Pashtun Tahaffuz Movement (PTM) chief Manzoor Pashteen was arrested from Shaheen Town, Peshawar during the early hours of Monday morning, officials said.

Tahkal police station official Shiraz Khan confirmed the arrest. The police official said that the PTM chief is being shifted to Dera Ismail Khan where an FIR has been registered against him.

Taking to Twitter, senior PTM leader and MNA Mohsin Dawar said: "This is our punishment for demanding our rights in a peaceful and democratic manner. Manzoor's arrest will only strengthen our resolve. We demand the immediate release of Manzoor Pashteen."

PTM is a rights-based alliance that, besides calling for the de-mining of the former tribal areas and greater freedom of movement in the latter, has insisted on an end to the practices of extrajudicial killings, enforced disappearances and unlawful detentions, and for their practitioners to be held to account within a truth and reconciliation framework.

I want concrete evidence of crimes committed by Manzoor Pashteen. Extrajudicial killings, enforced disappearances and unlawful detentions happen in Pakistan. Wouldn’t you do the same thing if your community suffered these crimes?

Has he committed any violence? Is there genuinely proof that he is funded by India? I have heard lots of allegations, but seen little proof. If he has been funded by India, and Pak army can prove it, then why haven’t they done it already?

Pashtun Tahaffuz Movement (PTM) chief Manzoor Pashteen was sent to Peshawar's Central Jail on a 14-day judicial remand by a magistrate hours after he was arrested from the city's Shaheen Town on Monday.

The PTM leader was produced before a magistrate in Judicial Complex, Peshawar, where strict security arrangements were made prior to his arrival.

The court will hold a hearing tomorrow to decide whether a transitory remand can be granted in order to move Pashteen to Dera Ismail Khan, where a first information report (FIR) has been registered against him.

According to police, a case was registered against the PTM chief at the City Police Station in DI Khan on Jan 18 under sections 506 (punishment for criminal intimidation), 153-A (promoting enmity between different groups), 120-B (punishment of criminal conspiracy), 124 (sedition), and 123-A (condemning the creation of the country and advocating the abolishment of its sovereignty) of the Pakistan Penal Code.

According to the FIR, a copy of which is available with Dawn.com, Pashteen and other PTM leaders had attended a gathering on Jan 18 in DI Khan where the PTM chief had allegedly said that the 1973 Constitution violated basic human rights.

The FIR added that Pashteen also made derogatory remarks about the state.

Police had also arrested nine other PTM workers who were identified as Muhammad Salam, Abdul Hameed, Idrees, Bilal, Mohib, Sajjadul Hassan, Aimal, Farooq and Muhammad Salman.

Tahkal police station official Shiraz Khan had confirmed the arrests.

Taking to Twitter, senior PTM leader and MNA Mohsin Dawar said: "This is our punishment for demanding our rights in a peaceful and democratic manner. Manzoor's arrest will only strengthen our resolve. We demand the immediate release of Manzoor Pashteen."

He urged PTM workers and supporters to remain calm in the wake of the arrest. "We will devise a strategy after consultations. We are up against those who are most troubled by demands for constitutional rights, and we will continue doing that."

He announced that PTM will hold an emergency press conference at the Islamabad Press Club at 3pm and urged party workers to show their support.

PPP, senators call for immediate release
The PPP, in a statement today, demanded that Pashteen be released immediately and that a dialogue be initiated between the government and the youth of tribal areas. The statement said that PTM's demands were "legitimate" and "will not be swept aside by arresting Manzoor Pashteen".

The statement, issued by General Secretary of PPP's Khyber Pakhtunkhwa chapter Faisal Kundi, said that "political arrests only aggravate the situation and [do] not help resolve political issues"

"It is most foolish and highly condemnable that the voice of tribal youth is being silenced through brute state force at a time when there is urgent need for a dialogue," the statement read. Kundi further said that Pashteen was arrested just days after Defence Minister Pervez Khattak offered to hold dialogue with the activists.

