter mandates, they wrote PTI on their candidates forms. These turncoat may take the money as the crooks have stolen billions and will spend it illegally. But Nooras have 20 legit seats and they know it and so do their supporters, and the PPP will have a few more. Establishment needs a deal, IK won't give them one.

This will go down as the defining moment in Pak history. Establishment through their poodles are not letting go of their corrupted authority.

Rigging like we've never seen before will put the seed of doubt in future aspiring imran khan type honest leaders that this banana republic is beyond repair.

Confusion reigns in Pakistan’s rigged election

Until very recently, Nawaz Sharif seemed certain to be Pakistan’s next prime minister. On February 6th, his Pakistan Muslim League (PML-N) party took out full-page adverts in major Pakistani newspapers announcing its imminent victory in elections on February 8th and anointing Mr. Sharif as the head of its new government. Assured of the support of the country’s powerful army, which has effectively been running the country through a loyal caretaker government since Parliament was dissolved in August, Mr. Sharif, a three-time former prime minister, and his party appeared set to romp home.

That confidence is starting to look premature. Mr. Sharif’s path had been cleared by the imprisonment of the country’s most popular politician, the former prime minister Imran Khan, and the de facto outlawing of his Pakistan Tehreek-e-Insaf (PTI) party. Yet early results suggest that PTI candidates, running as independents, have nonetheless done much better than expected. More than 24 hours after polls closed, results had been announced for 148 of the country’s 265 directly-elected parliamentary seats. These give independent candidates 61 seats to the PML-N’s 43.

A Sialkot RO was offered Rs 300 million, a high end car and a big house in exchange for facilitating rigging. You can accept this as the easy way out otherwise we know where you, your family members live.

These are life changing sums of money for people to resist.

I have heard in Sindh, the above gets offered and they even go a step ahead and offer to facilitate US, Canadian, UK, Australian citizenship with a good house abroad.

If this mafia has access to this kind of money and can easily buy out people in the system, how will you beat them.

They're investing in a very profitable business. Rest assured that they'll get their dividends with some bonus on top of it.

The military's declared businesses are valued at over $26 billion. Add to that IPP and PDM and you have declared + undeclared assets worth over $100 billion.

What's next in election deadlock?

Pakistan's national election ended with no party winning a majority in parliament, in polls marred by violence, political turmoil and questions of transparency.

Former prime ministers and bitter rivals Nawaz Sharif and Imran Khan both declared victory, adding to the uncertainty as the country faces numerous challenges that need to be addressed quickly, including negotiating a new International Monetary Fund programme to keep a struggling $350 billion economy afloat.

Next, a prime ministerial candidate has to show a simple majority of 169 seats in the National Assembly when the house is called in the coming days.

The Assembly consists of 336 seats of which 266 are decided through direct voting on polling day. There are also 70 reserved seats - 60 for women and 10 for non-Muslims - allotted according to the strength of each party in the house to determine the final position of parties in the Assembly.

Here are three scenarios on what could happen next:

PML-N strikes deal to head a coalition government

Pakistan Muslim League-Nawaz (PML-N), which won 75 seats, strikes a deal with the Pakistan Peoples Party (PPP), which won 53 seats, to pull together a majority in Parliament.

The two, along with other parties including MQM-P and JUI-F, form a coalition government in which Nawaz or his brother Shehbaz Sharif is prime minister and important positions are given to other parties.

The two parties were in government together for 16 months till August, with Bilawal Bhutto-Zardari as foreign minister and Shehbaz as prime minister.

PTI-backed independents sweep to power

PTI-backed independent candidates, who won 93 seats, join a smaller party in parliament in order to form a single bloc to fulfil a requirement for them to be allocated reserved seats. That would push them closer to a majority and allow them to put up a candidate for prime minister.

They can also strike a deal with other parties to support a consensus candidate, which also means Imran Khan's supporters are in power, and can push to have their jailed leader released under an agreement. Khan himself is not eligible to become prime minister.

The party will have to push hard for allies to align with Khan's politics.

Bilawal pushes to head coalition government

While Nawaz and Imran’s candidates won the most seats, no party can form government without the PPP. With both looking to keep the other out of power, the PPP strikes a deal to make Bilawal the prime minister.

He pushed the idea before the polls, saying he would bring a fresh approach to pull Pakistan out of multiple crises which other aged leaders have been unable to do.

Now, should there be re-elections? I see no party is ready for a coalition.

