Prime Minister Imran Khan and Punjab Chief Minister Usman Buzdar on Wednesday took notice of a violent protest by lawyers at Lahore's Punjab Institute of Cardiology (PIC), during which four patients lost their life.

Grand Health Alliance Chairman Dr Salman Haseeb confirmed the number of deaths.

The chief minister ordered an investigation into the attack and summoned a report from the Lahore Capital City Police Officer (CCPO) and provincial secretary of specialised health and medical education. The premier summoned a report from the provincial chief secretary and inspector general.

The lawyers were protesting against a video that went viral on social media yesterday, in which a doctor is seen narrating an encounter with some lawyers in front of a group. According to the doctor in the video, a group of lawyers had gone to the inspector general and told him to charge "two doctors" under Section 7 of ATA. He narrated that the IG had refused while the lawyers had urged him to press charges, saying "they could save face" that way.

Even judges are afraid of lawyers and some judges were beaten in courts by lawyers in recent past.

I thought it was bad enough these suited up baboons were jumping around throwing missiles like little kids, but that actually boggles the mind. Very disturbing that these 'professionals' seem to think this is acceptable behaviour. An example needs to be made so that those following generations understand their responsibilities as representatives of the courts.
 
Yeh kali wardi walay sab sai baray shaitan hain. Lawyers are of the most corrupt in Pakistan, i have had personal experiences with them and they are people with no morals and soul.

the sanctity of life is astonishingly low in Pakistan. Life is the biggest gift from God and yet some times it is regarded so less in Pakistan. This incident is more fault of government than lawyers. Where is law and order? The interior minister of the province should be forced to resign.

There are Noora lawyers involved in the violence, what a surprise?

To be honest, conduct of those in the legal profession should be above party politics, regardless of which party they belong to. This is just a question of standards. These goons recognise they have a duty of professional appearance, hence the wearing of suits to give right impression. So it shouldn't be that hard to impress on their monkey brains that there is also a matter of conducting yourself with the decorum that profession demands.

I would suggest that this should be raised at govt level if only to impress on the public the standards required by those in a duty of public service.

Totally agree with this.

However you can never really be sure how many of them are actually lawyers. I remember during Musharrafs crackdown against them and the strikes and protests by 300 or so "lawyers" in Karachi, many of them when after asking a few basic questions about law and failing to answer them admitted that they were paid money and provided suits to join the strike.

Having said that any actual lawyers who were involved in this barbarism should be disbarred and punished accordingly. They represent the law and should be held to higher standards and simply cannot be left to act like jaahil luchay lafangay.

I won't be wrong to say that Lawyers are the biggest **** in Pakistan. They are corrupt to the core, politicized, violent goons in guise of civilized profession.


What they did today was nothing short of murder of innocent patients. During war, even the enemy country doesn't attack hospitals.

I am hoping against hope that the incompetent government takes action against these goons--despite knowing to the contrary that it is asking for too much. The Punjab health minister is oft very quick to brutalize and criticize doctors, but here when it is clear that they need her support and protection, she goes virtually missing.

They need to be picked up tonight, and given the special treatment. Also an extra special beating for the Noora lawyers, who used the chaos for political purposes.
 
This is one last opportunity for this government to mend its ways, to rise above petty bickering and Noora-excuses, and set things straight with governance and law. Unbeknown to these ministers, they are actually in incumbency and buck stops with them.

I had a go at him myself, how dare he justify the moronic actions of his fellow goons. In fact he was so much criticised and abused by PTI supporters that he quickly apologised and felt ashamed of his actions (at least he was pretending to be ashamed).

We always talk about education improving conditions of our countries but we are talking about lawyers and doctors acting like absolute butchers so what hope do we have when highly educated act like this? Why blame all the brainwashed uneducated people then?

I really hope (what else can we do other than hope) that these murderers are taught lesson of their lives with licence suspension and jail terms. Government has best opportunity to sort out lawyers and even doctors who go on strikes risking lives of their patients.

If your mother gets murdered (May Allah bless her with long and healthy life), will you try to look for middle ground? Somtimes a punishment is very much needed thing. And the crime which they have done, shouldn't be forgiven at any cost.
 
Sane thing is president of Punjab Bar Council Shahnawaz Ismail said that all those lawyers who have broke the Law should be punished and jailed.