Senators Usman Kakar and Hasil Bizenjo, during the Senate session today, demanded the release of Pashteen.

"Manzoor Pashteen is an internationally popular leader," Pakhtunkhwa Milli Awami Party's Kakar said. "His arrest will garner a major reaction."

Kakar said that for the past two years, Pashteen had carried out a "democratic struggle" for "democratic demands".

Following Pashteen's arrest, #ReleaseManzoorPashteen started trending on Twitter with various politicians and human rights activists calling for his release.

Human rights group Amnesty International also called for Pashteen's "immediate and unconditional" release.

Taking to Twitter, the group said: "Manzoor Pashteen has been arbitrarily detained for exercising his human rights to freedom of expression and peaceful assembly. He must be released immediately and unconditionally."

PTM movement
PTM is a rights-based alliance that, besides calling for the de-mining of the former tribal areas and greater freedom of movement in the latter, has insisted on an end to the practices of extrajudicial killings, enforced disappearances and unlawful detentions, and for their practitioners to be held to account within a truth and reconciliation framework.

The party has been critical of the state's policies in the country's tribal belt, where a massive operation against terrorists was conducted in recent times leading to large-scale displacement and enforced disappearances.

PTM's leaders, in particular its elected members to the National Assembly, have come under fire for pursuing the release of individuals detained by authorities without due process. The army alleges the party of running an anti-national agenda and for playing into the hands of the state's enemies.

Last year, two of PTM's MNAs — Mohsin Dawar and Ali Wazir — were arrested by police after a protest gathering in Kharqamar for allegedly using violence and clashing with army personnel. The party while rejecting these allegations, insisted that theirs is a peaceful struggle for the rights of people from the country's tribal belt.

You might get a hint from this. There are actual videos of Manzoor Pashteen spewing anti-state filth in his speeches and burning Pakistan flag, as well as, attacking a security checkpost on the Pak-Afghan border. He is being arrested for his crimes against the state.

To further my post above, why is former Afghan president tweeting about a Pakistani citizen getting arrested. Pakistan has right to arrest anyone of its citizens if they do not follow the law of the land. Does the Afghan President tweet about any average Joe being arrested in Pakistan? This Pashteen guy is anti-state and is funded by Afghanistan and perhaps by extension India.

I am troubled by the arrest of Manzoor Pashteen and his colleagues. As a man of principle, I can no longer carry a soft spot for Manzoor after he insulted the constitution. Like Musharraf, he also a traitor and should be charged with treason.

However, he is just one individual. Ultimately, the institution that has systematically discriminated against the people of FATA and never allowed them into the fold of Pakistan are responsible for the rise of traitors like him.

The region of FATA will continue to produce traitors as long as they do not get their due rights.

Seems to be quite a bit of concern from foreigners.

Pakistan really needs to take note of all those who are openly disappointed with this arrest.

He doesn't believe in Pakistan's constitution and thinks it was created to benefit one particular province. His racist remarks aside, he should be taken seriously if there was tiny bit of truth in his allegations. Problem is his whole argument is flawed that constitution is anti Pashtun. If that was the case, PM of country, defence minister, speaker, Deputy speaker and almost 21% of parliament wouldn't comprise of Pashtuns against their population of 18%.
When he was reminded that Pashtuns have almost 25% representation in Pakistan Army (again well above population percentage), he said those(Pashtuns) who serve in Pakistan Army are not ours but theirs. Can you believe it? He doesn't even consider Pashtuns serving in Pakistan Army as HIS people.

Then obviously comes likes of Ashraf Ghani showing extreme concern about his arrest which he always does; when Imran Khan talked about Afghan government, these PTM leaders blasted him for talking about Afghanistan's internal matters but they welcome Ashraf Ghani's support in Pakistan's matters WOW.

I always said in PTM thread that they are exploiting genuine issues faced by people of FATA but they are more active when issues are being resolved; same people were celebrating drones in FATA and Mohsin Dawar in particular was so fond of war and bombs there, now he acts like biggest opponent. If you still believe them then can't argue with such level of ignorance.