The over the top arrests , assaults of females , abuse , attacks on Imran & his wife backfired. Add the high inflation & poverty increase , Pakistanis have little to lose , fear is immune .

A civil conflict is now on the cards if they don’t hand over power
There cannot be any civil conflict when PTI supporters have proved themselves to be the biggest cowards in the game.

Everyone remembers, including the establishment, how the PTI supporters ran away after the rough treatment dished out on May 9.

PTI supporters are paper tigers - they retreat as soon as they are put under pressure. The establishment won’t take 5 mins to enforce law & order and force PTI hooligans back into their homes if there is unrest.

As I always say, if PTI supporters had to lead the French Revolution, the revolution wouldn’t have lasted for a day because one cannon by French royal army and the rebels would have ran away.

Cowards don’t bring revolutions.

Now, should there be re-elections? I see no party is ready for a coalition.

Looking from the outside it looks like the low hanging fruit from among the independents will be picked up by PML (N) and maybe PPP. When the numbers and stars align, a government of some sort will be formed.

Revolution cannot be brought against any nuclear armed army in the world, unless elements of the army themselves want a revolution. Yes PTI were naive, but the true cowards are those who are laughing at the whole situation and have zilch love for their country.

Agreed with your point but most of the lotas from PTI were ousted during the regime change operation.

Now they are the opportunists who used the fame of PTI and won seats. Why didn't they run in elections with the symbol of the Sher?

That’s a question for PTI to answer. They won sham elections against seasoned politician’s H2H with these nobodies. It basically says that their entire election campaign is based on populism and not genuine politics. As I said, give a Donkey the IND ticket backed by PTI and the donkey is likely to win against Nawaz Sharif….but that’s not democracy.

What sham elections? Are you talking about these ones? The voters voted? The counters didn't have balls. And who the hell do you think you are saying this person or that person shouldn't get the vote. Look at you, a guy that can barely string a sentence together telling others whether their vote is eligible. Cretin

Muttahida Qaumi Movement-Pakistan (MQM-P) leader Khawaja Izharul Hasan said on Sunday that his party had no expectations from the Pakistan Peoples Party (PPP), but Pakistan Muslim League-Nawaz (PML-N) supremo Nawaz Sharif.

Expressing his thoughts, Hasan took a jibe at the PPP, saying, "The PPP had only known for its bad governance for the past 15 years."

He also assailed the Pakistan Tehreek-e-Insaf (PTI), saying, "What has the PTI done for Karachi?''

"We have to see who will take our demands seriously," Hasan added.

Speaking about the governor, he said, "We wish that our governor continues to hold his post."

I can't believe there are still people out there who think that the rigging only lost PTI 10-20 seats. At least 17-18 NA seats(lower-end estimates, the real number is likely much higher), and more than 50+ PA seats have been stolen from PTI.

Meaning that the absolute minimum number of seats that were stolen was 67. Which again, is lower than the real number since people are going over the official Form 45s and uncovering more constituencies where the people's mandate was stolen.

One of the establishment's projects has ended. I guess he couldn't take the backlash he was receiving from Pakistanis around the world and buckled under the pressure.

This is good news for us common folk.
Days after the country went to polls, uncertainty continued to loom large on Monday after two well-known political leaders, Istehkam-e-Pakistan Party (IPP) chief Jahangir Khan Tareen and Jamaat-e-Islami (JI) chief Sirajul Haq, made shocking announcements of stepping down from party positions.

Tareen also decided to "step away from politics altogether", while Siraj took responsibility for the party's significant drubbing in the February 8 national polls.

In a post on X, Tareen said he would like to thank everyone who supported him in the elections and offered his congratulations to his political opponents over their victories.

However, he added that he had "immense respect for the will of the people of Pakistan" and was therefore stepping down.

Similarly, the newly-formed IPP with its core of former PTI leaders, only managed to secure two seats in the National Assembly and only one from Punjab Assembly.

The resignation by the Jamaat chief comes after the party failed to secure any National Assembly seats and only secured three seats in the Sindh and Balochistan assemblies, one of which was vacated earlier today by JI Karachi chief Hafiz Naeemur Rehman.

Hafiz Naeem vacates PS seat

JI Karachi chief Hafiz Naeem-ur-Rahman has announced that he is forfeiting the PS-129 Sindh Assembly seat in favour of the PTI-backed candidate.

Naeem had won from PS-129 Karachi Central VIII with 26,296 votes with PTI-backed independent candidate Saif Bari secured 11,357 votes.

