NEW DELHI: Pakistan on Tuesday didn’t participate in a conference of military medicine specialists under the Shanghai Cooperation Organisation (SCO) framework after the Indian side objected to the use of maps incorrectly depicting the country’s borders, especially for Kashmir.

The matter was raised by the Indian side, including the external affairs ministry, as Pakistani officials used similar maps at an earlier SCO meeting, people familiar with the matter said. India is hosting a series of official and ministerial meetings ahead of the SCO Summit that is expected to be held in July.
The Pakistani side was using maps that showed Kashmir as part of the neighbouring country, an issue that has impacted SCO meetings in recent years, the people said.
Pakistan was to attend the conference of think tanks with the theme “SCO Armed Forces Contribution in Military Medicine, Healthcare and Pandemics” at an official level. Following the objection from the Indian side, the Pakistani side did not participate, according to one of the people cited above.

The Institute for Defence Studies and Analysis (IDSA) hosted the conference at a hotel in New Delhi. The people said Tuesday’s development is not expected to impact other planned meetings under the SCO framework.
“At an event in the run-up to Tuesday’s seminar, the Pakistani delegation used a wrong map that showed Kashmir as part of Pakistan. After the matter came to the external affairs ministry’s notice, the Pakistani side was asked to show the correct map or to stay away from the seminar. The delegation chose to stay away,” said another person.

India has blocked Pakistan’s participation in a seminar of the Shanghai Cooperation Organisation (SCO), an unprecedented move in the context of the forum, sources told Dawn.

The seminar, ‘SCO Armed Forces Contribution in Military Medicine, healthcare and pandemics’, was organised by India’s Manohar Parrikar Institute for Defence Studies and Analyses on Tuesday. The SCO members and observer states participated in the seminar.

“India has misused its position as the Chair [of the SCO] and acted irresponsibly in denying a sovereign member state the right to participate in an SCO event,” said an official.

India claims Pakistan ‘skipped the event’ after it raised objections to ‘incorrect depiction’ of held Kashmir on the map.

Pakistan has rejected the reasoning, saying that the the region was an internationally-recognised disputed territory ‘whose final disposition will be made in accordance with the relevant UN Security Council Resolutions through a fair and impartial plebiscite under the UN auspices’.

In line with its strong commitment to the Shanghai spirit and the charter and objectives of the SCO, Pakistan has been participating with a positive and constructive approach in various events being held under the current Chair, the official added. Pakistan has urged India not to exploit its position as SCO Chair to ad**vance ‘self-serving objectives’ and refrain from politicising the organisation.

A Pakistani delegation, comprising officers from the three armed forces, attended a working group meeting of the Shanghai Cooperation Organisation (SCO) in New Delhi, the Foreign Office on Friday confirmed, raising the possibility of the defence minister travelling to the neighbouring country next month.

India, being the current president of the SCO, is holding a series of meetings this year.

It has invited Pakistani defence and foreign ministers for the SCO meetings scheduled in April and May, respectively.

The FO spokesperson told reporters that no final decision had been made on the invitations yet.

However, Mumtaz Zahra Baloch confirmed that a Pakistani delegation from the Joint Staff Headquarters attended a meeting of the expert working group under the Council of Ministers of Defence of the SCO.

“Pakistan is an active member of the SCO and will continue to engage with it. Regarding that unfortunate development last week, we have expressed our concerns with the SCO and our point has been well registered with the entire organisation,” she said while referring to the India cancelling the Pakistani invitation for a meeting of military experts on ‘healthcare and pandemics’.

“Regarding future meetings, I cannot predict how things would develop, but I can share with you that yesterday [Thursday] a delegation of Pakistan from the Joint Staff Headquarters attended the 16th meeting of the expert working group under the Council of the Ministers of Defence of SCO member states. It was a working level delegation that attended in-person,” she added.

This was the first SCO meeting, where Pakistan attended the huddle in person.

It earlier attended the chief justices conference as well as the energy ministers meeting via video link.

Although the final decision on the participation of Pakistan in the SCO defence and foreign ministers meetings has not been taken yet, Islamabad is actively considering the invitation.

As the SCO is a regional forum having China and Russia as its members too, one view within the Foreign Office is that Pakistan must not leave such key forums, allowing India an opportunity to score points.

India is also scheduled to host a summit meeting in June.

Prime Minister Shehbaz Sharif is likely to be invited.

It is believed some friendly countries are making fresh efforts to open a channel of communications between Pakistan and India.