Pashteen and his PTM are terrorists backed by India and Afghanistan. There purpose was to start an uprising among the Pushtun community in the name of liberating them. It was a simple ploy to divide the Pashtun's in pro and anti Pakistan groups leading to civil conflict in the country. Our Pathan PM who often comes across as a defender of terrorist and oppression within Pakistan particularly the border area's should have had him arrested ages back.

Manzoor Pashteen: Activist who dared to challenge Pakistan army held

The man leading protests accusing Pakistan's army of human rights abuses has been arrested for alleged criminal conspiracy and sedition.

Manzoor Pashteen was taken into custody in Peshawar along with nine others from his Pashtun Protection Movement.

Mr Pashteen has drawn tens of thousands to rallies in cities around Pakistan.

A fellow protest leader said he was being punished for simply demanding human rights. The powerful military, unused to criticism, denies wrongdoing.

Mr Pashteen, a charismatic former veterinary student who shot to prominence two years ago, has become the face of the Pashtun Tahaffuz (Protection) Movement (PTM), in a country where few openly challenge the military.

A number of cases highlighted by the PTM and investigated independently by the BBC came to light in a report last year.

"It has taken us almost 15 years of suffering and humiliation to gather courage to speak up, and to spread awareness about how the military trampled our constitutional rights through both direct action and a policy of support for the militants," Manzoor Pashteen told the BBC.

The non-violent protests began over the alleged extra-judicial killing of a young man of ethnic Pashtun heritage by police in Karachi.

The movement then expanded, demanding accountability from Pakistan's army for alleged human rights abuses committed against Pashtuns during the war against Islamist extremists in the country's north-west.

Pashtuns make up the majority of the population along the border with Afghanistan. The protests, which have at times drawn tens of thousands of demonstrators, have rattled the military.

A protest that threatens army power

Since January 2018 Manzoor Pashteen and his movement have become the most significant challenge to the military.

Historically in Pakistan such movements have often fizzled out or been co-opted by the state - but the PTM has grown and grown in strength. All the while its 27-year-old leader with his trademark red cap has steadfastly maintained a modest lifestyle - he doesn't even have a security detail to speak of.

The state seems to have been unsure how to act against him, and the decision to detain him appeared sudden. Charges were laid on 21 January, but it took a week to make the arrest.

Almost laughably, the reason cited for the move is him speaking in an insulting manner about Pakistan and refusing to accept the constitution, when he has often stressed in his speeches the need to uphold the law.

Now the state has finally made its move, how will the PTM respond? Manzoor Pashteen ensured that while he led the movement, no violence took place. But will his supporters now show the same discipline?

Manzoor Pashteen has been accused of "hate speech" and sedition among other offences. The latter carries a possible life sentence.

He was remanded in police custody in Peshawar for 14 days but is expected to be taken to appear before a magistrate in Dera Ismail Khan, some 300km (186 miles) to the south, where charges against him have been filed.

His fellow protesters have demanded his immediate release. Another PTM leader, MP Mohsin Dawar, urged supporters to remain calm in response to the arrest.

This is the first time Manzoor Pashteen has been held, and why the authorities chose to detain him now is unclear.

The authorities have repeatedly arrested other PTM leaders and activists since the movement came to prominence. Last year Mohsin Dawar and his fellow PTM member of the National Assembly, Ali Wazir, were detained for four months after a deadly clash in Waziristan.

A media blackout has ensured the PTM's peaceful rallies stay off front pages and TV bulletins - although the movement has been successful in getting its message out via social media.

According to authorities and independent research groups, militant violence since 2002 has forced more than five million people in Pakistan's north-west to leave their homes to seek refuge either in government-run refugee camps or rented houses in peaceful areas.

There are no official figures of the total death toll of this war but estimates from academics, local authorities and activists put the number of civilians, militants and security forces killed at well over 50,000.

