Dont think its this simple. The establishment is really smart and knows how to play the long game. This is a willing sacrifice to change the narrative that the institutions are all against PTI, army, judiciary, etc. Everybody was cursing them and supporting PTI.

This decision will change the narrative, and now PDM can start crying about how judiciary sided with IK and aim for the sympathy vote. Its quite clear to see the evil gears working behind the scenes at this stuff.

It's a Little too late for both mafia and establishment to get a fake divorce. I don't like PE and nor do I trust him but at this stage we have to keep our promise to him. For the mafia it's a massive blow, and the PTI need to go after everyone in the Punjab Police and bureaucracy that carried out illegal orders.
 
The Judiciary sided with the PDM in the VONC against PTI in April. PDM has screwed themselves by aligning themselves with the establishment in the last 3 months which has now burried their anti establishment narrative for good.

They have always always favored noonies. This verdict was planned. Its not a victory for PTI by any means.. Now they will try to turn PML-Q lota before the next elections.

I don't think the CJP had much of a choice after the deputy speaker quoted a fake SC judgement. This wasn't planned by the SC but I agree that they are and were part of the regime change. A simple timeline of how long it took them to look at the Presidential Reference on 63A tells you that they were in it arsee deep.
 
The Supreme Court on Tuesday declared the deputy speaker ruling on Punjab chief minister election null and void after hearing arguments on petitions related to the recently held election for the coveted post.

A three-member bench comprising Chief Justice Umar Ata Bandial, Justice Ijazul Ahsan and Justice Munib Akhtar announced the reserved verdict after over a three-hour delay.

“The governance of the Province of Punjab in accordance with the Constitution has been subverted whereby the fundamental rights of the people have been seriously infringed. As a result, the Ruling dated 22.07.2022 issued by Respondent No.1, Deputy Speaker, Punjab Assembly is set aside and declared to be void, without lawful authority and of no legal effect,” read the short SC order.

The court declared the ten votes of PML-Q lawmakers, which were rejected by Deputy Speaker Dost Mohammad Mazari citing party chief Chaudhry Shujaat’s letter in the CM election, as valid.

The apex court in its short verdict ordered the petitioner, Pervaiz Elahi to take oath of the Punjab CM at 11:30pm tonight and ordered incumbent Punjab CM Hamza Shehbaz to leave the post of the province’s chief execute immediately.

The apex court also nullified all decisions taken by ‘trustee CM’ Hamza after controversial chief minister election in which Hamza bagged 179 votes against Elahi’s 186 votes.

The three-judge bench also held that the deputy speaker misinterpreted the apex court order on Article-63A related to the defection clause and “subverted the Constitution”.

The president will administer oath of the chief minister to Pervaiz Elahi if the same was not performed by the Punjab governor, read the verdict.

PTI leaders and workers started celebrating the landmark verdict soon after it was announced.

Speaking outside the Supreme Court, PTI Vice Chairman Shah Mahmood Qureshi hailed the apex court verdict saying, “I pay tribute to the judges for tolerating unruly behaviour of the government ministers”.

He said the verdict is the victory of the public mandate and Constitution. “People rejected the imported government and this is a victory of public mandate and Constitution,” he remarked.

Qureshi also lashed out at the Punjab deputy speaker, Dost Mohammad Mazari, who belongs to PTI, saying he played a “shameful role” in the chief minister’s re-election.

“[Prime Minister] Shehbaz Shairf should dissolve assemblies and call early elections which is the only solution now.”

As the hearing resumed earlier today, the counsel representing Punjab Assembly Deputy Speaker Dost Mazari, Irfan Qadir, and the counsel of Pakistan Peoples Party (PPP), Farooq H Naek, boycotted the SC proceedings.

The proceedings began with a three-member bench headed by Chief Justice Umar Ata Bandial presiding over the hearing.

Punjab Assembly Deputy Speaker Dost Mazari’s counsel, Irfan Qadir, came on the rostrum where he stated that he was told to not be a part of the proceedings.

“I will not be a part of further proceedings”, he maintained.

Qadir stated that he would file a revision against the order rejecting the petition requesting the formation of a full five-member bench, to which the chief justice replied that the court had decided that there was no need for a full court to hear the case.

“Arguments were made in the court regarding the compliance of the party leader’s instructions,” the Chief Justice of Pakistan said, adding that the lawyers for the parties were told that the Constitution did not allow for obstruction of governance.

Justice Bandial maintained that the request for the formation of the full court was nothing more than delaying the case and apex court judges were not available before the second week of September.

He further maintained that he would prefer to complete the case soon for the sake of governance and crisis resolution.

“Bringing the case before the complete bench is tantamount to subjecting the case to unnecessary adjournment”, the CJ said, reiterating that the matter would have been delayed to September as members of the court were on vacation.

‘Sharifana Republic’

Reacting to the coalition government’s announcement of boycotting the Supreme Court’s proceedings in Punjab CM election case, PTI leader Babar Awan said the PML-N was making a mockery of judicial system and “threatening” the institutions.

“They [PML-N] are trying to make Pakistan not Banana but ‘Sharifana Republic’… no conspiracy or interference will work now and [the tradition of] interference in the matters of institutions is going to end,” he said while addressing the media outside the Supreme Court during a brief interval in proceedings.

Babar said PML-N was trying to influence the courts as they wanted the judiciary to announce a verdict of their choice.

“I don’t know what will be the verdict… but if we look into the judicial history the courts were attacked by only one side.”

PPP's counsel Farooq Naek also appeared on the rostrum during today's proceedings and stated that his party would also not appear in court.

The chief justice, however, told Naek that he had done well in assisting the court on Monday and permitted him to take his seat. Justice Bandial added that the PPP was not made a party in the case.

Continuing with the proceedings, the chief justice said that there was no issue of parliamentary party instructions in the Article 63A case and added that assistance would be required on legal points.

Referring to Awan’s argument from Monday that according to the verdict of former SC judge Sheikh Azmat Saeed's eight-member bench, all the decisions were taken by the party leader, the CJ stated the decision of eight judges related to Article 63A was not a majority.

He asserted that the case in which the eight judges gave the decision was a 17-member bench and if the decision was made by nine members, only then would it be declared a majority.

Justice Bandial questioned if the Supreme Court could be bound by the opinion of eight out of 17 judges and directed Barrister Ali Zafar to assist the court on legal questions.

The CJ added that another way for the hearing to proceed was for the three judges to separate from the bench.

He also urged boycotters of the hearing and the court – the incumbent coalition government – to show some “grace” and listen to the court proceedings.

Barrister Ali Zafar stated that petitions against the 21st Amendment were dismissed by a ratio of 13/4 and that in the 21st Amendment case, Justice Jawad Khawaja had declared Article 63A unconstitutional.

Pervaiz Elahi’s counsel said that the reasons for dismissing the petitions were written separately by several judges, he added that Justice Khawaja was of the opinion that Article 63A prevents members from voting freely.

Justice Jawad Khawaja did not state the reasons for his opinion in the judgment, Ali Zafar said.

Elahi's lawyer maintained that he disagreed with Justice Khawaja's opinion. “What does the Constitution say regarding whose instructions to vote on”, the chief justice asked Ali Zafar to which the barrister stated that according to the Constitution, the voting instructions were given by the parliamentary party.

“Is the parliamentary party separate from the party leader?” the CJ asked.

Elahi’s lawyer responded that a parliamentary party and a party leader were two different things. “According to the Constitution, the party chief implements the decision of the parliamentary party”, Justice Ijazul Ahsan said.

Chief Justice Bandial further stated that the parliamentary party does not take any decision on its own, adding that the decision of the political party is communicated to the parliamentary party in light of what it decides.

Justice Muneeb Akhtar questioned what the definition of a party leader was and if the party chief was only the head of the political party.

Justice Ahsan then questioned where the word parliamentary leader was used, to which Barrister Ali Zafar said that in 2002, the Political Parties Act mentioned the parliamentary party.

The word parliamentary leader instead of the parliamentary party was a mistake, Justice Ijazul Ahsan maintained.

In the 18th and 21st Amendment cases, only the provisions of Article 63 were looked at, Justice Ijazul Ahsan said.

“Regarding Article 63A, the case of the party leader was not observed in detail in the past”, he added.

A judge repeatedly changing his opinion is not a good example, Chief Justice Bandial said. “There should be uniformity in the judge's opinion. I change my opinion only when there is a good reason," the CJ stated.

Additional Attorney General Aamir Rehman then came to the rostrum to make a “few submissions” before the court. Justice Akhtar questioned if the federal government had separated from the decision of the ruling coalition?

“I will assist the court under Article 27(A)”, Rehman said. Let there be no mistake in judgment, the chief justice said, adding that everyone was welcome to support the court.

Pervaiz Elahi’s lawyer, Barrister Ali Zafar, then concluded his arguments.

PTI’s counsel Imtiaz Siddiqui stated that the instructions of the party chief should come in time and that the deputy speaker had said that he received Chaudhry Shujaat’s letter.

Chaudhry Shujaat's lawyer, however, said that the letter was sent to the party members. To which the chief justice asked if the letter was read out at the parliamentary party meeting before the vote?

Justice Ahsan also asked if the letter was read out at the parliamentary party meeting before the vote, stating that the question was whether the letter was read before the polling in front of the parliamentary party. “The question before the court is whether the judgment was read properly or not”, Justice Ahsan said.

The court then adjourned proceedings till 2:30 pm.

After the hearing resumed, former advocate general of Punjab Ahmed Owais came to the rostrum and said that "the issue of Punjab chief minister was under discussion for three months", the PTI lawyer said, highlighting that all members of the PML-Q knew who to vote for.

Barrister Ali Zafar stated that action against deviant members under Article 63A would be taken by the party leader and that the party chief would send declarations against dissidents.

Chief Justice Bandial said that the defence had claimed that the party chief controlled the parliamentary party.

“There is no question of the party chief's control over the party. All powers within the party rest with the leader,” Ali Zafar said.

The powers of the party chief should not be reduced, the barrister said, maintaining that Article 63 gave the parliamentary party power to instruct the members.

“The party chief can give instructions to the parliamentary party but cannot dictate”, he said, adding that the decision of the vote is to be made by the parliamentary party.

He highlighted that around the world, the internal proceedings of parliamentary parties are similar and gave the example of Britain where Boris Johnson resigned at the behest of the parliamentary party.

“Party chief convinces members using his powers on the no-confidence motion, money bills, et cetra”, Ali Zafar said, reiterating that the party head could not dictate the members’ actions.

It is clear that if a member does not vote according to the conscience of the party policy, then he should resign and come back again, Justice Ijazul Ahsan stated.

Barrister Ali Zafar said that the question of defection also came up in the Ayesha Gulalai case, to which the chief justice asked if the Gulalai case had mentioned who would give guidance.

“In the Ayesha Gulalai case, there was a matter of nominating members for various positions”, Ali Zafar said, adding that it was declared that the party leader or his nominated representative could send the disqualification reference.

Justice Ahsan pointed out that the verdict in the Ayesha Gulalai case went against Zafar’s client.

“The Ayesha Gulalai case did go against my client but was according to the Constitution”, the lawyer said.

The defence has referred to the decision against the defecting members, the Chief Justice maintained, to which Zafar said that the decisions of the ECP were not mentioned in the ruling of the deputy speaker.

“Powers are transferred through the party head. There is no doubt that the party leader has an important role”, Chief Justice Umar Ata Bandial said. “However, the instructions for voting are issued by the parliamentary party head,” he added.

Ali Zafar claimed that the deputy speaker did not give the ruling according to the decision of the ECP because he was not bound by the electoral watchdog’s decision.

The chief justice maintained that the decision of the Election Commission was also referred to in the court yesterday, and questioned which law dictated that the apex court was bound by the decisions of the ECP.

“No law binds the Supreme Court to the decision of the Election Commission”, Ali Zafar said.

Justice Ahsan questioned how many disaffected members had participated in the by-election? Faisal Chaudhry stated that out of the 20 dissidents, 16 contested as PML-N, and two contested independent elections. He furthered that of the 18 who contested the elections, 17 were defeated.

The chief justice instructed Faisal Chaudhry to speak at the rostrum next.

Justice Ahsan maintained that according to the defence, instructions were given by party head Imran Khan in the case of defecting members. He stated that the defence said that if the ECP’s decision was annulled, 25 members would be reinstated.

“The defence side says that if the appeal is approved, Hamza's votes would be 197”, he added.

Barrister Ali Zafar argued that the decision of the High Court had come regarding the election of the chief minister and that the ECP’s decision was a past and closed transaction.

“On July 1, the Supreme Court gave a unanimous decision on the election of the chief minister”, he further said.

Justice Ahsan maintained that the by-election agreed to by the court should be allowed and that it was also assured that a run-off election would be conducted based on the results of the by-election.

Ali Zafar then stated that PML-N leader Hamza Shehbaz had given a statement in the Supreme Court and that he had not objected to the by-election. He questioned how they could have objections about the by-elections now. “Hamza said that a run-off election was approved based on the results of the by-election”, Zafar said.