However, because of the uncertain political situation in Pakistan, matters are not proceeding forward.

If Pakistan attends the defence and foreign ministers meetings and later a summit of the SCO, it will be seen as major ice-breaking development although it may not have an immediate impact on the bilateral relationship.

Foreign Minister Bilawal Bhutto Zardari will represent Pakistan in the SCO session scheduled in India next month, ARY News reported on Thursday.

Bilawal Bhutto Zardari will lead a delegation of Pakistani officials in the Shanghai Cooperation Organization (SCO) Council of Foreign Ministers (CFM) meeting in Goa in India on May 4-5, Spokeswoman of Foreign Office Mumtaz Zehra Baloch said during a weekly press briefing today.

Pakistan’s foreign minister will also hold meetings on the sidelines of the SCO moot during his visit of India.

Foreign Minister Bilawal Bhutto Zardari will attend the Shanghai Cooperation Organization (SCO) meeting in Goa, India next month, in a first major trip by a top diplomat from Pakistan in over a decade, it was reported on Thursday.

The formal announcement of the foreign minister’s participation in SCO foreign ministers meeting was made by Foreign Office Spokesperson Mumtaz Zahra Baloch during a weekly press briefing.

The conference is scheduled for May 4 and 5 in the Indian tourist resort, Goa.

In January, India had invited foreign ministers of the SCO including Pakistan for the meeting. The SCO comprises China, Russia, India, Pakistan and some central Asian states. Pakistan and India were admitted as its full members a few years ago.

Ahead of the SCO foreign ministers meeting, the defence ministers of the member states would also meet on April 27 in New Delhi.

Subsequently, Defence Minister Khawaja Asif has been invited to the meeting. Following today's announcement, it is certain Asif would represent Pakistan but it is not clear if his participation would be virtual, or in person.

Relationship between Pakistan and India have remained at a standstill despite efforts by the two sides to mend ties.

FM Bilawal’s trip to India would be seen as an ice breaking move, though it may not bring any dramatic changes in the bilateral relationship.

It is believed that Pakistan took the decision considering the importance of the SCO. There were strong voices in favour of the visit given that Pakistan must not leave such important regional forums and provide India a chance to further isolate the country.

India is currently the president of the SCO, and is hosting a number of events including a summit meeting after the SCO foreign ministers conference.

If Bilawal’s visit goes as per plan, it is likely that Prime Minister Shehbaz Sharif will visit India too for the summit.

'India creating hurdles'

Earlier this month, it was reported that Pakistan may be considering to attend the key ministerial meetings in India but initial internal assessment suggests the Modi government may create a situation to make it difficult for the country to send its delegates.

Although India extended the invitations for both the meetings. There is a sense within the Foreign Office that India may not be interested in Pakistan attending those high-profile meetings because of the Modi government’s policy. The source claimed that under the current circumstances, it did not suit Prime Minister Modi that Pakistan attends the SCO meetings in India. The general elections are due in the neighbouring country next year and Prime Minister Modi always cashed in on his anti-Pakistan campaign.

A formal meeting between Foreign Minister S Jaishankar of India and his Pakistani counterpart Bilawal Bhutto Zardari is unlikely to take place when the latter visits India next month for a meeting of a regional bloc, sources said on Wednesday.
Two days ago, Mr Jaishankar indirectly criticised the country while speaking at a joint press conference with Panama's Foreign Minister Janaina Tewaney Mencomo in Panama City.

"It is for us very difficult to engage with a neighbour who practices cross-border terrorism against us. We've always said that they have to deliver on the commitment not to encourage, sponsor and carry out cross-border terrorism. We continue to hope that one day we would reach that stage," he said.

Last week, five Indian soldiers were killed in a terrorist attack in Jammu and Kashmir's Poonch.

Pakistan had announced that Mr Bhutto Zardari would attend the conference of Shanghai Cooperation Organisation (SCO) foreign ministers in Goa on May 4 and 5, making it the first high-level visit by the country in years. India, however, said that it would not be appropriate to focus on the participation of any one country.

When asked if Pakistan had requested a bilateral meeting between the two foreign ministers, Arindam Bagchi, the spokesperson of the Ministry of External Affairs, did not give a direct answer.

"We look forward to a successful meeting. It will not be appropriate to focus on participation by any one particular country," he said when asked about Pakistan's announcement.

The SCO is a Eurasian political, economic and security alliance that comprises eight member states - China, India, Kazakhstan, Kyrgyzstan, Pakistan, Russia, Tajikistan and Uzbekistan. India and Pakistan joined the organisation as full members in 2017.

