1. (C) SAUDIS UNHAPPY WITH ZARDARI: Echoing Pakistani interlocutors in Washington and Islamabad, in an introductory call with PolCouns, Pakistani DCM Sarfraz Khanzada (protect) characterized Saudi-Pakistani relations as "under strain." This was due, he said, to a lack of Saudi confidence in the Zardari government. He cited a sharp reduction in Saudi financial assistance to Pakistan, and said that the Saudis had not provided "a single drop" of oil at the concessionary terms promised last year (refs c & d). Instead, during 2008, the Saudis had provided assistance in the form of a single $300 million check, considerably less than in previous years, but "beggars can't be choosers," he lamented. Khanzada opined that the Saudi government appeared to be "waiting for the Zardari government to fall."

2. (C) NAWAS FAVORED: Khanzada said the Pakistanis are convinced that Saudi King Abdallah would prefer to see Pakistan run by former PM Nawas Sharif, and were cutting back assistance to Pakistan to hasten this eventuality. Nawas "practically lives" in Saudi Arabia, Khanzada declared, claiming that Nawas had even been favored with reserved prayer space in the Prophet's Mosque in Medina. Because Nawas' daughter is married to a grandson of King Fahd, he has "become a member of the Saudi royal family." (Comment: Embassy is not able to confirm whether this is true. End comment.)

(C) AFGHAN MEDIATION: Khanzada claimed that the Pakistani government was not directly informed about the Saudi Afghan mediation effort, though they suspected that Nawas had been present, since he was in Mecca at the same time. While the Pakistani government did not oppose such talks in principle, they believe they have little chance of succeeding without U.S. and Pakistani participation.

4. (C) COMMENT: Khanzada's remarks track with reporting from Islamabad and Washington regarding Pakistani concerns about deteriorating relations with the Saudis. While our Saudi interlocutors tend to be less forthcoming, they've made no secret of their reservations regarding Asif Zardari. Nevertheless, officials continue to insist that Saudi Arabia supports efforts to stabilize Pakistan, and we expect that Saudi officials will participate in the next round of meetings of the Friends of Pakistan. IK to be leader of the opposition ?

ISLAMABAD: The Pakistan Peoples Party (PPP) is expected to nominate Syed Khurshid Shah as leader of the opposition in the upcoming National Assembly (NA).

Meanwhile, Pakistan Muslim League-Quaid (PML-Q) secretary general, Senator Mushahid Hussain Sayed, put his weight in favour of the Pakistan Tehreek-e-Insaaf (PTI) chairman Imran Khan.

“In the given circumstances and the way the election campaign was run, I think Imran Khan is the natural choice to become the opposition leader,” Senator Mushahid told Dawn.com.

He said the PML-Q would talk to the former ruling party to pave way for Imran Khan.

The PPP’s sources said the former ruling party would be unlikely to abandon the important slot of opposition leader after disastrous election results.

They said Khurshid Shah, who was party’s chief whip in the last National Assembly, is the most favorite at the moment. The party leadership would also deliberate if Makhdoom Amin Fahim should be given that slot.

Fahim has the reputation of being laidback and normally keeps himself from controversies. The PPP wants an energetic leader to safeguard its interests inside the lower house of the parliament, now dominated by the Pakistan Muslim League-Nawaz (PML-N).

“Khurshid Shah is very active. He also has developed good rapport with the PML-N. He would keep the opposition intact and make sure his party is not hounded as part of political victimization,” a senior PPP leader said.

The PPP and the PTI are going neck-to-neck in National Assembly seats, but PPP also enjoys the support of Muttahida Qaumi Movement (MQM), which bagged 17 direct seats in the elections.

The largest opposition group would submit a signed declaration to the NA speaker while nominating the opposition leader.

“The speaker shall declare a member as Leader of the Opposition having the greatest numerical strength after the verification of the signatures of the members,” reads Rule 39 (3) of the Rules of Procedure and Conduct of Business in the National Assembly, 2007.

So under the rules even if PTI manages to surpass the numerical strength of PPP, it would require help from other parties. The PTI chief has already announced his party would not join hands with any party of the former ruling coalition.

Asked to comment on the reasons of the former ruling coalition’s defeat, Senator Mushahid said power outages and economic crises doomed them all. “It’s part of the game. Those defeated would live to fight another day. Remember the PML-N got only 17 (NA) seats in 2002 general elections,” he added.

He advised Nawaz Sharif not to indulge in old controversies like opening a fresh inquiry into the Kargil debacle or the Mumbai attacks. “He should look forward, otherwise there would be problems for everyone,” he said.

