Actually it's not the Pakistan team that decide when to take the PowerPlay. It's the Rules.
Pakistan don't wish to take the PowerPlays if it was upto them, but rules say they have to be taken, thats why it's always the last 5 overs (unless Pakistan are already all out by then).