Pakistan’s decision to send Foreign Minister Bilawal Bhutto-Zardari to the regional conference in India was taken after extensive in-house consultations and all stakeholders including the security establishment concluded that the country must not leave such an important forum by skipping the meeting.

Official sources have given rare insights into how the government arrived at the decision and what factors were instrumental in convincing the decision-makers to give the foreign minister go-ahead for the visit.

Bilawal is set to lead the Pakistani delegation for the Shanghai Cooperation Organisation (SCO) council of foreign ministers meeting scheduled to be held in Goa, India on May 4 and 5. This is the first visit by a Pakistani foreign minister to India since 2011.

India had extended the invitation to Bilawal along with foreign ministers of other member states that include Russia, China and certain central Asian states.

The invitation was extended to Pakistan in January. However, the sources said the consultations to determine whether Pakistan should attend the SCO meetings in India began much before that.

“We knew India was going to be the president of SCO. We knew Pakistan would be invited as India had no option but to extend invitations to Pakistan for all the events,” a source familiar with the development told The Express Tribune.

The source said that Pakistan had begun consultations six months ago and arrived at a decision that Islamabad must not skip the meeting just because it was taking place in India.

The Foreign Office, the source added, took the lead and advocated in favour of Bilawal visiting India. The security establishment and other players too endorsed the foreign office’s decision.

The source made it clear that all the stakeholders also agreed that the move would not in any way compromise Pakistan’s stance on Kashmir or other issues given Bilawal’s visit is only to attend the SCO meeting.

The reason Pakistan decided to attend the meeting in person was that Islamabad and New Delhi, when they were admitted full members of the SCO in 2017, had committed not to undermine the regional forum.

The presence of Russia and China, the two major players, also played a part in Pakistan’s decision. “There is no point Pakistan skipping the meeting and sending a wrong message to the regional players,” another source said, citing the rationale behind Pakistan’s move.

Given India is the host, there is a talk going around if Bilawal will have any bilateral meeting with Indian External Affairs Minister Subrahmanyam Jaishankar. A report in the Indian media on Wednesday claimed that India had turned down a request by Pakistan for a bilateral meeting.

However, sources said no such request was made from the Pakistan side. The FO did not issue a formal statement to rebut the claims since this was reported by the Indian media and not necessarily by the Indian government.

Sources said that Pakistan has the least expectations from Bilawal’s visit to India as far as the bilateral relationship is concerned but it does not want to create any negativity ahead of the foreign minister’s tour to Goa.

There is a sense within the government circles that unlike in the past the attitude of the Indian authorities during their conversations about the visit was not hostile.

It is believed that India being the host of SCO has a greater responsibility to treat all members with certain respect. The successful holding of a council of foreign ministers meeting will make it easier for India to host a summit in July this year.

Foreign Minister Bilawal Bhutto-Zardari will leave for Goa today (Thursday) to attend the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers meeting — a visit that has stirred mixed emotions in India, particularly given his cutting remarks on Indian Prime Minister Naredra Modi’s communal politics and harsh treatment of India’s minorities.

What an embarrassment this man is to Pakistan.

The SCO is the future, China and Russia must have insisted India allow him to visit. Otherwise why would India not play a game of bat and ball but will be happy to host Pakistani minister in charge of foreign policy.

The Supreme Court Thursday clarified that negotiations between the ruling Pakistan Democratic Movement (PDM) and the Pakistan Tehreek-e-Insaf (PTI) to end the political deadlock on the general election's timeframe were initiated in a volunteer capacity and that the top court did not issue any direction in this regard.

In a three-page verdict of the April 27 proceedings of the Punjab election delay case, the apex court said its April 4 verdict directing the Election Commission of Pakistan (ECP) to hold Punjab elections on May 14 “remained unchanged”.

“The Court appreciates the efforts of all parties to try to end the current political impasse and in particular their voluntary agreement to enter into negotiations to choose a single date for holding General Elections to the National Assembly and the four Provincial Assemblies,” read the verdict issued by a three-member bench led by Chief Justice Umar Ata Bandial.

The apex court also clarified that the “negotiations between the two sides were entirely to be their own effort, without any direction or order of the Court in this regard in any manner”.

“It was also made clear that the order of 04.04.2023 in Const. P.5 of 2023 remained unchanged,” the verdict added.

The development came a day after the ECP moved the Supreme Court against its directives to hold elections to the Punjab Assembly on May 14, urging it not to intervene in its matters.

