We can laugh, cry or do bhangraz on PPP's achievement in Sindh. Our opinions do not matter as we don't live in Sindh. What matters is the opinion of Sindhis on PPP's governance & they have been voting them to power again and again which means they are happy with whatever PPP is doing.

You know the reason why PPP has not built a single good standard school? Thats beacuse they are afraid if people becomes educated here they might lose their vote bank here. I am in a total state of shock that there are educated people on this forums who support these wadairas and ghundas. They have no idea how this party has single handedly destroyed the beautiful city of Karachi.
 
i waited to see where this was headed before commenting. So i still think this could go either way but we still have about 8 days to go and the way things are moving anything can happen. I think the opposition have been rattled by the strength of feeling in the street. Even the boys are starting to get fidgety.

Bilawal rani's OIC statement just confirms our worst fears. "tumhara OIC conference" erm what? that statement in itself is a major gaff to add to his countless gaffs. The boy needs to shut the hell up and go back to oxford. On a serious side their countless interviews where they are talking about handing over positions is now becoming cringeworthy viewing. As everyday goes by their lotay waiver. And how many of the oppositions have been broken? after this OIC fiasco many more could suddenly turn around and say "sorry governor not today".

I think the PMLN are going to waiver big time. Many of their mp's are not going to like what bilawal said and hate the ppp. Dont be surprised if some of them fail to turn up to the vote. Showbaaz is an interesting piece of the puzzle..if he is given assurances of jail avoidance by the judiciary he may secretly sabotage the whole thing and blame zardari and bilawal.

But lets assume they win. Then what? do you really think this mob will be able to run the country? they hate each other..sooner or later the cracks will appear..and Khan will be on the streets..we'll probably end up in an early election anyway so this whole tamasha may be for nothing..

the whole timing of this move is beyond understanding unless people like showbaaz know they are in deep trouble..

Will Khan survive? 50-50 at the moment..but as the days go by his position is looking stronger..lets see if the PDM cn withstand the pressure that is going to be racheted up in the next week..

Hours after threatening to disrupt an upcoming OIC meeting in Islamabad, the joint opposition on Saturday backtracked on its statement and pledged that they would not “allow in any way” the country’s internal political crisis to affect the moot of Islamic countries.

PML-N President Shehbaz Sharif and PPP Chairman Bilawal Bhutto Zardari had threatened to block OIC conference, scheduled to take place on March 22-23 in the federal capital, if no-trust vote against Prime Minister Imran Khan is delayed by the National Assembly speaker earlier today.

"We want Monday's [National Assembly] session to start with no-confidence motion but if it is not summoned by Monday then we will stage a sit-in the house... we will then see how you will be able to organise the OIC conference," announced PPP Chairman Bilawal Bhutto at a joint press conference flanked by Shehbaz, Maulana Fazlur Rehman and other opposition leaders.

Reacting to this, the federal ministers warned joint opposition against disrupting OIC huddle, expressing hope that “Bilawal won't become a tool to fulfil the Indian agenda of sabotaging the crucial meeting”.

The opposition, in a joint statement issued late Saturday, said it would warmly welcome the foreign ministers, delegates and other dignitaries of the Islamic world to Pakistan on the occasion of the 48th meeting of the Organisation of Islamic Cooperation’s (OIC) Council of Foreign Ministers.

They said the arrival of distinguished guests is a source of joy and pride for them, and added that that they look forward to welcoming the “esteemed guests”.

The opposition also appreciated the “spirit and determination” of OIC officials that they were coming to Islamabad to deliberate upon the important issues facing the Islamic world, including Afghanistan, Jammu and Kashmir, and Palestine.

“Representing the people of Pakistan, the United Opposition assured that the whole of Pakistan would warmly welcome the participants on their arrival,” read the communiqué.

During their stay in Islamabad, a conducive atmosphere in accordance with the traditional spirit of hospitality, respect and zeal would be ensured, they said. The opposition pledged to do its utmost to create an atmosphere in which the distinguished guests will be able to carry out their activities with full attention, dedication and determination.

They pointed out that to welcome and honour the distinguished guests of the OIC members countries, the joint opposition changed the dates of the long march and directed its workers not to come to Islamabad before March 25.

“The Joint Opposition hope that the stay of esteemed guests in Islamabad would be pleasant and they will return home with good memories.”

The joint opposition said on Saturday that Pakistan’s internal situation and political turmoil would not be allowed to affect the upcoming meeting of the OIC foreign ministers, hours after the PPP chairman warned of disrupting the conference if the National Assembly session on the opposition’s no-confidence motion against Prime Minister Imran Khan was not convened by Monday (tomorrow).

The opposition issued a joint statement to do away with the impression that it was trying to impede the OIC meeting. The statement said that the opposition warmly welcomed the delegates and other dignitaries to the 48th meeting of the Organization of Islamic Cooperation Council of Foreign Ministers (OIC-CFM).

Earlier in the day, Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto Zardari, while talking to the media after an opposition parties’ meeting in Islamabad, warned that if the National Assembly speaker did not allow the tabling of the no-confidence motion on Monday, he would ask his party and the other opposition parties to stage a sit-in in front of the National Assembly.

“We will see how they [the government] hold the OIC conference,” Bilawal said while standing alongside National Assembly Opposition Leader and Pakistan Muslim League Nawaz (PML-N) President Shehbaz Sharif and Pakistan Democratic Movement (PDM) President Maulana Fazlur Rehman and other leaders.

Bilawal said that the opposition would not let the speaker use any excuse to violate the Constitution, law and the National Assembly Rules. He said that on Monday, the speaker should allow the tabling of the no-confidence motion. Otherwise, he added, he would ask his “party and other opposition parties” not to leave the assembly hall and continue sitting there till the law was acted upon.

The OIC-CFM session would be held in the National Assembly Hall on March 22-23. The delegates, including the foreign ministers from the member countries of the 57-nation Muslim bloc would start arriving in federal capital on Monday (tomorrow). In order to do away with the impression that the joint opposition was trying to impede the OIC conference, the opposition issued the statement, saying that the arrival of distinguished guests “is a source of joy and pride for us”, and that they looked forward to welcoming the “esteemed guests”.

Later, a spokesperson for the PPP chairman, also issued a separate statement to clarify the party’s position on the matter. He said that Bilawal Bhutto Zardari was not against the OIC conference but against the government’s escape from the no-confidence motion under the guise of OIC conference.
PPP spokesperson Zulfiqar Ali Badar said, “is the party that reinvigorated” the OIC and gave it a new life. Badar recalled that former prime minister late Zulfikar Ali Bhutto, grandfather of Bilawal Bhutto Zardari, gave an identity to the OIC.

He said that Prime Minister Imran Khan wanted to postpone the no-confidence motion till April on the pretext of the OIC meeting and that he was talking to the National Assembly speaker in this regard. However, he added: “We will not allow Imran Khan to do that.” “If the speaker of the National Assembly delays the no-confidence motion under the guise of the OIC meeting, then there will be a reaction,” the spokesperson said. He added that it would be the “funeral of the change” in March, otherwise there will be ‘Dama Dam Mast Qalandar’.

He said that if Imran Khan took cover of the OIC conference to save himself, it would be a misuse of the aims and objectives of the Muslim bloc. He added that the no-confidence motion was “a democratic, legal and constitutional right that cannot be taken away from us under the guise of anything.

SLAMABAD: The Opposition threatened National Assembly Speaker Asad Qaiser that it will move against him if he did not follow the rules on Monday, aiming to prevent a delay of at least four days in the vote of no confidence against Prime Minister Imran Khan, The News reported.

The threat comes as a result of the Opposition's apprehension that the speaker would adjourn the first day of the requisitioned NA session tomorrow (March 21) after offering Fateha for deceased PTI MNA Haji Khayal Zaman.

Though it is not provided in the Rules of Procedure and Conduct of Business in the National Assembly, adjourning the day's meeting after saying prayers for a departed lawmaker is a parliamentary tradition.

If the tradition is followed in tomorrow's session, which is the first day of the requisitioned sitting, the deadline for voting will fall on March 31 as there will be no sessions for at least three days, Tuesday, Wednesday and Friday, as these days have been declared holidays due to the OIC conference.

On the very first day of the session, the opposition will try to seek the leave of the House to table the no-trust motion and move it on the same day.

Then, a voting period of not less than three days and not more than seven days will begin from March 21. The opposition’s effort is to get the resolution moved on Monday so that such a period begins from that day. In such a case, the last day of the voting will be March 28.

Rule 37 says the leave to move the resolution will be asked for after questions, if any, and before other business entered in the Orders of the Day is taken up [on the first day of the requisition session]. When the resolution is moved, the speaker may, after considering the state of business, allot a day or days for the discussion on the motion.

The resolution will not be voted upon before the expiry of three days or later than seven days from the day on which it is moved in the National Assembly, which will not be prorogued until the motion is disposed of or, if leave is granted, the resolution has been voted upon.

The rule disallows the speaker to prorogue the requisitioned session unless the no-confidence motion has been dealt with.

It was up to the speaker to summon the session requisitioned by the opposition parties for voting on the no-trust resolution any time within 14 days of the receipt of the request. But he decided to avail the entire time given in the rules.