Chief Justice Bandial maintained that the matter of the interpretation of Article 63A had been settled and that there is no need for a further explanation.

“The advocate general of Punjab has also tried to interpret Article 63A and while he made a good effort, his interpretation is incorrect”, he said.

Additional Attorney General Aamir Rehman and advocate Azhar Siddique then came to the rostrum. When asked who Azhar Siddique represented, he stated that they were all together.

Justice Ahsan said that Barrister Ali Zafar had given very detailed arguments and told him to have a seat.

Rehman stated that the court had taken notice of rule 27(A) and that only the attorney general could appear in the notice of rule 27(A).

The CJ replied that the attorney general was abroad and that they could not wait for him.
“I am seeking permission to submit the reports”, Aamir Rehman said, following which he submitted them.

Chief Justice Bandial thanked Rehman for his comments. Rehman stated that the court had said it was necessary to obey the instructions of the party chief, to which Justice Ahsan replied that the deputy speaker did not refer to this court decision in the ruling.

"According to Article 63(A), it is necessary to give power to the parliamentary party. Strengthening the parliamentary party is like strengthening the parliamentary democracy", said Justice Akhtar

The additional attorney general argued that according to the SC decision of 2015, the party leader can give instructions. He argued that the decision of the Supreme Court must be implemented until it is revised.

"It is not mandatory to implement every decision of the Supreme Court", stated Justice Akhtar, adding that Rehman’s argument was strange and that there was no question of voting in this case.

Political bigwigs including PTI’s Babar Awan, Fawad Chaudhry, Shibli Faraz, Azam Swati and Faisal Javed; PML-Q’s Moonis Elahi and PPP’s Farooq H Naek reached the apex court earlier for the hearing.

Earlier, the apex court had rejected the coalition government’s request for the formation of a full court to hear Elahi's petition against the provincial chief minister's election.

A three-member bench, headed by Chief Justice of Pakistan Umar Ata Bandial and comprising Justice Ijazul Ahsan and Justice Munib Akhtar, heard the petition filed by Elahi, who is also a candidate for the CM's office, against the ruling of Punjab Assembly Deputy Speaker Dost Muhammad Mazari over the fate of PML-Q votes in the Punjab CM's election.

Mazari, in his ruling, had rejected 10 votes of the Pakistan Muslim League-Quaid's (PML-Q) members relying upon the Supreme Court's verdict that votes of those lawmakers, who defied the party leadership's instructions, would not be counted.

Taking to Twitter, PML-N Vice President Maryam Nawaz Sharif called the verdict a "judicial coup".

She further added that by making such a decision, the country's top court had "murdered justice."

'Controversial decision’

Former chief minister Punjab and PML-N leader Hamza Shahbaz expressed sorrow over the SC's verdict, saying that the government elected by people’s votes was sent home through a “controversial decision”.

“Has the status of the assembly become a rubber stamp?” he questioned, adding that over the last four months, the biggest province of the country has become a “laughing stock”.

'Decision will lead to further anarchy: Marriyum

In a press conference, Information Minister Marriyum Aurangzeb said it was "clear" a day earlier that this decision will be announced today.

"This decision is tantamount to judicial coup [...] and this will lead to further anarchy and divide the nation. More than half of the people of Pakistan do not accept this," Aurangzeb said.

The information minister said that the majority of political parties demanded a full court to hear the case as this bench "is considered a biased bench".

Aurangzeb added that the petition filed for a full court to hear the case had already shown that it had "no confidence in the current bench" and today's decision shows that the decision to file the plea was right.

'Amazed'

In his tweet, Labour Minister Sindh and PPP leader Saeed Ghani said he was "amazed" that the top court instructed either the governor or the president to administer the oath to Elahi.

"If we say something, then they will hold us in contempt [of court]," Ghani said.

Talking to Geo News, PML-N leader Talal Chaudhry said that his party does not accept the top court's "one-sided" decision and that they would now approach the "people's court".

"We do not accept this one-sided decision, we were not heard," Chaudhry said, mentioning that the PML-N has been facing "injustice" since 2017.

ISLAMABAD: Following the Supreme Court's verdict in favour of Chaudhry Pervez Elahi, PTI leader Shah Mehmood Qureshi said that today's ruling proved that the judiciary is free in Pakistan.

The PTI leader, while addressing the media outside the Supreme Court, said that the judiciary fulfilled its responsibility while patiently facing immense criticism. The government also employed delaying tactics to postpone the verdict, he claimed.

"What authority did the minister of law possess when he came to speak at the rostrum? He tried to threaten (the judiciary)," Qureshi alleged.

He criticised Punjab Assembly's Deputy Speaker Dost Muhammad Mazari, claiming that he disrespected the constitution and did not abide by the principles.

"Even though he got elected on PTI's ticket, Dost Mazari did not respect the law," he added.

PTI leader Fawad Ahmed said: “Democracy and the nation has won today.” He added that the SC has declared Pervez Elahi as the CM elect saying that he will take oath at 11:30 tonight.

PTI leader Asad Umar appreciated for Barrister Ali Zafar saying that after winning his case in today’s ruling, Zafar has completed his hattrick.

“Pakistan’s politics has taken a new turn. Despite foreign intervention, Imran Khan has refused to bow down,” Umar jibed, adding that Khan has never taken dictation from anyone.

“This is Imran Khan’s win,” said PTI’s Senator Faisal Javed addressing the press conference outside the SC.

The PTI leader said that today’s verdict is according to the law and constitution.

“We should avoid arrogance. Win or loss is in Allah’s hand,” he stated, adding that the law and constitution has won today.

Earlier today, the Supreme Court termed the deputy speaker's ruling in chief minister Punjab election "illegal", announcing PML-Q leader Pervez Elahi as the new CM of the province.

Former foreign minister and PTI leader Shah Mehmood Qureshi has hailed the Supreme Court’s (SC) verdict to instate PTI’s candidate Pervaiz Elahi as Punjab chief minister (CM), saying that today the people’s mandate has been respected.

Talking to journalists outside the Supreme Court, the former federal minister said that today, the Constitution’s rule has been accepted and the Pakistani people’s mandate has been respected.

“On July 17, the people of Pakistan accepted Imran Khan’s narrative wholeheartedly and rejected the imported government,” Shah Mehmood Qureshi added.
 
President Arif Alvi will be administering the oath to newly elected Punjab Chief Minister Chaudhry Pervaiz Elahi on Tuesday night after Governor Baligh ur Rehman refused to do so.

Earlier, the Supreme Court in its verdict had declared Elahi as the winner of the chief minister’s election and ordered the Punjab governor to administer the oath to him by 11:30 pm.

The oath taking ceremony of the newly elected CM will take place at Aiwan-e-Sadr in Islamabad.

CM Elahi will leave for the capital city shortly. President Alvi’s airplane has left Islamabad to pick up the new chief minister.

Meanwhile, PTI and PML-Q leaders have gathered outside the Punjab Governor House in large numbers and have not been allowed inside so far.

Say what you want to say. Bajwa hasnt held his promise to rig the elections( although did), he hasnt fixed the SC verdicts( although he did with the delay of 63 Reference verdict) and you feel used and dirty and now you have no where to turn because of your badniyaati

The information minister said that the majority of political parties demanded a full court to hear the case as this bench "is considered a biased bench".

Aurangzeb added that the petition filed for a full court to hear the case had already shown that it had "no confidence in the current bench" and today's decision shows that the decision to file the plea was right.

In his tweet, Labour Minister Sindh and PPP leader Saeed Ghani said he was "amazed" that the top court instructed either the governor or the president to administer the oath to Elahi.

"If we say something, then they will hold us in contempt [of court]," Ghani said.

Talking to Geo News, PML-N leader Talal Chaudhry said that his party does not accept the top court's "one-sided" decision and that they would now approach the "people's court".

"We do not accept this one-sided decision, we were not heard," Chaudhry said, mentioning that the PML-N has been facing "injustice" since 2017.

The Deputy Speaker's ruling was so historically unintelligent that the SC had no choice but to rule against it.

ISLAMABAD: In a decision that was awaited with bated breath by political observers, the media and all the parties involved, the Supreme Court late on Tuesday declared Chaudhry Parvez Elahi as the duly elected chief minister of Punjab for securing 186 votes against the 179 of his opponent, PML-N’s Hamza Shehbaz, in the July 22 run-off poll for the coveted office of the province.

Later, in the small hours of Wednesday morning, President Dr Arif Alvi administered the oath to CM-designate Elahi at Aiwan-i-Sadr in Islamabad. Mr Elahi had to rush from Lahore to the federal capital after Punjab Governor Balighur Rehman refused to carry out the job.

Earlier when the short order was pronounced by Chief Justice of Pakistan (CJP) Umar Ata Bandial, Moonis Elahi, a son of the petitioner Parvez Elahi, was surrounded by PTI and PML-Q supporters and lawyers in courtroom No 1 to congratulate him. PTI senior leaders, including Shah Mahmood Qureshi, Asad Umar, Fawad Chaudhry, also accompanied former minister Moonis.

PML-Q strips Chaudhry Shujaat, Tariq Bashir Cheema of party roles

• Central body says Shujaat’s poor health affecting affairs; secretary general ‘conspiring against PML-Q’

LAHORE: Just days after Chaudhry Shujaat Hussain as the party chief wrote a letter to PML-Q lawmakers in Punjab not to vote for his cousin, Parvez Elahi, in the recent chief minister’s election, the PML-Q central working committee on Thursday unanimously decided to remove Shujaat and federal minister Tariq Bashir Cheema from their party positions.

The committee claimed the PML-Q chief was unable to take ‘prudent’ party decisions owing to his ill health and the latter was conspiring against and using the party for his personal interests.

The PML-Q committee meeting held under the chairmanship of Senator Kamil Ali Agha decided to hold fresh elections for top party positions within 10 days. It constituted a five-member election commission and appointed the party lawyers’ wing acting president, Jahangir A Jhoja, as the election commissioner. Mr Jhoja will also oversee the party’s organisational and administrative matters until the intra-party polls.

Referring to Chaudhry Shujaat’s letter directing the party MPAs to vote for PML-N’s Hamza Shehbaz, Senator Agha told the media after the meeting that all limits had been crossed to damage the party. “Is there any justification left to keep Chaudhry Shujaat Hussain as the party president and Tariq Bashir Cheema as secretary general?” he asked. “If the letter episode can happen, this can happen too.”

The senator further said the party central working committee meeting had been called after two-thirds of its members expressed their concerns that Shujaat’s poor health was affecting the party.

When contacted, Senator Agha told Dawn the CWC was the party’s high-powered committee that delegated its powers to the president, secretary general and other office-bearers, therefore it was empowered to remove any official with a majority vote. Mr Hussain was elected as party president for a four-year term in the intra-party polls held in February last year.

Stressing that there was no need to issue show-cause notices to both senior office-bearers, he said the requisition to call the CWC meeting in an emergency was made by 42 of its members though the body’s minimum quorum was 40 members. He further said 83 out of the total 150 members attended the meeting and passed all the resolutions, including about the removal of party president Shujaat and secretary general Cheema.

“The committee members had earlier asked the secretary general to call the CWC meeting and upon his refusal, I was asked to call it for being a senior member of the party,” Mr Agha explained.

Mr Tariq Bashir Cheema neither replied to Whatsapp messages nor responded to calls.

Meanwhile, a statement issued by a party spokesman from Islamabad claimed no decision was taken to call the party’s CWC meeting. “Senator Agha is the party’s Punjab chapter general secretary and therefore not empowered to take any decision against the party president,” the spokesman stated.

Citing the PML-Q constitution, the spokesman said no party meeting could be called without the consultation and will of the party president. “Neither any party office-bearer nor a member was informed, nor a notice issued to call the meeting,” the spokesman claimed and advised that rumours should be avoided.

During the presser, Senator Agha said the committee also passed a resolution that all PML-Q MPAs would vote for Muhammad Sibtain Khan, the PTI candidate for Punjab Assembly speaker, on Friday (today). It passed another resolution lauding the services rendered by Chaudhry Parvez Elahi as speaker of the provincial legislature and hoped he would continue his good work for the welfare of people as the chief minister.

On the other hand, he condemned the removal of Chaudhry Shujaat’s pictures from the party secretariat and maintained no one could justify the action.

Punjab PA speaker election today

LAHORE: The Punjab Assembly is set to elect its new speaker on Friday (today) as both the ruling coalition and the opposition alliance have pitched their candidates for the coveted post.

The House in its proceedings on Thursday adopted a resolution seeking suspension of the assembly rules that authorise the governor to summon a session for the contest and also holding a vote of no-confidence against Deputy Speaker Sardar Dost Muhammad Mazari at 4pm on Friday.

Sibtain Khan, the PTI lawmaker from Mianwali, has been nominated by the ruling coalition comprising PTI and PML-Q for the office of the speaker, which fell vacant due to the election of Parvez Elahi, the previous holder of the post, as chief minister. Opposition parties PML-N and PPP have fielded Saiful Malook Khokhar as their joint candidate.

