1. (C) SAUDIS UNHAPPY WITH ZARDARI: Echoing Pakistani interlocutors in Washington and Islamabad, in an introductory call with PolCouns, Pakistani DCM Sarfraz Khanzada (protect) characterized Saudi-Pakistani relations as "under strain." This was due, he said, to a lack of Saudi confidence in the Zardari government. He cited a sharp reduction in Saudi financial assistance to Pakistan, and said that the Saudis had not provided "a single drop" of oil at the concessionary terms promised last year (refs c & d). Instead, during 2008, the Saudis had provided assistance in the form of a single $300 million check, considerably less than in previous years, but "beggars can't be choosers," he lamented. Khanzada opined that the Saudi government appeared to be "waiting for the Zardari government to fall."
2. (C) NAWAS FAVORED: Khanzada said the Pakistanis are convinced that Saudi King Abdallah would prefer to see Pakistan run by former PM Nawas Sharif, and were cutting back assistance to Pakistan to hasten this eventuality. Nawas "practically lives" in Saudi Arabia, Khanzada declared, claiming that Nawas had even been favored with reserved prayer space in the Prophet's Mosque in Medina. Because Nawas' daughter is married to a grandson of King Fahd, he has "become a member of the Saudi royal family." (Comment: Embassy is not able to confirm whether this is true. End comment.)
3. (C) AFGHAN MEDIATION: Khanzada claimed that the Pakistani government was not directly informed about the Saudi Afghan mediation effort, though they suspected that Nawas had been present, since he was in Mecca at the same time. While the Pakistani government did not oppose such talks in principle, they believe they have little chance of succeeding without U.S. and Pakistani participation.
4. (C) COMMENT: Khanzada's remarks track with reporting from Islamabad and Washington regarding Pakistani concerns about deteriorating relations with the Saudis. While our Saudi interlocutors tend to be less forthcoming, they've made no secret of their reservations regarding Asif Zardari. Nevertheless, officials continue to insist that Saudi Arabia supports efforts to stabilize Pakistan, and we expect that Saudi officials will participate in the next round of meetings of the Friends of Pakistan. ISLAMABAD: The Pakistan Peoples Party (PPP) is expected to nominate Syed Khurshid Shah as leader of the opposition in the upcoming National Assembly (NA).
Meanwhile, Pakistan Muslim League-Quaid (PML-Q) secretary general, Senator Mushahid Hussain Sayed, put his weight in favour of the Pakistan Tehreek-e-Insaaf (PTI) chairman Imran Khan.
“In the given circumstances and the way the election campaign was run, I think Imran Khan is the natural choice to become the opposition leader,” Senator Mushahid told Dawn.com.
He said the PML-Q would talk to the former ruling party to pave way for Imran Khan.
The PPP’s sources said the former ruling party would be unlikely to abandon the important slot of opposition leader after disastrous election results.
They said Khurshid Shah, who was party’s chief whip in the last National Assembly, is the most favorite at the moment. The party leadership would also deliberate if Makhdoom Amin Fahim should be given that slot.
Fahim has the reputation of being laidback and normally keeps himself from controversies. The PPP wants an energetic leader to safeguard its interests inside the lower house of the parliament, now dominated by the Pakistan Muslim League-Nawaz (PML-N).
“Khurshid Shah is very active. He also has developed good rapport with the PML-N. He would keep the opposition intact and make sure his party is not hounded as part of political victimization,” a senior PPP leader said.
The PPP and the PTI are going neck-to-neck in National Assembly seats, but PPP also enjoys the support of Muttahida Qaumi Movement (MQM), which bagged 17 direct seats in the elections.
The largest opposition group would submit a signed declaration to the NA speaker while nominating the opposition leader.
“The speaker shall declare a member as Leader of the Opposition having the greatest numerical strength after the verification of the signatures of the members,” reads Rule 39 (3) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007.
So under the rules even if PTI manages to surpass the numerical strength of PPP, it would require help from other parties. The PTI chief has already announced his party would not join hands with any party of the former ruling coalition.
Asked to comment on the reasons of the former ruling coalition’s defeat, Senator Mushahid said power outages and economic crises doomed them all. “It’s part of the game. Those defeated would live to fight another day. Remember the PML-N got only 17 (NA) seats in 2002 general elections,” he added.
He advised Nawaz Sharif not to indulge in old controversies like opening a fresh inquiry into the Kargil debacle or the Mumbai attacks. “He should look forward, otherwise there would be problems for everyone,” he said.

I know from where you are coming but you missed police stations, affiliations with lashkar-e-jhangvi, food and water issues here..

On a serious note I will be happy if they do not build bullet trains, motorways from Karachi to Peshawar but make schools, hospitals and thana culture worth of a nuclear and free country , provide clean water to people in Pakistan along with ending load shedding in 3 years..

Worried by the potential for an upset defeat, the Pakistan Muslim League-Nawaz (PML-N) candidate for NA-48 has found an unlikely ally in his last-ditch efforts to rally support in the capital’s urban areas.
Anjum Aqeel Khan comfortably won the election in 2008 with 60 per cent of the vote, compared to his closest opponent, Dr Israr Hussain, who garnered 26 per cent on a PPP ticket.
Since then, Khan — a property developer — has been in hot water with the law because of a multi-billion rupee corruption scandal. Though his party did not give up on him, some fear the voters may have.
Khan has now unilaterally forged an alliance with the Ahle Sunnat Wal Jamaat (ASWJ), a right-wing political party born out of Sipah-e-Sahaba Pakistan, a group banned for its links with terrorist activities.
“I don’t know about the PML-N policy towards the group in other parts of the country, particularly Jhang, which is an ASWJ stronghold, but I’m in touch with their Islamabad leadership,” Khan told The Express Tribune.
For NA-89 Jhang, the PML-N awarded a ticket to former federal minister Sheikh Waqas Akram’s father Sheikh Akram, pitting the former minister’s father against ASWJ chief Muhammad Ahmed Ludhianvi. The younger Akram beat Ludhianvi in the contest for the same seat in 2008 while on a PML-Q ticket. Ludhianvi had filed nomination papers for NA-89 and PA-78, which both cover the urban areas of Jhang city.
“In Islamabad, religious leaders from various sects are supporting me for a re-election,” Khan said. Earlier this week, Khan had visited ASWJ headquarters to meet its leadership, who announced support for him in the next general elections.
Yet, the PML-N leadership seems to be in the dark. When asked about the party’s position on the alliance, PML-N spokesperson Senator Mushahidullah Khan said, “I’m not aware of this development in Islamabad,” while adding that Anjum Aqeel Khan would know better.
Khan spent part of his term as MNA behind bars after being arrested for his role in the Rs6 billion National Police Foundation land scam. He is currently in hot water with the Supreme Court, which has taken notice of the manner in which an out-of-court settlement on the issue was reached.
His frantic efforts may also be because of the ‘new’ entrants this time around. Where in 2008 the only other strong contender for NA-48, was the PPP, this time around, the Pakistan Tehreek-e-Insaaf (PTI) and Jamaat-e-Islami (JI) will both be fielding candidates after boycotting the 2008 elections. The major candidates in Islamabad include the JI’s Mian Aslam, Javed Hashmi from the PTI, Faisal Sakhi Butt from the PPP and Khan from the PML-N.
I will not vote for them if they do not do a good job governing the country.