The speaker has tried to consume the maximum amount of time so that the government gets ample opportunity and time to use its sources and resources to attempt wooing back its estranged members and possible defectors. The motion has been signed only by the opposition parties’ members and no ruling coalition MP is included among them.

The voting will be held through division and everyone will be duly identified. The government will ask its members to stay away from the voting and leave it to the sponsors of the motion to produce at least 172 members in favour of the resolution.

Rule 46(4) says the powers of the speaker can’t be limited to summon a requisitioned session of the National Assembly to meet at any time. The defection clause will apply to the PTI members, who would be voting in favour of the no-confidence motion.

But that stage will come later after they have cast their votes. The speaker can send references against them to the Election Commission of Pakistan (ECP), which has the actual authority to disqualify them. Asad Qaiser cannot stop such members from supporting the resolution.

There are not very many instances when MPs have been disqualified by the ECP on the charge of defection. Generally, such cases keep dragging on for a long time. The defection clause applies only when a member votes in a no-trust motion or confidence resolution, constitutional amendment or federal budget against the policy of his or her party.

National Assembly (NA) Speaker Asad Qaiser has summoned the session of the lower house to deliberate on the opposition's no-confidence resolution against Prime Minister Imran Khan on March 25 (Friday) at 11am.

The session, which will be the 41st of the current National Assembly, was summoned after the joint opposition made the requisition for it under Article 54 of the Constitution along with the submission of the no-confidence motion against the prime minister on March 8.

According to Article 54, once a session of the National Assembly has been requisitioned with signatures of at least 25 per cent of the members on it, the speaker has a maximum of 14 days to summon a session. Therefore, the speaker had to call the lower house in session by March 22.

However, according to a notification issued from the NA Secretariat today, a copy of which is available with Dawn.com, a motion was adopted by the National Assembly on January 21 to allow the exclusive use of its chamber for the 48th session of the Organisation of Islamic Countries (OIC) Council of Foreign Ministers on March 22 and 23.

It further said that due to its own chamber's unavailability, the NA Secretariat had asked the Senate Secretariat to provide its chamber for the lower house's session but it was also unavailable due to renovation work.

The notification further said that the chairman CDA and Deputy Commissioner Islamabad were also approached for the provision of a suitable place outside the Parliament Building but "they have informed in writing that no suitable place is available at present in Islamabad."

"In view of the aforementioned facts and circumstances, it is evident that no suitable place would be available for holding the session of the National Assembly till 24th March," the notification issued in Qaiser's name stated.

"Therefore, in exercise of the powers conferred upon me under clause (3) of Article 54 of the Constitution ... I herby summon the session of the National Assembly on the first available date i.e. 25th March."

After the NA is in session, the rules of procedure dictate that the secretary will circulate a notice for a no-confidence resolution, which will be moved on the next working day.

From the day the resolution is moved, it "shall not be voted upon before the expiry of three days, or later than seven days," according to the rules.

Arbitrary delay could invoke Article 6: Sherry Rehman
PPP Senator Sherry Rehman condemned the delay and said the NA speaker could not arbitrarily delay the requisitioned session.

"If he violates Article 54, which read with Art 95 of the Constitution of Pakistan, enjoins on him the duty of calling such a session within the outer limit of 14 days, he will invoke Article 6 for violation," she said.

Article 6 of the Constitution deals with high treason and says: “Any person who abrogates or subverts or suspends or hold in abeyance, or attempts or conspires to abrogate or subvert or suspend or hold in abeyance the Constitution by use of force or show force or by any other unconstitutional means shall be guilty of high treason."

as i said, its being financed by shutting down the DHQ hospitals in the poor regions where these hospitals are free.

Also, the card is only valid for operations, not for check ups etc. Even a simple check up costs RS.500 and medicine has become expensive aswell.

You don't realise it's value. In India it's equivalent is Golden card and being a kashmiri myself I praised modi for it because it has of great use. Last month my grand dad have to be operated and the cost was around 3 lakh. We just paid 20k for medicines. Other all charges was taken care of by golden card. If Sehat card in Pakistan is equivalent to this then it is the best thing IK has done and this alone will give many votes.

Sehat Card is a brilliant initiative. Close to a million people have benefited in Punjab alone since it's roll out in January.


It grants each family insurance of Rs 1 million per year. Most operations are covered (including child birth which effects every family). Medicines are also covered for a certain period after the operation.


The national id card has to be presented at and empanelled hospital and then the patient does not pay a dime.



The poster in question is a pathetic loser and just salty that this great initiative will help IK win elections again.

PM ready to forgive dissidents like a 'compassionate father'

Prime Minister Imran Khan has once again urged the dissident lawmakers to return to the ruling PTI’s fold, saying that he was ready to forgive them like a ‘compassionate father’ amid looming vote on no-trust motion against him.

“Return to the party’s fold or face social boycott,” he warned the dissenting PTI members while addressing a public gathering in Dargai – a small town in Khyber-Pakhtunkhwa’s Malaknad district on Sunday.

“People will not trust you… youth are aware of whatever happening in the country, this is the age of social media where it is difficult to hide anything,” he said.

The premier also warned the estranged lawmakers of dire consequences if they “sold their conscience” and cast vote against the party line in National Assembly.

People will forever dub them as people who sold their conscience and that their offspring would be unable to find spouses and they would be ridiculed at school, he remarked.

“You are destroying the future of your children by accepting this money,” he said, adding that the “Changa Manga” politics was not possible today.

PM Imran said that the people knew the faces of the “three stooges” from the opposition – Asif Ali Zardari, Shehbaz Sharif and Maulana Fazlur Rehman – who had been “stealing” for years and facing corruption cases.

The premier maintained that he was asked by the party members to bring back the dissenting lawmakers by “buying them off” using government’s resources. “If the government was to be saved by plundering nation’s wealth or by compromising on conscience than I curse such government,” the premier said.

“The veil has been lifted from the eyes of the nation,” PM Imran said, adding that opposition leaders would "badly lose this match" against him.

The prime minister said that a “decisive moment” has arrived in the country’s history, asking the people to choose between “dacoits of Pakistan” or those striving to end the menace of corruption in the country.

Referring to opposition parties, the prime minister claimed that they had been offering bribes to the lawmakers to switch loyalty and party affiliations with their ill-gotten wealth.

He said those legislators who had been elected to safeguard public interests had “sold out” their conscience for wealth. “They not only sold out their country and nation but also their faith.”

The prime minister said the judiciary, Election Commission of Pakistan (ECP), and the nation, especially the youth were observing the situation.

“It is being called a democracy,” the prime minister sarcastically alluded to the statements of the opposition parties.

The prime minister while sharing his experience of life in the United Kingdom said that he had never heard of the members of parliament selling their loyalties as they had strong democratic values and political insight. They never thought of such tactics.

In Sindh House, bags of money were distributed among the members of the parliament, he claimed, likening it to a “funeral of democracy”.

The prime minister said it was an obligation for the nation to stand up and raise its voice against such tactics.

PM lauds India

PM Imran, in today’s speech, also lauded India for having an "independent foreign policy" that was favourable to its own people. He maintained that like India – which imported oil from Russia despite American sanctions and despite being an ally of the US – his foreign policy would also favour the people of Pakistan.

“I haven’t bowed before anyone and will not let my nation bow either," Imran said.

The premier maintained that he said “absolutely not” to the European Union envoy who sought Pakistan’s support against Russia in the Russia-Ukraine conflict because "they broke protocol by making the request". He added that Pakistan would have gained nothing by complying with the EU's request.

“We became part of America’s war against terror in Afghanistan and lost 80,000 people and $100 billion,” he said, asking Shehbaz Sharif what did Pakistan gained from the war on terror.

The prime minister emphasised that he was not like Shehbaz who “polished boots when he saw a white man in a suit”.

“I was a free man when I read the kalma, I took an oath that I will not bow before anyone but God,” PM Imran reiterated, claiming that his foreign policy would favour his people.

He maintained that the “hypocrites” – referring to the opposition – would never stand for their nation because they “worship money”. According to the premier, the nation would never progress if it remained a "slave" to the world’s superpowers, and would only prosper when it stood on its own feet.

“For these 3.5 years (of the PTI government) we have only tried to help Pakistan prosper,” PM Imran said, adding that no government had done what the PTI government had.

PPP Chairman Bilawal Bhutto Zardari has said that Prime Minister Imran Khan-led government was trying to “provoke” state institutions in a bid to drag them into political affairs and added that the National Assembly speaker has violated the Constitution by not convening assembly session within the stipulated time.

“They [PTI government] are trying to provoke institutions of the country… their social media teams are running campaigns as they don’t want institutions to remain neutral,” said Bilawal while addressing a press conference in Islamabad on Sunday.

Bilawal said PTI-led government was trying to create a Constitutional crisis in the country while demanding the premier to explain his statement wherein PM Imran had said that “only animals remain neutral”.

Speaking about the no-trust move, the PPP leader said from the day one, “coward Imran” was scared of opposition’s bid to de-seat him through no-confidence motion.