Nomination papers of both the contestants were cleared after scrutiny by newly-appointed assembly secretary Inayatullah Lak. His predecessor Muhammad Khan Bhatti was transferred and posted as principal secretary to the chief minister in an unprecedented move as no assembly service officer has ever been sent on deputation to general service post.

Earlier, a sitting of the longest session of the assembly was held with Panel of Chairman Wasim Badozai in the chair in which former law minister Raja Basharat tabled a resolution to suspend the rules of business for holding polls for the seat of speaker and for no-confidence vote against Deputy Speaker Sardar Dost Muhammad Mazari on Friday afternoon. The motion was adopted with a majority vote.

After reading out the procedure for the election of the new speaker, Mr Badozai put off the proceedings for Friday afternoon.

Sibtain Khan told the media that the PML-N would fail to stage any upset during the poll for speaker and hoped that he would easily win the contest. He said everyone saw what happened with the letter (of PML-Q president Chaudhry Shujaat) that the N-League had brought to win the CM’s poll.

The Pakistan Tehreek-e-Insaf will file a no-confidence motion against Deputy Speaker Dost Mohammad Mazari today in the Punjab Assembly and also vote for a new speaker of the house.

After the Supreme Court struck down Deputy Speaker Mazari’s contentious ruling on Punjab chief minister’s election, the PTI decided to “immediately” bring a no-confidence motion against the deputy speaker.

The party also finalised the name of former provincial minister for forestry, wildlife and fisheries Sibtain Khan for the Punjab Assembly speaker’s post.

The PTI has claimed that it has 186 votes in favour of its nominee Sibtain Khan, whereas the PML-N is hopeful for victory despite having 178 confirmed votes for its candidate Saiful Malook Khokhar.

The PML-N appeared confident and maintained that they would “110 per cent” win the contest.

“Last time we said that Hamza will become chief minister and he did. This time we vow that Saiful Malook will become the speaker”, a PML-N spokesperson said.

The party’s explanation for their confidence was that the PTI camp had already developed 'cracks' as they were breaking promises with their allies regarding ministerial placements, which has caused reservations among PTI's allies.

According to the PML-N, Zain Qureshi – the son of former foreign minister Shah Mahmood Qureshi – was also nominated as the PTI candidate for PA speaker but was removed from the race in favour of Sibtain Khan.

PML-N members maintained that their sources and news about the opposition gave them "110% certainty" of victory.

PTI’s MPA Sibtain Khan on Friday got elected as the new speaker of the Punjab Assembly .

He was fielded as a joint candidate by PTI and the PML-Q against the PML-N’s Malik Saif ul Malook Khokhar by the Opposition.

Sibtain secured the speaker’s seat after obtaining 185 votes against the 175 votes cast in favour of PML-N's Saif ul Malook Khokhar, who was the Opposition's joint candidate.

During the session presided over by PTI MPA Waseem Khan Badozai, a total of 364 votes were cast out of which four were rejected, which included three votes of the Opposition and one of the PTI.

Following the PTI MNA’s victory, the panel chairman Badozai administered the oath to the speaker.

After taking charge of the speaker's post, Khan thanked the Assembly for entrusting him with the respect of the House.

“Some time ago, the police came to the house, the house was disrespected. I will try to prevent such incidents from happening again,” he said before postponing the session for 30 minutes.

Earlier, Sibtain shared his hopes of winning the election "effortlessly".

Prior to the elections, the nomination papers of both the candidates were scrutinised and approved by the newly-appointed assembly secretary Inayatullah Lak.

PTI’s MPA Waseem Khan Badozai presided over the session. Prior to the commencement of the voting process, PML-N’s Khalil Tahir Sandhu tried to raise a point of objection related to the position of the polling booth, saying that cameras were installed above it. Following his objection, the location of the polling booth was changed.

Shortly before the session began, PML-N’s candidate Khokhar, while speaking to the press outside the assembly, said: "Today’s win will be that of the Pakistan Democratic Movement and [one of its] workers,” he claimed, adding that the PTI will find out today "who is the thief and who is better".

Voting for the no-trust motion, moved on Thursday, against Punjab Assembly’s Deputy Speaker Dost Muhammad Mazari is also expected to take place today.

Audio released to settle facts of ‘contested’ JCP meeting

ISLAMABAD: The controversy surrounding developments during Thursday’s closed-door meeting of the Judicial Commi*ssion of Pakistan (JCP) deepened further on Friday when Chief Justice of Pakistan (CJP) Umar Ata Bandial relaxed the commission’s rules and ordered the release of over-two-hour-long audio recording of the session to public.

Prompting the release of the recording were the letters issued by two JCP members — senior puisne Supreme Court judge Justice Qazi Faez Isa and Justice Sardar Tariq Masood — both of whom claimed the meeting had disapproved the nominations of judges, proposed by the CJP, for elevation to the top court.

But the press release issued by the apex court’s public relations officer on Thursday stated the meeting had been deferred to enable the CJP to place additional information and data about the nominations and add more names to the list for consideration, if he considered appropriate.

On Friday, a fresh press release was issued — seemingly meant to put an end to the controversy — announcing the release of the JCP meeting audio recording. “This infighting among the judges will only bring a bad omen to the institution that delivers justice,” lamented a senior counsel on condition of anonymity, saying that in 1997, a CJP was isolated, vilified, physically assaulted and ousted. “The resemblance with today is uncanny.”

The JCP had met to consider elevation of Peshawar High Court Chief Justice Qaiser Rasheed Khan, Justice Shahid Waheed of the Lahore High Court, and Justice Syed Hasan Azhar Rizvi, Justice Muhammad Shafi Siddiq and Justice Naimatullah Phul*poto from the Sindh High Court to the Supreme Court.

CJP takes ‘unprecedented’ decision in bid to end controversy created by Justice Isa, Justice Masood’s letters

The audio recording was released after Justice Masood, who was part of the nine-member JCP, in a letter to other commission members, including the CJP, highlighted the need for putting out factual and correct minutes of the meeting, in which details of observations and discussions of each member should be mentioned. The audio recording discussed the credentials of each nominee and the judgements rendered by them.

“The correct minutes of the meeting, if made publically, will stop needless rumours,” Justice Masood wrote in his two-page letter.

In a similar letter written to other JCP members, Justice Qazi Faez Isa had also highlighted that the acting secretary, who had attended the meeting in the absence of the JCP secretary, should immediately release this decision to the media, which would also stem unnecessary speculation and misreporting, as the meeting was held behind closed doors. It was expected that the detailed minutes would accurately reflect all that transpired.

Soon after Justice Masood’s letter became public, a press release was issued on the instruction of the CJP, who is also JCP chairman, in defence of the version contained in Thursday’s statement, which has now been disputed by the two judges.

“A resulting controversy has therefore arisen in the print and electronic media. In these exceptional circumstances the JCP chairman has been pleased to relax the restriction under Rule 5(4) of the JCP Rules, 2010 and has directed for the audio recording of the JCP proceedings of July 28, 2022 to be made available on the official website of the apex court. The audio recording from time slot 1:29:45 to 1:38:08 contains the statement by Attorney General for Pakistan (AGP) Ashtar Ausaf that the matters under discussion should be deferred to frame appropriate rules. He did not assess or reject the merits of any of the high court judges proposed for appointment to the apex court. As a result, five members of the JCP supported the deferment of the meeting as reported in the press note of Thursday,” the fresh statement said.

The recording indicates the AGP did request for a deferment of the issues for the time being, but at the same time also suggested that JCP rules be framed urgently by developing a system of checking or ticking the boxes of the data provided, which will help discourage debates on issues in future so informed decisions could be made properly. In the audio tape, the AGP can be heard saying “when we talk of seniority, ability, integrity and temperament, we should also consider whether the appellate courts have appreciated their judgements or overturned them”.

The AGP had also opposed the idea of discussing nominations on vacancies that would occur next month, saying that one should cross the bridge when one reached there. He also highlighted the need to consider the input of bar about judges instead of deciding the matter of elevation in haste.

“While nominating judges we should also consider how much time they will have in the Supreme Court to decide matters,” he said, pointing out that if they had only three years, then it would not be enough.

Justice Isa, who spoke in the end after the CJP, expressed surprise that while the two senior-most CJs of the high courts could sit in the Supreme Judicial Council (SJC), they were not fit to be elevated in the Supreme Court. “What an irony?” he remarked.

“What does a CJ of the high court bring to this court? [He] brings experience as a CJ. What I have learnt as CJ, I would never have learned as a judge. It is altogether a different ball game,” he emphasised.

Justice Isa also said the CJP had no unilateral power to nominate anybody. “We all are equal and can nominate and all of us carry one vote to decide. This is not about winning or losing but a question of future. You are bypassing chief justices,” Justice Isa regretted.

However after Justice Isa spoke, the CJP said: “let’s rise” and left the room, leaving Justice Isa and Justice Sardar Tariq wondering whether the meeting had ended abruptly and what would happen to the minutes of the meeting.

During the meeting, the CJP also coined an idea regarding increasing the number of judges in the Supreme Court and saying that if everybody cooperated, he could approach the government for amending the necessary laws to have a couple of judges more in the apex court, especially in view of a backlog of cases. “We will be short of five judges next month and we have 50,000 cases,” the CJP pointed out.

Justice Tariq Masood’s letter

Justice Tariq Masood who gave a detailed overview on the competency, integrity and capacity of each nominees, however, disputed the facts mentioned by PRO in Thursday’s press release.

Justice Masood said he came to know through the newspapers that a press release was issued by Supreme Court’s PRO giving a totally different version of events from what actually had occurred during the meeting.

Narrating the events, the letter recalled when the meeting started on Thursday, the CJP described the credentials of his nominees and then requested Justice (retd) Sarmad Jalal Osmany – a member of the commission, for his views regarding the nominations who endorsed four nominees but disapproved the nomination of Justice Naimatullah Phulpoto.

Thereafter, Justice Sajjad Ali Shah and Justice Ijazul Ahsan fully endorsed all the judges nominated by the CJP for their appointment as judges of the Supreme Court.

On his turn, Justice Sardar Masood said, after discussing the seniority principle referred to a comparative analysis of the nominated judges with superseded senior judges.

“I also recommended that Islamabad High Court Chief Justice Athar Minallah, who was second in seniority amongst the chief justices of all the high courts, be considered and stated that no one has raised a finger against his integrity, competency etc,” the letter said, adding he did not approve three nominated judges of the Sindh High Court and one judge of the Lahore High Court and requested that the nomination of the chief justice of Peshawar High Court be deferred.

Law Minister Azam Nazeer Tarar, Attorney General for Pakistan Ashtar Ausaf – who joined the meeting through a video link from the US – and Pakistan Bar Council (PBC) representative Akhtar Hussain also agreed with his recommendations.

Justice Isa also agreed with this and when he was in the middle of giving the reasons for his disapproval, when, without dictating the decisions of the commission and formally ending the meeting, the CJP stood up and left the meeting room, uttering the word ‘adjourned’. He was followed by Justice Ijazul Ahsan.

PML-N's Saiful Malook Khokhar, who lost to PTI's Sibtain Khan in the contest for the Punjab Assembly speaker last night, challenged his rival's election in the Lahore High Court on Saturday, maintaining that it was held in an "illegal and unconstitutional manner".

In Friday's election — which was held after former speaker Parvez Elahi was declared the Punjab chief minister in a long-drawn-out battle against PML-N's Hamza Shehbaz — Sibtain had stood victorious with 185 votes of the total 364, while Khokhar had managed to secure 175.

In a petition filed by Khokhar's lawyer Mansoor Usman Awan on his behalf today, the PML-N lawmaker argued that the "impugned" election of the Punjab Assembly speaker was held in violation of Article 226 of the Constitution as votes had not been cast through a secret ballot.

"The ballot papers and counterfoils were serial numbered in such a manner that a choice exercised by each MPA could be identified by comparing the serial number on the ballot paper and serial number and signatures of MPAs on the counterfoils of the ballot papers. As a result, the secrecy of the ballot could easily be breached," Khokhar contended.

"That non-holding of the election of the speaker through a secret ballot is blatantly unconstitutional, illegal and without jurisdiction," the petition read.

Khokhar further pointed out that under the Constitution and Rules of Procedure of the Provincial Assembly of the Punjab, 1997, the province's governor was to decide the date for the speaker's election after the position fell vacant.

"It is the prerogative of the governor to fix a date for the election of a new speaker if the assembly is in session, as soon as possible during that session, and if the assembly is not in session, at the commencement of the next session," his petition stated.

Instead, he said, permission was sought to move a resolution for suspending the relevant assembly rules, especially the governor's powers to summon a session for the speaker's election, in the house the panel of chairmen — whose members presides over proceedings in the absence of the speaker and deputy speaker — granted the permission.