In a 14-page petition — a copy of which is available with Geo.tv, the electoral body said that the apex court should review its decision as the judiciary “doesn’t have the authority to give the date of elections”.

A day earlier, the PTI submitted a report to the Supreme Court on negotiations with the PDM-led government, requesting the top court to ensure implementation of its April 4 judgement regarding holding elections to the Punjab Assembly on May 14.

In the report, the PTI — the main opposition party led by Imran Khan — apprised the apex court of progress on negotiations, saying it held three rounds of talks with the team of ruling PDM, an alliance of 13 political parties, in line with the commitment made to the top court in the Punjab elections delay case.

During the make-or-break talks on Tuesday, both the opposition and ruling alliance negotiating teams agreed on holding general elections across the country on the same date but failed to evolve a consensus on the timing of the elections.

The PDM-led government has rejected the PTI’s demand to dissolve all assemblies before May 14 to pave the way for elections before the passage of the federal budget in June.

What an embarrassment this man is to Pakistan.

The SCO is the future, China and Russia must have insisted India allow him to visit. Otherwise why would India not play a game of bat and ball but will be happy to host Pakistani minister in charge of foreign policy.

So, over the years Imran Khan was right when he said that 'when they come to power their wealth and waist-line increases'.

Pakistan’s foreign minister, Bilawal Bhutto Zardari, arrived in Goa on Thursday, the first visit to India by a senior Pakistani official in 12 years.

Yet few held out hope that the trip signalled efforts for reconciliation between the two neighbours and rivals. Speaking as he boarded the plane to Goa, where India is chairing the Shanghai Cooperation Organisation (SCO) council of foreign ministers on Friday morning, Bhutto Zardari emphasised that his presence would be “focused exclusively on SCO” and avoided any mention of India.

Meanwhile, the Indian minister of external affairs, Subrahmanyam Jaishankar, held sideline bilateral meetings with China’s foreign minister, Qin Gang, and Russia’s foreign minister, Sergei Lavrov, on Thursday but nothing was scheduled with Bhutto Zardari.

According to an Indian media report, Pakistan had requested a bilateral meeting but it was turned down, though this was later denied by an anonymous Pakistani official.

The long-running rivalry between India and Pakistan, who have gone to war four times since 1947, has shown little signs of abating. Relations sank to historic lows in February 2019 after India carried out an airstrike in Pakistan. In response Pakistan shot down an Indian warplane and took the pilot hostage.

Six months later, hostility between the two nuclear-armed neighbours further rose when the Indian government, led by the prime minister, Narendra Modi, unilaterally revoked the autonomy of Kashmir, the disputed state which is split between India and Pakistan. Pakistan saw it as a deliberate provocation by India and called it “illegal, unilateral, reckless and coercive”.

Though a ceasefire along the border that divides Pakistan-administered and Indian-administered Kashmir was reaffirmed in 2021, and has remained peaceful on both sides, India continues to accuse Pakistan of funding cross-border terrorism in the state and bilateral trade remains largely suspended between the two countries.

The rivalry with Pakistan has also played into the nationalist politics of Modi’s Bharatiya Janata party, and ministers still make regular jibes. “We have a neighbour. Like we are experts in IT, they’re experts in international terrorists,” said Jaishankar last year. Pakistan hit back, calling the comments “highly irresponsible and gratuitous”.

Yet as Pakistan grapples with a worsening economic crisis, high inflation, food shortages and the lasting damage caused by ruinous floods which caused more than £24bn in damage, the rhetoric on India from the Pakistan side has been occasionally more conciliatory, in particular the possibility of reopening trade.

Speaking to the Guardian in an interview in October, the Pakistani prime minister, Shehbaz Sharif, said he was “absolutely ready” to build up relations with India and there was “business to do on both sides”, but only if the Kashmir issue were discussed and resolved.

“India is our neighbour and it will be there forever, whether we like it or not,” said Sharif, in comments that have not been previously published. “We have scarce resources. So does India. Do we want to spend those resources in buying more ammunition, more military hardware, or using those scarce funds to strengthen our economies and to empower our nation and to alleviate unemployment, poverty, and so on and so forth? The choice is ours.”

Senior figures in Sharif’s government had also advocated opening up trade through the land border with India, particularly as the floods had devastated crops and sent prices soaring. Many have pointed to the China-India model, where even though the two nations are engaged in tense border hostilities, trade between the two countries now totals more than £107bn a year.