“Who is running away now… winning captain never runs away… Constitution of Pakistan requires speaker to summon [NA] session within 14 days,” said Bilawal, adding that NA Speaker Asad Qaiser has violated the Constitution of the country by delaying the session.

“His narrative is based on fiction… everyone knows who attacked the parliament house… we will not allow this man to play with the fate of people,” he added.

Bilawal said PM Imran will be held accountable for corruption and “flawed” economic policies which he said made the lives of masses miserable.

“Despite being in the government, PTI lost various by-elections because people hate his economic policies.”

‘Foreign-sponsored agent’

While adopting a harsh stance against the premier, Bilawal labelled him a “foreign-sponsored agent”. He said Imran was “installed” into power by foreign elements to sabotage CPEC, country’s relations with European countries and economy.

“You were planted by foreign elements to compromise on Kashmir issue… today there is no difference between Pakistan’s and India’s policies,” he claimed.

While welcoming the upcoming OIC meeting in Islamabad, Bilawal said though they welcome the foreign dignitaries arriving in the country to attend the moot but this huddle was not summoned in “country’s interest”.

“Imran summoned this meeting as a foreign minister of Taliban to discuss the issues of Afghanistan and not Kashmir and other matters of national interest,” he added.

As I said i other thread.

Number game and defections are irrelevant. If moment stretches till the day of voting, PDM will lose.

IK will go only if he himself resigns. Otherwise I don't see PDM obtaining more than 172 votes on 28 March. And I am not sure if voting will be held on 28 March or postponed till June.

The Pakistan Tehreek-e-Insaf (PTI) government on Monday, through a presidential reference in the Supreme Court (SC), asked 'what measures and steps could be taken with existing constitutional and legal framework to curb, deter and eradicate the cancerous practice of defection, floor crossing and vote buying'.

“That if the constitutional disapproval and prohibition against defection is effectively enforced with deterrence for future as well, many such members shall stand disqualified for life under Article 62(1)(f) and will never be able to pollute democratic streams. Such a robust and purpose oriented interpretation of Articles 62 and 63A by this Hon’ble Court would advance a highly desirable constitutional goal by shutting the doors of Parliament for habitual turncoats who have converted the honourable, elevated and trustworthy status of a Member of Parliament or Provincial Assembly into a tradable commodity eternally soliciting highest bidders,” said the reference drafted by Attorney General of Pakistan Khalid Jawed Khan..

The reference further prayed that only those who learn lessons from their mistakes could progress while the complacent were doomed.

“It was barely a year ago in the wake of elections for the Senate that compelling evidence in the form of audio and video recordings showing horse trading emerged leaving the identities of perpetrators in no doubt yet nothing meaningful has been done in that respect till date,” it stated.

“While all other disqualifications enumerated in Article 63 have limited and measurable consequence, the damage caused to the democratic process and polity by defectors is not only immeasurable but constantly recurring as one defection rewarded by fresh election is a self-feeding menace,” the reference read.

Therefore; the reference added, the "most suitable and appropriate disqualification for a declared defector is disqualification for life as provided under Article 62(1)(f). Such members must never be allowed to return to parliament nor their tainted votes be counted in any constitutional or democratic exercise".

“Hon’ble Court may be pleased to answer the questions of law so as to purify and strengthen the democratic process worthy of people’s respect and trust and forever eradicate the menace of defections,” the reference concluded.

Earlier, the federal government sent another presidential reference — under Article 184 (3) — seeking its opinion about applicability of the Constitution’s Article 63(A), which is related to the disqualification of an assembly member on grounds of defection.

"The Supreme Court will be asked for its opinion on the legal status of the vote when members of a party are explicitly involved in horse-trading and change allegiances in exchange for money," Federal Information Minister Fawad Chaudhry said in a series of tweets on Friday.

Can you post data or any facts that show that 'the economy is in doldrums' or just talking without logic?


FY22 will be another year of 5% growth after FY21. This is the first time this has happened since Mush left. Exports are at highest ever levels and expected to touch $40b this year for both goods and services. This is about 30% higher than what PML-N left us with. Tax revenue is touching Rs 6000b which is almost twice what it was in FY18. Large scale manufacturing index has been the highest ever for each month of this fiscal year. Pakistan produced 25 million smartphones in FY21.

CJP against 'any restriction, interference' in no-confidence vote

ISLAMABAD:

Chief Justice of Pakistan Umar Ata Bandial on Monday observed that there should not be any interference to halt the process of Article 95 of the Constitution which permits a no-confidence motion against the incumbent prime minister.

The two-member bench that also includes Justice Munib Akhtar made these remarks while hearing a petition of the Supreme Court Bar Association (SCBA) that sought the intervention of the apex court to prevent "anarchy" on the day of the no-trust vote.

SCBA President Muhammad Ahsan Bhoon had asked the court to restrain “political parties from holding public meetings in Islamabad before voting on the no-confidence motion”.

The petition had also prayed the court to stop government agencies from arresting or detaining MNAs and to stop public gatherings in the federal capital which prevented the assembly members from reaching parliament.

"The purpose of Supreme Court proceedings is that the right of lawmakers [to cast vote] must not be defeated," CJP Bandial said.

The bench also refused to intervene in the matter concerning the delay of the National Assembly session by the speaker. It advised the counsels representing the opposition leaders to raise this matter in parliament.

In a reference to the attack on the Sindh House by PTI workers, the court said it expected that the Sindh government’s version will also be included in FIR.

Opposition leaders, including PML-N President Shehbaz Sharif, JUI-F chief Maulana Fazlur Rehman, and PPP Chairperson Bilawal Bhutto-Zardari arrived at the Supreme Court ahead of the hearing.

Speaking to the media, Shehbaz Sharif said they appeared before the bench on the court’s notice. He added that the lawyers worked hard to prepare the petition seeking the intervention of the top court.

In a comment, PPP chief Bilawal Bhutto-Zardari said they will not resort to political statements in court and added that they will fight this battle through their legal counsels.

Larger bench for presidential reference

The court also issued notices to all major parties on the presidential reference as a larger bench would be expected to hear the presidential reference on March 24.

During the hearing, Attorney General for Pakistan Khalid Javed Khan gave an undertaking that all state functionaries would act strictly in accordance with the Constitution and the law

Firing a broadside at the opposition for allegedly running a malicious campaign against the Pakistan Army, Information and Broadcasting Minister Fawad Chaudhry has said that some social media accounts of Pakistan Muslim League-Nawaz (PML-N) were maligning the armed forces by changing their display photos with that of the Pakistan Tehreek-e-Insaf's (PTI) logo.

Talking to the media outside the Supreme Court in Islamabad on Monday alongside Energy Minister Hammad Azhar and Adviser to the Prime Minister on Parliamentary Affairs Zaheer-ud-Din Babar Awan, he said that those who dreamt to create a wedge between the Pakistan Army and the government should know that the PTI is not the PML-N which, he alleged, hatched the conspiracy against the institution on petty issues.

“Prime Minister Imran Khan and the armed forces is such a combination which ushers in the stability and progress of Pakistan,” he said, adding that this would continue in future.

The institutions, he said, stood by the government as required by the Constitution.

Coming down hard on the opposition for allegedly campaigning against the 48th session of the Organisation of Islamic Cooperation (OIC) Council of Foreign Ministers starting in the capital from Tuesday (tomorrow), Fawad said that the opposition had surpassed India and Israel in campaigning against the OIC summit.

Referring to Pakistan Peoples Party (PPP) Chairman Bilawal Bhutto-Zardari’s threat of disrupting the OIC conference, he said: “How embarrassing it is for those who had said that we will see how the OIC takes place in Islamabad.”

He said that the final dates for the OIC meeting were announced some eight months ago. "If the opposition had submitted the resolution for convening the National Assembly session 10 days later, nothing would have happened. What’s the harm in it if the NA session is convened on March 25 instead of March 22,” he questioned, adding that a motion was adopted by the National Assembly on January 21 to allow the exclusive use of its chamber for the 48th session of OIC Council of Foreign Ministers.

He said that all the efforts of opposition parties were seemed to be against the national interest. “It has been observed that Fazlur Rehman and his so-called alliance are making more efforts than India and Israel to sabotage the OIC conference.”

Fawad said that PM Imran stands affirm in the face of opposition’s threats and would foil their every bid against him and his government.

“It is not the first time that Imran Khan is facing such challenges in his life… he always emerges victorious in such situations,” he added. The federal minister further said that the PTI had given seven days to its dissident members of the National Assembly for returning to the party’s fold.

"They would face disqualification for the lifetime, if not returned to the PTI," he added. Referring to a phone call from the family members of the dissidents, he said that the former were ashamed of the acts of the latter.

Fawad said that the government, in a reference filed in the Supreme Court under Article-186 for interpretation of Article 63-A, had sought its advice on the status of those party members who were explicitly involved in the horse-trading.

“Does the Constitution of the country allow the members of parliament to sell their loyalty and encourage 'Lotacracy' in the country,” he questioned.

He said that PM Imran Khan could not be removed through the conspiracies as it is only the right of the masses to decide who should rule the country.