Lawyers, doctors go on strike after Lahore hospital clash

LAHORE: Following the call of the Lahore High Court Bar Association (LHCBA), lawyers in Lahore will observe a strike today against what they say is torture and arrest at the hand of police at the Punjab Institute of Cardiology (PIC), The News reported.

On Wednesday, the two-hour-long talks between lawyers and city administration failed, following which the LHCBA announced they will observe a strike.

A group of lawyers stormed the emergency ward of PIC on Wednesday afternoon and vandalised public property, set a police vehicle on fire and attacked provincial minister Fayyaz ul Hasan Chohan.

Videos of the incident shared on Twitter showed police officials, clad in riot gear, were rendered helpless as a swarm of lawyers, outnumbering the law enforcement personnel, broke the entrance of the hospital.

Pakistan Bar Council (PBC) Vice-Chairman Syed Amjad Shah denied the involvement of bar representatives in the incident and strongly condemned the incident. Shah said the bar will take action against those responsible for the incident.

Meanwhile, PBC Vice-Chairman Shah Nawaz Imaeel, member PBC Ahsan Bhoon, LHCBA’s President Hafeez ur Rehman, secretary LHCBA Fayyaz Ranjha, President Lahore Bar Association Asim Cheema and others met LHC Chief Justice-designate Justice Mamoon Rashid Sheikh on Wednesday evening to demand release of the arrested lawyers and to cancel the first information report against them.

Separately, government hospitals in Islamabad will observe a two-hour token strike today to express solidarity with health professionals of the Punjab Institute of Cardiology, The News reported.

“The All Employees PIMS Restoration Movement (AEPRM) strongly condemns the terrorist attack carried out at the Punjab Institute of Cardiology by so-called lawyers. We stand by our brothers and sisters at PIC at this crucial moment and condemn the criminal negligence of the Punjab government, which failed to extend security to health professionals in the province,” AEPRM’s spokesman Dr Asfandyar said.

Demanding the arrest of culprits involved in the incident and resignations of Inspector General police and Punjab health minister, Dr Asfandyar, termed the day as a ‘Black Day’ and criticized the government and the police for acting as silent spectators while lawyers indulged in “acts of terrorism.”

He insisted that action be taken against those who miserably failed to uphold their image as custodians of the law. “Our ultimate demand will be the passage of a security bill for hospitals from the National Assembly,” Dr Asfandyar added.

Three patients died when hundreds of lawyers attacked a hospital in Lahore during a furious dispute with doctors.

Video showed the lawyers ransacking wards at the cardiac hospital, beating up staff and smashing equipment.

As panic spread, doctors and paramedics hid, leaving patients unattended, including those in a critical state.

Riot police fired tear gas to disperse the lawyers and more than 20 arrests were made. It took more than two hours to restore order, officials said.

The lawyers had been protesting over the alleged mistreatment of some of their colleagues by hospital staff last month.

But the final trigger for the violence appears to have been a video posted on social media by a doctor on Tuesday night in which he poked fun at the lawyers.

How did the attack unfold?
According to hospital administrators, more than 200 lawyers wielding sticks stormed Lahore's Punjab Institute of Cardiology (PIC) at midday on Wednesday.

Hospital officials said the lawyers forced their way past security and split into groups, attacking various departments and wards.

Video footage shared on social media showed lawyers - in suits and ties - smashing medical equipment and windows, and beating up staff and officials including Punjab information minister Fayazul Hasan Chauhan who had arrived on the scene to try to restore calm.

They also stormed the nurses' hostel, breaking furniture and beating some of the staff, an official complaint from the hospital says.

Lawyers also damaged several cars parked outside the hospital and set at least one police van on fire.

Some of the protesters allegedly fired gunshots in the air when riot police intervened.

Hospital sources said at least three patients - a woman and two men - died because doctors could not attend to them during the violence. It is believed that the woman had been in the intensive care unit.

Police reinforcements were eventually deployed, leading to more scuffles in which several lawyers were injured.

Officers said later they had arrested more than 20 lawyers and filed complaints against about 250 on charges of violence and assault.

What led up to the violence?
There has been simmering anger among young lawyers since 20 November when half a dozen of them accompanied a colleague to the hospital for the treatment of his sick mother, says the BBC's M Ilyas Khan in Islamabad.