However, the Indian Ministry of External Affairs said in September it would maintain the status quo. India’s home minister, Amit Shah, was also derisive about suggestions the two sides should talk. “Some people say we should talk to Pakistan. Why should we talk to Pakistan? We will not talk,” Shah told a rally in October.

Among analysts, Bhutto Zardari’s motives for attending the SCO meeting in Goa are seen as less about relations with India and more about building Pakistan’s strategic regional interests at a time of disastrous economic turmoil and political instability at home; in particular attempting to reaffirm close ties with China, an important ally and regional counterweight to India, and building relations with Russia, which recently began selling cheap oil to Pakistan.

Nusrat Javed, a senior analyst, said China was the only reason that Pakistan was attending the meeting. “I don’t see any cravings from India to normalise the relations with Pakistan at this point of time. Next year, India has elections and Modi has a constituency of hyper-nationalists so there is no political motivation there,” he said.

India has given Pakistan 'no chance to complain' on Bilawal's visit so far: FO
"All is well so far," Foreign Office Spokesperson Mumtaz Zehra Baloch tells Geo News

Foreign Office Spokesperson Mumtaz Zehra Baloch Friday said India has given Pakistan no reason to complain regarding Foreign Minister Bilawal Bhutto-Zardari’s visit to attend the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers (CFM) summit in Goa.

“They haven’t given us a chance to complain. All is well so far,” she said when speaking to Geo News in an exclusive interview.

When asked if Foreign Minister Bilawal Bhutto-Zardari’s handshake with his counterpart Indian External Affairs Minister Subrahmanyam Jaishankar was reflective of past bitterness, Baloch said: “You are giving it a lot of importance. It was a routine formality.”

Bilawal is leading the country's delegation at the SCO's Council of Foreign Ministers ongoing meeting in Goa.

A day earlier, he arrived in the Indian city on his first-ever visit to India, hoping for a "successful" meeting of the SCO foreign ministers.

Following his arrival, Bilawal became the first Pakistani foreign minister who visited the neighbouring country after a gap of nearly 12 years.

Speaking to the media after landing in Goa, the foreign minister said, "I am happy that I have reached here in Goa to attend the SCO meeting. I hope that the SCO CFM will be a success."

The spokesperson further told Geo News that a host welcomed their guest like they did for other foreign ministers.

India's Strong Remarks On Terror At Regional Meet, Pak Minister Present
"No justification for terrorism, must be stopped in all forms, including cross-border terror," S Jaishankar said at the regional meet.

New Delhi: Minutes after he welcomed Pakistan's Foreign Minister Bilawal Bhutto-Zardari at the SCO Council of Foreign Ministers (CFM) meeting in Goa, Minister of External Affairs S Jaishankar made a strong statement on the "menace of terrorism", including cross-border terrorism. Pointing out that combatting terrorism is one of the original mandates of the SCO, Mr Jaishankar said the channel of finances for terrorist activities "must be seized and blocked without distinction".

"While the world is engaged in facing Covid and its consequences, the menace of terrorism continues unabated. Taking our eyes off this menace would be detrimental to our security interests. We firmly believe that there can be no justification for terrorism, and it must be stopped in all its forms and manifestations, including cross-border terrorism," he said.

Mr Zardari, too, in his speech, urged member states to collectively eradicate "the menace of terrorism".

"Let's not get caught up in weaponising terrorism for diplomatic point scoring," he said.

Mr Zardari in his statement at SCO CFM "reiterated Pakistan's commitment to multilateralism for maintaining international peace and harmony", the Pakistan Foreign Ministry tweeted.

Referring to the Covid pandemic and "geopolitical upheavals", the foreign minister said the world faces a multitude of challenges as global supply chains have been disrupted, leading to a serious impact on the supply of energy, food, and fertilisers. This is having a cascading effect on developing nations, he said.

"These crises have also exposed a credibility and trust deficit in the ability of global institutions to manage challenges in a timely and efficient manner. These challenges, however, are also an opportunity for the SCO to collaborate and address them collectively. With more than 40 per cent of the world's population within the SCO, our collective decisions will surely have a global impact," he said.

On the unfolding situation in Afghanistan, Mr Jaishankar said it remains at the centre of our attention.

"Our efforts should be directed towards the welfare of the Afghan people. Our immediate priorities include providing humanitarian assistance, ensuring a truly inclusive and representative government, combatting terrorism and drug trafficking, and preserving the rights of women, children, and minorities," he said.