In a press conference, Naeem stated that PTI-backed candidate Saif Bari secured 11,357 votes and that the Election Commission of Pakistan (ECP) had altered the results.

"I give up this seat," announced Naeem and added that "independent candidate Saif Bari won in a genuine manner, whose votes were reduced to 11,000 from 31,000”.

PTI supporters have already opened a website where they've detailed the number of votes each candidate has received from each polling station, and they've compiled all that data and so far provided irrefutable evidence that shows which constituencies were rigged and the margin by which they were rigged by.

They've also provided the sources for the official Form 45s for each NA and PA seat.

PMLN, PPP, MQM, and the establishment need to realize that the world has developed and people won't keep falling for the same tricks anymore.

Earlier, several television channels reported that Khattak had decided to resign from the party and quit politics.

Leaders of Pakistan Tehreek-e-Insaf (PTI) held a meeting with the President Dr Arif Alvi on Monday and briefed him on the alleged irregularities during the recently held general elections.

According to a statement issued by the president's office, Dr Alvi met with PTI leaders Raoof Hassan and Umer Niazi, during which they informed the president about the evident irregularities during the February 8 polls.

The PTI delegation apprised the president of the party's stance regarding the alleged irregularities and reiterated that Form-45, issued in various constituencies, accurately reflects the true facts of the electoral outcomes.

They emphasised that despite attempts to pressurise the party, snatching of electoral symbols, and numerous arrests, PTI emerged victorious against all odds.

The PTI delegation highlighted that despite the atrocities, the public had shown trust in the party's candidates in the general elections.

The development comes as the PTI-backed independent candidates outperformed all other political parties in the general elections.

Addressing a news conference on Saturday, PTI Chairman Barrister Gohar Ali Khan said that President Arif Alvi would invite his party to form the government as they had secured a majority in the National Assembly.

Gohar emphasised that everybody should respect the public mandate. “We have no quarrel with anyone, we want to move forward. We will proceed and form a government in accordance with the constitution and the law," he clarified.

The Sindh High Court (SHC) on Monday directed the Election Commission of Pakistan (ECP) to refrain from issuing any notifications concerning the election results from any constituency until the complaints challenging the results are resolved.

The order came during a hearing presided over by Chief Justice Sindh High Court, Justice Aqeel Ahmad Abbasi, in response to over 25 applications challenging the 2024 election results.

According to Express News, Barrister Farogh Naseem, representing MQM-P, argued that the court needed to determine the suitability of these matters for litigation. The hearing addressed concerns raised by petitioners, including Barrister Salahuddin, who claimed that successful candidates, as per Form-45 results, were later ranked second or third.

Chief Justice Abbasi acknowledged the numerous applications and urged adherence to legal processes, suggesting that re-polling might be a viable option if complaints about Form-47 arose. He commended the peaceful conduct of the election and emphasised the importance of following the law without disrupting the electoral process.

MQM-P's counsel contended that the petitions were not maintainable in court, while Barrister Salahuddin insisted that the Returning Officers (ROs) should verify all Form-45 results before announcing the final outcome.

In response, Chief Justice Abbasi pointed out that the Election Act 2017 provides a procedure for addressing grievances, including the option of rerunning the entire election. Barrister Salahuddin argued that the ROs did not follow the election process, leading to rushed results.

The chief justice urged the ECP to address concerns and criticised their use of force against people, stating that such actions would force people to seek court intervention.

Barrister Salahuddin requested a temporary halt to result announcements, emphasising the need for Form-45 verification. The court directed the ECP to seek instructions from the Chief Election Commissioner on addressing candidates' complaints, clarifying that it was not issuing a stay order at present.

Petitioner's lawyer Haider Waheed Advocate shared concerns about discrepancies in Form-45, citing a previous election where 1,000 votes were allegedly converted to 100,000.

The court ordered the commission not to issue notifications until all complaints were resolved and adjourned further hearings until 11 am on Tuesday.

do you not think the president has a right to be informed of brazen, irrefutable irregularities within the country’s democratic process?

Arif Alvi has proved to be a complete imbecile , is there any provision in law that President dismisses the CJP aka QFE the one who is responsible for this mess, otherwise Alvi gey ready for your impeachment

Free and Fair Election Network (FAFEN) revealed that Returning Officers (ROs) in 135 constituencies did not meet all the legal requirements, urging the Election Commission of Pakistan (ECP) to take notice of non-compliance of the law by them.