On a serious note I will be happy if they do not build bullet trains, motorways from Karachi to Peshawar but make schools, hospitals and thana culture worth of a nuclear and free country , provide clean water to people in Pakistan along with ending load shedding in 3 years..

IK said himself he believes the courts are independent now. He agreed on ECP, he agreed to care taker govt. With what face will he now say I don't believe in anything anymore and want street style revolution.

How can IK knows what's in the hearts of seemingly decent person? IK is known to trust people and give them chance. Now that the performance is in front of us, there is no shame in calling spade a spade.

I thnk PTI should go full strength against clearly rigged seats. It's not about gaining seats but to to fight for the right. Otherwise this rigging will never stop and IK has no chance in future to come into power even if KPK becomes dubai.

It is a good rehearsal .....I think we will have Tahir-ul-Qadiri, Munnawar Hasan in our support too during that time...

I really wish we will be able to avert that situation before time....This can not continue the way it is going right now

Shahbaz Sharif has already broken the promise with his supporters that he would become minister of water and power ,and thus end load shedding in 6 months just like Metro bus....

Insaftak i am really disappointed the way PTI leadership has responded to youth.If this was the change IK was talking about that even after loosing you are not listening to your youth than i am sorry.I made mistake in judging IK.
They took away PTI seats intentionally not to allow us to form govt in KPK and also taking away leading Oppsition role in NA.

But why hasnt there been a call for a united march from PTI? The reaction from them hasn't been as aggressive as I expected. Anyone with any inside info or sauces within the PTI can shed some light on it.

Worried by the potential for an upset defeat, the Pakistan Muslim League-Nawaz (PML-N) candidate for NA-48 has found an unlikely ally in his last-ditch efforts to rally support in the capital’s urban areas.

Anjum Aqeel Khan comfortably won the election in 2008 with 60 per cent of the vote, compared to his closest opponent, Dr Israr Hussain, who garnered 26 per cent on a PPP ticket.

Since then, Khan — a property developer — has been in hot water with the law because of a multi-billion rupee corruption scandal. Though his party did not give up on him, some fear the voters may have.

Khan has now unilaterally forged an alliance with the Ahle Sunnat Wal Jamaat (ASWJ), a right-wing political party born out of Sipah-e-Sahaba Pakistan, a group banned for its links with terrorist activities.

“I don’t know about the PML-N policy towards the group in other parts of the country, particularly Jhang, which is an ASWJ stronghold, but I’m in touch with their Islamabad leadership,” Khan told The Express Tribune.

For NA-89 Jhang, the PML-N awarded a ticket to former federal minister Sheikh Waqas Akram’s father Sheikh Akram, pitting the former minister’s father against ASWJ chief Muhammad Ahmed Ludhianvi. The younger Akram beat Ludhianvi in the contest for the same seat in 2008 while on a PML-Q ticket. Ludhianvi had filed nomination papers for NA-89 and PA-78, which both cover the urban areas of Jhang city.

“In Islamabad, religious leaders from various sects are supporting me for a re-election,” Khan said. Earlier this week, Khan had visited ASWJ headquarters to meet its leadership, who announced support for him in the next general elections.

Yet, the PML-N leadership seems to be in the dark. When asked about the party’s position on the alliance, PML-N spokesperson Senator Mushahidullah Khan said, “I’m not aware of this development in Islamabad,” while adding that Anjum Aqeel Khan would know better.

Khan spent part of his term as MNA behind bars after being arrested for his role in the Rs6 billion National Police Foundation land scam. He is currently in hot water with the Supreme Court, which has taken notice of the manner in which an out-of-court settlement on the issue was reached.

His frantic efforts may also be because of the ‘new’ entrants this time around. Where in 2008 the only other strong contender for NA-48, was the PPP, this time around, the Pakistan Tehreek-e-Insaaf (PTI) and Jamaat-e-Islami (JI) will both be fielding candidates after boycotting the 2008 elections. The major candidates in Islamabad include the JI’s Mian Aslam, Javed Hashmi from the PTI, Faisal Sakhi Butt from the PPP and Khan from the PML-N.

More over, Sardar Ebaad Dogar, an ASWJ leader from Muzaffargarh, is the PML-N candidate for NA-178, despite having announced bounty for former Punjab governor Salmaan Taseer for supporting a woman accused of blasphemy.

These are called links,...there are plenty of other areas too specially in Faisalabad where N league's candidates were backed by these groups

N league only cared to have electables into their fold, does not matter even if it is some one as corrupt and dishonest as Anjum Aqeel Khan...