"Maulana Fazlur Rehman should be asked what he had done for the cause of Islam," he said while highlighting the prime minister’s efforts that led to the adoption of a resolution in the United Nations for designation of March 15 as an “International Day to combat the Islamophobia”.

Babar Awan said that the NA Speaker had summoned the session of the National Assembly on March 25 in line with the provisions of the Constitution.

He reminded the opposition of the motion unanimously passed by the lower house to provide the assembly hall for the session of the OIC.

Hammad Azhar said that Pakistan is passing through a "defining moment" as the whole nation is witnessing whether the country is being pushed towards the old corrupt practices of horse-trading, turn-coating, and conscience-selling, or neat and clean politics of the elected members in the Parliament.

He made it clear that the law against floor-crossing was passed by the past governments.

Hammad said that there is a clear divide between the public and the traders of consciousness that could be witnessed on the streets. “By the grace of Allah Almighty, there will be the victory of ‘Naya Pakistan’, neat and clean politics, honesty, and supremacy of the law and the Constitution.”

No-trust motion: 10 ministers, 41 MNAs in PTI right now are party switchers

In its presidential reference to the Supreme Court, the ruling PTI shunned the act of switching parties and floor crossing by members of the parliament as “cancerous”.

It pleaded with the Court to eradicate the practice altogether by disqualifying “habitual turncoats” for life.

But the PTI has not always rallied against those who change party allegiances. In fact in 2018, 46 candidates, in the race for national assembly seats, who won on the PTI ticket, were previously with their rival political parties.

Not only that, after coming to power in August 2018, Khan’s political party, which was gearing to form government in the centre, took in five members of the national assembly (MNAs) who had won the national polls independently.

These five men were: Syed Fakhar Imam, Abdul Ghaffar Wattoo, Muhammad Shabbir Ali, Basit Sultan Bukhari and Amjad Farooq Khan Khosa. Two of these — Imam and Ali — were later also made ministers in the PTI government.

It is important to mention here that these five MNAs, and several other members of the provincial assembly in Punjab, joined the PTI due to the efforts of businessman and politician Jahangir Khan Tareen.

Even at this moment, there are 51 sitting MNAs, who had defected from other political parties to join PTI in 2018, of which 10 are sitting federal ministers.

For PPP and PMLn , election has never been an issue of vote-base and public support. They have thousands of bogus votes for every constituency and don't care for what public think of them. In speeches and interviews, they obviously have to exaggerate their popularity.

My interpretation might be wrong but I have observed significant portion of people who are not Pro-PTI accept PPP and PMLn have been exposed yet they are willing to vote for these parties. But Some people believe the support will eventually decline if PPP and PMLn continue to remain united for another year.
 
My time line is full of people who were against IK or disappointed by the government due to one reason or the other. All of them are now standing fully in support of IK.

As one person said "Mehngayi se humara itna dimag bhi nahi kharab howa ke Zardari, Shahbaz aur Fazul-ur-Rehman maseeha nazar anay lagain".

Might be a word of advice for certain posters here to not have their hopes associated with chalay howay kartoos. All thanks to opposition's no confidence motion IK has regained all of his lost popularity.

Former president Asif Ali Zardari has assured MQM-P Convener Khalid Maqbool Siddiqui that whatever the party agrees with PPP, it will be implemented, sources told Geo News on Tuesday, as the Opposition woos government's allies to oust Prime Minister Imran Khan ahead of the voting on the no-confidence motion.

Sources said that PPP co-chairperson Zardari and PPP Chairman Bilawal Bhutto-Zardari had a telephonic conversation with the MQM-P leader.

According to sources, the former president asked the MQM-P leader whether they had made a final decision on the no-confidence motion against Prime Minister Imran Khan.

Zardari told the MQM-P leader that he had asked him to remain in touch with him and Bilawal. At this, the MQM-P leader replied that he would.

The former president also asked the MQM-P leader to come to Islamabad and meet him.

The PPP leader also assured Siddiqui that Bilawal and he would remain in contact with them and oversee everything. Sources said that the MQM-P leader told Zardari that he would visit him tomorrow in Islamabad.

For Pakistan's 'greater interest', PPP and MQM-P to work together
The phone call comes after the PPP and MQM-P last week came to an agreement and decided to work together for the country's "greater interest".

According to a PPP statement, Bilawal and Zardari met the MQM-P delegation.

The political situation in the country was discussed during the meeting and PPP agreed to keep better and permanent relations with MQM-P, said the spokesperson.

On the other hand, sources privy to the meeting shared that the PPP and MQM-P have agreed on provincial-level matters.

PPP leaders Yousaf Raza Gillani, Saeed Ghani, Chief Minister Sindh Murad Ali Shah, Sharjeel Memon, Rukhsana Bangash and others were present during the meeting.

The MQM-P delegation included Amir Khan, Khalid Maqbool Siddiqui, Syed Aminul Haque, Waseem Akhtar, Khawaja Izharul Hassan and Javed Hanif Khan.

Amid the ongoing political turmoil in the country owing to looming no-trust motion against Prime Minister Imran Khan, National Assembly Speaker Asad Qaiser on Wednesday vowed to fulfil his "constitutional obligations".

"I as the custodian of the National Assembly of Pakistan will fulfil my constitutional obligations and will proceed in accordance with Article 95 of the Constitution & rule 37 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007," Qaiser wrote on his official Twitter handle.

The political temperature had reached to the boiling point after the opposition parties threatened that they would hold a sit-in in the NA if the speaker didn’t call the session on Monday, March 21, and initiated the proceeding on the no-confidence motion.

However, the speaker summoned the session of the National Assembly on March 25 using powers granted to him under Article 54(3) and Article 254.

In his order, the speaker said that due to renovations at the Parliament House owing to the OIC moot, no suitable place was available to hold the session before March 24. “After the receipt of requisition on March 8, the National Assembly Secretariat requested the Senate Secretariat to provide Chamber of the Senate for holding of National Assembly session. The Senate Secretariat informed that the Senate chamber is also not available (for) being under renovation.”

Qaiser further said the CDA chairman and Islamabad deputy commissioner were also approached for an alternate arrangement outside the Parliament House but that also remained an exercise in futility.

“Having no adequate option available whatsoever, for holding of the Session of the National Assembly before March 24… in the exercise of powers conferred upon me under Clause (3) of Article 54 of Constitution of the Islamic Republic of Pakistan read with Article 254… I hereby summon the session… on the first available date i.e. Friday… at the Parliament House, Islamabad,” the order issued by the NA speaker read.

Legal experts had said that not calling the requisitioned session of the National Assembly within the stipulated time or proroguing the session without initiating the proceedings of the no-confidence motion against PM Imran would have attracted Article 6 (high treason) of the Constitution.

The experts said that any deliberate delay in summoning the session would have led to a constitutional impasse amid the on-going political turmoil.

Pakistan might move towards early elections: Sheikh Rasheed

Rasheed warns Opposition against taking law into their hands.
LAHORE: Interior Minister Sheikh Rasheed said Thursday the country might move towards early elections, but maintained that Prime Minister Imran Khan would defeat the Opposition's no-confidence motion.

"I want Pakistan and democracy to progress [...]. The situation in the country is moving towards betterment with every passing day," the interior minister said while addressing a press conference in Punjab's capital.

Rasheed's comments come as the political temperature continues to move up, especially in Punjab and the Centre, after the Opposition filed a no-confidence motion against the premier.

The prime minister, however, has ruled out stepping down from office and vowed to counter every move the Opposition throws his way. But the joint Opposition has also claimed that the government's allies — whose support is crucial for PTI to stay in power — have parted ways with the PTI.

The government's ally in the Centre, the Grand Democratic Alliance (GDA), has assured PM Imran Khan of complete support ahead of the no-trust motion, while other allies — BAP, MQM-P, and PML-Q — are still indecisive.

Only 'good news'
Moving on, the interior minister said the nation would only hear "good news" from now, as he claimed that the government was also in talks with the Opposition members.

"We also have [support] from the Opposition members who will not vote during the no-confidence motion. We have the support of those Opposition members who are responsible," Rasheed said.

The interior minister also told the "turncoats" that if they were of the view that switching parties would help them gain more respect, they were wrong — "it isn't like that".

He also said that Chief Minister Usman Buzdar was not going anywhere. "And just like me, he will stand with PM Imran Khan to the end."

Rasheed said that he was not in touch with disgruntled PTI leader Jahangir Tareen — whose group has made it clear whether they will support the PM or not.

Rasheed said PM Imran Khan would hold a "historic" jalsa in Islamabad on March 27, where the PTI aims to gather one million people to send a message that "we stand with the truth".

PM Imran Khan, in a video message today, invited the nation to join him on March 27 to reinstate the government's stance against the “dacoits” ruling Pakistan for the last 30 years.

The interior minister also said that he has instructed the Federal Investigation Agency (FIA) to take prompt action against those maligning the military and the judiciary.

"Pakistan's army is great," the interior minister said, as he stressed the need for a stable military. "The establishment stands with Pakistan."

'No one will be allowed to take law into hands'
Talking about the PML-N's "long-march", the interior minister said that no one would be allowed to take the law into their hands.