"India has always stood for multilateral approaches to addressing global challenges and has always been a willing partner in sharing our expertise and experience," he added.

The foreign minister highlighted India's achievements in the field of start-ups and innovation, saying there are more than 70,000 start-ups in India, of which more than a hundred are Unicorns, and offered to share our experience with member states.

“Let’s not get caught up in weaponising terrorism for diplomatic-point scoring,” Foreign Minister Bilawal Bhutto-Zardari told the Shanghai Cooperation Organisation (SCO) Council of Foreign Ministers (CFM) summit in Goa, minister after Indian counterpart raised the issue of cross-border terrorism at the meeting, ARY News reported quoting Pakistan’s Foreign Office.

Addressing the Shanghai Cooperation Organisation’s (SCO) Council of Foreign Ministers (CFM) on Friday, FM Bilawal Bhutto urge member nations to refrain from using terrorism as a diplomatic tool.

Earlier, Indian Minister of External Affairs S. Jaishankar addressed the SCO meeting, in which he highlighted the issue of cross-border terrorism.

Jaishankar said: “While the world was engaged in facing Covid and its consequences, the menace of terrorism continues unabated. Taking our eyes off this menace would be detrimental to our security interests.

Furthermore, the host reiterated his country’s “long-standing” demand that English be made the third official language of the moot. At the moment Russian and Mandarin are the languages used at the form officially.

Addressing the SCO summit, Bilawal Bhutto reiterated Pakistan’s commitment to multilateralism for maintaining international peace and harmony. “Pakistan remains committed to multilateralism and continues to play a leading role at all international forums.”

Reiterating Pakistan’s strong commitment to SCO he said, “There couldn’t be a more powerful indication of the importance that Pakistan attaches to the SCO than my presence here in Goa for this CFM.”

Bilawal asserted the SCO could be a “key platform for taking the vision of Eurasian connectivity to the next level”, the FO said.

He also reiterated Pakistan’s belief and adherence to the “principles of mutual trust, equality, respect for cultural diversity, and the pursuit of shared development enshrined in the original ‘Shanghai Spirit’”.

“Pakistan strongly believes in and fully adheres to principles of mutual trust, shared development enshrined in original “Shanghai Spirit.”

Speaking on the occasion, the foreign minister once again highlighted Pakistan’s role in the global discourse on climate change. He further said, “The climate crisis poses an existential threat to humanity.”

On poverty alleviation, FM Bilawal Bhutto said: “There is a very strong and compelling case for closer cooperation for poverty alleviation under SCO. The establishment of the Special Working Group on Poverty Alleviation proposed by Pakistan will be a step in that direction.”

Speaking on Afghanistan, Bilawal said, “A peaceful and stable Afghanistan is a key not only to regional integration and economic cooperation but also to global peace and stability.”

Earlier today, the Foreign Office shared a group photo of the foreign ministers attending the SCO meeting today.

FM Bilawal’s engagaments in Goa

During his stay in Goa, Bilawal engaged with several of his counterparts from different nations.

The foreign minister held meetings with his Russian counterpart, Sergey Lavrov, Uzbekistan’s Foreign Minister Bakhtiyor Saidov and others.

Ministry of Foreign Affairs’ spokesperson said in a tweet that during the meeting both foreign ministers discussed matters related to bilateral relations and regional and international developments.

The meeting also highlighted the importance of people-to-people relations and food security in the region.

Foreign Minister S Jaishankar has called his Pakistani counterpart Bilawal Bhutto Zardari the "promoter, justifier and spokesperson of a terrorism industry".

"Victims of terrorism do not sit together with its perpetrators to discuss terrorism," Mr Jaishankar said after a meeting of foreign ministers of the member nations of the Shanghai Cooperation Organisation (SCO) in Goa.

"Bhutto Zardari came as Foreign Minister of a SCO member state; that's part of multilateral diplomacy and we don't see anything more than that," Mr Jaishankar said.

The two foreign ministers did not hold a bilateral at the SCO meeting.

"On terrorism, Pakistan's credibility is depleting even faster than its forex reserves," Mr Jaishankar said in a clear swipe at Pakistan's struggle with a huge financial crisis that has forced the country to knock from door to door for loans.

Mr Jaishankar's comments come on a day when five Indian Army soldiers were killed in action during an operation to find terrorists hiding in a forest near Jammu and Kashmir's Poonch. The terrorists, suspected to be Pakistanis, had ambushed an army truck last week, killing five other soldiers.

he sounds like a doofus quite honestly. Would have loved to see if he said such words in front of Billo, although BIllo is billo, still he is good enough to handle this clown.