Lol calling me clueless when all I hear from noon supporters is that how good were sharifs because they come up with jangla bus, motorway, bridges etc and the reason they vote them. This attitude of people PMLN know well hence why they mentioned all these gimmicks in jalsa.

When you say "good job governing the country", can you elaborate? What are your metrics for this good job?

lol, what a stupid response. PTI has to stop minister level corruption in 90 days, surely if they dont fullfill that promise I wont be voting them. The bigger challenge for them I feel is restoring peace in that region and de-politicizing the police.

These were not just jalsa gimmics but priority guidelines and these stupid ultimatum was given by yours favourite chota Shareef. Ofcourse it doesnt mean we judge their governance solely on these two issues but they are going to be the very important deciding factor, specially load shedding. Remember that my ignorant friend !

I think we should be asking for this as an awam. Its our right to know the results down the level of each polling station.

The Media should press ECP to release this as well.

Trust me, half the rigging would be found out if something like this is released to the public.
 
N the only party to win provincial seats in all provinces. The Pakistani public have spoken and they want Sher-e-Punjab to lead.
 
Given the relationship Nawaz has with the Establishment and Kiyani 'retiring' this year, I don't personally see his government lasting long.

Wasn't a dream, could have been easily a reality hadn't your noora and MQM rigged the polls heavily.

Because Ghulam Sarwar has personal influence over this area....He also defeated him in 2002 elections....

Every one knows about Saad Rafique and Sardar Ayaz Saadiq issue....Ahsan Iqbal has also used proclaimed offenders and money to win the elections...

It is very easy to take ID cards of the poor or buy the votes after giving them 500 or 1000rupees each....It will cost him around 10 to 20 million for 20000 votes....but he will receive at least 150-200 million in the name of developmental funds from government in next 5 years....Will spend around 5o million on people and thus will make atleast 90 -140 million in 5 years ...

That's why Politics is such a profitable business here!!
 
I think a lot of confusion is due to media too.

Many times they used to declare a lead or result saying unofficially. They used to get call from someone and used to tell "I told you first". That used to look very cheap actually :)

So you can never trust the number which was being shown on media as they were from their sources.
 
Is there an inqalab or revolution or protest march or Jalsa planned against Taliban who are trying to hijack and bully the common citizens ?

Not to mention, the children who died in recent attacks on election day.

PTI should forget about Punjab...Focus and take a stand on Karachi by calling for the redo of election in all of Karachi with Army's presence...who knows PML N might support the stance....

One battle at a time...in fact they should make an alliance with PMLN just to dislodge MQM from Karachi....
 
In how many seats there will be re election? Imran Khan have won 3 seats, he will have to leave 2. And Nawaz also won in at least 2. I hope PTI supporters dont lose hope and come to vote in huge numbers this time. Get seats closer to 40 and PTI have much bigger power in oposition.
 
Rigging was exposed in the urban areas .. Only God knows what happened in the rural areas. Even the most biased (honest) analyst would not believe in the results. PTI would have easily taken 20 odd seats in Punjab.

1) Entire punjab elections were rigged. Najam Sethi had been appointed for the exact reason to allow influencing of elections in Punjab.

2) The ECP is filled with people who have allegiances with PML N team. Fakhru himself is as incompetent as anyone can get.

3) All of this could be confirmed by the fact that Nawaz Shareef had come out on 11th May and asked for a simple majority at 10Pm, way before election results had been released.

4)Also why did all these meetings start taking place even before ECP had started declaring results? Why have condolences started to flow in from Saudi, India even before NS has been declared PM?

Stop casting a blind eye to what is infront of you. Your party has rigged elections as professionally as one could.

Did u want PML N to rig all 272 seats? They even rigged seats where PTI won... Imran khan was leading ephidrene bull dog with a lead of 30k n when official results came out, the lead shrinked to 13k... chaudhry nisar lost pp 7 n then asked for recounting until he wins... eventually won it by 250 votes... lost pp 6 too but no worries when presiding officers are your lackeys, eventually he won that by 2k.... nooras have been taken to cleaners by PTI in pindi, they didn't expect this much, hence last minute rigging plans brought into play.

start using brain, before it expires... sincere advise!!

Fauzia Kasure joined the protest in Lahore. Faisal Javed Khan will be joining the protest in Pindi today.

But why hasnt there been a call for a united march from PTI? The reaction from them hasn't been as aggressive as I expected. Anyone with any inside info or sauces within the PTI can shed some light on it.