Many see the PTM as breaking new ground in the political landscape of a country where proxy wars have disenfranchised large populations not only in tribal areas and the north-west, but also in Balochistan and other parts of the country.

Welcome to Naya Pakistan where we not only suppress freedom of media but also freedom of speech and the freedom to protest the atrocities being conducted by Pakistan military.

Freedom of speech doesn’t mean insulting the constitution. He has gone too far and deserves to be arrested. He is a traitor just like Musharraf.

A lot of his concerns and criticism are valid, but he does not have the right to insult the constitution. It is something that should not be tolerated.

However, as long as we do not give the people of FATA region their due rights and do not stop discriminating, it will produce more traitors like him.

He said our constitution violates basic human rights. He couldn't be more correct. Is this something to call someone a traitor over and arrest someone?

Is that all they have done?

They have raised secessionist flags, Ali Wazir was openly called for the murder of military officers, they have chanted “Pakistan Murdabad”.

Although some of their demands are genuine, they heavily rely on propaganda and fake news. Manzoor himself has tweeted so many fake pictures and has falsely attributed them to Pakistan Army.

The atrocities of Pakistan Army and their discrimination of FATA is not a secret. However, PTM is capitalizing on that sentiment to further their agenda. If they were genuine they would not be exploiting the situation.

Manzoor is guilty of sedition and he should not be released.

His supporters/sympathizers need to understand the difference between voicing criticism and making threats.

There's already a thread for him, like somebody said he's the Afghan Altaf Hussain. His white skin is why he gets pass. #PashtunPrivilege

You knew he was fake the moment he aligned with the PPP after using the death of the young man who was killed by AZ henchmen. We have enough blood on our land so I hope the law enforcement crush him

There are a lot, a lot of allegations on this thread, but almost no proof posted for any of them. Could those making the allegations please post evidence, especially since they always say, ‘there are videos’...

Mohsin Dawar is one of top PTM leaders and his propaganda is so blatant. Imran Khan made statements about Afghan government which was hardly controversial but Dawar specially tweeted asking Imran Khan to stop talking about internal affairs of Afghanistan but now he has no problem with Afghan president doing same in Pakistan and in fact he is thanking him  He was same guy who once said Imran Khan is against drones in FATA because he wants to protect terrorists there and now his whole movement is against drones and war in ex FATA. And some ignorants want people to him them seriously.

Ashraf Ghani out of all people tweeting and condemning his arrest tells you a lot about Pashteen's intentions against Pakistan and the backing he gets from some countries.

He should have been arrested the day his morons attacked the Army check-post at the Afghan border.

A certified traitor, I hope he gets the most severe punishment possible.

Safe to say that Ashraf Ghani hasn’t done the PTM any favour by publicly condemning the arrest of Manzoor.

Imran khan is just pada likha Modi. That's how authoritarian regime work. Arrest any one who doesn't toe your line.

Think the same analogy applies to Balochistan aswell. But I think the problems are rooted more in socio-economic factors. Let's not forget that erstwhile FATA was essentially a lawless land until recently whose economy was based on gun-running, drug-smuggling and other illegal activities. That compounded with the immense damage suffered in the WoT has shook the place up.

Are we really debating the part whether he is a traitor or isn't? Because it could not be any more obvious. There are probably a dozen pictures of him on Google waving a Pashtunistan flag. There are videos of him and Ali Wazir saying the most obscene things about the Army. He should have been arrested for sedition long ago.

Imran khan is just pada likha Modi. That's how authoritarian regime work. Arrest any one who doesn't toe your line.

Arrest anyone who doesn't tow your line?? You don't seem to have any idea about the issue. What Manzoor and PTM are pretending to fight for was Imran Khan's struggle for couple of decades. In fact PTM leader Mohsin used to mock Imran Khan for campaigning against drone attacks and war in FATA.

This clown Manzoor says Pakistan constitution is anti Pashtun...only problem is your PM is a Pashtun and so are many of top ministers....worst propaganda ever

No dissent allowed. Peaceful protestors outside press clubs in major cities - arrested. Are you all happy with this as well?