"PML-N should provide us with their rally's schedule. They have not yet provided us with their schedule, so if any 'untoward incident' takes place, the interior ministry will not be responsible," he said.

Moreover, Rasheed said that he wanted to impose emergency and governor's rule in Sindh, but PM Imran Khan refused to implement both options.

The interior minister made the suggestion after several PTI lawmakers — who were residing in Sindh House — came out in the open, saying they would vote against PM Imran Khan in the no-trust motion.

Rasheed said he was hopeful that the allies would support the government when the National Assembly votes on the no-confidence motion against the premier.

"The allies are taking time to decide, which is a good thing, as they should make a decision after deliberations," he added.

Chief Justice of Pakistan (CJP) Umar Ata Bandial on Thursday said it is insulting for lawmakers if they are not allowed to cast their vote as the process regarding Article 63-A is very clear.

A larger bench of the top court heard the presidential reference which sought an interpretation of Article 63-A of the Constitution which deals with the disqualification of the parliamentarians over defection.

The fiver-member apex bench which was led by Chief Justice of Pakistan (CJP) Umar Ata Bandial – also included Justice Mazhar Alam Khan Miankhel, Justice Ijazul Ahsan, Justice Munib Akhtar and Justice Jamal Khan Mandokhail.

During the hearing, the CJP said that apex court, under advisory jurisdiction, could not fill blanks as could be done through parliament.

Justice Mandokhail referred to Articles 55 and 95 which mentioned the MNA's right to vote.

Justice Miankhel also asked AGP Khalid Jawed Khan whether he wanted to make the party head like a king.

Another member of the apex bench, Justice Ijaz ul Ahsan asked the AGP regarding the scope of the Election Commission of Pakistan's (ECP ) inquiry under Article 63 of the Constitution

Justice Ahsan noted that the ECP would examine procedural lapses during the inquiry and noted that the Constitution does not justify defection under Article 63-A of the Constitution.

The CJP also asked AGP that the government should not link with the court's opinion in this case.

When the AGP read out the Benazir Bhutto case judgment, wherein certain observations were given against horse-trading and floor crossing, the chief justice said that the judgment was an issue and Article 63-A was inserted through the 18th amendment in 2010.

Responses

PTI, PML-N, JUI-F and the Supreme Court Bar Association (SCBA) also submitted written replies today.

The response submitted by JUI-F leader and senior advocate Kamran Murtaza said the opinion sought by the president under Article 186 in this particular case was “beyond the scope of the constitution as such be returned unanswered”.

“That the subject Reference goes beyond the advisory jurisdiction of this August Court under Article 186 of Constitution and seeks declarations similar to the Constitutional Jurisdiction of this August Court under Article 184(3) of the Constitution, hence not maintainable,” the lawyer contended. According to the response, the PTI did not hold intra-party elections, therefore, the party was “being run through selectors”.

“The question would be that still the directions to ‘vote’ or ‘not to vote’ have any effect under Article 63A of the Constitution,”

It further stated, “That the opinions sought only deal with the circumstances where voting is required. However, if a situation under Article 63A of the Constitution arises where the Party Head tells the MNAs to vote but some MNAs abstain from voting then should the Honourable Speaker be empowered to count their vote even though MNAs chose not to vote? Should the Honourable Speaker, after counting the votes of MNAs who refused to vote, then disqualify them for life?”

It said giving the powers to the speaker to reject the votes of the MNAs for not complying with directions of the party head would “lead to such absurd and flawed interpretations”.

It further added that the opinion sought by the president does not have to be answered within a certain timeframe, adding, “As the no-confidence motion is pending and if there is an apprehension of defection, then the matter will likely reach this August Court being the appellate body under Article 63A(5) of Constitution. Giving an opinion beforehand that too without examining the facts of each case will make the forum of Election Commission of Pakistan as completely redundant.”

In a further criticism on the reference, the JUI-F said opinions were sought on the issues in need of clarity. “This August Court has given Judgments on the issue at hand and in the present scenario, the issue may be raised again before this Court under Article 63A(5) of Constitution, thus the opinions sought ought to be either deferred for now or returned unanswered.”

It said the president wanted the court to extend beyond its mandate and to “put on the robes of the legislature to create law regarding the no-confidence motion as per the wishes of the ruling party”.

“That the advice sought under Article 186 of Constitution carries inferences that the president and prime minister of Pakistan will always be righteous and sagacious and the ruling party’s MNAs voting in no-confidence motion are always doing so for illegal benefits,” it added.

It said the interpretation sought by the president would render Article 95 – the “only lawful mechanism” to remove the prime minister – ineffective.

“However, the type of interpretation the president seeks would render Article 95 of Constitution as ineffective and the only mechanism left to remove the prime minister would be widespread protests and anarchy on the streets across the country or Martial Law.”

The response further said Article 63-A was already undemocratic in nature. “An example of it is that those MNAs who were elected independently and without the support of any political party, but later join the same party as the Prime Minister of the time, are also bound by Article 63A of Constitution even though they likely do not owe the party their seat or any other material benefit, yet they cannot vote against the Prime Minister simply because they choose to join the Prime Minister’s party after the elections and cannot choose to leave the party unless they resign as MNA,” it added.

“The president, on behest of the ruling party, seeks an unconstitutional approval from this August Court, whereby all elected MNAs, will be left at the mercy of the Speaker of National Assembly,” it said, adding that the reference also implied that the speaker would always be “righteous person” who will be neutral and act in accordance with the constitution.

President Alvi is seeking to give dictatorial powers to the speaker, it said, adding that the “constitution is clear on the consequence which states that the member shall cease to be the member of the House and the seat shall become vacant”.

"Ceasing to be a member of the House in itself is a penal measure and it is for the people of his or her constituency to decide if he or she chooses to become the candidate in elections, whether the defection carried out was right or wrong.”

“Having severe consequences like lifetime disqualifications for defections from party under Article 63A of Constitution without the vote being counted will undermine the already weak democracy, and this August Court should refrain from further eroding the supremacy of parliament.”

“In view of the submissions above, it is, therefore, most respectfully prayed that the subject reference may kindly be held as beyond the scope of Article 186 of Constitution and an attempt to undermine the parliament hence may be returned unanswered,” it concluded.

The SCBA, in its written response, stated that voting under Article 95 of the Constitution is an individual’s right and not of any political party.

“Under Article 95, every vote is counted and member of the National Assembly is free to exercise his/her right to vote,” the SCBA stated. “No member of the National Assembly could be stopped from voting.”

In Its response, the PML-N termed the presidential reference filed for interpretation as a ‘waste of valuable court time’.

“Articles 63-A and 95 of the Constitution are clear that every member has the right to vote, which will be counted. The presidential reference is a premature and unnecessary exercise. The Supreme Court has the power to interpret the Constitution and but not to amend it,” it stated.

The ruling PTI party stated that the no-confidence motion does not have individual status.

The PTI did not comment on lifelong disqualification and said that it would be satisfied with any opinion given by the top court regarding the subject.

“Election Commission would be bound to implement court’s interoperation,” it said.

The top court also issued notices to the provincial governments on the presidential reference, ordering that the provincial governments also submit written replies, which would facilitate the hearing.

The court adjourned the hearing till Friday, March 25.

ISLAMABAD: The National Assembly secretariat Thursday night issued the agenda for the crucial Friday’s session of the House.

According to the orders of the day issued by the NA secretariat, besides other issues, the no-trust motion against Prime Minister Imran Khan has also been placed on the agenda for tomorrow’s session of the lower house.

The 41st session of the NA will start with the recitation from the Holy Quran. Later, the no-trust motion against the premier will be tabled in the house.

“This House is of the view that PM Imran Khan has lost the confidence of the majority of the members of the National Assembly of Pakistan, therefore, he should cease to hold office,” read the agenda.

It added that the leave is granted to move a resolution for a vote of no-confidence under Article 95(1) of the Constitution of the Islamic Republic of Pakistan, read with rule 37 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007, against Imran Khan.

“If leave is granted, resolution for a vote of no-confidence against the prime minister to be moved,” it added.

It is pertinent to mention here that the National Assembly will meet at the Parliament House in Islamabad at 11 am tomorrow. NA Speaker Asad Qaisar has summoned the session on the requisition from the opposition benches.

NA speaker vows to run assembly proceeding as per Article 95
On March 23, after accusations of being “biased” and a “party to PM Imran Khan” ahead of the voting on the no-confidence motion against the premier, National Assembly Speaker Asad Qaiser had clarified that he would act according to the law and would run the assembly's proceeding as per Article 95 of the Constitution.

Taking to Twitter, Qaiser had written: “I, as the custodian of the National Assembly of Pakistan, will fulfil my constitutional obligations and will proceed in accordance with Article 95 of the Constitution and rule 37 of the Rules of Procedure and Conduct of Business in the National Assembly, 2007.”

On March 14, Qaiser had said he would follow the law during the voting on the no-confidence motion after the Opposition took strong exception to his remarks about the possibility of the failure of the no-confidence motion against PM Imran Khan.

'Lawmakers bound to follow party policy'
The lawmakers are bound to follow the policy of the political party they are affiliated with, Justice Muneeb Akhtar of the Supreme Court said earlier today during the hearing of presidential reference seeking interpretation on Article 63(A).