There they got into an argument with hospital staff and a doctor on duty, leading to a fierce fist fight in which the lawyers were outnumbered by the hospital staff.

Both sides filed police complaints against each other but no arrests were made.

But tempers ran high, and both sides got their respective professional associations involved to bring pressure on the police to arrest members of the opposing party.

This forced the provincial authorities to intervene and an agreement was reached on Tuesday under which the hospital staff agreed to apologise to the lawyers while the lawyers agreed to withdraw their complaint.

But at that moment, the video of a young doctor bragging about how the lawyers involved in the 2 November episode had been humiliated was posted on social media and went viral, our correspondent adds.

An angry meeting of the lawyers took place at the bar council's office on Wednesday morning, where many of them decided to march on the hospital about 3km (two miles) away.

Footage on social media shows a lawyer walking ahead of his marching colleagues and addressing the doctor in the earlier video, inviting him to see the "sea" of lawyers heading towards him.

What has the reaction been in Pakistan?
The lawyers who took part in the attack on the hospital have been widely criticised in Pakistani media.

"Pakistanis have been witnesses to violent acts by lawyers for several years now," commented one television anchor on Geo TV on Thursday.

"They have assaulted citizens, attacked policemen, raised their hands on judges and vandalised courts. But yesterday they crossed all limits," she added.

Other commentators said it was a new low for Pakistani society's sinking levels of tolerance which is giving way to mob justice.

Our correspondent says the state's failure to deliver social justice lies in the rise of interest groups within political, judicial and economic circles who are protected by the country's powerful establishment.

Afrasiab Khattak, a former chairman of the independent Human Rights Commission of Pakistan (HRCP), tweeted that Pakistan was "caught in a vicious cycle of anarchy and militaristic regimentation".

He added: "Trampling of the constitution, rise of militarisation and lack of tolerance create anarchy, and a typical state response is the deployment of [paramilitary] rangers."

After the lawyers called for a strike across Punjab on Thursday, the provincial government has asked for the deployment of rangers at all public offices, including offices of senior police officials.

The Islamabad High Court (IHC) on Thursday issued a show-cause notice to IHC Bar Association (IHCBA) Secretary Muhammad Umair Baloch for "professional misconduct and contempt".

The high court also suspended Baloch's licence "to practice before [IHC]" until the next hearing, which will be held on December 19.

Baloch was reported to have been forcing lawyers not to appear before judges as the high court's bar association was observing a strike against alleged offences against the legal fraternity in Lahore a day earlier.

On Wednesday, lawyers had staged a violent protest at the Punjab Institute of Cardiology (PIC) apparently on a mission to avenge a group of lawyers, who had been beaten up at the PIC a few weeks ago, soon after some video clips went viral on social media showing some doctors making fun of the lawyers while recalling the incident.

The outraged attackers, mostly young faces dressed in black suits and sporting neckties, spared no one present on hospital premises, where several serious cardiac patients are under treatment at any given time. The situation worsened when a mob stormed into the emergency department, seemingly in search of some doctors. In view of the approaching danger, the doctors fled the scene.

As the condition of some critical patients deteriorated in the absence of doctors, three PIC patients, including a girl and an elderly woman, passed away.

The court, in its notice today, noted that Baloch was "forcing the learned advocates to leave the court".

"He continued doing so when the court proceedings commenced. He was asked to refrain from disturbing the proceedings and undermining the decorum of the court," the notice read.

"In response, he came to the rostrum and in a tone unbecoming of an enrolled advocate, he stated that instead of stopping him, the judges should encourage the strike."

The court's notice further said that other IHC judges had also reported that Baloch "interfered with court proceedings".

"The aforementioned acts also amounted to depriving the litigants from the right of access to justice."

Baloch, while talking to a reporter, said that IHC Chief Justice Athar Minallah had told him not to observe a strike in the high court, to which the advocate responded: "When you (the judge) observed strikes and we used to be your followers, it was acceptable. Now it is not?"


He insisted that the lawyers were holding a "peaceful protest" but were "attacked" by the doctors. He went on to say that the lawyers' reaction was in "self-defence".

He also criticised the media for "one-sided" coverage and warned that he will "impose restrictions" over journalists' entry in the IHC.

"As a general secretary, I am warning the media that if they continue with their one-sided coverage, I will bar you from the Islamabad High Court," he said.