In its report on the General Elections 2024, the FAFEN maintained that Section 92 of the Elections Act, 2017 bounds the ROs to prepare Form-47 in the presence of contesting candidates, their election agents, and authorised observers.

Similarly, Section 95(1) requires the ROs to conduct the consolidation of the results in the presence of the contesting candidates and their election agents.

The report said that ROs in 135 National Assembly constituencies did not adhere to these provisions, undermining the ECP’s efforts to maximize electoral transparency, which was generally maintained during the voting and counting processes at the polling stations.

The Returning Officers did not allow FAFEN observers in 135 constituencies to observe the tabulation process –– 80 in Punjab, 23 in Sindh, 18 in Khyber Pakhtunkhwa, 11 in Balochistan and all three in Islamabad Capital Territory (ICT).

The FAFEN in its report maintained that out of these 135 constituencies, Pakistan Tehreek-e-Insaf (PTI)-backed independents won 46, Pakistan Muslim League Nawaz (PML-N) 43, Pakistan People’s Party (PPP) 28, unaffiliated independents five and Jamiat Ulema-e-Islam Fazl (JUI-F) won three.

Out of these 135 constituencies, Muttahida Qaumi Movement (MQM) and Pakistan Muslim League-Quaid (PML-Q) won two each and one each by Istehkam-e-Pakistan Party (IPP), Balochistan National Party (BNP), Pakhtunkhwa Milli Awami Party (PkMAP), Balochistan Awami Party (BAP) and Majlis-e-Wahdat Muslimeen (MWM). The provisional result of one such constituency is yet to be announced.

We as Muslims have a firm belief in this "Verily Allah does not change men’s condition unless they change their inner selves" [Surah Ar-Rad (13:11)]. And to be honest, we are not willing to change ourselves. We always choose people on the basis of one plate of biryani and a few pennies. There is a famous proverb saying" jaisi awaam waisay hukamran" (As the people, so the rulers”), this is enough for people here to judge themselves and see what they are doing wrong.

PPP members reject coalition with PML-N in govt formation talks

Say strategic positioning within the provincial government is essential

The Pakistan People's Party (PPP) grapples with internal differences regarding potential participation in Punjab's new government alongside the Pakistan Muslim League-Nawaz (PML-N). While some members advocate for joining the coalition, others voice strong opposition.

Following the conclusion of the general elections held nationwide on February 8, discussions about government formation have intensified, particularly within the Central Executive Committee (CEC) of the Pakistan People's Party (PPP).

A recent Central Executive Committee (CEC) meeting, chaired by PPP chairman Bilawal and co-chairman Asif Ali Zardari, saw passionate arguments from both sides. A significant portion of members, particularly those from Punjab, expressed support for entering the provincial government and negotiating terms that benefit the PPP. They believe this could be crucial for the party’s revival in the province.

However, others vehemently opposed any alliance with the PML-N. They view the party’s recent majority as questionable and advocate for staying in opposition at the federal level. This faction suggests such a stance would strengthen the PPP's position and hold the government accountable.

Sources familiar with the discussions revealed that a faction within the CEC emphasized that PPP should engage in negotiations for participation in the Punjab government on its own terms. They argued that for PPP to regain prominence in Punjab, strategic positioning within the provincial government is essential. However, there were dissenting voices asserting that any collaboration with the PML-N should be avoided.

During the session, Asif Zardari departed after a brief 20 minutes, leaving Bilawal Bhutto to convey the party's stance. Bilawal acknowledged the reservations PPP had regarding the election processes in both 2013 and 2018 but affirmed acceptance of the recent election results.

Bilawal Bhutto emphasized that not all members could express their opinions fully during the meeting, indicating that discussions would resume the following day. The second round of the PPP Central Executive Committee meeting was scheduled for the afternoon, underscoring the significance of the deliberations in shaping the party's future course of action.

Accuracy, not speed, vital in result tabulation, says ECP

Following days of severe criticism over the delay in the announcement of poll results, the Election Commission of Pakistan (ECP) has defended itself, saying a litany of security and logistical challenges impeded the process.

For four days since Feb 8, mum was the word from the commission as people waited for the final consolidated results. There were also claims of alleged rigging and manipulation of results to change the winning candidates.

In a detailed statement on Monday, the commission said saving human lives and ensuring accuracy was more important than the swift announcement of election results.

The policy statement, issued by ECP Spokesperson Nighat Siddique, came on the same day when caretaker Prime Minister Anwaarul Haq Kakar held a press conference and defended the commission’s performance.