A five-member larger bench of the apex court, headed by Justice Umar Ata Bandial and comprising Justice Muneeb Akhtar, Justice Aijazul Ahsan, Justice Mazhar Alam, and Justice Jamal Khan Mandokhel was hearing the reference along with a plea filed by the Supreme Court Bar Association (SCBA) against public gatherings of the Opposition and the government in the federal capital — ahead of the no-confidence motion against Prime Minister Imran Khan.

All the ways leading to Red Zone, including D-Chowk, Serena Chowk, NADRA Chowk and Merit Chowk had been barricaded with heavy police deployment to completely seal the area for the hearing of the presidential reference in the apex court.

Moreover, police personnel were also deputed in and outside the court with water cannons present nearby.

As a result, the petitioners out to visit SC and Pakistan Secretariat faced extreme inconvenience as only Margala Road was open.

"Lawmakers have to vote in accordance with their party's mandate. They have to follow the party policy. Full stop, that's it," Justice Akhtar said.

However, he noted that no MNA can be tagged as "good boy or bad boy".

Meanwhile, Justice Mandokhel remarked that Article 55 stipulates that all the parliamentary proceedings should be done through voting.

Whereas, CJP Bandial stated that Article 63(A) is a "discipline of the emerging political system."

"The article binds the lawmakers to stand by their party no matter even if they are unhappy with it."
 
The much-anticipated National Assembly session, with a no-trust motion against Prime Minister Imran Khan on the agenda, was adjourned by Speaker Asad Qaiser till 4pm Monday.

The speaker said he was adjourning the session after ‘fatehakhwani’ as per the traditions of the lower house of parliament to show respect for departed MNA Khayal Zaman.

In response to the no-confidence motion, Qaiser said he will allow the debate on the no-confidence motion as per the Constitution on Monday, March 28.

As he adjourned the session, the opposition leaders started protesting, requesting the speaker to take up the motion but the speaker did not turn their mics on and retired to his chamber.

At least 150 opposition members out of 162 were present in the house. After the session, opposition leader Mohsin Shahnawaz Ranjha said they had the required number to send the PM packing. He hoped the allies will also give them the good news and that the number of lawmakers supporting the no-trust vote against the premier would 'cross 200'.

The opposition, which has 162 members, filed the no-confidence motion on March 8. The motion, moved by 152 opposition members, said that Prime Minister Imran Khan had lost the confidence of the house. The ruling coalition currently has the support of 179 members of the National Assembly.

In a comment on the adjournment of the session, Information Minister Fawad Chaudhry said nothing more will happen in the Parliament House today. "Nothing else will take place in the assembly session; everything will happen in Qaddafi Stadium," he said referring to the final day of the 3rd Test between Pakistan and Australia.

The allies of the ruling Pakistan Tehreek-e-Insaf (PTI) who have been sitting on the fence for almost a month now will probably make their decision about the no-confidence motion.

This was also stated by Foreign Minister Shah Mahmood Qureshi. The FM hoped that the allies will decide today and as per his calculations, the allies 'should support the PTI government'.

The foreign minister said MQM-Pakistan should side with the ruling PTI. “We embraced the MQM-P after the PPP mistreated them. We gave them representation in the government in addition to the Karachi package and a university in Hyderabad. The PTI government would want to continue the alliance with the MQM-P."

About the PML-Q, the minister said Pervaiz Elahi was a “wise man” and added that the PML-N was offering the PML-Q the post of the chief minister.

“If a chief minister is from a minority party then it wouldn’t be logical because the majority party will influence the decisions of the cabinet,” he added in a bid to woo the PML-Q.

The much-anticipated session of the National Assembly with a crucial no-confidence motion — filed by the opposition against Prime Minister Imran Khan — on the agenda was adjourned till March 28 (Monday) without tabling of the resolution.

The ruling PTI's Shah Mahmood Qureshi, Shireen Mazari, Asad Umar and Ali Muhammad Khan were among those attending the session, as well as Grand Democratic Alliance's Dr Fehmida Mirza.

From the opposition ranks, Leader of the Opposition in the National Assembly Shehbaz Sharif, PPP Chairman Bilalwal Bhutto-Zardari and PPP co-chair Asif Ali Zardari, were also present.

Reportedly, over 150 opposition lawmakers and around 50 treasury members attended the session. However, the exact numbers could not be ascertained.

The session began with the recitation of the Holy Quran and prayers for late MNA Khayal Zaman, former president Rafiq Tarar and Senator Rehman Malik. However, NA speaker Asad Qaiser announced that it would be adjourned in light of parliamentary convention.

It is parliamentary convention that the first sitting after the death of an MNA is limited to prayers for the soul of the departed and tributes fellow lawmakers wish to pay them.

Qaiser stated that according to tradition, the agenda is deferred to the next day when a member of the lower house passes. "This has happened for years," he said, adding that this had happened a total of 24 times in the past.

He once again asserted that he would conduct proceedings "as per rules and procedures" after which he adjourned the session till 4pm on March 28.

The National Assembly Secretariat had on Thursday issued a 15-point ‘Orders of the Day’ for the NA session, which included the no-confidence resolution.

Information Minister Fawad Chaudhry, who had earlier told Dawn that there was no plan to adjourn the session, took to Twitter to state that "nothing would happen" during today's sitting.

The opposition had submitted the motion and requisition for the session to the NA Secretariat on March 8. Under the Constitution, the speaker was bound to hold the session within 14 days. However, he did not summon the session until March 21 [the 14th day], which is now set to commence from today.

Voting on the resolution will be held at least three to seven days after it has been laid before the National Assembly.

'Speaker has become Imran Khan's stooge'
Addressing a press conference outside Parliament House shortly after the session was adjourned, Shehbaz launched a scathing attacking on Qaiser, calling him a "stooge" of Prime Minister Imran Khan.

The PML-N president said that Qaiser violated the rules of procedures by conducting proceedings as "a PTI worker".

He stated that the motion and requisition for the session was submitted on March 8 and, under the rules, the NA speaker was supposed to summon the session within 14 days. "This was a constitutional obligation and he violated the Constitution by not doing this," he said.

Shehbaz also called for the speaker to be tried under Article 6 of the Constitution, which deals with high treason.

"After the Fateha khwani, I stood up to speak on a point of order but my microphone was not turned on," he claimed. He accepted that parliamentary convention dictated that the session would be limited to prayers for the departed, but added that today was "an important day".

"The Constitution and the law is above tradition and voting should have been allowed [...] tradition aside, the speaker should have taken up the motion [but] he did not listen and left."

Shehbaz declared that if the same was done during the next session, the opposition would use all "constitutional, political and legal" options to take the no-trust move forward.

Later in a tweet, he said that the NA speaker "continues to trample upon constitutional provisions".

"This partisan behaviour does not suit the custodian of the house. Adjournment of NA session is part of desperate efforts to disrupt no-confidence process," he said. "You cannot stop the inevitable through such underhand tactics!"

Bilawal claimed that the premier was "fleeing the pitch" and reiterated that Qaiser had violated the Constitution. However, the PPP chairman asserted that opposition parties were united and would not let the premier "run away".

"The no-trust motion is going to be our democratic weapon. We will move towards free and fair elections," he said, adding that the prime minister had lost "his majority and government".

He later added that Qaiser had provided a "weak excuse" to avoid tabling the no-trust move. "Imran can’t run forever. The PM has no sportsman sprit and cannot face defeat with grace. The once great Kaptaan will go down like a rat on a sinking ship," he said.

Separately, Foreign Minister Shah Mahmood Qureshi demanded an apology from Shehbaz for his tirade against the NA speaker

"The words you have used against Asad Qaiser are inappropriate and I want you to retract the remarks immediately," he said, adding that the speaker was responsible for conducting proceedings in whatever manner he sees fit.

He also refuted claims that the government was "running away" from the no-confidence motion. "We will deal with it in a democratic, political, and legal way."

Responding to a question from a journalist, the minister that the opposition was set to receive another surprise on March 27.

'Ruckus if resolution is not tabled today'
Opposition leaders had also gathered for a meeting prior to the session during which, according to the PPP, "important instructions" were given to lawmakers.

Zardari, who was hounded by reporters as he made his way inside the Parliament House, had appeared to be confident.

"All eyes are on you. You have previous experience. How confident are you?" asked one reporter.

"God willing, if my Maula wants, 100 per cent," he replied. He had added that the opposition would "create a ruckus" if the NA speaker did not allow the motion to be tabled.

He had also brushed aside concerns that "undemocratic powers" could take advantage of the situation. "We have a strategy for that: If you are so interested, then you are most welcome."

His son, Bilawal Bhutto-Zardari, was also all smiles and told reporters that the no-confidence motion had been included in today's agenda.

"Going forward, the people will win and the 'selected' will face defeat. Winning and losing are in the hands of God [but] we are working hard," he said.

Asked what would happen in case the motion is not taken up, he said: "See how we manage it [...] we are completely prepared."

Shehbaz said that the opposition would exercise its right to table the motion during today's session. However, if the motion is not tabled, then we will consult among ourselves, he said.