Lawyers bodies announce countrywide strike
Lawyers bodies on Thursday evening announced that they will observe a countrywide strike on Friday (tomorrow) against the "partial and biased conduct of local police and the administration of Lahore" against lawyers.

A Lahore High Court Bar Association (LHCBA) press release said that a joint action committee constituted to resolve the lawyers-doctors dispute — comprising representatives of the LHCBA, Pakistan Bar Council, Punjab Bar Council, Supreme Court Bar Association and Lahore Bar Association — had unanimously demanded that the arrested lawyers be immediately released.

But contrary to this, lawyers were "muffled" while being presented before the antiterrorism court and have been kept under detention in an "extremely humiliating manner", the statement said.

It said the move by the government, judiciary and police had caused "great pain" to the lawyers' community and to record their protest, lawyers across the country will observe a full-day strike on Friday and no lawyer will appear in courts.

The LHCBA office-bearers also "strongly condemned" the move by IHC Chief Justice Minallah to suspend the licence of, and issue a contempt notice to, the IHCBA secretary. They said it was "highly inappropriate" to issue Baloch such a notice because as the secretary, it was his duty to get the call for the strike implemented.

The notice "should be withdrawn immediately and we should not be forced to take any extreme step", the press release added.

A Pakistan Bar Council statement while conceding that "some young lawyers demonstrated irresponsible conduct" at the PIC claimed that the local administration and police had arrested a large number of lawyers "even those who were not present there" and FIRs were lodged against them under the Anti-Terrorism Act, "which is highly condemnable". It also criticised the government and statements issued by its functionaries which it said were "singling out and targeting only the lawyers".

The PBC announced that lawyers will hold condemnation meetings in their respective Bar rooms tomorrow.

LAHORE: The Punjab Institute of Cardiology wore a deserted look on Thursday as the institute discharged over 500 heart patients admitted to its various wards, including the emergency unit, shortly after the attack of lawyers on the facility on Wednesday.

According to officials, some of the patients were referred to other health facilities following health complications, while various others had left the PIC themselves to avoid any untoward incident when scores of charged lawyers forced their entry into the institute.

In a related development, PIC Medical Superintendent Dr Mohammad Ameer, in his report sent to the Punjab government, has said the institute also suffered massive damage to its medical/surgical equipment during the lawyers attack.

In the report, the MS, however, didn’t mention injury to any doctor, paramedic, security guard or other employee of the hospital at the hands of attacking lawyers.

Available with Dawn, the report also missed the exact cost assessment of the loss the institute suffered during the attack.

The most disturbing part of this development was the sufferings of the patients which increased manifold when the PIC was completely closed down for the first time since its establishment in 1989 by the admin “for repairs”.

An official privy to the information said that as many as 580 patients were admit to the cardiac facility at the time the attack by lawyers who also stormed its various units, including the emergency ward.

He said as the attackers were carrying clubs and bricks and damaging PIC infrastructure, the attendants of many patients themselves dragged their beds out of the health facility. Many of theses patients were admitted to the institute’s emergency ward, he said, adding that some of the patients were immediately rushed to nearby private hospitals to save their lives.

Some two hours after the incident, the hospital management and the faculty unanimously decided to discharge the patients.

Consequently, the official said, approximately 500 patients were discharged from indoor wards and as many as 150 procedures of different types had to be postponed.

Presently, he said, some patients were still under treatment at the intensive care unit (ICU) and cardiac care unit (CCU) of the institute given their highly critical condition.

As these patients were unable to move and any attempt to shift them might prove fatal, the doctors preferred to keep them at the intensive and cardiac care units, he said.

To a question, he said, it was yet to be confirmed whether the patients had been referred to the other government health facilities or not.

Of the 150 postponed procedures, 50 were of implantation of cardiac stents, 100 of angiography, and 12 of bypass surgery, the official said.

“No one knows where these patients have gone and what has happened to them”, he said. The official further said that more than 1,400 patients were visiting the OPD and 1,000 emergency ward of this hospital daily. Most of them were the deserving and poor patients, he said, adding they were getting adequate services, including adult cardiology, paediatric cardiology and cardiac surgery at the institute.

On the other hand, the MS report stated that 10 cardiac monitors, four echo machines and three ventilators were also among the medical equipment damaged by the lawyers.