Highlighting that the panel of chairmen was from the treasury benches, Khokhar said the resolution for suspending the assembly rules was then "quickly" adopted by treasury members.

On these grounds, Khokhar urged the court to declare the speaker's election "void" and issue directives for holding the poll, "strictly in accordance with the provisions of Article 226 of the Constitution".

He further prayed the court to restrain Sibatin from "exercising powers and functions of the speaker" during the pendency of his petition.
 
PTI’s Wasiq Abbasi was on Saturday elected the new deputy speaker of the Punjab Assembly (PA) unopposed after the opposition parties boycotted the election.

The office of the deputy speaker fell vacant after Abbasi’s predecessor, Dost Muhammad Mazari, was removed from the post through a no-confidence movement yesterday.

The PTI leader emerged victorious after his rival and PPP MPA Ali Haider Gilani refused to submit his nomination papers. The deadline to hand in the documents was 5pm.

Talking to reporters in his office, assembly secretary Inayatullah Lak said that they waited for the opposition’s candidate till 5:15pm but he did not show up.

He also read out Rule 9 of the Rules of Procedure of the Provincial Assembly of Punjab, 1997 which states: “At any time before 5pm, on the day preceding the day on which the election is to be held, a member may propose another member for election as Speaker by delivering to the Secretary a nomination paper 2 [set out in Part A & C of First Schedule] signed by him and accompanied by a statement by the member whose name is proposed that he is willing to serve as Speaker, if elected.”

Hence, Lak said that as per the rules Abbasi was elected the new deputy speaker.

In a statement after his victory, Abbasi thanked his party chief. “This election is not mine but for the narrative that Imran Khan created in the public.”

“We chose the lawful way and defeated them despite all the violent and pressure tactics they used,” he added.

Meanwhile, at a press conference later, PPP’s Gilani said that he had lost confidence in the House. “PTI MPAs themselves don’t trust their party anymore.

“Under these conditions, we have decided not to participate in the election of the deputy speaker,” he added.

Separately, PML-N leader Saiful Malook Khokar said that his party had boycotted the elections because of “Gujrat’s hooliganism”.

His statements come as a reference to the PA speaker’s elections held on Friday. In the election — which was held after former speaker Parvez Elahi was declared the Punjab chief minister in a long-drawn-out battle against PML-N’s Hamza Shehbaz — PTI’s Sibtain Khan had stood victorious with 185 votes of the total 364, while PML-N’s Khokar, managed to secure 175.

However, the opposition benches had alleged of foul play in the election and raised objections over the ballot papers.

Subsequently, Khokhar filed a petition in the Lahore High Court today claiming that the “impugned” election of the Punjab Assembly speaker was held in violation of Article 226 of the Constitution as votes had not been cast through a secret ballot.

He also demanded that the election should be declared null and void. Later, outside the court, PML-N leaders Atta Tarar and Rana Mashhood urged the LHC to fix the petition for hearing before the election of the deputy speaker.

ISLAMABAD: The top law officer of the country came out in support of the views put forward by Justice Qazi Faez Isa and Justice Tariq Masood — over the decisions taken in the previous Judicial Commission meeting — saying that he had agreed to defer the meeting as he was of the opinion that a “requisite criteria be structured for such appointments” before considering them.

In a late night letter issued by the office of the attorney general for Pakistan, Ashtar Ausaf Ali maintained that he categorically agreed with the stance put forward by Justice Tariq Masood.

He also supported the version of events presented by Justice Isa in his earlier letter, saying that he “wish[ed] that the meeting had ended in a cordial manner, with unambiguous conclusions... preclude[ing] the Honourable Justice and Senior Puisne Judge Mr. Qazi Faez Isa from completing his remarks”.

In the letter, circulated to other members of the Judicial Commission of Pakistan (JCP) and the press, Mr Ausaf Ali wrote that while he had refrained from commenting on the merits of each nominee proposed for elevation by Chief Justice of Pakistan Umar Ata Bandial “in the interest of propriety”, he had maintained that Islamabad High Court Chief Justice Athar Minallah was “eminently qualified to be considered for elevation to the apex court”.

He clarified that his stance in the meeting was that “rejection or confirmation of candidates must be regulated by guiding rules”, which must be settled beforehand, and the data of any new candidates must be thoroughly assessed accordingly.

“It was for this particular reason that I suggested that the meeting be deferred until the approval of such criteria,” the AGP wrote.

“Any appointment to the Supreme Court of Pakistan is a sacred trust, vested in the members of the Judicial Commission. To fulfill this trust, members must afford one another a full and unimpeded airing of their views.

“I am constrained to observe that the proceedings of the Judicial Commission can no longer be marked by such acrimony. We find ourselves in these rather transient offices as fiduciaries: our duty is to the republic we serve, not the travails of our personal experiences. To ensure the dispensation of justice, it is vital that the most outstanding jurists be elevated to the august Supreme Court of Pakistan, in a manner that is rooted in merit and process,” he concluded.

It is worth noting that following Thursday’s ‘hotly-contested’ meetings of the JCP, conflicting accounts had been circulating regarding what actually happened.

While a Supreme Court press release claimed that the meeting that deferred giving an opinion on the nominees put forth by the CJP for elevation to the apex court, JCP members said that the nominees were turned down by a five-to-four majority.

Justice Isa’s letter, written to JCP members after the meeting, lent credence to the latter impression by saying that the meeting had been wrapped up abruptly by the CJP, before he had a chance to fully deliver his views. He also noted that the CJP had not dictated meeting minutes, and the job had been left to the acting secretary.

On Friday, the CJP ordered the release of the audio recording of the JCP meeting in a bid to settle the controversy surrounding the meeting, while Justice Tariq Masood – another JCP member – wrote his own letter, supporting Justice Isa’s contentions.

Revisiting Munir Bhatti case

Also during Thursday’s meeting, Law Minister Azam Nazeer Tarar had suggested revisiting the 2011 Supreme Court judgement in the Munir Bhatti case, which held that the parliamentary committee overstepped the rightful jurisdiction of the JCP and ignored its constitutional boundaries.

The law minister had also shared with the JCP the sentiments of the parliamentary body members; that their recommendations were not honoured whenever they reversed JCP decisions, and that almost every time there was a judicial intervention or 95 per cent of their decisions were overturned by courts.

This emerged from the over two-hour long audio recording of the JCP meeting, where the law minister highlighted that the parliamentary committee was a constitutional body and the Constitution clearly called for respecting and adherence to the trichotomy of powers.

In 2011, a four-judge Supreme Court bench had held in the Munir Bhatti case that parliamentary committee neither had the expertise nor the constitutional mandate to reverse the reasoning and findings of the JCP, which consists of people with a background in law and the judicial system.

The purpose then was that the discretion in making judicial appointments should not be the forte of one man, as in the old system, but should rather be devolved to a body consisting of people who could be trusted to make a just evaluation through criteria relevant for the appointment of a judge of the high court, the judgement had held.

Constituted under the 18th Amendment, the concept of nomination by the JCP and then confirmation by a parliamentary body was included in Article 175A of the Constitution for elevating judges to superior courts.

The minister also did not support the nominations proposed by the CJP for elevation to the Supreme Court, adding he knew about the anxiety to fill five vacancies in the SC, but it is also true that filling a seat that will fall vacant next month should not be considered since it may create precedence and even be stretched too far.

Besides other JCP members, he also suggested considering the name of Islamabad High Court Chief Justice Athar Minallah who is an honourable judge and would be a good addition to the Supreme Court, and his elevation will also end the perception that capable senior-most judges are not being elevated to the apex court. His addition will also add to the transparency factor, he said.

Pakistan Bar Council representative Akhtar Hussain, another JCP member, also emphasised the need for adhering to the seniority principle, saying he had been a member of JCP for four years and the Bars have been urging for the need to adhere to this principle, and demand amendment to the JCP rules. He sought an early meeting of the rules committee.

A Lahore court on Friday issued non-bailable arrest warrants for 12 PML-N leaders at the request of the city police in the Punjab Assembly attack case involving hooliganism during the chief minister’s election on April 16.

Judicial Magistrate Muhammad Mudasir Hayat issued the warrants as the police, earlier in the day, submitted an application before the court, seeking action against the politicians for allegedly attacking lawmakers in an assembly session two months ago.

The move comes weeks after PTI ally PML-Q's Parvez Elahi took charge as chief minister.

The first information report of the incident was registered the same day at Qila Gujjar Singh Police Station under sections 324 (murder attempt), 353 (assault or criminal force to deter public servant from discharge of his duty), 186 (obstructing public service) and 427 (causing damage).

In its application to the court, police said they were making all-out efforts to apprehend the PML-N leaders, "but they are deliberately not showing up before the law enforcement personnel".

The police sought the arrest warrants of prime minister’s special assistant Attaullah Tarar, Rana Mashood Ahmed Khan, Bilal Farooq Tarar, Sardar Awais Ahmed Khan Laghari, Saiful Malook Khokhar, Mirza Jawed, Pir Khizer Hayat, Raja Sagheer Ahmed, Abdul Rauf, Pir Ashraf Rasool, Bilal Farooq and Rana Mannan Khan.

"The investigation has to be conducted and processed after arresting the leaders," the police said in a letter to the magistrate.

The Lahore police today visited the house of Rana Mashhood, and broadcasters aired CCTV footage of policemen outside his gate.

In remarks made to Geo News, Rana Mashood said police raided his house today, adding "the cops returned as I was not present at home."

He said the provincial government was resorting to "revenge tactics". He further said his party had reports that more raids would take place "but we won't succumb to such pressure tactics and face all cases".

Meanwhile, Atta Tarar called out the inclusion of his brother's name in the arrest warrant and termed it a "political revenge".

Elahi censures PML-N for ‘stopping’ public projects

Punjab Chief Minister Chaudhry Pervaiz Elahi on Sunday while lashing out at the PML-N said that the party did injustice to the people of Punjab by stopping public projects.

The Punjab Assembly members and ticket holders from Punjab called on CM Ealhi in which the political situation and problems of the constituencies were discussed.

"The PML-N government damaged the welfare projects of my time in Punjab in political ego, and did injustice to the people of Punjab by stopping my public projects," Elahi took a dig on PML-N bigwigs.

“The PML-N government made the welfare projects of my time in Punjab a pretense of political ego. During my previous tenure, record development work was done. The politics of the opposition is limited only to appearances,” he added.

The Assembly members and ticket holders appreciated the steps taken by the Punjab government to help the flood victims. In the meeting, Chaudhry Pervez Elahi announced the upgrade of the hospital in Talagang and increase the number of beds to 100.

“The neglected areas will be given equal development. Plans will be formed in consultation with the members of the assembly.

On this occasion, Elahi said the promotion of green fuel will end environmental pollution and by supplying gas in our villages, the long-standing demand of the people will also be fulfilled.

LAHORE: Punjab Chief Minister Chaudhry Pervaiz Elahi on Wednesday made it clear to the Centre that no officer from Punjab could be removed unlawfully without the permission of the provincial government. Elahi was addressing a police conference at the Darbar Hall, Civil Secretariat, a day after Lahore CCPO Ghulam Mehmood Dogar was asked to relinquish his charge by the federal government.

Sources said the PMLN government was annoyed over the registration of a case against its MNA Javaid Latif over which the CCPO was held responsible.

However, the CM has asked the CCPO to continue working. The CM said no officer from Punjab would be returned unlawfully without the Punjab government’s permission.

“The Punjab government can stop the officers constitutionally and lawfully in view of public interest,” said the CM.

“We will enhance residential facilities for officers in GOR. The size of residences in GORwill be cut down and apartments will be built as many residences in GOR consist of eight Kanals. We will set up 150 police patrolling posts and the special police force will be granted a special salary package in rural areas.”

He said bunkers would be constructed in rural areas and the government would provide bulletproof vehicles, bulletproof jackets and special trackers in police vehicles. He disclosed that police officers holding law degrees would be made investigation officers as losing a case by police due to weak investigation caused embarrassment. He said the government was providing new vehicles to police. Three copies of FIRs for monitoring should be sent to the CM Monitoring Cell, DIG and SSP concerned. “We are considering setting up a force consisting of retired army commandos for rural areas.” The government would provide support and relief to policemen.

Elahi said the common man should be given speedy justice at police stations and asserted that it was the police duty to redress the grievances of every applicant without discrimination. He stressed that when the attitude of the common man changed about police, only then the police culture would change. He said the investigation process should be improved and made effective so that culprits do not escape punishments. He paid tribute to police officers and other officials for maintaining law and order during Muharram. He said he himself monitored law and order arrangements on the Chehlum of Hazrat Imam Hussain (RA). He appreciated the DPOs of Rahim Yar Khan and Rajanpur for taking action against criminals.

Provincial Home Minister Hashim Dogar said the proposal to give houses to police officers and staff members on soft conditions would be reviewed. Inspector General of Police Faisal Shahkar lauded the chief minister for resolving the problems of policemen. He assured that the police would leave no stone un-turned to protect the lives and properties of people. The additional IGP South Punjab said: “We will come up to the trust of the CM.”