Guidelines issued for MNAs
Meanwhile, the NA speaker had on Thursday issued guidelines for MNAs in view of strict security arrangements being made for the session.

According to the speaker’s notification: “No visitor/guest/security guard of the ministers/parliamentarians will be allowed in the precincts of Parliament House and it would be advisable to restrict them up to D-Chowk, in front of Parliament Lodges.”

To avoid traffic congestion, a shuttle service will operate between Parliament Lodges, government hostels and Parliament House to facilitate members of parliament, the order said.

It said personal drivers of parliamentarians were required to park their vehicles at the designated parking area and not to leave the vehicle unattended. Security agencies deputed at the Parliament House have also been instructed to make arrangements accordingly and ensure the implementation of the speaker’s instructions.

Prime Minister Imran Khan urged the nation on Friday to participate in the Pakistan Tehreek-i-Insaf's (PTI) rally in Islamabad on March 27 to convey to opposition parties that their "funeral is being taken out upon which a naya (new) Pakistan is being raised".

"The new Pakistan will be one that Quaid-i-Azam struggled for and Allam Iqbal dreamt of," the prime minister said while addressing a rally in Mansehra.

He said he was inviting the entire nation to join the PTI's rally in the capital on March 27 to send out the message to opposition parties that it was standing with the truth and against "people like you (the opposition) who buy and sell consciences and destroy the country's system and democracy".

The prime minister further said, "Allah has not permitted us to stand back and say we are neutral when there is a war between good and evil."

Earlier in his speech, the prime minister repeated his accusation of the opposition doing horse-trading ahead of a no-confidence vote against him and said "a mandi (marketplace) has been put up in Islamabad where people's consciences are being bought for Rs200-250 million."

In such a situation, he continued, there would be a choice between two paths — the righteous one that was difficult and another that seemed easier but led to destruction.

Then, collectively referring to Pakistan Democratic Movement President Maulana Fazlur Rehman, PML-N President Shehbaz Sharif and PPP Chairperson Bilawal Bhutto-Zardari as "three mice", PM Imran said that the trio of opposition leaders was "criticising you, scaring you, blackmailing you".

"But the path to greatness is the difficult one," he said, implying that righteous lawmakers should abstain from supporting the opposition when, allegedly, offered money to change sides.

A man's respect, rizq and death were in Allah's hand, the premier said. "So none [has the power] to demean anyone," he added.

The prime minister also alleged that the opposition's objective behind filing a no-confidence vote against him was to get corruption cases filed against them closed.

"There is only one objective behind this no-trust war: that cases against them are closed and they be given an NRO (amnesty), as they were given during Gen Musharraf's era," PM Imran claimed, adding, "But the day I close these cases, I will be committing the biggest treason against Pakistan."

Again referring to opposition leaders and the no-trust vote brought by them, he said the "three stooges, the three mice are out to hunt me".

"But I will defeat them," he said.

'Will ensure green passport is respected'
The prime minister also alleged that opposition leaders, when they were in power, had looted the country's money and transferred it to bank accounts abroad, "which enslaved the entire nation".

"And when I became the prime minister, I was resolute that I would not let the country become a slave to [any other entity]," he said, adding that "I will prove [this by ensuring] that the green passport is respected across the world."

He further said the only way for Pakistan to progress was to abide by the principles laid by Prophet Muhammad (Peace Be Upon Him) in the state of Madinah.

"And only then the green passport will be respected in the world," he added.

Listing different initiatives taken by his government, such as the issuance of health cards, PM Imran said the country was now on the path to becoming an example for the rest of the world.

Criticising opposition
The prime minister further said he told himself every time before addressing a rally that he would not refer to Pakistan Democratic Movement President Maulana Fazlur Rehman as "diesel". But, he continued, "What should I do? Whenever I stand up to deliver my speech, shouts of diesel start coming from the [crowd], from every direction."

"And in bad and difficult times, I tried to bring down the price of diesel," he remarked.

Taking a jibe at Shehbaz, the prime minister said he "is begging every other person to become the prime minister".

"You polish everyone's boots and so, I have named you Cherry Blossom," he commented.

Continuing his tirade against the Sharif family, the prime minister said it seemed to him that they might shift to London and practice politics there.

"And if that happens, the UK would approach us for a loan saying that they have bankrupted the country," the premier remarked.

Members contesting on party symbol bound by its discipline: Justice Ahsan

Supreme Court Justice Ijazul Ahsan observed on Friday that during elections, voters stamped on a party's electoral symbol which meant that lawmakers contesting on a party's electoral symbol were bound by party discipline.

He made these remarks during the hearing of a presidential reference seeking the Supreme Court's opinion on Article 63-A – which deals with a parliamentarian's disqualification for defection – of the Constitution.

A five-member bench, comprising Chief Justice Umar Ata Bandial, Justice Ahsan, Justice Mazhar Alam Khan Miankhel, Justice Munib Akhtar and Justice Jamal Khan Mandokhail heard the petition.

Earlier in the hearing, Justice Mandokhail asked if any member [of the National Assembly] could express no-confidence against the prime minister.

At this, Attorney General of Pakistan (AGP) Khalid Jawed Khan said that a party ticket is a certificate that bears the electoral symbol. He said MNAs elected on reserved seats for women and minorities do not receive votes from the people, and instead they are nominated by their parties. Some of the MNAs elected on reserved seats were also present at the Sindh House, he said, referring to dissident PTI lawmakers.

There is a difference in the oath of the prime minister and an MNA, he pointed out.

He said that in the subcontinent, political parties such as the Congress and Pakistan Muslim League were formed in the names of great leaders and still continue to exist.

In a parliamentary democracy, the AGP said, parliamentary sessions are held, but MNAs are not supposed to be "rubber stamps". If they don't agree with the party's decision, they may resign, he suggested, adding that differences with the party didn't mean going against the government.

Justice Mandokhail remarked that the Constitution gave everyone the right to free expression of their views. "Should [an MNA] be disqualified for expressing their views?" he asked.

'Reference may possibly be sent back'
Chief Justice Bandial, however, observed that the Holy Quran mandated severe punishment for dishonesty. "A person who breaks trust is called a traitor," he remarked.

"But does a member declare to be bound by the party?" he questioned, and then asked the AGP when should an MNA be declared a defector. He added that the Constitution did not specify anywhere that MNAs were required to be loyal to their parties.

"Article 62(1)(F) talks about qualification, not disqualification," Justice Bandial said.

Justice Munib Akhtar, too, asked whether Article 62(1)(F) would be applied upon violation of Article 63-A, noting that Article 63-A talked about vacating seat.

Here, Justice Mandokhail inquired if an MNA had ever resigned after casting their vote. AGP Khan replied that it had happened in India and the Supreme Court had declared the member a defector. "Nobody can be encouraged to deviate from the party," he added.

Justice Mandokhel said the president could have called a meeting of political parties with representation in Parliament and discuss the issue with them before filing a presidential reference.

Justice Ahsan, here, remarked that the president had asked for the interpretation of the Constitution and the court could not drift away from that. "It is possible that the reference may be sent back," he added.

Discussion on Article 63-A
Meanwhile, Justice Bandial said that the length of disqualification in Article 63-A can be included through the legislation.

"If the vote is not counted, there's no point in boarding another ship," Justice Munib pointed out.

Justice Mandokhail, on the other hand, asked if a member had the right to expression under Article 63-A. He, however, observed, that if an MNA went against the party, he had to face consequences.

AGP Khan, here, contended that under Article 63-A, no one had been disqualified so far, and that it was not necessary to prove that money had been accepted for voting against party line.

Islamabad police told to cooperate with JUI-F
During the proceedings, the advocate general of Islamabad said that the Jamiat Ulema-e-Islam (JUI-F) wanted to block the Kashmir Highway to which Kamran Murtaza, JUI-F's counsel, said that they were ready to cooperate with the police.

"We don't understand why the administration [of Islamabad] is scared," Murtaza said.

To this, the CJP said democratic values should be followed and instructed the Islamabad attorney general to cooperate with the party.

The court, subsequently, adjourned the hearing till Monday after the AGP promised to complete his arguments before 2pm on March 28.

On Monday (March 21), a two-member bench of the apex court comprising CJP Bandial and Justice Akhtar took up the presidential reference and declared that a larger bench would hear the case.

The reference
AGP Khalid Jawed Khan had submitted the reference seeking the SC's opinion on Article 63-A of the Constitution on March 21.

The reference, a copy of which is available with Dawn.com, presents two interpretations of Article 63-A and requests the court to advise which of them should be followed.

According to the first interpretation, "khiyanat (dishonesty) by way of defections warrants no pre-emptive action save de-seating the member as per the prescribed procedure with no further restriction or curbs from seeking election afresh."

While the second interpretation "visualises this provision as prophylactic, enshrining the constitutional goal of purifying the democratic process, inter alia, by rooting out the mischief of defection by creating deterrence, inter alia, by neutralising the effects of vitiated vote followed by lifelong disqualification for the member found involved in such constitutionally prohibited and morally reprehensible conduct."