Similarly, the report said, the attackers partially damaged 16 vehicles, mostly cars, parked on the PIC premises, windowpanes and doors of the main hall, pharmacy store, room of the additional medical superintendent, emergency unit and of various indoor wards.

The report was sent to the Punjab government through health department.

Lawyers across the country, on the call of legal bodies, are boycotting courts on Friday to protest against the registration of cases against those lawyers who were arrested for their involvement in the rampage at Lahore's Punjab Institute of Cardiology (PIC) earlier this week.

The legal bodies are demanding "immediate release" of those arrested.

The lawyers are responding to a strike call by the Pakistan Bar Council. A notification issued by the PBC yesterday said the protest was "against partial and biased conduct of the local police and the administration of Lahore against the lawyers as well as action taken by the Islamabad High Court against the Secretary-General, Islamabad High Court Bar Association."

The lawyers' joint action committee formed on the matter said that lawyers will not appear in courts today. They claimed that the arrested lawyers were tortured by police and demanded their immediate release.

The Supreme Court Bar Association of Pakistan (SCBAP) and various local bar associations have also given strike calls today.

In the aftermath of the attack, police arrested 81 protesters. On Thursday, an anti-terrorism court in Lahore sent over 46 of them on judicial remand while turning down a police request for their physical remand to investigate char*ges of attacking the PIC.

The Shadman police had lodged two FIRs against 200-250 lawyers which included Section 7 of the Anti-Terrorism Act.

In a statement, PBC vice chairman Amjad Shah regretted that the local administration had arrested a large number of advocates, even those who were not present at the site of the incident, in addition to registering FIRs against them.

SCBAP rejects 'unlawful allegations'
In a statement, the SCBAP said the bar association "through a unanimous resolution strongly rejects and condemns the unlawful allegations posed on [the] legal fraternity" in the wake of the PIC incident.

"SCBAP downrightly discards the allegations regarding direct involvement of lawyers community attacking the said hospital rather the lawyers' community gathered outside the PIC building to record peaceful protest against the unwarranted speech from the goons that have been hiding in the ranks of medical community that was the root cause of the reaction which provoked the whole legal fraternity," the statement read.

The SCBAP expressed "grave concern" over the "unlawful arrests" of lawyers and "torture [...] during their detention and inhumane behaviour with them by the Punjab police". They said the strike was also in solidarity with Umair Baloch

The high court on Thursday issued a show-cause notice to IHC Bar Association Secretary Muhammad Umair Baloch for "professional misconduct and contempt". The high court also suspended Baloch's licence "to practice before [IHC]" until the next hearing, which will be held on December 19.

Earlier on Friday while addressing a press conference in Lahore, former Supreme Court Bar Association president Hamid Khan condemned the PIC incident, saying it was "nothing short of a national tragedy".

He said that the lawyers' purpose was not to hurt anybody, adding: "It is perhaps not right to put all the blame for the incident on the lawyers."

Khan said that the government had left the matter regarding the lawyers and doctors pending for many days.

"Because of its neglect, the government [let] the matter escalate," he said.

Khan alleged that a "secret hand" which wanted to "ruin the system and deteriorate conditions" was behind the matter.

"Some powers want to destroy the legal community and bring dictatorship in the country," the SCBA member said, adding that lawyers do not have any animosity with doctors.

"Those who escalated this matter should be exposed."

Khan condemned the humiliation caused to lawyers by presenting them in the anti-terrorism court and the action taken against the Islamabad High Court Bar Association secretary-general. He called for the immediate release of all arrested lawyers.

Islamabad
Strict security arrangements have been made around the IHC where lawyers have gone on a strike.

All cases included in the cause list were called but lawyers were not present for the proceedings, resulting in the adjournment of hearings.

A boycott is also being held by lawyers in Punjab. Rangers were deployed outside the Lahore High Court in light of the lawyers' protest. Some lawyers chanted slogans against doctors and media outside the LHC.

Balochistan
In addition to the PBC, the Balochistan Bar Council and Balochistan High Court Bar Association have given a call for strike, as a result of which lawyers across Balochistan are boycotting courts. In Quetta, lawyers carried black flags and wore black armbands.

Sindh
The Sindh High Court Bar Association, Karachi Bar Association and Malir Bar Association supported the PBC's strike call.