Former federal minister Moonis Elahi also attended the conference. Chief Secretary Abdullah Sumbal, Principal Secretary to CM Muhammad Khan Bhatti, Inspector General of Police Faisal Shahkar, Additional Chief Secretary Home Asadullah Khan, Additional IGPs, DIGs, RPOs and CCPO Lahore attended the conference while all the CCPOs and DPOs of Punjab attended it via video link. The police officers gave their proposals for the betterment of law and order situation in the province.

Disregarding Pakistan Muslim League-Nawaz (PML-N) leader Rana Mashood’s statement about dethroning Pakistan Tehreek-e-Insaf (PTI) in Punjab, party leaders have called his claims purely hypothetical, saying that the fate of the provincial government rests with Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan, upon whose actions the situation depends.

A day earlier, former provincial minister Mashood had claimed that by the end of October, PML-N would dislodge the PTI-led coalition government and assume control of Punjab.

LAHORE: Punjab Chief Minister Chaudhry Pervaiz Elahi said on Sunday backdoor negotiations are underway at the moment despite long march, but Fawad Ch denied any talk are taking place.

He was talking to the media after laying the foundation stone of the Central Business District (CBD) Punjab Boulevard project here. He said whenever a long march is launched, backdoor negotiations always take place. He said that under the long march strategy, a new team comes for the long march in every district, and the participants in the long march would also stay in Gujrat.

He said under the CBD Punjab Boulevard project, roads remodelling would be carried out from Kalma Chowk to Liberty, and completion of the project would provide ease to citizens in transportation and save precious time of people.

The CBD Boulevard would cost approximately Rs4.2 billion, and it would be an example of its own not only in Lahore but also in Punjab and Pakistan. The project would help promote national and international investment.

According to the vision of Imran Khan, “We will provide all facilities to investors doing investment in the CBD project.” He said a separate cell would be set up in the Chief Minister’s Office to run the matters of investment relating to CBD on a fast-track basis.

He said during his previous tenure, he had launched a programme to computerise vehicles’ number-plates, adding that now the Punjab Information Technology Board (PITB) had started ‘Go Punjab App’, and citizens would be provided services online at their homes. Now citizens would not have to go to offices for getting token tax, driving licence, death and birth certificates, marriage certificate and other services.

Farmers have also been given the facility through the app for payment of ‘Abiana’ and ‘Malia’, adding that farmers need not to go to patwaris for the purpose. The stamp fee on property tax had been reduced to 1 per cent from 2 per cent, he added.

He said the ban on recruitments in the government departments had been lifted in Punjab. The advertisements for the purpose are being published in newspapers. “We have established five new districts in Punjab and are also going to make three new districts of Lahore,” the CM said adding that some parts of Kasur were also being included in the new Lahore district, and it would also be linked with the Motorway. The Motorway, after going through Kasur, would go to Pakpattan, Okara and Bahawalnagar, and then go up to Sindh after linking Bahawalnagar and Rahim Yar Khan. The CM also announced launch of Blue Line train project in Lahore. It would run from Model Town, Garden Town to Data Sahib, up to the old airport. It would be completed under BOT [build, operate, transfer] basis and discussion with the Asian Development Bank (ADB) in that regard had been started. The loan for the project would be acquired at 2 per cent interest rate, on soft conditions.

The CM said Shehbaz Sharif was only conducting press conferences and seeking loans, while Imran Khan was doing practical politics. He said CCPO Lahore was a good officer, he was doing an excellent duty and the provincial government would not relieve a competent officer.

Separately, Fawad Chaudhry said no talks with the government were under way. He said in a tweet, “[Information Minister] Marriyum Aurangzeb and [Interior Minister] Rana Sanaullah are jokers. Decision is to be made by the King of playing cards. They have constituted a 13-member committee, with whom we are to play cricket,” he said in without further elaborating.

PTI huddle resolves to dissolve Punjab, KP assemblies

• Date for dissolution to be decided after parliamentary parties’ meet

LAHORE: The Pakistan Tehreek-i-Insaf (PTI) senior leadership, led by party Chairman Imran Khan, on Monday formally decided to dissolve the Punjab and Khyber Pakhtunkhwa assemblies as well as tender resignations from the Sindh and Balochistan legislatures.

The meeting also decided that the PTI would approach the National Assembly speaker and push him to accept resignations of its legislators.

These decisions were taken in a meeting of the party’s senior leadership that Mr Khan hosted at his Zaman Park residence, a couple of days after announcing in his Rawalpindi rally that the party would disassociate itself from the “corrupt political system” in vogue by quitting from all legislative assemblies.

During the meeting that was attended by PTI Vice Chairman Shah Mahmood Qureshi and other senior leaders, Mr Khan consulted Khyber Pakhtunkhwa Chief Mini*ster Mehmood Khan over the dissolution of the provincial assembly to which the latter instantly respo*nded that it would be done as soon as required by the party leadership.

The former premier has also scheduled a meeting with his coalition partner in Punjab, Chief Minister Chaudhry Parvez Elahi, on Tuesday (today) for a formal consultation to dissolve the provincial assembly.

“We are standing with PTI chief Imran Khan and ready to dissolve the Punjab Assembly on his call. The PTI-PML-Q coalition has 191-member strength in the assembly,” Mr Elahi stressed in a tweet.

Furthermore, Mr Khan has scheduled meetings with the Punjab and KP parliamentary parties on Friday and Saturday, respectively, to finalise a date to dissolve both legislatures. “The final date for dissolving the assemblies will be announced after the parliamentary parties’ meetings,” PTI senior leader Fawad Chaudhry told the media after the meeting of the senior leadership.

Later, he said, PTI legislators will tender resignations from the Sindh and Balochistan assemblies as well.

“With the dissolution of Punjab and KP assemblies, and tendering of resignations by PTI legislators from the National and two other provincial assemblies, 567 seats – some 67 per cent – will fall vacant from the total 859. So, elections on these 567 seats will actually create an environment for the general elections,” Mr Chaudhry believed.

After the dissolution, the former minister said, the opposition would be invited to propose names for the constitution of interim governments in both provinces. The Election Commission of Pakistan would be responsible for holding “general” elections on all seats of both assemblies within 90 days, he added.

The party meeting also decided to constitute parliamentary boards to begin the process of selecting and awarding tickets to candidates in Punjab and KP in the next three days.

Insisting that the PTI’s popularity will not be dented even if the elections were delayed until next October, the PTI leader claimed all the Pakistan Democratic Movement parties would face the wrath of the masses in every poll. “This is Imran Khan’s confidence in the public support that he is ready to dissolve his own governments,” Mr Chaudhry remarked.

Responding to questions, the PTI leader disregarded the federal government’s plan to impose governor’s rule for being unconstitutional. He claimed the chief minister had constitutional powers to decide and dissolve an assembly.

Mr Chaudhry also maintained the PML-N could delay the dissolution of the Punjab Assembly for three days even if it tabled a no-confidence motion. “The PML-N doesn’t have 186 members in the Punjab Assembly, so such a move will surely be defeated,” he added confidently.

To a question whether outgoing army chief Gen Qamar Javed Bajwa did anything ‘positive’ during his six-year service, the PTI leader said the one good thing the general would do would be handing over charge to his successor on Tuesday (today).

On the PTI’s decision to dissolve the Punjab and KP assemblies, a party leader said it was a political move in the right direction, as they would capitalise on their popularity in the two provinces and form governments for the next five years. “In case of elections in Sindh and Balochistan also, the PTI will be required to focus only on these two provinces to give a tough time to the incumbent ruling parties there. Later, National Assembly votes can be easily gained on the basis of victories at the provincial level,” he said.

To a question whether all PTI legislators were on the same page over en masse resignations, the leader said party chief Imran Khan had disgraced all turncoats for selling their conscience to such a level that no one would dare violate the party discipline again.

The senior leadership meeting also strongly condemned the arrest of Senator Azam Swati and announced a women and children’s protest outside the Supreme Court’s Lahore registry.

Meanwhile, responding to reports from various quarters, Punjab Chief Minister Parvez Elahi tweeted that governor’s rule could not be imposed while an assembly was in session, and added the provincial government was taking every step within the ambit of Constitution and rule of law.

He said the opposition was in minority in the Punjab Assembly and that voting could not be allowed on a no-confidence motion while the assembly was in session.

A day before PTI Chairman Imran Khan’s promised announcement regarding the dissolution of the Punjab and Khyber Pakhtunkhwa assemblies, the war of nerves reached fever pitch as their coalition partner, the PML-Q, seemed to be looking for a larger slice of the general election pie.

After their attempts to convince party chief Imran Khan to delay the dissolution of assemblies for two more months apparently failed, the PML-Q reportedly said it would remain PTI’s political ally in the next general election, but demanded 25 to 30 seats across the Gujrat division, parts of south Punjab and Sialkot district.

The PML-Q currently holds the citadel of Punjab with its 10 MPAs.

PTI senior leader and former federal minister Fawad Chaudhry acknowledged that the PTI’s seat adjustment with the PML-Q was underway, adding that “the coalition partner will be given a share as per its (strength) and taken along”.

Mr Chaudhry said the PTI chief would announce the dissolution of both provincial assemblies in the much-awaited video-link address that would be heard live by massive public congregations at Liberty Roundabout in Lahore and all other divisional headquarters in the province.

Punjab Chief Minister Chaudhry Parvez Elahi and KP Chief Minister Mahmood Khan would be personally present in the public congregations.

“The dissolution of assemblies will kick-start the political process in the country,” he added.

Fawad Chaudhry said the PTI would continue its ‘Haqeeqi Azadi’ movement in the election campaign until the general elections day.

“Heading towards the general elections and political stability is the only solution to all the ills currently plaguing the well-being of the country.”

Separately, Chief Minister Parvez Elahi tweeted that Imran Khan’s decision would be final with regard to the dissolution of Punjab Assembly.

Mr Elahi also tweeted that the prime minister had become panic-stricken as he even failed to stabilise the economy.

“Masses will bash the incompetent group of 13 political parties in the days to come,” he added in his tweet.

In another tweet, Mr Elahi said the PML-N was an expert in telling lies and chided the federal government for blocking Punjab’s Rs176 billion and lack of support to the Punjab farmers in terms of Thal canal loan agreement.

After coalition partners’ meetings with Imran Khan and party leaders, led by Parvez Elahi’s son Moonis Elahi, the former information minister told the media persons that with the dissolution of Punjab and KP assemblies, the Election Commission of Pakistan (ECP) would be bound to hold the general election in both the provinces.

Sources privy to developments told Dawn that Mr Khan was also informed that the PDM government and ECP might delay general election in Punjab in the wake of the local government elections scheduled in April next — after the holy month of Ramazan.

Mr Chaudhry brushed aside the PML-Q’s projected stance that the PTI should let the ongoing development projects complete and said the 66pc youth bulge could no more be given a bait of development projects in their streets and adjacent roads.

“People are now overwhelmingly voting for the PTI candidates in the name of ‘Haqeeqi Azadi’ (real independence) movement.

Elahi’s detour to Pindi

Also on Friday, Punjab Chief Minister Parvez Elahi air-dashed to the garrison city of Rawalpindi and returned to Lahore after a brief meeting with an “important personality,” sources told Dawn.

This was the second such visit by Mr Elahi in over as many weeks as previously he had undertaken a similar tour on Dec 1. The chief minister had flown to Nur Khan Base in a special plane.

In another development, PM Shahbaz Sharif also held a meeting with another personality in Rawalpindi on Friday before departing for Lahore for the weekend, sources said.

PTI lawmakers and supporters are on their way towards assembling at Lahore’s Liberty Chowk today (Saturday) ahead of party chairman Imran Khan’s decision on dissolving the Punjab and Khyber Pakhtunkhwa assemblies.

Imran is expected to disclose the date of dissolution of the two assemblies — KP and Punjab — where his party is in power. Last month, Imran said that his party would disassociate itself from the “current corrupt political system” by quitting the two provincial assemblies.

The decision to dissolve assemblies was met with great objection from PML-N and PPP leaders — the main forces of the ruling Pakistan Democratic Movement government. Later, the PML-N had announced that it was ready to contest elections in case the PTI continued with its decision to dissolve the two assemblies.

Imran will make an “important address” to the nation at 8pm alongside the Punjab and Khyber Pakhtunkhwa chief ministers (CM).

Meanwhile, party leader Hammad Azhar lead a caravan of vehicles towards Liberty Chowk.

Footage from the venue showed a large crowd of people already gathered for Imran’s address.

The movement towards Liberty Chowk began in earnest after Imran wrapped up an important meeting with the Punjab and KP CMs at his Zaman Park residence.

Following the meeting, Punjab CM Parvez Elahi said that he returned Imran’s “mandate of the Punjab Assembly back to him”.