Manzoor pashteen is a traiter, period! There's no denying it. it's obvious. However, the nexus of Pak army's control must be questioned and protested in any possible way.

We’re all entitled to our own opinions but I think it’s weird that PTM are asking the state to respect their ”constitutional rights” while at the same time bad-mouthing the Pakistani constitution.

He said our constitution violates basic human rights. He couldn't be more correct. Is this something to call someone a traitor over and arrest someone?

Saying, "Pakistan is going to be divided into two, why not do it today", "KPK should be merged with Afghanistan" e.t.c e.t.c e.t.c

But yeah, he should not be arrested. There are tons of other things which i mentioned in other thread, this guy needs to face law.

How popular is PTM? It looks like they have quite a presence online, but that doesn’t necessarily reflect support on the ground. Have they made headway beyond Waziristan? Are people outside the erstwhile FATA receptive?

Whether one agrees with the arrest or not, it does suggest Pashteen is being taken seriously by the authorities, so they don’t consider PTM a fringe group that can be ignored?

I still do not know all the facts, so cannot decide what I think about this arrest. If people could post the videos they say are easily available on youtube, proving Pashteen’s guilt, would be much obliged. In the meantime, here are Mohsin Dawar and Murad Saeed’s speeches about the issue, pro and contra, in parliament regarding this arrest:

It's best idea to watch both the clips to take views from both sides.

Mohsin Dawar:
- Should people be declared trairors for having different opinions? NO ONE should declare others traitors without a reason.
- Should peaceful protests be allowed? Of course they should be allowed and i don't agree with arrests of Dawar and Wazir who were protesting against Manzoor's arrest?
- Should Mazoor be arrested? He trashed the constitution and at the same time considers it his constitutional right to trash it WOW.

On the other hand, Murad Saeed raised very logical points:

- If PTM consider themselves well wishers of Pashtuns and tribals then what on earth is wrong with fence that is being erected by Pakistan Army to stop terrorists from Afghanistan? Why on earth would so called peaceful PTM issue threats like "We will use wires from fence erected on border and strangle the soldiers??? SERIOUSLY??

- Murad Saeed's village and house was attacked and family members received bullets from terrorists so he is a victim of terrorism himself. Did he pick up weapons against state? No he chose to serve the same country and result is peaceful region and lot of development. Mohsin Dawar back then used to support drone attacks and questioned why military is not targeting terrorists in Waziristan, now his whole movement is against collateral damage as a result of military strikes.

There presence is only online which indicates the support they are getting from foreign elements. On ground, they are no where to be seen and the reason is that they have nothing to sell or lure the Pashtuns to align them with their agenda. A common Pathan living in FATA can see the construction of schools, hospitals and roads carried out by army in that region. Now PM has announced free health care for residents of former FATA districts.
Pathans are disproportionately represented in almost every field now in Punjab and Sindh be it skilled labour, traders, government offices, armed forces etc even in our cricket team.

A PM with the name Khan also helps a lot. I have to travel 2-3 times a month between Islamabad-Nowshera-Peshawar and wagons (known as baksa in KP) are mostly operated by Pakhtuns. PTI songs in Pashto are most in demand during rides. :afridi

This actually shocked me the most. International media usually doesn't care about Pakistan unless there is some massive issue alive for years. In this case, Voice of America, BBC and many others interviewed Maznoor before most of Pakistan even heard the name of PTM. Likes of Hussain Haqqani, Hamid Karzai, Ashraf Ghani provided full support which had trickle down effect on all the liberals who starting supporting them.

There is nothing shocking about that tbh. Its a part of modern day warfare.

Ok so peaceful, moderate, dynamic so called HUMAN RIGHTS activist Mohsin Dawar says “Ugly Punjabi” policeman arrested me in open address to workers (not even in private gathering) . Most common used word by the leadership is kaaliya, daal khors, ugly. Now these are your innocent victims fighting for rights.