The development came days after several PTI lawmakers, who had been 'in hiding' at the Sindh House in Islamabad, revealed themselves — proving that the opposition's claims of having "won over" members of the ruling coalition were indeed true.

Prime Minister Imran Khan and some cabinet ministers had earlier accused the opposition of indulging in horse-trading ahead of the crucial vote on the no-confidence resolution, disclosing that the capital's Sindh House had become a centre for buying and purchasing members.

Subsequently, the government had decided to file a presidential reference for the interpretation of Article 63-A with Information Minister Fawad Chaudhry saying the top court would be asked about the "legal status of the vote of party members when they are clearly involved in horse-trading and change their loyalties in exchange for money".

The presidential reference was filed under Article 186 of the Constitution, which is related to the advisory jurisdiction of the SC.

In the reference, President Dr Arif Alvi asked the apex court whether a member who "engages in constitutionally prohibited and morally reprehensible act of defection" could claim the right to have his vote counted and given equal weightage or if there was a constitutional restriction to exclude such "tainted" votes.

He also asked the court to elaborate whether a parliamentarian, who had been declared to have committed defection, would be disqualified for life.

"What other measures and steps can be undertaken within the existing constitutional and legal framework to curb, deter and eradicate the cancerous practice of defection, floor crossing and vote-buying?" the reference further asks.

It cautions that unless horse-trading is eliminated, "a truly democratic polity shall forever remain an unfilled distant dream and ambition".

"Owing to the weak interpretation of Article 63-A entailing no prolonged disqualification, such members first enrich themselves and then come back to remain available to the highest bidder in the next round perpetuating this cancer."

Article 63-A
According to Article 63-A of the Constitution, a parliamentarian can be disqualified on grounds of defection if he "votes or abstains from voting in the House contrary to any direction issued by the parliamentary party to which he belongs, in relation to election of the prime minister or chief minister; or a vote of confidence or a vote of no-confidence; or a money bill or a Constitution (amendment) bill".

The article says that the party head has to declare in writing that the MNA concerned has defected but before making the declaration, the party head will "provide such member with an opportunity to show cause as to why such declaration may not be made against him".

After giving the member a chance to explain their reasons, the party head will forward the declaration to the speaker, who will forward it to the chief election commissioner (CEC). The CEC will then have 30 days to confirm the declaration. If confirmed by the CEC, the member "shall cease to be a member of the House and his seat shall become vacant".

IK ain't backing down so the likelihood is that the opposition will fall out amongst themselves to avoid a vote because if they lose just imagine the humiliation and if they win, IK will use it as a platform to tell the awaam why he was ousted. If the oil price goes to $150+ which one of these guys will make the tough decisions that only Kaptaan can take.

Not really. Someone who lived 1,400 years ago might have millions of descendants today. It is nothing special.

I have read Genghis Khan has 16 million descendants today. Only time it matters if you are the descendant that has a claim to the throne of that person. So Queen Elizabeth is a direct descendant of William the Conqueror that matters. However the other millions of descendants of King William no one cares.

PPP is like Congress but unbelievably more corrupt. PMLN is like BJP with its influence of media and blind supporters. However unlike India these hahram khors have looted the nation, Nawaz still can't tell anyone where his flats in London worth millions came from. Sometimes its from Qataris, sometimes from selling shell sham factories, more story changes than Bollywood.

I know educated people who still support Nawaz, you have educated people still supporting skum like Bilawal, who's only reason for being chairman of his party was due to the will document after BB's death (not kidding, Zardari read BB's will which said give the party to Bilawal) Imagine passing democratic parties like heirlooms.

Inflation being a global issue doesnt mean you just screw the economy up. This is a lame excuse that people used to dedend imran.

There are reasons why imran has lost the confidence of the people and that is because of what he campaigned and promise.

Petrol prices were are and always will be based on global proces, but imran bashed pmln for the prices and took credit for it when the global prices fell due to usa and pakistan reduced the prices. Dollar was about 105-110 during nawaz shareefs time and yet the criticism he got was ridiculous

Comes imran, dollar shoots to 180, petrol prices shoot up. Yes some of the issues are due to global prices, but you cannot use a different yardstick can you. Back in 2018 the yardstick wasnt global prices but the local parties were blamed.

Anyways, the inflation has been caused pti govt action aswell. The mini budget that was passed recently is a very good examplem 16% tax is being charged on almost everything. This tax was imposed by ptim no global power forced this on us. This didnot even happen during the passing of an annual budget but during a ini budget they passed few weeks ago.

When the afghan crises happened, dollars were moving from pakistan to afghanistan which cause a shortage in rreseves and our ruppee lost value. That plays a big factor on our inflation as all the supplies we use are imported, there are very few local industries.

Than he bashed the army in the way past and kept saying he would never give nro. He allowed Nawaz shareef go scot free, gave extention to Bajwa who is now looking for another extention again.

Our politics is such,
No political party in govt will release development funds for the first 3.5-4 years. All funds are releases in the final years. Why? Because thats when development could be done and people can remember ot and than you can win votes.
This is why, whenever any democratic is about to complete its tenure, be it yousuf raza gillani or nawaz sharef, some mysterious case will pop up. Even if imran somehow survives the foreign funding case can be used against him.

The goal is to make sure the funds arnt used and the opposition could use them to show they sre doing work. Also, the opposition wnated to see if the establishment is neutral.

Establishment is staying neutral on purpose as they understand the economic crises that has taken place and want ppp to take control of it.

There are also rumours that bajwa is looking for an another extention which is why you would see pmln praising him like crazy

Various reasons, but sticking it to IK seems to be the biggest. Besides from that these are some reasons why the parties want elections now instead of waiting:

PML N - If elections are held today they will win in Punjab, and therefore have a chance to become the largest party in Pakistan at the federal level. If they wait until 2023 their is a risk that they can lose not only federal elections but also Punjab. If they lose Punjab again in 2023 then they might never get back in power.

MQM - Their vote bank is in Urban Sindh. In the last election PTI won the majority of seats in Urban Sindh, however MQM won a decent amount as well. And their main opposition their is PTI. No other party can win their, so if PTI is finished they can the seats they lost in 2018 back in 2023.

PML Q - They have been offered the position of CM of Punjab if they abandon PTI. They asked for PTI to give them the CM position in return for support, however IK refused.

Mullah parties - Mostly popular in KPK. PTI ate into their vote bank, and it looks hard for them to get back in unless they do an alliance with other parties.


PPP - Don't see any benefit for them in replacing PTI. That is giving power to PML N. They are the liberal party, that has in the past won seats all across the country. They can win again. Their best option to come back is to provide good governance in Sindh, and to replace Bilawal with his sister Aseefa.

Yes, nawaz has a huge vote bank, especially in Central Punjab. Gallup poll had them to win in Punjab if the elections were held today. Showbaaz was a decent administrator. I dont think they will have a problem with getting tickets. And establishment likes Shahbaz Sharif, so they wont have a problem with him.

The question is, would she be willing to do that. Fatima bhutto and the others knew the price and rightly so shied away from Pakistani politics. But if Aseefa gains support the eatablishment will not accept that.

Well since she is doing jalsas she seems to be getting ready of politics. I would recommend to Aseefa she start watching Pakistani dramas. Maybe binge watch the top 25 ones. Within one year her Urdu accent will be ok.

As far as Fatima Bhutto goes, she could never have won even if she wanted to enter politics. Control of PPP was with Zardari. And he was not going to give it to his niece. Not to mention her brother, his lifestyle ruined any chance she had of politics.

Its true that the establishment in the past did not want PPP to have power outside of interior Sindh, but what options do they have now? PML N control will eventually go to Maryam.


In my opinion the best option for Pakistan would be to have 2 non ethnic parties like PPP and PTI dominating politics. Kind of like Labor and Conservatives in UK.
 
PPP control will remain in the family. Thats a reality. So is aseefa not a better option than Bilawal? One is a proven failure. The other is unknown. She surely cant be worse than Bilawal.

With the exception of Jamaat-e-Islami in Pakistan all other parties control remains in the family. Just unfortunate reality of the country. This is why so many people like PTI, a non Mullah party, that is not run by a family. However only time will tell what happens to PTI after IK.
 
I don’t know why some people are very desperate to dethrone him at the end of the tenure, let him finish and go for elections.
I don't know politics in Pakistan, but I feel IK is the right person to lead compared to other scamsters.

If anyone expecting miracles from new President then they must be delusional.
Inflation has been an issue across the globe, no one can't fix the issue in one night.

Frequent changes of leadership won't give positive results.

There are various factors that have come together for the perfect storm. The Foreign powers aren't happy(America) and they are using the local politicians with cast iron cases against them to be the front men for this coup. Both SS and AZ have cases that in any country with a functioning judiciary and anti corruption bodies would take 3 weeks to prosecute and jail. We have a Judiciary that is so corrupt that its about 140th in the world and an anti corruption body that doesn't actually prosecute anyone. Our whole elite is in the monies and has no interest in change and its left to Kaptaan to fight them.

If the guys at the top of the PTI don't get greedy then we have a sort of a succession plan- Asad Umar/SMQ, Fawad Ch/ Muraad. But if the PTI fails after IK, then the vultures will eat PK alive.