Parvez, his son Moonis Elahi and MNA Hussain Elahi were part of the meeting. KP CM Mahmood Khan, PTI Vice Chairman Shah Mahmood Qureshi, senior leaders Asad Umar, Fawad Chaudhry, Pervez Khattak, Shibli Faraz, Ali Amin Gandapur and others were also present.

According to a press release from the CM Secretariat about the meeting’s details, the PTI chairman will announce his decision pertaining to the dissolution of assemblies alongside the two chief ministers.

Parvez highlighted how the politics of Imran’s rivals “has been defeated”, adding that “rumour mongers will continue to fail as before”.

Meanwhile, Moonis said the unity between the PML-Q and PTI was “stronger than ever”. “We will say yes to Imran Khan’s voice,” he added.

Earlier in the day, Azhar urged the people of Lahore to participate in the party gathering at Liberty Chowk today. “You need to come out once again today for your economic rights,” he said in a press conference.

The PTI is gearing up for provincial elections following the expected dissolution of the Punjab and KP assemblies — what it calls necessary to bring “political stability” to the country.

Parvez has repeatedly announced his loyalty and support to Imran by assuring him that he would dissolve the Punjab assembly whenever Imran would ask him.

CM Mahmood has also asserted that he would not waste “a single minute” in dissolving the KP assembly when party leader Imran directs to do so.

PM Shehbaz calls for ‘political stability’
As the PTI geared up to unveil plans for the dissolution of Punjab and KP assemblies, Prime Minister Shehbaz Sharif called for political stability in the country and slammed his opponents for “spreading anarchy”.

“It is required for the sake of loyalty to Pakistan and allegiance that there must be economic stability,” a statement issued by the Prime Minister’s Office (PMO) today quoted the premier as saying.

In a statement carried by state-run APP, PM Shehbaz said that only political stability and an economic charter could “strengthen Pakistan’s national solidarity”.

“The people who had laid land mines in the economic foundations of the country, are out to do the same in the political foundations of the country,” Shehbaz stated in a veiled reference to the PTI leadership.

He said that it was the “desire of someone” that Pakistan should be pushed into [financial] default but assured that neither it would happen nor would they let it happen.

“The people who had hurt public confidence are now out to dissolve assemblies,” he added, claiming that their objective was to create political instability.

“There is no doubt that economic havoc was brought under an agenda and the political instability is a continuity of that action,” he opined.

Shehbaz called upon the nation to ponder why the “wrongdoing junta” suddenly swung into action whenever the country was taken on the path of economic prosperity.

“The political miscreants wanted to force the world to not invest in Pakistan by spreading anarchy, besides hampering the efforts for rehabilitation of the flood-affected people,” Shehbaz said.

He lambasted his political opponents for being self-centric and interested in their political interests and for not being concerned about the plight of the flood victims or the efforts to save them from the harsh winter conditions, hunger, and diseases.

The prime minister vowed that they would rid the public of food inflation and unemployment similar to how they delivered their promises by removing “a liar and corrupt government” with the power of the Constitution.

He also said that in order to provide employment to the youth, it was necessary to get rid of the “politically unemployed”.

The premier went on to advise his political opponents to take pity on the condition of the people of Pakistan, adding that real politics was to bring the public out of the curse of poverty and unemployment.

Shehbaz added that during the past four years of the previous government’s tenure, the people had endured economic upheaval and exhorted the PTI leaders to not create hurdles in the economic prosperity of the country.

Meanwhile, Interior Minister Rana Sanaullah blamed the PTI’s “sedition, riots and anarchy” for “destroying Pakistan’s economy”.

He said that if elections did take place, Imran’s “riotous thinking” would not change.

The minister claimed that the PTI chairman’s agenda was not an election but rather crashing the economy.
 
Former prime minister and Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan is addressing the nation to announce the decision on dissolving the Punjab and Khyber Pakhtunkhwa (KP) assemblies, ARY News reported on Saturday.

According to details, the former premier was addressing the nation alongside the Punjab and Khyber Pakhtunkhwa chief ministers (CM), Pervaiz Elahi and Mahmood Khan, respectively.

PTI lawmakers and supporters have assembled at Lahore’s Liberty Chowk to hear Imran Khan’s decision on dissolving the assemblies. Imran is expected to reveal the date of dissolution of the two assemblies – where his party is in power.

Earlier in the day, Punjab Chief Minister (CM) Chaudhry Pervaiz Elahi reaffirmed his support for Pakistan Tehreek-e- Insaf (PTI) Chairman Imran Khan, acknowledging that he owed his government to former prime minister.

According to details, the chief minister made these remarks during a meeting with former premier and PTI Chairman Imran Khan at the latter’s residence in Lahore’s Zaman Park.

Moonis Elahi and MNA Hussain Elahi were also present on the occasion. Moreover, the meeting was attended by KP Chief Minister (CM) Mahmood Khan, Shah Mehmood Qureshi, Asad Umar, Fawad Chaudhry, Pervez Khattak and other PTI leaders.

During the meeting, matters related to dissolution of assemblies came under discussion. Imran Khan will announce the date of dissolution of assemblies along with Chief Ministers of Punjab and Khyber Pakhtunkhwa.

Speaking on occasion, the Pakistan Muslim League-Quaid (PML-Q) leaders vowed to support ‘every’ decision made by the former prime minister. CM Pervaiz Elahi noted that he owed the Punjab government to Imran.

Punjab Chief Minister Chaudhry Pervaiz Elahi on Sunday denounced Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan’s comments targeting former chief of army staff (COAS) General (retd) Qamar Javed Bajwa.

“I was very offended when Imran Khan spoke against Gen Retd Bajwa,” said Pervaiz Elahi adding that “Bajwa sahib is our benefactor and one should not speak against their benefactors.”

Speaking informally with journalists, the CM also held that the former army chief has “done a lot” for the PTI chief and “favours should not be forgotten”.

“If there is any further talk against Gen (retd) Bajwa, then my party and I will be the first ones to defend him,” he warned.

"General [retd] Faiz Hamid committed many abuses,” he regretted as he alleged that the former military official had “tried to put us behind bars” and that he was “against us”.

Pervaiz Elahi also revealed that he had taken the matter up with the ex-COAS when he was in office and that Gen (retd) Faiz had then informed that the alleged political persecution had been ordered by Imran Khan.

“Imran Khan wouldn’t even let Moonis [Elahi] sit next to him,” he continued, “but we fully supported Imran despite that”.

“When Imran Khan told us to dissolve the [Punjab] Assembly, then we had agreed straight away,” he added stressing that “we are not against Imran Khan or the PTI, we stand with them; but we cannot bite the hand that feeds us”.

‘Gen Bajwa conspired against my govt’

The former prime minister, who was ousted through a parliamentary revolt earlier this year, during his address at a rally at Lahore's Liberty Chowk yesterday had said that former army chief General (retd) Qamar Javed Bajwa was behind the conspiracy to oust his government through the no-confidence motion.

"Question is who was responsible? One man was responsible and his name is Gen Bajwa. I did not use to take his name because he was the army chief. We did not want the army to be badmouthed. We want a strong army," he said.

Imran Khan said that Gen Bajwa was behind the conspiracy. "They [the establishment] thought Dar and Shehbaz were some kind of geniuses that they will run [the] government better than us," he added.

After my government fell, Imran continued, the masses supported the PTI. "Our popularity increased even more after the no-confidence motion. Despite all efforts, they lost by-elections," he added.

Addressing the audio leaks featuring him, Imran said that his phone was tapped when he was the prime minister in violation of the Official Secrets Act. “Where does this happen? If I am talking to my principal secretary then that was leaked.”

Imran claimed that according to an opinion poll, 70 per cent of the populace was demanding a fresh election – a fact he had tried to drive home through his second long march.

He went on to lash out at the incumbent rulers over what he called atrocities on his party, saying that even during General (retd) Pervaiz Musharraf's martial law, he had not witnessed such violence.

"They committed atrocities on us. They put me in jail during Musharraf's regime but I never witnessed violence I saw during this tenure," he claimed.

Imran said that their social media workers were picked and after giving them a beating, they were released the next day.

He said that PTI leader Senator Azam Swati was stripped naked and beaten just because of one tweet. "All that because of a tweet which had truth in it? Everyone knows NRO-2 was given by General Bajwa."

Imran said that when he was the premier, he used to ask General Bajwa to take action against the "thieves" as National Accountability Bureau (NAB) was under him. "He used to say to me forget about accountability and fix the economy. How can Pakistan progress if you let these dacoits go scot-free? No society can progress until there is a rule of law. The big thieves destroy a country, not the small ones," he remarked.

"As prime minister, I will tell the public how you saved people," he told the participants.

‘Had an inkling about conspiracy year ago’

The former prime minister said that he foresaw that a conspiracy was being plotted against him a year ago before it was executed and Shehbaz's name was popping up for the premier's post despite him having corruption cases worth Rs16 billion against his name.

"Whenever I used to ask General Bajwa, he used to say we will never do it [accountability] because we want continuity," he said.

"General Bajwa used to say they are corrupt but now he is fine with them. Are we cattle? Wherever you take us we will go," he added.

“When I was leaving in March, I had a security threat to my life. I knew they will label it [attempt at his life] as religious extremism. I salute Bushra Bibi who used to say to me that this is jihad and you should go out. When I will be able to walk, I will be on the streets again. It is jihad for me and I will never stop," Imran maintained.
 
Prime Minister Shehbaz Sharif on Sunday visited PML-Q President Chaudhry Shujaat Hussain at his residence in Lahore.

The meeting came a day after PTI Chairman Imran Khan announced that his governments in Punjab and Khyber Pakhtunkhwa will dissolve their assemblies on December 23 (Friday) to pave the way for fresh elections.

The former prime minister made the announcement in a video address with Punjab Chief Minister Parvez Elahi and Khyber Pakhtunkhwa Chief Minister Mahmood Khan by his side.

PM Shehbaz, during his meeting with Shujaat today, enquired about his health and presented him with a bouquet of flowers.

Both leaders discussed the prevailing political situation in the country, according to a press release. The prime minister apprised Shujaat of the measures taken by the government to tackle inflation and provide relief to the public.

The PML-Q chief appreciated the efforts of PM Shehbaz to rid the country and its people of the problems being faced, the statement added.

Furthermore, Shujaat and the prime minister agreed to strengthen their mutual cooperation in the future.

The two leaders agreed that political stability and close cooperation were essential to get the country out of the problems it is facing, the press release added.

National Food Security Minister Tariq Bashir Cheema, Board of Investment Minister Chaudhry Salik Hussain — Chaudhry Shujaat’s son — and Special Assistant to the Prime Minister Malik Muhammad Ahmad Khan were also present.

It is pertinent to mention that the incumbent Punjab Chief Minister Elahi belongs to the PML-Q but has chosen to side with Imran and be PTI’s ally.

Elahi has time and again publicly declared that the Punjab Assembly is the PTI chief’s mandate and that he will dissolve the assembly whenever Imran tells him to.

In a major development on Monday, the opposition parties in the Punjab Assembly — the Pakistan Muslim League-Nawaz (PML-N) and Pakistan People's Party (PPP) — submitted a no-confidence motion against Chief Minister Chaudhary Pervaiz Elahi.

The no-trust motion was submitted in the provincial assembly against the Chief Minister, Speaker Sibtain Khan and Deputy Speaker Wasiq Abbasi, Express News reported.

The no-confidence motion stated that the PPP and PML-N lawmakers had lost confidence in CM Elahi's ability to lead the House, hence he should take a vote-of-confidence from the assembly again.

Following the submission of the no-trust motion, Punjab Governor Balighur Rehman summoned session of Punjab Assembly on December 21 (Wednesday) “for the chief minister to seek vote of confidence from the House”.

The governor in an order shared on his official Twitter handle said that the chief minister has “lost the confidence of his party president Chaudhry Shujaat Hussain and members of his own party belonging to the PML-Q”.

“It is widely known that over the last few weeks serious differences of opinion erupted between two coalition parties of the ruling alliance in the Punjab Assembly i.e. PTI and PML-Q regarding political strategies, dissolution of the assembly, development schemes, and transfers of public officials,” it added.

The governor in the order also referred to alleged rifts between PTI and PML-Q, saying, “The chief minister has stated in a TV programme on Dec 4 that he is not going to dissolve the provincial assembly until March 2023, a position which is completely at odds with the PTI’s public opinion on the issue.”

The development comes days after Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan announced that his party would dissolve assemblies in Punjab and Khyber-Pakhtunkhwa on December 23 (Friday), staking his hard-earned political ground on a bid to trigger early elections.

The PML-N was reportedly planning to prevent the possible dissolution of the Punjab Assembly, as party sources revealed on Saturday to The Express Tribune that it was likely to submit a no-confidence motion against Punjab Chief Minister Elahi and Punjab Assembly Speaker Sibtain Khan.

The PML-N leadership had reportedly given a green signal to submit a motion of no-confidence in a bid to prevent the possible dissolution of the assembly by the PTI.
 