. What I meant was that it is not surprising that these traitors are being given airtime by BBC, VOA etc.

ISLAMABAD: Defence Minister Pervez Khattak on Sunday again invited leaders of the estranged Pashtun Tahaffuz Movement (PTM), an organisation working for the rights of Pashtuns, to come to the negotiating table to discuss all the contentious issues with the government.

“We Pakhtoons belong to the same province thus we should collectively work for the development of Khyber Pakhtunkhwa,” the minister said in a statement.

Mr Khattak said the erstwhile Federally Administered Tribal Areas (Fata) had been merged in the province in order to bring the tribal people into the mainstream. He said people of those districts were lagging behind in terms of education, healthcare and basic communications infrastructure and added that it was the time to collectively work for their uplift rather than indulge in confrontation.

Mr Khattak, who had previously served as the chief minister of Khyber Pakhtunkhwa and who is considered to be a close confidant of Prime Minister Imran Khan, invited the PTM leadership to the negotiating table to “jot down issues of their concerns and discuss their resolution”.

The defence minister said the country was going through a tougher period wherein the masses were confronted by the global pandemic. The pandemic, he said, had not only brought devastation to the country’s economy but also to people’s lives.

Pervez Khattak says all contentious issues may be discussed

The minister said that political instability in the country, especially in the KP province, would lead to increase the miseries of people.

In September last year, after a heated debate on the floor of the National Assembly between Ali Wazir and Mohsin Dawar, the PTM-backed independent members from the tribal areas, and federal ministers, the government had offered talks to the organisation, but with certain conditions.

The talks offer had been made by Defence Minister Pervez Khattak and Interior Minister retired Brigadier Ijaz Shah with the condition that the PTM members would only follow “Pakistan’s agenda” and would not target armed forces in their speeches.

“The army also wants to come out from there [Waziristan]. If your agenda is Pakistan, then I am ready to hold talks with you,” Mr Khattak had stated after the house had already witnessed a verbal brawl between Mr Dawar and Communications Minister Murad Saeed.

“However, if you continue to talk against the institution which has ensured security and peace in the country, then you will not be heard,” Mr Khattak had said in his brief speech before allowing Speaker Asad Qaiser to give the floor to the interior minister for making a policy statement.

Mr Khattak said the government had previously talked to the PTM and for almost one year, they had been asking the organisation to come to the negotiating table, but regretted that the offer was being ignored.

“Why don’t you talk? If your agenda is something else, then talks cannot be held,” the defence minister had concluded.

Mr Dawar and Mr Wazir, who had been arrested on charges of attacking a military check-post at Kharqamar in North Waziristan in May last year were attending the National Assembly sitting after four months after they were granted bail by the Peshawar High Court’s Bannu bench.

“If you want to become a mainstream party, then come up with your demands. Tell us and we will sit with the prime minister,” the interior minister had stated, recalling that it was Prime Minister Imran Khan who had declared that the demands of the PTM were legitimate.

“Raise the slogan of Pakistan and come with me we will do whatever you want,” the minister had said.

Speaking on a point of order, Mr Dawar had denied the charges that they were involved in any attack on the check-post and explained that they had visited the area after getting reports that the people were holding a protest against the security forces for carrying out a search operation and maltreating some of the women.

Last year in May, a PTM delegation headed by Manzoor Pashteen had appeared before a Senate special committee headed by Barrister Mohammad Ali Saif.

After the meeting, Mr Saif had said the PTM issue was “political” in nature and its solution lay in dialogue.

This was the first interaction between the PTM and the parliamentarians after the May 26, 2019 incident, at the Kharqamar check-post in North Waziristan in which three people were killed and 10 others were injured.

The PTM chief had demanded formation of an “independent commission or committee” to hold an investigation into the Waziristan incident to know the facts. He had said the affairs in the area should be run through the civil administration in order to provide relief to people.

Despite repeated attempts, no one from the PTM could be contacted for comments on the latest offer by the government.