An apt reminder that the victims terrorist spy is in our custody for operations in Balochistan would have been dished out accordingly.

fair enough. i guess not everybody has to agree with it.

I hope PDM was able to at least address Pakistan's other commitments at the SCO. Knowing them they probably didn't.

Feel sorry for Bilawal Bhutto. Forget Jaishankar & Indian media. He is getting trolled left right and center by his Pakistanis on social media

Not a good sign in foreign diplomacy

Ideally Pakistan should appoint a more competent leader as foreign minister. International diplomacy is not for kids !

I'm pretty sure high-level ministers don't particularly care about what people on social media have to say about them so there's no need to feel sorry for Bilawal.

I have listened to the entire PC and must admit that was brutal from Jaishankar. Even when moderator said enough question on Pakistan, Jaishankar was like...no worries I will answer.

It doesnt help when Pakistanis take the side of Indians here.

Indian FM comments weren't only aimed at Bilawal. They were aimed at all of Pakistan and would have been the same comments no matter which FM attended.

Current right wing Hindus in power have an axe to grind against Pakistan and its about time people realised we are dealing with a fundamentalist state rather than bickering amongst ourselves.

I dont blame the current government in Pakistan for the actions of the BJP.

India is openly hostile to Pakistan. This statement by their FM is an open slap to all Pakistanis and not just Bilawal.

Modi took a similar line with Imran. Kashmir status was revoked under whose tenure?

Pakistanis should currently be focussing all their attention on the Indian statements and calling out their hypocrisy instead of falling like a pack of cards.

Bilawal going or not going is a seperate issue to the statements of the Indian FM. One is an internal matter and the other is a serious external hostility.

Absolutely agree with what you said. in 2019 Khan gave them a befitting reply but PDM and billo has no shame.

The Establishment has been trying to pitch Bilawal as the next pm but this India trip debacle has really poured cold water over this plan.

Modi took a similar line with Imran. Kashmir status was revoked under whose tenure?

Pakistan never recognized article 370 to begin with, so what's the issue here ?

Pakistanis should currently be focussing all their attention on the Indian statements and calling out their hypocrisy instead of falling like a pack of cards.

Correct, this I agree.

As Pakistan currently have no other issues like being broke, have no money, zero economy etc, it is now the best time to focus on Indian statements and not fall like a pack of cards.

Pakistan is such a lost cause, it will never revive itself, you Pakistanis are blind and don't have what it takes to claw your way out of this mess you are in.....:salute

How hope turns into despair in Goa?
Bilawal told Pakistani journalists, who were in Goa to cover the SCO, that the onus to normalise ties was on India

On Thursday night when Foreign Minister Bilawal Bhutto-Zardari entered the venue of cultural event and a dinner at a 7-star resort, he was greeted by his Indian counterpart.

The event was kept from the media watch. Only a handful of officials were allowed to accompany their respective heads of delegates. Foreign ministers of the eight-nation Shanghai Cooperation Organisation (SCO) sat on the same table, enjoyed the food and had informal chit-chat. Bilawal and Indian Foreign Minister Jai Shankar too interacted.

The atmosphere was "cordial" and "positive," according to one of the members of the Pakistani delegation who was with FM Bilawal.

The first day of Bilawal in Goa and the way the Indian side treated the Pakistani delegation rekindled some hope that if there was no breakthrough, at least there won't be further deterioration in ties.

Then came Friday the day of the meeting of the Council of Foreign Ministers of SCO. Media was not given direct access to the hotel where the conference was taking place. They were provided live feed at a media centre established for journalists covering the SCO.

I have listened to the entire PC and must admit that was brutal from Jaishankar. Even when moderator said enough question on Pakistan, Jaishankar was like...no worries I will answer.

pillionrider - can any Congress foreign minister be this daring? Be honest pls.

Jaishankar would be a good troll if he were online. But that's not how international politics works. He's good only for featuring in swag videos made by his fans. He is utterly incompetent in terms of ground realities.

I don't know about past Congress FM's because I started following the Congress activities only a few years back, whether you and your friends want to believe me or not :apology

From among the current lot, Tharoor would make a much more competent FM while also decimating his opponents in a more sophisticated and less trolly way.