NO-TRUST MOTION SUBMITTED AGAINST PUNJAB CM PERVAIZ ELAHI

The opposition parties, Pakistan Muslim League Nawaz (PML-N) and Pakistan People’s Party (PPP), have submitted no-trust motion against Punjab chief minister, speaker and deputy speaker to the provincial assembly’s secretariat, ARY News reported on Monday.

The opposition parties in Punjab have submitted no-trust motion against Chief Minister Pervaiz Elahi, PA Speaker Sibtain Khan and Deputy Speaker Wasiq Qayyum Abbasi.

The PML-N and PPP lawmakers reached the Punjab Assembly today to submit the no-confidence motion.

While talking to ARY News, PML-N leader Khawaja Imran Nazir confirmed the development. He claimed that the opposition parties will give a good surprise to the people of Punjab.

He confirmed that the particulars related to the no-trust motion were received by the PA secretary. Nazir said that the no-confidence motion was submitted in accordance with the law after completing the required numbers.

Moreover, PML-N leader Khalil Tahir Sandhu said the governor’s secretariat was contacted to seek his orders to the chief minister for getting the vote of confidence from the provincial assembly.

A requisition was submitted to the governor’s house secretariat for the vote of confidence, said Sandhu, adding that CM Pervaiz Elahi will be asked to get the vote of confidence besides facing the no-trust move.

The Pakistan Democratic Movement (PDM) parties have made their political move to stop the dissolution of the Punjab Assembly after Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan announced to dissolve the provincial assemblies on December 23.

Punjab Assembly Speaker Sibtain Khan on Tuesday termed “illegal, against the provisions of the Constitution and thus stand disposed of” the Punjab governor’s orders directing Chief Minister Parvez Elahi to seek a vote of confidence in a special assembly session to show he still commands a majority.

In his two-page ruling, the speaker maintained that the governor’s orders were not in accordance with Article 54(3) and Article 127. “The house is in session since Oct 23, 2022, and under Article 54(3) and 127. No fresh session can be convened unless and until the current one ends,” the order read.

Referring to the Mian Manzoor Ahmad Wattoo vs Federation of Pakistan case, Mr Khan said that the CM has to be given 10 clear days to win the vote of confidence. He added this “time span was mandatory”, which is missing in the governor’s order.


Subsequently, the PA speaker summoned the house on Friday afternoon, virtually killing the proceedings of the vote of confidence and the governor’s orders.

‘Constitutional battle’

With both sides sticking to their respective positions at the time of going to print, an acrimonious constitutional battle is undoubtedly going to ensue, adding further fuel to the already volatile political situation.

Legal experts, however, believe if the chief minister fails to win vote of confidence in the timeframe set by Governor Balighur Rehman, i.e. 4pm today (Wednesday), the office of Chief Minister would fall vacant — plunging the province into a deep constitutional crisis.

They said this would also expose the practitioner to legal consequences over the purported obstruction. “Those facilitating such constitutional misadventure can be proceeded against as such,” cautioned Advocate Usama Khawar. It would exactly be the same position when during the no-confidence motion against then-prime minister Imran Khan in April [this year], the court later held few individuals guilty of violating the Constitution. “They were not proceeded against, but it cannot be held as precedent or guarantee that it would not happen next time,” he warned.

“Otherwise a figurehead of the province, especially after the 18th Amendment, Article 130 and its sub-clause 7 give discretionary powers to the governor – and do so for a reason. Like the president at the centre, it is the governor who initiates and sets the course of vote of confidence in the province. The chief minister holds office at his pleasure. This is constitution, not interpretation of it,” Mr Usama maintained.

Advocate Supreme Court Malik Awais Khalid agreed. “Article 130 and its sub-clause 7 that deal with the subject clearly state that the governor in his own satisfaction (read discretion) decides when, in his opinion, the chief minister requires a fresh mandate from the house.”

“This is an independent provision, which does not require contingent conditions…The only requirement is that he would fix the time for the chief minister to go through the process and that procedure is also final. If it is not completed within the fixed timeframe, the chief minister is considered to have lost the confidence of the house and his seat,” Mr Malik asserted.

Meanwhile, the experts were also clear about the consequences. “If the vote of confidence process is not completed by today afternoon, the incumbent chief minister would not only lose his office, but he cannot continue even as caretaker — a normal practice of keeping the seat warm till the next one is appointed,” they added.

In the face of the Punjab Assembly speaker’s intention not to comply with the governor’s directive requiring Chief Minister Parvez Elahi to obtain a vote of confidence from the house, the interior minister has claimed if the order isn’t followed through the governor may notify the CM ceasing to hold office.

On the other hand, the Pakistan Democratic Movement (PDM) continued its consultations on the future of the provincial legislature with PPP leader Asif Ali Zardari calling on PML-Q President Chaudhry Shujaat for the second time since Sunday.

After a meeting at the Governor House here, Interior Minister Rana Sanaullah has warned if Elahi did not obtain a vote of confidence on Wednesday (today), he would cease to be the chief executive of the province.

“The Punjab Assembly speaker’s stance that the assembly is in session, so the CM cannot be asked to obtain a vote of confidence is wrong. If Mr Elahi fails to do so, he will cease to be the CM,” he maintained.


Zardari, Shujaat discuss candidate for CM’s office post no-trust vote

The meeting was also attended by Governor Baligur Rehman, federal ministers Tariq Bashir Cheema and Saad Rafique, and special assistants to the premier Aun Chaudhry and Malik Ahmad Khan. Prime Minister Shehbaz Sharif also attended the meeting via a video link from Islamabad and discussed the party’s strategy to ‘save’ the assembly.

Mr Sanaullah said the governor would issue an order barring the chief minister from holding the office in case he did not get a vote of confidence by Wednesday afternoon. He further said Mr Elahi had claimed he and 99 per cent of the MPAs did not want dissolution of the PA on the ‘wish’ of one person (Imran Khan).

“Parvez Elahi will have to explain that if he is not in favour of dissolution of the assembly then why he is doing so. [Imran Khan] wants to trigger crises in Punjab. The nation and the institutions agree that this man should be stopped from committing the senseless act,” he said.

The minister, who is also the PML-N’s Punjab president, said the governor would call for election of the chief minister in case Mr Elahi failed to secure a vote of confidence. To a question about the PDM’s contacts with the PML-Q regarding about nominating a candidate of the alliance for the CM’s office, he said: “All allies are in touch in this regard,” he added.

When asked whether the federal coalition tried to woo Elahi, PM’s Special Assistant Malik Ahmad Khan said: “Parvez Elahi has declared that he is with the PTI.”

When asked if Mr Khan’s name was being floated as the CM candidate of the coalition, he said his “conscious effort for this position is only for Hamza Shehbaz”.

Mr Hamza, the opposition leader in the Punjab Assembly, is currently in London with his uncle Nawaz Sharif. “In case the PTI-PML-Q decides to take up the no-trust motion against the CM, Hamza will have to rush back,” a PML-N lawmaker told Dawn.

When asked why Hamza was even away at a time when his party needed him here the most, the lawmaker said: “Hamza does not have anything to do regarding efforts to woo the PML-Q MPAs or holding talks with Mr Elahi. PPP’s Asif Zardari and PML-Q’s Chaudhry Shujaat have been tasked with this important job.”

‘Sought after’ PML-Q MPAs

Meanwhile, the federal ruling alliance has its eyes set on the 10 PML-Q lawmakers in Punjab as the tally – in case the no-confidence resolution is taken up -- may swing in its favour if at least seven of the MPAs are ‘persuaded’ to change their loyalties.

According to a party insider, both Mr Zardari and Chaudhry Shujaat have been working on these lines.

Moreover, with speculations rife that the PDM is making efforts to make CM Elahi switch sides, his son and PML-Q leader Moonis Elahi called on Pakistan Tehreek-i-Insaf (PTI) Chairman Imran Khan on Tuesday and vowed to stand with him.

“Held a meeting with Imran Khan and finalised a strategy to dissolve the Punjab Assembly. No matter how much effort the PDM makes, it cannot stop early elections. In the coming elections, victory is for Imran Khan,” Moonis tweeted.

In response to another tweet about the PDM’s ‘offers’ to Mr Elahi, Moonis said: “Not interested…absolutely not.”

PPP-PML-Q parleys

Separately, former president Zardari met Chaudhry Shujaat as part of their consultations on the future of the Punjab Assembly.

PM’s Special Assistant Mr Khan briefed the two leaders about the constitutional and legal intricacies of the governor’s order to CM Elahi to seek a vote of confidence and the opposition’s no-confidence motion against the CM.

Federal ministers Salik Hussain and Tariq Bashir Cheema of the PML-Q as well as Sindh minister Nasir Hussain Shah were also present during the huddle.

Sources said the PPP also planned to introduce its candidate for the CM’s slot in case efforts failed to dissuade Mr Elahi from dissolving the assembly and to join the PDM. Mr Zardari discussed with Shujaat if the PML-Q would support the move that was reportedly backed by PML-N supremo Nawaz Sharif, who has already withdrawn his nephew Hamza from the race to the CM’s office by calling him to London a few days ago.

Sources privy to the development said although a couple of members of the ‘House of Sharif’ wished to control the province as de facto rulers by nominating a PML-N member for the office, the PPP is trying to present Makhdoom Usman, a son of former Punjab governor Makhdoom Ahmed Mahmood, as a better alternative.

MPA Ali Haider Gilani, a son of former premier Yousaf Raza Gilani, and PPP Punjab General Secretary Hassan Murtaza are also being considered dark horses in the race.

After Punjab Chief Minister Chaudhry Pervez Elahi refused to seek a vote of confidence from the provincial assembly, PML-N leader Atta Tarar expressed confidence on Wednesday that Governor Balighur Rehman will issue a new notification on the matter by 10pm tonight.

“We will also be holding an important press conference at 10pm,” he told Dawn.com over the phone.

Tarar’s statement comes after the expiration of the deadline set by the governor, i.e. 4pm today, for the chief minister to obtain a vote of confidence from the provincial assembly.

On Tuesday, Punjab Assembly Speaker Sibtain Khan had termed the governor’s orders as “illegal, against the provisions of the Constitution and thus stand disposed of”.


In his two-page ruling, the speaker maintained that the governor’s orders were not in accordance with Article 54(3) and Article 127. “The house is in session since Oct 23, 2022, and under Article 54(3) and 127. No fresh session can be convened unless and until the current one ends,” the order read.

Earlier, Tarar told the media that a high-level meeting was underway at the Governor House with party leaders Uzma Bukhari, Khalil Tahir Sindhu and others in attendance.

“We will proceed according to the law and Constitution […] our discussions [regarding the matter] are underway. No one can run away from a vote of confidence,” he said.

The PML-N leader added that MPAs and other legal experts have arrived at the Governor House for deliberations on the matter.

PML-Q ‘wholeheartedly’ standing with PTI: Elahi
Meanwhile, CM Elahi has also said that his party was “wholeheartedly” standing with PTI chairman Imran Khan.

“Muslim League Quaid-e-Azam is united and will remain united. Rumor mongers are following a specific agenda,” he tweeted, adding that the “nefarious intentions” of those propagating differences will fail.

He also held a parliamentary party meeting with PML-Q lawmakers. In a tweet, the chief minister said that the participants discussed the political situation of Punjab and chalked the way forward for the party.

PTI warns against any ‘adventures’
Earlier today, PTI leader Fawad Chaudhry warned the governor to “refrain from any adventures”.

Speaking to the media in Islamabad today, he asserted that the vote of confidence would not be held today, saying that the speaker had also issued a ruling in this regard.

Later, in a tweet, the PTI leader said that Elahi had the “complete support” of 187 members of the provincial assembly.

“Ten lawmakers of PML-Q have also expressed confidence in the chief minister. Tomorrow, 177 PTI MPAs will gather in favour of Elahi,” he stated, adding that the political crisis in Punjab was a reflection of the need for snap polls.

PTI cannot ‘resist’ the Constitution, says Sanaullah
On the other hand, Interior Minister Rana Sanaullah said that the PTI could not “resist” the Constitution.

In a tweet, he said the rules stated that the chief minister would cease to hold office if he did not seek a vote of confidence from the provincial assembly. He further said that it was up to the governor to decide when to order the chief minister to seek a vote of confidence.

“We know that they don’t have the numbers required. If they do [have the requisite numbers], then go for the vote of confidence,” the interior minister said.

Earlier, in an interview with SAMAA TV, Sanaullah said that the Constitution gave the governor the authority to ask the chief minister to hold a vote of no confidence “anytime” he wanted to.

Citing Clause 7 of Article 130, the minister said that the governor had the right to ask so as the chief minister “holds the office with the pleasure of the governor”.

He added that Elahi will cease to be the chief minister if he does not abide by the governor’s directives “with effect from the time” of summoning the assembly meeting.

Govt makes moves against Elahi
After days of hectic politicking, the Pakistan Democratic Movement (PDM) alliance on Monday sprang its own trap to limit the options available to Elahi ahead of the Imran Khan-announced dissolution of the provincial assembly, which is supposed to happen this Friday.