Judicial activities at the Sindh High Court, city court in Karachi and other courts are being boycotted.

Additionally, lawyers are staging a protest at the main gate of the local high court. According to the SHCBA, lawyers will not appear in the courts today. The SHC chief justice, however, continued proceedings as per routine.

In Hyderabad, advocates didn’t appear in courts forcing judges to adjourn cases.

High Court Bar Association Hyderabad chapter president Nisar Durrani condemned PIC attack but said media should also present the other side of the picture. He condemned the FIR registered against the lawyers under the ATA.

Khyber Pakhtunkhwa
The KP Bar Council is staging a strike for the fifth consecutive day.

For three days, the lawyers were protesting against the anti-narcotics law and the Khyber Pakhtunkhwa Code of Civil Procedure (Amendment) Act, 2019. Yesterday, they were protesting against the murder of a local PML-N leader and lawyer in Swat, Advocate Feroz Shah.

Today they are protesting on the call of the PBC in response to the arrests following the PIC attack.

Exactly. Arrest means nothing as it is loophole in technicality for escape and soon this will be forgotten. An eye for an eye must be applied here. Death of those people cannot go unnoticed.

What Musharraf did with these lawyers was awesome. But after him, the Govt game them such power that now they really think they are above law. We have seen numerous cases of Lawyers breaking the laws but they never got any punishment in the past.

I am really hoping that this time we may see some punishment, otherwise it will be massive failure for Punjab Govt and Courts as well. So far right steps have been taken.

I agree but as you know in PK, everyone is suspecting that he will be treating differently because he is his nephew. So let him face the law like all the others. If this guy can demonstrate, he can handle the consequences.
 
LAHORE: A senior judge of the Lahore High Court (LHC) on Friday condemned the attack on the Punjab Institute of Cardiology (PIC) by a mob of lawyers and observed that the incident brought a bad name to the judiciary as well.

“How did the lawyers even think of attacking a hospital? You left us with no respect. It does not happen even during wars,” said Justice Ali Baqar Najafi with regret to leaders of the lawyers while hearing multiple petitions challenging the cases and arrests of lawyers in the wake of the PIC attack.

“We are hearing these petitions with great pain. We can transfer it forthwith if you say so,” Justice Najafi further reminded the lawyers’ leaders present in court. Justice Anwarul Haq Pannun was the other member on the division bench.

The judge observed that some “black sheep” had been tarnishing the image of the whole legal fraternity and the bar needed to take action against such elements. He went on to say that it seemed the law of jungle was prevailing in the country when lawyers attacked the PIC.

“No society can sustain under the law of jungle,” the judge added.

Pakistan Bar Council (PBC) member Azam Nazir Tarar said the entire legal fraternity was in deep sorrow and grief over the PIC incident.

Justice Najafi asked Mr Tarar if he could offer a single justification for the attack on the hospital and added that the lawyers should offer a public apology.

Tarar said the lawyers’ leadership condemned the incident in the strongest possible words.

Justice Pannun asked the leader whether any bar council had shown willingness to take action against the responsible lawyers.

Mr Tarar said the bar would take action against the lawyers involved in the attack in addition to suspension of their licences. He said the police tortured the lawyers as if they had gone to war with India. Even if there was chaos in a society, police could not torture any citizen, he added. He also alleged that the arrested lawyers were handed over to Crime Investigation Agency for torture.

However, Justice Najafi observed that apparently the lawyers were the aggressors.

The judge further remarked that arrested lawyers would have to seek bail from the trial court. He adjourned hearing till Dec 16 and sought a reply from the capital city police officer about the cases and arrested lawyers.

Meanwhile, a delegation of lawyers’ leaders, led by PBC member Ahsan Bhoon, visited the PIC with bouquets and met representatives of the Young Doctors Association (YDA). Dr Muhammad Zeeshan and Dr Atif Chaudhry welcomed the delegation.

Talking to the doctors, Mr Bhoon apologised on behalf of the entire lawyers community and called the incident a tragedy. He said both law and medicine were noble professions and their members should not indulge in such activities.

On Friday morning, some bar leaders took a round of the LHC to ensure implementation of the strike when Justice Syed Mazahar Ali Akbar Naqvi advised them to visit the PIC with bouquets in order to pacify the doctors.