The spokesperson said the commission grappled with a host of challenges before and during the electoral process, and it had to take various steps to deal with them.

The issues such as peaceful polling, security of polling staff, transportation of polling material and accurate compilation of election results were prioritised by the ECP to ensure peaceful elections despite security challenges.

It would have been inappropriate to put human lives at stake and cast doubts over the accuracy of election results for prompt result declaration, the statement said.

While citing terror attacks in Balochistan and Khyber Pakhtunkhwa in the lead-up to the polls, the spokesperson said the conduct of elections was “a challenge”.

There was a danger of jeopardising the entire election process by risking human lives to speed up the election process and especially the results.

Logistical challenges

The statement noted that the suspension of mobile networks, lack of communication access, polling stations in far-flung areas, travel at night, harsh weather and snow, and sit-ins by political parties caused difficulties in the transportation of election results.

Helicopters were also used to transport polling staff and materials in some areas of Balochistan, the statement claimed.

In the wake of the security situation and to ensure coordination, the offices of five to six returning officers were set up in one place in many parts of the country.

After the polling, crowds gathered outside these offices, making it difficult for the staff to submit the polling material.

This further delayed the compilation of the election results.

The commission also claimed that there was a mixed polling trend in areas where the election results were delayed, and no single party benefited or lost in any way due to the delay.

Concerns over EMS

The commission also defended the performance of its Election Management System (EMS) and said its primary task was to prepare and edit results submitted by presiding officers to returning officers (RO).

The presiding officers at polling stations had to prepare Form-45 — which carries the tally of votes polled at each polling station — and send it electronically to the RO concerned.

The Form-47 (provisional result) had to be prepared and announced at the RO office.

The commission said under Section 90 of the Elections Act 2017, presiding officers had to reach their RO’s office in person. The EMS installed in ROs’ offices was not dependent on internet connectivity and worked satisfactorily.

The statement pointed out the EMS mobile app installed in the mobile phones of the presiding officers needed cellular connectivity to send Form-45.

Since cellular service was switched off, the presiding officers were unable to send the data to ROs.

The coordination and transportation process was badly affected due to the closure of mobile phone signals, which led to further delays.

“It is important to mention that in the 2018 general elections, the first result was received at 4am while in 2024, the first result was received at 2am,” the spokesperson claimed.

Similarly, in 2018, the results were completed in about three days, while this time, the election results were completed in one and a half days, except in some constituencies.

Despite these difficulties, the ECP was able to hold peaceful elections and successfully complete “a huge operation,” as acknowledged by civil society organisations and observers.

The commission rejected the allegations of widespread rigging except for a few constituencies where “isolated incidents” of malpractice took place.

The statement added that forums were available to the candidates and partied for the redressal of rigging complaints.

Moreover, four counters have been set up at the ECP Secretariat in Islamabad for litigants to file complaints over alleged rigging.

Case against Firdous Ashiq

Separately, Istehkam-i-Pakistan Party leader Dr Firdous Ashiq Awan appeared before the commission for slapping an on-duty police officer during the polling.

She was issued a notice to appear before the commission after a complaint was filed against her.

Dr Awan said as a candidate, she had the right to visit polling stations and, during these visits, found that police were unable to control hooligans.

She claimed to have pointed out the issues to a police officer standing at a polling station and asked what was being done to solve the,

The IPP leader claimed she received no response and accused the police of being “silent spectators” and “facilitators”.

She said in such situations, tempers flare up but tendered an apology over her conduct.

Her lawyers contended that unless they were provided with a copy of the complaint, they could not file a reply.Later, the ECP ordered Dr Awan to submit a reply on February 15.

Ready to work with any government that takes power in Pakistan: US

The US is ready to work with any government that comes to power in Pakistan, a State Department official said on Monday, amid rumours of horse-trading in the absence of a clear majority after general elections in the country and also the delay in declaring results on all National Assembly seats.

Contrary to its earlier claim, the Election Commission of Pakistan on Monday blamed the suspension of Internet and mobile services on February 8 -- when countrywide polling took place -- and said it did "create hindrance" in declaring results promptly.

It also claimed that the delay did not harm "any specific political party".

In the US, State Department Spokesperson Matthew Miller told reporters at his daily news conference, "I don't think there is a new Pakistani government yet. I believe there are still discussions going on about the formation of a government." "But one of the things that we have said leading up to the elections, and we'll continue to make clear, is that whoever the Pakistani people choose to represent them, we will work with that government," he added.