In a double-edged move, the Punjab governor asked the chief minister to obtain a vote of confidence from the Punjab Assembly, while PML-N and PPP lawmakers submitted a separate no-trust resolution against him in a bid to bar him from dissolving the assembly.

The move followed a meeting of party leaders from the PDM coalition, chaired by Prime Minister Shehbaz Sharif.

Under the law, the chief minister cannot dissolve the assembly if a no-confidence motion has been moved against him, while the governor’s requirement for the CM to seek a vote of confidence from the house means he has to ensure that he manages to secure 186 votes.

The PTI has 177 while the PML-Q has 10 members in the Punjab Assembly. On the other hand, the opposition boasts a combined 176 members from the PML-N, PPP and Rah-i-Haq parties.

Legal experts, however, believe if the chief minister fails to win vote of confidence in the timeframe set by Governor Balighur Rehman, the office of Chief Minister would fall vacant — plunging the province into a deep constitutional crisis.

They said this would also expose the practitioner to legal consequences over the purported obstruction. “Those facilitating such constitutional misadventure can be proceeded against as such,” cautioned Advocate Usama Khawar. It would exactly be the same position when during the no-confidence motion against then-prime minister Imran Khan in April [this year], the court later held few individuals guilty of violating the Constitution. “They were not proceeded against, but it cannot be held as precedent or guarantee that it would not happen next time,” he warned.

“Otherwise a figurehead of the province, especially after the 18th Amendment, Article 130 and its sub-clause 7 give discretionary powers to the governor – and do so for a reason. Like the president at the centre, it is the governor who initiates and sets the course of vote of confidence in the province. The chief minister holds office at his pleasure. This is constitution, not interpretation of it,” Mr Usama maintained.

Advocate Supreme Court Malik Awais Khalid agreed. “Article 130 and its sub-clause 7 that deal with the subject clearly state that the governor in his own satisfaction (read discretion) decides when, in his opinion, the chief minister requires a fresh mandate from the house.”

“This is an independent provision, which does not require contingent conditions…The only requirement is that he would fix the time for the chief minister to go through the process and that procedure is also final. If it is not completed within the fixed timeframe, the chief minister is considered to have lost the confidence of the house and his seat,” Mr Malik asserted.

Meanwhile, the experts were also clear about the consequences. “If the vote of confidence process is not completed by today afternoon, the incumbent chief minister would not only lose his office, but he cannot continue even as caretaker — a normal practice of keeping the seat warm till the next one is appointed,” they added.

Elahi constitutionally no longer Punjab CM after skipping confidence vote: Sana

Interior Minister Rana Sanaullah on Thursday said Chaudhry Parvez Elahi had “constitutionally” ceased to be the Punjab chief minister after skipping the vote of confidence.

Punjab Governor Balighur Rehman had asked Elahi to take a confidence vote by 4pm yesterday, which did not materialise.

Speaking to the media in Lahore today, the security czar made it clear that Elahi cannot advise dissolving the assembly now, terming it “illegal and unconstitutional” and against the rules of the assembly.

Sanaullah was referring to the PTI’s plans to dissolve the provincial assemblies of Khyber Pakhtunkhwa and Punjab, where it is in power tomorrow.

“The governor’s order denotifying Elahi as the chief minister is now just a formality,” he said. “I think it will be issued today.”

The PML-N leader added that a notification will be issued as soon as the governor issues an order and it will be implemented immediately.

“If this constitutional decision is resisted and its implementation is stopped, the governor can write to the federal government,” Sanaullah said. “After the cabinet’s approval, the federal government can send his advice to the president to approve the imposition of governor’s rule in the province.”

The interior minister asserted that the president is bound to follow the advice of the prime minister.

“The second option we have is that parliament can pass a resolution and then governor’s rule will be imposed for two months,” he added. “After two months, another resolution can be passed and the governor’s rule can be extended for six months.”

Dispelling the impression of a political quagmire, Sanaullah said: “[When] a person (Elahi) himself had said a majority of his party members were not in favour of dissolving the assembly and still signed the [dissolution advice] papers anyway, it becomes the governor’s duty to take action.”

Responding to a question about who would be the new Punjab CM, the interior minister said the PML-N has not yet made a decision about it. “But Hamza is our parliamentary leader and has managed the party well. I think he’ll be our candidate.”

Sanaullah said the first business of the next parliamentary meeting will be to elect a new chief minister.

He added that preparations had also begun to welcome Nawaz Sharif. When asked about the timing of Nawaz’s arrival, Sanaullah said he could come back whenever he wanted. “He is our leader, he will give the return date.”

Commenting on recent audio leaks of PTI chief Imran Khan, the minister said: “In closed gatherings, PTI members also admit that the audios are real and they joke about it.”

The Lahore High Court (LHC) on Friday reinstated PML-Q leader Chaudhry Parvez Elahi as the Punjab chief minister after he submitted an undertaking assuring the court that he would not dissolve the provincial assembly until the next hearing scheduled for January 11, 2023.

The court issued the directives as a five-member bench took up Elahi’s plea challenging Punjab Governor Balighur Rehman’s orders to de-notify him as the provincial chief executive.

The court also restored the provincial cabinet.

On Thursday night, the Punjab governor sprang into action and denotified Elahi as chief minister of the largest province in a bid to forestall ousted premier Imran Khan’s plan to dissolve the Punjab Assembly (PA).


In his order dated Dec 22, the governor said that since the chief minister had refrained from taking a vote of confidence at the appo*i*nted day and time, he ceased to hold the office. Rehman, however, asked Elahi to continue working as chief minister until his successor takes charge.

Subsequently, Elahi approached the court earlier today, saying the move was “unconstitutional, unlawful and of no legal effect”.

The hearing was put off for an hour after the court asked Elahi’s counsel, Barrister Ali Zafar, to seek an assurance from his client with regards to not dissolving the assembly.

When the hearing resumed Elahi, through his counsel, submitted an undertaking wherein he said he would not dissolve the provincial assembly until the next hearing.

“If me and my cabinet are reinstated, then I will not send the assembly dissolution summary to the governor till the next hearing,” the undertaking, which was read aloud by Zafar in the courtroom, said.

Subsequently, the court reinstated Elahi as the Punjab chief minister and directed the respondents to submit a reply at the next hearing scheduled for January 11.

Speaking to the media outside the courtroom, Elahi’s son, Moonis Elahi, said that the PML-Q respected the judiciary. “We will seek a vote of confidence and will dissolve the assembly the same day,” he said.

For his part, Elahi said that the decision to dissolve the assembly was “final”, adding that PTI chief Imran Khan’s decision in this regard would be “fully implemented”.

“The imported government wants to run away from elections. We will present the imported government in the people’s court and the people will make the final decision,” he said.

Elahi will dissolve assembly after trust vote, says Imran

Amid growing deliberations among Pakistan Tehreek-i-Insaf (PTI) legislators that the party should seriously consider its ally PML-Q’s advice — apparently coming from the establishment — to delay dissolution of the provincial assemblies, PTI chief Imran Khan is confident Chief Minister Chaudhry Parvez Elahi will dissolve the Punjab Assembly soon after taking a vote of confidence.

“With the dissolution of Punjab and Khyber Pakhtunkhwa assemblies, the powers-that-be will be compelled to hold elections, and I foresee the polls in April,” Mr Khan told the media at his Zaman Park residence on Sunday.

“I am in touch with the new [military] establishment,” he explicitly claimed in the same breath.

The Majlis Wahdat-e-Muslimeen (MWM) on Monday announced that it would not give a vote of confidence to Punjab Chief Minister Chaudhry Pervaiz Elahi.

In a statement released by the party, the MWM Political Council said that it has taken the decision after consultation with its leadership.

According to the party spokesperson, the MWM has expressed "serious concerns over some of Elahi's actions" and said that its member of the Punjab Assembly Syeda Zahra Naqvi will not give him a vote of confidence.

PTI-‘Q’ merger in the works, Imran reveals

Pakistan Tehreek-i-Insaf (PTI) and Pakistan Muslim League-Q (PML-Q) are in talks to fight the next general elections on the same symbol, PTI Chairman Imran Khan has said.

In an interview with the GNN TV channel that aired on Monday, the PTI chairman said he has also recommended that PML-Q merge with the PTI.

Calling the coalition politics “tough,” he said partners use the leverage to extract benefits from the government.

“That’s why we are trying to fight the election on one symbol.”

Punjab Chief Minister Chaudhry Parvez Elahi rejected on Thursday the senior ruling coalition partner’s demand to take a vote of confidence from the provincial assembly.

“Since I do not consider the governor’s order (seeking trust vote) as legal and legitimate, I will not go for it since it will legalise an illegal move,” he told media during his visit to the Chaudhry Parvez Elahi Institute of Cardiology in Wazirabad.

Punjab Chief Minister Chaudhry Pervaiz Elahi has said that Prime Minister Shehbaz Sharif has been “badly exposed” after coming to power.

While addressing the 7th Convocation of the University of Gujarat, he remarked that Shehbaz’s name was included in the Guinness Book of World Records for “lying”, but the Sharifs “have kept it a secret”.

The CM said that Shehbaz came to power and stopped the work of the Institute of Cardiology, Wazirabad.

“I do not understand why these people do such things. These people have brought the storm of inflation with them. These people come and leave with dollars,” he said.

He also said that Pakistan Tehreek-e-Insaf (PTI) Chairman Imran Khan was a “true and honest person”.

“Imran Khan is neither afraid, nor bowing down, and only concentrates on work,” he remarked.

Punjab CM’s family placed on ECL ahead of fresh probe

As Punjab is heading towards a political showdown between the PTI/PML-Q and PDM on the issue of the chief minister’s trust vote, the latter (PML-N-led coalition) has placed the names of Chaudhry Parvez Elahi’s family members on the no-fly list in connection with a fresh money laundering probe, opened against them by the Federal Investigation Agency (FIA).

Elahi’s trust vote not part of today’s Punjab Assembly agenda

A day after former prime minister Imran Khan changed his mind and agreed to put off the vote of confidence that he insisted the Punjab chief minister must take before Jan 11, it appears Parvez Elahi is unlikely to go ahead with the exercise when proceedings of the 42nd session of the provincial assembly resume on Monday (today) — if the day’s agenda issued by the assembly secretariat is anything to go by.

However, the opposition parties, led by the PML-N, are set to show their power in the house.

The 11th sitting of the session, which began on Oct 23, 2022, will be held at 2pm when the assembly meets after a break of 16 days. Speaker Sibtain Khan will chair the proceedings.

LAHORE: Pakistan Tehreek-i-Insaf (PTI) Chair*man Imran Khan on Monday expressed distrust in his ally Punjab Chief Minister Parvez Elahi, saying allegations of corruption worth billions against the PML-Q leader were apparently affecting his popularity.

“I cannot stand such allegations against my coalition government in Punjab,” Mr Khan said in a meeting with the party’s senior leaders. The former premier asserted that all PTI legislators in the Punjab Assembly should persuade Mr Elahi to take a vote of confidence and dissolve the assembly.

The remarks made by the PTI chairman prompted a visit from CM Elahi to Zaman Park in the evening. The Punjab CM convinced Imran Khan that his party was standing behind PTI wholeheartedly.

Interior Minister Rana Sanaullah has warned the Pakistan Tehreek-e-Insaf (PTI) that the Centre can impose governor’s rule in Punjab if Chief Minister Pervaiz Elahi-led government takes any unconstitutional step in the province.

Speaking to the media in Lahore on Tuesday, Sanaullah said that according to the Constitution Pervaiz Elahi will not remain chief minister of Punjab if he did not seek the confidence vote on Governor Balighur Rehman’s instructions.

He asserted that CM Elahi did not have required numbers for the trust vote, and challenged him to obtain the confidence vote from the provincial legislators if he enjoyed the support of the majority of the lawmakers.

Sanaullah said Hamza Shehbaz is the unanimous candidate of PML-N and PPP for the post of Punjab chief minister.

“I am not aware that there are any ongoing negotiations with Chief Minister Elahi but if he takes any unconstitutional step, the government can impose governor's rule which will remain in place for six months,” he remarked.
 
MOONIS ELAHI’S ‘ABDUCTED’ FRIEND RETURNS HOME

A close friend of Pakistan Muslim League-Quaid (PML-Q) leader Moonis Elahi returned home days after he was ‘abducted’ from Lahore’s Garden Town.

As per details, Ahmed Faran was left outside his house in Lahore, last night by unknown men driving two vehicles. ARY News has acquired CCTV footage of Faran’s return.

In reply to a question asked by a journalist, during a court appearance, Ahmed Farhan said he was staying with his family.

About his head injury, Moonis Elahi’s close friend said he was accidentally hit with a vehicle door while coming to the court.

Son of Punjab CM Pervaiz Elahi, last week, claimed that his friend, Faran Ahmed, was ‘picked’ up by some unknown people riding two black vehicles in Lahore.

The PML-Q leader said the Federal Investigation Agency (FIA) had denied arresting him.