Talking of the the past, I've heard Vajpayee was a pretty good foreign minister :)

Thing is India is no mood to engage with Pakistan in any form. Bilawal was invited purely due to protocol. Its like sending wedding invite to that cousin with whom you never got along but have to invite him formally due to courtesy

Ideally Bilawal should have turned down the invite for the SCO summit and send in a junior level official. Can you imagine Jaishankar going to SCO summit if it was hosted in Lahore. No way

Like I said many times before - Pakistan does not matter much in India's scheme of things. So its best for both countries to ignore each other and stay apart. Every time you try to engage - nothing concrete will ever happen. Only thing that will happen is both sides trading jibes and barbs to each other

Coming to Jaishankar - he is easily one of best performing ministers for India. He is architect of QUAD and Indo Pacific strategy. Also did a brilliant job balancing India's interests in Russia-Ukraine quagmire.

His policy is simple- India should ignore Pakistan and focus on other neighbors like Bangladesh & Sri Lanka. The reason he treated Bilawal with such disdain bcoz he does not want India to engage with Pakistan at any level. That's been his consistent position. Frankly thats the correct position. India has zero incentives to engage with pakistan. Especially with Pakistan in such deep economic crisis

Yes Vajapayee was nice guy but what did get after that Lahore bus journey. He was rewarded with Kargil !

Diplomacy is not about being the nice guy !

The FM of a country where teachers are killed for being Shias should first look inwards and introspect why Pakistan is associated with extremism and terrorism worldwide.

No he should point out anything he says which is wrong.

In your life you will have many issues but does that mean you will not criticize something when you see is wrong?

Anyone can be an idiot at the international stage - doesn't take much. Ask Trump.

Donald Trump is a typical fat entitled nepo kid who inherited family wealth & privilege - just like Bilawal Bhutto

Jaishankar is the middle class kid who made it big in life thru sheer hard work & merit. Big difference. Someone with 4 decades of international diplomacy never says anything casually

Basically Jaishankar was telling Bilawal you are not welcome here & we have nothing to do with your nation. Ideally Pakistan should take the cue and stop trying to engage with India

Pakistan should focus more on its domestic issues and economy. Forget India for next few years. Pakistan thinks some miracle will happen and India will revoke 370 again and start talks with Pakistan. That's not going to happen

Bilawal has every right o say anything. Just that Jaishankar also has the same right

Bilawal should know his place when saying stuff about a PM of another country which he did not.

He assumed he was the leader of Pakistan because of his party but he isn't

If Imran or Shehbaz had said that, then it would mean something.

Because of that one stupid statement, India ministers have carte blanche from their management to say what they like.

All Bilawal can do now is hope SCO ends and he is back in Larkana or sitting in another paid trip to Ghana or somewhere so he can look smart.

Actually the other way round

Modi hugely respects Jaishankar - first appointed him Foreign secretary and now foreign minister and given him free hand in diplomacy

Thing about Modi is he likes technocrats like Ajit Doval, Jaishankar instead of old fashioned politicians

Now in face-saving mode...

It is deeply troubling how the PTI tried to generate a controversy around Pakistan's participation in the SCO's meeting in India. So it's IKs fault that the project was humiliated by a little Ind fella. Surely, even a half wit would have seen this coming

PPP, PDM, Establishment, PTI, whoever it is..... foreign policy is in the hands of a bunch of clowns. There's never long term decisive policy planning. Shoot from the hip and take credit if anything sticks. Decisions are based on short term thinking and that's it.

Bilwal Bhutto interview with Rajdeep Sardesai for India Today channel

The way Jaishankar talks, it seems like whatever he says is to score brownie points like online trolls do. There's little to no substance in what he says and no one outside India cares about his or his government's opinions.

TBH, I too would like Jaishankar to tone it down a little bit on the anti Pak rhetoric.

However don’t mistake it for lack of substance. It is thanks to him that India able to walk a tight rope as an ally of US whilst also preserving friendly relations with Russia.

Emblematic of the Modi government as a whole. More focused on PR than any actual substance.

While Jaishankar 's words were uncompromising and aggressive, maybe undiplomatic, he was really left with no choice by Bilawal because of comments such as "waqt pe jawab denge" on Indian soil. That the Pak militants did another round of terror act on Friday added more fuel to the fire.

Tbh youve been making these nonsense posts for many years. Usually come up with grand theories that have no subtance.

Pakistan is sure in a bad place but its no where near as doom and gloom as you guys paint out. It is a basket cade at times but spend a few days in PK and you will realise that there is more than meets the eye when it comes to the economic issues.

I think after elections and the return of a PTI govt and a recalibrated establishment things will pick up again.
